  This new target reflects not only our ambition for the sector, but our commitment to improving supply chain resilience, economic growth and decarbonising our logistics sector. It is estimated that delivering the 2040 growth target will increase the value of goods moved by rail freight from ?33.7 billion to ?49.5 billion. It is also estimated that meeting the target would save a million tonnes of CO2 per year compared with freight moved by road.

Through the bus expert manufacturing panel, which is chaired by the Under-Secretary of State for Transport, the hon. Member for Wakefield and Rothwell (Simon Lightwood), who has responsibility for roads and buses, we are working with mayors to find ways of supporting the UK manufacture of electric vehicles, and I look forward to working with the hon. • 23 Feb 2026: Court Case on Gatwick Airport Development Consent Order: Disclosed Documents

  Pursuant to an order of the Court from 10 December 2025, on 12 December 2025 I approved the disclosure of a number of documents that related to forecasts of greenhouse gas emissions from aviation. The documents were produced to fulfil a request from the Department for Energy Security and Net Zero and supported preparation of the Government’s carbon budget and growth delivery plan.

  The information contained in the disclosed documents was not relevant to my original decision to grant a development consent order for the expansion of Gatwick airport, as the decision-making process for considering development consent orders requires me to consider published policies and relevant legislation. The disclosed data did not represent final policy and were produced solely for the purposes of discharging the Secretary of State for Energy Security and Net Zero’s duties under the Climate Change Act 2008.

  This Government remain fully committed to the zero emission vehicle transition and the ZEV mandate. In 2025, the UK had the largest electric vehicle market share of any major European economy, thanks to the certainty provided by clear Government policy and the £7.5 billion that we are investing by 2035 to support industry and drivers. The Government will review the mechanisms through which we will achieve the 2030 and 2035 phase-out dates, as planned, in the coming year.

  I am surprised that the right hon. Gentleman talks about U-turns. I am sure that I should not be doing this, but I reviewed his tweets from none other than the 2019 general election, in which he was very excited about decarbonisation schemes, electric vehicle infrastructure and clean energy. Perhaps his constituents will be surprised by his flip-flopping on this issue. This Government remain committed to the ZEV transition, and it is precisely the certainty of this Government’s policy that means we will meet the transition targets. Yet again, he is showing that his party cannot be trusted with the economy and the environment.

  I know that my hon. Friend takes an active interest in this issue, given the importance of bus manufacturing to his constituents in Falkirk. We are backing Britain’s bus manufacturers with long-term certainty through the 10-year zero emission bus pipeline and the work of the bus manufacturing expert panel. We have also legislated through the Bus Services Act 2025 to set a date after which no new non-zero emission buses can be used, and we will set that date in due course.

  To drive investment in car manufacturing, this Government must provide some certainty about the direction of travel, and there is no doubt that the future is zero emission. We are working with the industry to deliver a successful transition, which is why we made the adjustments—the new flexibilities —that I announced last April. It is also why, in conjunction with the devolved Governments, we have announced that a review of the ZEV mandate will start later this year.

  Crucially, expansion must be delivered in a way that aligns with our legal obligations on air quality, environmental protection, noise and climate change.

  I have always been clear that any proposals for airport expansion must meet the Government’s four tests, including those relating to climate commitments. I am confirming that I have today written to the Climate Change Committee setting out how I intend to engage with it, so that its views can be fully considered as this process progresses.

  Alongside this, we continue to make progress on work to decarbonise aviation, including increasing the uptake of sustainable aviation fuel, and innovation in aviation technology.

  Unencumbered by the bureaucracy and perverse incentives of the old system, GBR will have the tools and authority it needs to make the railway deliver for passengers, freight, and taxpayers—and to be held unambiguously accountable for doing so. It will be the “directing mind” for the network, responsible for improving performance and taking long-term decisions across the whole system to unlock growth, decarbonise transport, enable the construction of new homes and support a thriving supply chain. GBR will be underpinned by a clear set of statutory duties—including those relating to passengers and accessibility, rail freight, and social and economic benefits—as well as an overarching strategic direction set by the Government. This approach will enable GBR to make decisions with a whole-system view, optimising network use and utilising opportunities such as open access to make the most of constrained capacity.

  The world has changed since the last ANPS review in 2018, which is when it was designated. New environmental and climate obligations have been introduced, and patterns of travel have changed. However, pretty much every UK airport saw its busiest summer on record. We could put our head in the sand and pretend this is not the case, but we would be doing a disservice to our economy and to the next generation. That is why, in carrying out this review, we will consider how any proposed scheme must meet four clear tests: that it contributes to economic growth across the country; that it meets our air quality obligations; that it is consistent with our noise commitments; and, crucially, that it aligns with our legal obligations on climate change, including net zero.

  We will seek the independent opinion of the Climate Change Committee, which I will write to shortly to request this advice. While a third runway at Heathrow has been factored into carbon budget 6, it is right that we update our modelling and seek the views of the CCC. Given Heathrow’s national importance, we will also consider naming the airport as critical national priority infrastructure, in line with our approach to low-carbon energy projects. We are further considering whether to name a statutory undertaker as an appropriate person to carry out the project under the Planning Act 2008, providing additional clarity to stakeholders and the local community. It is clear that this is a large and complex programme that requires a thorough and evidence-led approach. Over the coming months, my Department will develop analysis on economic and environmental impacts of expansion. We will also undertake an appraisal of sustainability, as required by statute, alongside a habitats regulations assessment and other necessary technical work. If amendments are needed to the ANPS as a result of the review, we expect to consult on an amended policy statement by next summer. Communities will be able to have their say and we will shortly publish an updated stakeholder engagement approach to ensure transparency and fairness throughout the process.

  The right hon. Gentleman also asked about climate change, service access and our reforms to judicial reviews. On service access, I can be clear with him that we expect this project and associated infrastructure improvements to be privately financed. Through the ANPS review, we will be looking holistically at public transport requirements, be that southern rail access, western rail access or how people get to and from central London. He will recall that, in the spending review, we set out the biggest investment in London’s transport for over 10 years, with £2.2 billion enabling Transport for London to buy new rolling stock on the Piccadilly line and 10 extra Elizabeth line trains. We will work closely with our colleague, the Mayor of London, and TfL to ensure that appropriate infrastructure is in place.

  My hon. Friend is entirely right to raise these issues. We will give very careful and thorough consideration to them in the airports national policy statement review, which will take place in the coming months. She referred to the Climate Change Committee’s opinion on capacity expansion. We are making rapid progress in cleaning up the fuel that is used in planes, and we are making huge efforts to reform our airspace, so that we can have cleaner and more direct flights. The carbon intensity of flying has to come down if we are to have more planes in the air. She was also right to highlight the importance of the regulatory model. That is why we have asked the Civil Aviation Authority to do this piece of work over the coming months; it is aligned with the review in the airports national policy statement. We will say more on that in due course.

  I start by congratulating the hon. Gentleman on his appointment. He referred to New Economics Foundation research. I should be clear with him that the Government are absolutely committed to reaching net zero for the whole economy by 2050, and that we will meet our climate change obligations as set out in the Climate Change Act 2008. We have also been clear repeatedly that any airport expansion proposals will need to demonstrate that they will contribute to economic growth and can be delivered in line with the UK’s legally binding climate change commitment. We will engage with the CCC in the ANPS review.

  Heathrow is only one part of the process; the expansion of Heathrow, Luton, Gatwick and Bristol airports was factored into carbon budget 7, and the hon. Gentleman will know that the Government will publish our updated delivery plan for carbon budgets 4 to 6 in the coming weeks. We should not see economic growth and our climate change commitments as being inconsistent with each another. I believe we can go further, faster, on cleaner fuels and technological developments, but people want to fly, and I do not think that this Government should get on the wrong side of public aspiration.

  There were probably three questions in one there. I say to my hon. Friend that I am not prepared to stand in the way of the public’s aspiration to fly. We are not looking at demand management at the moment; our approach to aviation decarbonisation is based on the analysis suggesting that the sector can make a significant contribution to our economy-wide net zero target by 2050 by focusing on new fuels and new technologies.

  The Government are investing an unprecedented £15.6 billion in local transport across our city regions, including £1.5 billion for South Yorkshire and £2.1 billion for West Yorkshire, to support the delivery of transport schemes across the region. We have also confirmed £2.3 billion for the local transport grant over the spending review period for improvements in places outside major city regions, including to support more zero emission buses, cycleways and congestion improvement measures.

  I would be happy to meet my hon. Friend, who—as chair of the all-party parliamentary group on electric vehicles—has great expertise in this area. It is right to acknowledge that the motor industry has faced unprecedented challenges in the last 12 months, so it was right that we responded proportionately by extending the flexibilities in the zero emission vehicle mandate. But we have also given certainty back to the industry and consumers with the reinstatement of the 2030 phase-out date.

• 15 Jul 2025: Zero Emission Vehicles

  The Government are making it easier and cheaper to own an electric vehicle. Today the Government have launched an electric car grant to support the transition to zero emission vehicles and incentivise sustainable automotive manufacturing. This intervention gives clarity about the Government commitment to the zero emission vehicle transition, at a time of unprecedented uncertainty for the automotive sector.

  Grant funding of £650 million will be available to purchase new zero emission cars priced at or under £37,000. Grants of £1,500 or £3,750 will make these cars more affordable and enable even more people to access the savings associated with driving electric. The grant will help unlock potential further savings of up to £1,500 a year in running costs for drivers. It will back UK and other manufacturers, with eligibility dependent on the highest manufacturing sustainability standards, driving growth in our automotive and charging sectors.

  Today, I am announcing one of the most transformative investments in our transport network for a generation. We are greenlighting over 50 rail and road projects, touching every corner of the country, from more rail capacity in Oxford and better roads in Newcastle to new stations in Devon. This is what delivering on our plan for change looks like. We said we would raise living standards, so today’s announcement is about taking the brakes off growth, supporting 42,000 new jobs and slashing journey times. We said we would build 1.5 million new homes, so we are directly supporting the construction of 39,000 new properties, showing how transport can lift up communities and improve lives. We said that we would accelerate to net zero, so not only will we make our roads safer and less congested and continue the transition to electric vehicles in a sensible way; we will get more people on public transport, backing our railways with new links and more electrified track. More jobs, new housing and better journeys are the people’s priorities, and they are my priorities too.

  My hon. Friend makes a powerful case. That case is why, even if we are not committing funding in this spending review to electrification projects, we will keep them under review as we move forward. We are also considering and developing our strategy on rail decarbonisation more broadly. Most of our existing arterial routes are now electrified. There is also rapidly evolving technology; there are bi-mode and even tri-mode trains now. We need to consider our strategy in the round.

• 11 Jun 2025: Sustainable Aviation Fuel Bill

  I want a future where more passengers can take to the skies, not fewer. But like the rest of our economy, that must mean emitting less carbon, not more. This Bill will help secure that future. It builds on the fantastic work across Government and industry, led by my hon. Friend the Aviation Minister, which saw the SAF mandate come into effect earlier this year. As we run towards a future of green flight, we know that sustainable aviation fuel is one of the biggest levers we can pull. It emits 70% less greenhouse gases on average than fossil fuels. It can be used in existing infrastructure and aircraft engines, and it is now backed by a mandate that is rightly ambitious: 10% SAF in the fuel mix by 2030 and 22% by 2040. I want as much as possible to be made in the UK.

  The Government have been clear that we will permit airport expansion only when it is consistent with our legally binding climate change targets. SAF is one way in which we can clean up aviation, but the work we are doing on the development of new aircraft technologies, alongside the work we are doing on airspace modernisation, is all connected to how we bring those emissions down. I point out to the hon. Lady that the expansion of Heathrow has already been modelled in relation to the sixth carbon budget.

  This country cannot be open for business, open to investment and open to growth yet have a closed mind when it comes to international connectivity. The Bill is a clear signal that we will not accept false trade-offs that pit aviation’s growth against our commitments to net zero. We can and must do both. We have the opportunity of a lifetime and, I believe, a moral mission to future-proof aviation. When the sector succeeds, it is not only a source of growth, through trade, business and tourism, but a source of joy, aspiration and opportunity. It is as vital today as it will be for future generations. Their need to fly, explore the world and do business requires us to act now. That is what the Bill does, and I commend it to the House.

  I want to say something about our commitment to meeting our net zero targets. This Bill will restrict new non-zero emission buses on most local services in England from no earlier than January 2030, and I know that my hon. Friend the Minister for Local Transport is already speaking to the industry—not just about securing an orderly transition, but about the opportunity for British bus manufacturers to meet new demand both at home and abroad.

• 28 Apr 2025: Sustainable Aviation Fuel Revenue Certainty Mechanism

  Sustainable aviation fuel is integral to reaching net zero aviation by 2050. It reduces greenhouse gas emissions by around 70% on average over the lifecycle of its production and use when replacing fossil kerosene. It is also an enabler of growth, and can provide good, skilled jobs across the UK.

  The SAF mandate is the UK’s key policy mechanism to secure demand for SAF. It delivers GHG emission savings by encouraging the use of SAF within the aviation industry. It does this by setting a legal obligation on fuel suppliers in the UK to supply an increasing proportion of SAF over time. Suppliers receive certificates for the SAF they supply. Certificates are issued in proportion to the level of GHG emission reductions that the fuel delivers—that is, the greater the savings, the greater the number of certificates they receive. The SAF mandate started at 2% of total UK jet fuel demand in 2025 and increases linearly to 10% in 2030 and then to 22% in 2040. It could deliver up to 6.3 million tonnes of carbon savings per year by 2040.

  With permission, I shall make a statement about the zero emission vehicle mandate. Today, this Government are giving British car makers certainty and support on the transition to electric vehicles, as we set out plans to back industry in the face of global economic headwinds. We have worked in close partnership and at pace with colleagues in the Scottish Government, the Welsh Government and the Northern Ireland Executive, whom I would like to thank.

  The automotive industry is a cornerstone of our economy. It supports over 150,000 jobs and generates £19 billion every year. Today, with Government backing, it must negotiate the turbulence of fresh global economic challenges. For too long, the sector has been held back by a lack of long-term certainty. That changes now. This Government listen and act. We have listened to car manufacturers, large and small, from Sunderland to Solihull, and from Crewe to Coventry. Car makers have told us what they need to not just survive, but thrive. What they want is what we are delivering: practical, sensible reforms that will unlock investment, protect jobs and strengthen Britain’s leadership in the zero emissions transition.

  Today, I can confirm that the Government are maintaining our manifesto commitment to phasing out the sale of new petrol and diesel cars by 2030. I can also reconfirm our commitment to all new cars and vans being 100% zero emission from 2035; there are no changes to the trajectory of the transition set out in the ZEV mandate regulations. We support the role of hybrid vehicles as a crucial stepping-stone in that journey; new full hybrids and plug-in hybrids will be on sale until 2035. That strikes the right balance. We are being firm on our climate commitments, but flexible on how we meet them, because our aim is not to impose change for its own sake, but to enable industry to make the transition in a way that matches supply with demand, and to support businesses, and the jobs that they provide, every step of the way.

  We are also reducing fines for missing ZEV targets from £15,000 to £12,000 per vehicle. Where fines are levied—for the vast majority of manufacturers, they will not be—the revenue will be recycled directly back into support for the sector, because this Government invest in solutions and do not punish ambition. Let me be clear: this is not a retreat from our ambitions on EVs—quite the opposite. It is right that the threat of fines remains, as it is an inescapable fact that the domestic transport sector remains the UK’s single largest carbon emitter, accounting for 30% of emissions in 2024. That is why we are doubling down on our commitment to the electric transition. There is more than £2.3 billion available to support industry and consumers. That includes funding for new battery factories, EV supply chains and charging infrastructure, and grants for zero emission vehicles.

  I can assure my hon. Friend that I will continue to work across Government with colleagues in the Department for Energy Security and Net Zero, and in the Department for Business and Trade, in order to make the take-up of EVs as affordable as possible for individuals who want to make the transition. He is entirely right to point out that, compared with a petrol car, drivers can save up to £1,000 a year if they mostly charge at home, and that an EV can be run for as little as 2p per mile if charged at home. Half of all used electric cars are now sold for under £20,000, and there are 29 brand-new electric cars on the market for under £30,000.

  Although it is positive that electricity supplies were restored quickly, there will be learnings to ensure that we avoid such incidents reoccurring. That is why on Saturday, my right hon. Friend the Secretary of State for Energy Security and Net Zero, working with Ofgem, commissioned the independent National Energy System Operator to urgently investigate the incident. The review will also seek to understand any wider lessons to be learned for energy resilience for critical national infrastructure. NESO has been asked to report back to the Department for Energy Security and Net Zero with initial findings within six weeks.

  The private sector will continue to play a vital role under the new model on everything from freight and open access services to ticket retailing, rolling stock and the wider supply chain. GBR will leverage the best of both the public and private sectors to unlock growth and drive innovation. GBR will follow fair, efficient and transparent processes when allocating access to the network, with a robust set of protections for third-party operators enshrined in law. There will also be a statutory duty on GBR to promote the use of rail freight, recognising the sector’s growth potential and helping to deliver on the Government’s commitment to net zero.

  The previous Government caused significant harm to the industry by moving goalposts on phase-out dates, creating doubt in the minds of investors and boardrooms and putting at risk the billions of pounds of committed investment in the automotive sector and in the charge point sector. Our plans will restore clarity for manufacturers, provide renewed confidence for charging infrastructure investors and give confidence to consumers considering making the switch. No new petrol or diesel cars will be sold after 2030. All new cars and vans will need to be 100% zero emission by 2035.

  The need to transition away from a reliance on fossil fuels has never been clearer, and the transition to zero emission vehicles will play a critical role in quickly reducing carbon emissions and improving our energy security. It is not just an environmental necessity but an opportunity for the UK to lead in cutting-edge technologies, representing a significant industrial opportunity for the UK. This shift promises cleaner air and quieter streets, enhancing quality of life in our communities. British people and businesses are already embracing electric vehicles because they are cheaper to run, great to drive and simpler to maintain.

  I agree completely. I go back to what I said at the start of my contribution, which is that this is one of the biggest challenges we face as a society and as a country. We can talk about the crisis in the eurozone, international terrorism or climate change, but how we plan for the needs of our ageing population is incredibly important. It may not be the sexiest debate out there, but we need to get people talking about it so that they can understand and contribute to how we should legislate on this issue.

  My concern about the scale of the cuts to local government is that it will limit the ability of councils to address some of the big issues of our time, and restrict the innovative work that some modern, progressive councils are already undertaking. Let us take climate change. Although new forms of electricity generation and more energy-efficient homes may help to reduce our carbon emissions, some of the really big differences will come about only by people changing their behaviour. That does not happen by magic, and although Ministers might be concerned that this smacks of the nanny state, I cannot help but think that it is local government that is best placed to assist communities in reducing their carbon footprints. However, that type of work is resource-intensive, and with resources so much scarcer, councils will have to stop doing other things if they want to continue such work.
