• 23 Jun 2026: UK-St Helena BIOT Migrants Memorandum of Understanding: Extension

  As part of the arrangement and within existing FCDO budget allocations, the UK Government have committed to provide a one-off investment of £8 million in St Helena to improve health and education outcomes, and improve telecommunications and renewable energy infrastructure. This is consistent with our long-term support to the sustainable development of St Helena. Other technical support and costs remain, as I said to the House on 21 October 2024.

• 15 Jun 2026: The Russia (Sanctions) (EU Exit) (Amendment) Regulations 2026

  The shadow Minister, the hon. Member for Fylde, raised a point about wider energy supplies and went back to arguments used on the Floor of the House a few times about the North sea. The Secretary of State for Energy Security and Net Zero and others have been very clear: expanding drilling in the North sea will not lower bills or improve energy security. That short-sighted approach would leave the UK exposed to volatile global gas prices. Gas prices are set internationally, so having new North sea licences would not take a penny off of bills and would potentially make people more vulnerable.

  We are looking at making better use of existing North sea infrastructure, such as the range of measures we are taking around what are known as “tie-backs”. We will always act in the interests of British consumers, in relation to both the challenges of climate change and making sure that we have security of supply. The regulations are not one policy on their own, but sit within a range of different measures.

• 26 Feb 2026: NPT Review Cycle: United Kingdom National Report

  The UK will continue to advance the peaceful applications of nuclear science and technology—in medicine, agriculture, food security, climate change mitigation, adaptation and civil nuclear power—consistent with the NPT and in close co-operation with the IAEA and international partners. Access to the peaceful uses of nuclear technologies is a benefit that should be afforded sufficient importance, attention and resource.

  We are focusing on five areas: first, improving learning outcomes for all children, particularly targeting girls and the most disadvantaged; secondly, helping partner Governments to strengthen their education systems; thirdly, increasing the scale and sources of financing, so that Governments can access financing to fund education reforms; fourthly, safeguarding education in emergencies and protracted crises, including those affected by conflict and climate change; and finally, driving the reform of multilateral education organisations. I will say a little more about that conflict work in a moment.

  In my capacity as Minister for the overseas territories, I chaired the council. During the council, the Foreign Secretary met elected leaders to discuss UK and overseas territories’ priorities. Other UK ministerial colleagues who participated in the discussions included: the right hon. Lord Hanson of Flint, Minister of State at the Home Office; the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Coventry East (Mary Creagh); the Under-Secretary of State for Energy Security and Net Zero, my hon. Friend the Member for Leeds North West (Katie White); my hon. and learned Friend the Economic Secretary to the Treasury; Lord Coaker, Minister of State at the Ministry of Defence; and the Under-Secretary of State for Justice, my hon. Friend the Member for Rother Valley (Jake Richards). The UK Special Representative for Nature Ruth Davis OBE, the UK Commonwealth envoy, and representatives from UK Export Finance, the National Cyber Security Centre, the Alan Turing Institute, Health Innovation Kent, Surrey, and Sussex, the Glasgow 2026 Organising Company, AtkinsRéalis and British Expertise International also participated in discussions.

  We discussed the crucial work of overseas territories in managing unique and globally significant environments and ecosystems, as stewards of 94% of Britain's unique biodiversity, and we reflected on the outcomes of COP30. With the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Coventry East (Mary Creagh) and Dr Gemma Harper OBE, Chief Executive of the Joint Nature Conservation Committee, we launched the UK overseas territories biodiversity strategy—the UK and the overseas territories united for nature.

• 1 Dec 2025: Antarctic Strategy

  Science: we will continue to invest in our world-leading polar infrastructure, ensuring that the British Antarctic Survey and UK researchers have the platforms they need to carry out the science we all need to protect Antarctica and the UK from the impacts of climate change, including our continued programme of infrastructure work at Rothera research station. The focus of UK science is on climate change, with projects looking at the rate of sea ice loss and glacier retreat, and ongoing work to drill ice cores, which can give a better understanding of a changing climate and the subsequent impacts for the world.

• 14 Oct 2025: COP30: Food System Transformation

  In response to the shadow Minister, the right hon. Member for Wetherby and Easingwold (Sir Alec Shelbrooke), this is absolutely a priority for the Government at COP30, and more broadly, because how we grow, trade and consume food will shape whether the future is secure, sustainable and fair for farmers, communities and the planet.

  When I speak of farmers and communities, I am speaking of farmers and communities here in the UK and abroad. We are engaged in a global endeavour. In my past career in the international development and humanitarian sector, I saw the impact of climate change and food insecurity on communities. I remember being in Malawi during the middle of a very serious food crisis and period of insecurity, where I saw the steps farmers were taking to make agriculture more resilient and the devastating impacts on people there.

  In recent weeks I have met some of our leading climate scientists who are about to travel down to Antarctica with the royal research ship Sir David Attenborough. They will look at the sustainability of fishing and marine resources in the Southern ocean and the changing impacts of climate change in that part of the world, and the impact that has on global supply chains and weather patterns.

  Our investment in renewable energy, sustainable farming and global sustainability is generating jobs. It is generating opportunities for people in this country, but it is also addressing a global concern. That is why the former Prime Minister, Baroness May, was absolutely right to describe the Conservative position as a “catastrophic mistake.”

  The Liberal Democrat spokesperson, the hon. Member for Esher and Walton (Monica Harding), asked about attendance at COP. I will not get ahead of announcements about ministerial travel or otherwise, but I can confirm that His Royal Highness the Prince of Wales will be attending, as will my right hon. Friend the Secretary of State for Energy Security and Net Zero. I am sure we will announce other ministerial attendance in due course.

  The hon. Lady asked about finance, and obviously we are committed to delivering on our pledge of £11.6 billion of international climate finance by the end of 2025-26. We are already looking at the results of what that investment has done so far. Since 2011, an estimated 137 million people have been better supported to adapt, and an estimated 145 million tonnes of greenhouse gas emissions have been reduced or avoided.

  It is absolutely clear that, by 2050, the world will need 50% more food, but land and natural resources are already under strain, and agriculture that produces food is already one of the sectors most vulnerable to the impacts of climate change. When that is coupled with nature loss, conflict and global instability, the impacts on production are pushing up prices and exposing weak spots in our supply chains that affect people here in Britain and our partners. The pressure always falls the hardest on vulnerable people, whether in our own constituencies or in places ranging from the Sahel to the horn of Africa and Afghanistan. Of course, our own food security relies on resilient supply chains and stable global markets.

  We need to do more in this area. Our research shows that food systems receive just 7% of total climate finance, and less than 1% of that reaches smallholder farmers. We need to do much more on that, and it will be a crucial part of the COP30 agenda we will be advancing.

  We welcome the work that Brazil has already been doing as host, including its resilient agriculture investment for net zero land degradation initiative and its efforts to draw attention to climate, hunger and poverty, and the links between them. We have shown leadership in past conferences by supporting landmark declarations such as the Emirates declaration and the Glasgow leaders’ declaration.

  I do not want to get ahead of the conversations we will have at COP30, but I hope I have demonstrated our absolute commitment in this area, which is of course reflected in what we are doing here at home. We are backing British farming with more than £2.7 billion a year for sustainable agriculture and nature recovery; and through our environmental land management schemes, we are rewarding farmers for environmental benefits, improving productivity and maintaining food production.

  Thank you, Madam Deputy Speaker. I have been absolutely clear: surrender—what nonsense! Instead, we see strength in standing up for our steel and our car manufacturers, delivering trade deals with the US and India, investing in green energy, leading Europe with our key allies in the defence of Ukraine, tackling illegal migration and serious and organised crime, and boosting funding and support for our national defence after shameful disinvestment by the previous Government. That is talking down Britain; we are standing up for Britain.

  We cannot do this alone; we need others to join us if we are to succeed. We need to continue our work on integrating nutrition with our wider development work. One of the areas I would highlight is that only a tiny percentage of climate finance is allocated to nutrition, which is an unacceptable missed opportunity. We need to work with our partners to give more attention to the nutrition impact of their policies and investments in food systems more broadly. That is why we are calling on all those with a stake in Nutrition for Growth—countries in the global north and south, multilaterals, private investors and civil society organisations—to back the new global compact. That more integrated, coherent approach will ensure that the sum of everyone’s commitments is greater than the parts. This is a challenging time for the summit, given the global economic climate, but we think it will set out a good way forward and bring people together.

  For me, this was a sincere but difficult decision, not least given my experience working for humanitarian and international development NGOs and, indeed, at the former Department for International Development. I too have seen the positive impacts of Britain’s proud record on overseas development on lives around the world, as hon. Members reflected on. As the Prime Minister said, we will continue to play a key role in doing everything we can to move towards rebuilding our capacity, and we remain committed to working in Sudan, Ukraine and Gaza and on tackling climate change, on supporting multinational efforts on global health and challenges such as vaccination, and on our commitments to the overseas territories.

  I set out yesterday, in a very important debate on our bilateral relations with the United States, just how much we are co-operating already with the new US Administration on defence, security and our shared priorities around growth and prosperity. Friend the Member for Oxford East (Anneliese Dodds) has set that out, and my colleagues have set that out in relation to climate change.   I met the Foreign Minister of Greenland yesterday, which was the second time I have met her in the past four months. We discussed a range of issues, including security in the Arctic, our partnership, our trade partnership and our close engagement on a number of matters, including climate change, science and other areas. Our partnership with Greenland is strong, as is our partnership with Denmark. I refer the hon. Member to the comments I made on Greenland’s future, which is a matter for the people of Greenland and the people of the Kingdom of Denmark.

  The key themes of discussion at this year’s council were: resetting the relationship between the UK and the overseas territories; security and irregular migration; economic diversification and resilience; tackling illicit finance; environment and climate change; overseas development assistance; and breaking down barriers to opportunity for citizens. Discussions were positive and constructive, reflecting a shared desire to transform the relationship.

  Many of us have benefited from associating with and engaging with CPA delegations on important work. I attended a useful conference in Ghana a couple of years ago with parliamentarians from across Africa. I cannot tell the Committee how important it was for me to be able to engage with colleagues on a wide range of issues, including women’s rights, security, healthcare and climate change. The inter-parliamentary and inter-Commonwealth understanding brought by the CPA is crucial to all our work in this place and to the work of the Government.

  I have also brought together ministerial colleagues on sanctions enforcement, and colleagues in the Treasury, the Home Office, the Department for Business and Trade, the Department for Transport and the Department for Energy Security and Net Zero are working towards a shared vision of how to enhance it. That will include ways in which we can further support UK overseas territories and Crown dependencies with their sanctions enforcement. We plan to be transparent on what we are doing, and I look forward to updating Parliament on enforcement actions in due course.

• 23 Oct 2024: Draft European Forest Institute (Immunities and Privileges) Order 2024

  This order will confer on the European Forest Institute a bespoke set of privileges and immunities to enable the organisation to function and operate effectively in the UK. It does not confer legal capacity, as this was conferred on the EFI in the European Forest Institute (Legal Capacities) Order 2005. The order will contribute to the fostering of closer collaboration between the EFI, its members and the UK Government and will support the establishment of a EFI UK office. I think there is unity in the House on this measure, as it was started under the previous Government. We intend to continue with it to allow international collaboration on forests, which are an important issue for the protection of nature, tackling climate change and our support of biodiversity globally.

  The EFI would host a small permanent London team and draw internationally renowned expertise into the UK. With London a major hub for private sector climate finance, there are opportunities to bring international forest and finance experts together to foster new financial initiatives aimed at protecting the world’s forests and tackling climate change and nature loss, which are major priorities for me, the Foreign Secretary and the whole of the new Government.

  I am grateful for the support of the shadow Minister and, I hope, of the whole Committee. I hope that she will also support the Iran sanctions regulations later this afternoon. I am sure we will have a slightly longer debate on those important issues, but I am glad for the support and the common ground on this draft order, which is absolutely crucial to issues of nature, biodiversity loss and tackling the climate change emergency. It comes at an appropriate time, as we are between the biodiversity conference of the parties and the nature COP, and the COP in Baku on climate change. Showing our support for this important organisation is key.

  The shadow Minister asked about how this will sit within our wider plans. I can tell her that the EFI has been involved directly with supporting the delivery of the FCDO’s flagship forest governance programme, which we intend to continue. That programme aims at reducing the illegal use of forest resources and ensuring benefits for the poorest people who depend on forests for their livelihoods. With the support of that programme and other development donors, the EFI has established the expertise and stakeholder network on forest governance, deforestation and climate change. That provides guidance to more than 20 countries.

  I mentioned the EFI’s International Partnerships Facility. That will be absolutely key in making this work going forward, contributing to our wider work as we modernise our development programme, focus on the sustainable development goals, and tackle issues including the expansion of agricultural crops, illegal logging, land use conflicts, and others that the shadow Minister will know are unfortunately driving the challenges we find in forest environments. I would also point out that the EFI can work very closely with our temperate forest measures, which are already driven forward by my colleagues in the Department for Environment, Food and Rural Affairs. There we could have the international and the domestic coming together for nature and climate change. I hope the Committee will recognise the importance of that.

  Like other right hon. and hon. Members, the hon. Lady made much wider points about the Commonwealth. We attach great importance to our membership of the Commonwealth, which is a vibrant network of 2.5 billion people united in the pursuit of freedom, peace and prosperity. We fundamentally believe that a modern, cohesive and effective Commonwealth can play an important role in delivering progress on UK priorities across the globe—whether in the sphere of democracy, common values, defending the rights of women, girls and minority communities, dealing with climate change and the energy transition, or the particular challenges faced by small island states. We will work on all those key issues together. There is also the issue of growth and economic development; the Commonwealth’s 56 members include some of the world’s fastest growing economies and it is vital that we partner with them for their and our global benefit. Importantly, those issues, among many others, will be discussed at the Commonwealth Heads of Government meeting in Samoa.

  I am very clear about what Cardiff South and Penarth needs from what my constituents tell me. We need investment in our green transition. Places such as Sully and Dinas Powys have already seen the impact of flooding and climate change. A response is needed to that not only locally, but nationally and internationally. That is exactly why I am proud of the Labour plan to invest in our green transition, in green steel, in renewables, in nuclear, and of course in the high technology and green solutions that are being generated by our fantastic higher education sector. I am very proud of our university in Cardiff, which is doing fantastic work on this and putting some of those green ideas into action for our country.

  The cluster at Harwell is very significant. A number of key programmes operate there, including the Advanced Research in Telecommunications Systems programme, and those of the European Centre for Space Applications and Telecommunication. There is also key work being done there, including the monitoring of major meteorological events and climate change research, and on making sure that data is shared with other researchers and institutions across the UK.

  The UK overseas territories’ marine environments are of global significance, from Antarctica to the Caribbean, and from the Pacific to the Atlantic. They contain 94% of the unique species that the UK is responsible for and have marine areas that extend over 2% of the world’s ocean surface. Although they are negligible contributors to climate change and global warming, their unique environments are particularly vulnerable to the effects of not only rising sea levels, but climate change, rising temperatures in waters and the loss of biodiversity that comes with that. They must also be integral to the solutions we find going forward.

  Can the Minister explain what our ambitions in terms of climate change are and what the evidence is about how the changes in the marine environment, in particular, are affecting fishing stocks and krill stocks? There has been a mean temperature increase in South Georgia of between 0.9% and 2.3% between January and August, and 97% of glaciers have retreated. Those are really serious issues.

  One of the starkest contrasts in approach between Wales and those of us on the Labour Benches, and the current Government, is on climate change and the green transition. The Government have abandoned targets and are going backwards when we need to be moving forward with green transition, green jobs, green investment, sustainable housing and adaptation. Communities in my local area, in places such as Sully and Dinas Powys, are already experiencing the consequences of severe flooding and rainfall events. But I also see the opportunities, for example in green steel, the recycled steel already in produced in my constituency, and in green industries and green technologies of the future, many being piloted at our fantastic universities in Cardiff and south Wales.

  A few weeks ago, I had the pleasure of visiting an innovative housing project in Rumney in my constituency, which had solar panels in nearly all the new buildings but also ground source heat pumps, electric vehicle charging points and battery technology in the houses, bringing down bills for the residents while contributing to net zero. Will the Secretary of State join me in praising Cardiff’s Labour council and the Welsh Labour Government for the work they have done on this issue, and will he explain what we are doing to ensure greater manufacture of those technologies in this country?

  The Prime Minister was right to say yesterday that prior to this barbarous invasion Ukraine was becoming a huge focal point for foreign investment and interest. Across agriculture, raw materials, start-ups, renewable energy and technology, to name just a few sectors, there was so much promise in Ukraine, and it is in the interests of all of us, and most importantly of the Ukrainian people, that Ukraine gets back on a solid economic footing and becomes that internationally competitive nation once again. So Labour welcomes the multi-year commitments made to Ukraine yesterday, including the loan guarantees and other measures that will be critical in shaping Ukraine’s future. Can the Minister provide more information on the timescale for those loan guarantees? How many deals are already in the pipeline as a result of them? Can he also say a bit more about the risk insurance framework, and what role London, as a leading international insurance market, will play?

  We have heard a lot, rightly, about the environment. Our overseas territories play a crucial role, whether that be the marine protected area in the Pitcairn Islands, the national climate change policy of the Turks and Caicos Islands, St Helena’s blue green agenda, Montserrat wanting to invest in renewable energy and dealing with the legacy of the volcanic eruption, or the Cayman Islands’ conservation efforts. They play a crucial role not only in contributing to our climate change agenda and biodiversity but dealing first hand with the impact of climate change.

  The Secretary of State talks about powering up Britain, but perhaps he could take some lessons from how the Welsh Labour Government and Welsh Labour councils are powering up Wales. The other week, I visited a very important development in Rumney in my constituency, where there is a new mixed housing development. Every single one of those properties has a ground source heat pump, photovoltaics on the roof and an electric vehicle charger on the drive. They are well insulated, they are using sustainable materials, and they are bringing down costs for consumers now, but also contributing to net zero. Is that not the example we should follow across the UK?

  We want to focus on some of the most important tasks today: making our relationship with the EU work; growing our economy; defending our security; and tackling common challenges, from energy to climate change. We will not seek to rejoin the EU, the single market or the customs union, but it is imperative that we make our future relationship with the EU work, fix the holes in the Government’s deal, deliver stability, trust and mutual benefit in our relationships with partners across Europe—both in and out of the EU—and make use of new forums, such as the European Political Community. Indeed, I had fruitful discussions today with friends from Norway, as I know the Minister did too.

  For seven years, we have watched the Government pick fights with our closest European allies, allowing dogma to override pragmatism. All the while, we have seen investment down, growth sluggish, 45% of businesses saying they have difficulties trading with the EU, and, as we have heard, exports down by a third. We have seen an approach that has often left us isolated, less secure and stuck in the binaries of the past at a time when co-operation was needed more than ever: on security when we face war in Europe; on energy when we face an energy price crisis and the challenge of climate change; and on economic co-operation as we face inflation, the cost of living crisis and the challenge of responding to geopolitical competition and threats to the resilience of our supply chains.

  I also congratulate the other Members who have spoken, including my hon. Friends the Members for Wirral West (Margaret Greenwood), for York Central (Rachael Maskell) and for Hammersmith (Andy Slaughter). They all made it clear that the UK has a world-leading science base. We rank third, behind only the US and China, in science and technology journal articles, and we have four of the world’s top 10 universities. As well as pushing the boundaries of humanity’s collective understanding, science represents a priceless platform for the UK’s future growth and prosperity, as well as to ensure our security and respond to the global threats that have been referred to today, from pandemics to climate change.

  We have heard in this debate, and in many others, about energy dependency and cutting off the decisive economic lever driving Putin’s war machine. Many of us will agree that over-reliance on Russian energy has been a Europe-wide failure that has prevented the continent from acting decisively in opposing Putin’s aggression. Radical and bold measures are needed to ensure energy security, bring down energy bills for working people across Europe, and release Putin’s grip. We need unity, too. Will the Minister say a bit about reports that Hungary may be blocking Europe-wide measures? What discussions have we had to enable us—EU and non-EU countries across Europe—to move as one? What support is being given to those countries whose energy systems will take the biggest hit, for entirely understandable historical and other reasons? Fundamentally, it is only by transitioning with haste to clean and renewable energy, and supporting our allies and partners, that we will end our reliance on Putin’s regime and, indeed, other autocratic and despotic regimes around the world.

  The Welsh Government are keen that we nurture that collaboration, drawing on that relationship to look to the future. I am thinking about the different models proposed for housing, and the need to think creatively about the future of social care, to be bold in the exploration of new, innovative models of transport and to think innovatively about the urgent need to decarbonise our economy and our communities. I declare an interest as someone who started his career as a play worker and a council official in the Vale of Glamorgan Council, at one point dressing up as Gully in Gully’s Gang, trying to support young children in our communities. • 13 Sep 2021: Draft Conference of the Parties to the United Nations Framework Convention on Climate Change (Immunities and Privileges) Order 2021

  The Minister set out the categories included in the order. Will he say how many attendees will be covered by the categories of UN officials, delegations and observers—“the parties”—and the CDM, the Adaptation Fund and others? He will also be aware of the concerns expressed by the Least Developed Countries Group as recently as 10 September. This was not only about their demands at this COP for fair and ambitious action to meet the 1.5° pathway and mobilising scaled-up support for many of the countries most vulnerable to climate change, which are right and substantial, but their ability to participate in the conference, which is crucial to ensuring that their voices are heard and that pressure is put to bear on some of the world’s bigger emitters. If we are seeking the ambitious outcomes that the Government and the COP President have set out, how will we ensure that that group is able to participate?

  “We need assurances from the UK that COP26 will be fully inclusive and fair. Our countries and our people are among the worst affected by climate change – we must not be excluded from talks deciding how the world will deal with this crisis, determining the fate of our lives and livelihoods.”

  The 20 countries in the group includes many in sub-Saharan Africa, which comes under the normal portfolio that the Minister and I cover and includes crucial countries affected by climate change, such as Mozambique, Malawi, Lesotho, Burundi, the DRC, which is critical given its rainforests and the implications of climate change, and also Afghanistan. Is the Minister aware of whether any Afghan delegation will attend the COP given the indeterminate status of its current regime? We have heard what the Foreign Secretary has said about that, so what are the implications for the types of immunities and privileges being granted under this order?

  Our overseas territories not only play a critical in terms of our contribution to global environmental and sustainability targets, particularly given the often pristine marine environments of these island states, but will be directly affected by climate change. In last week’s Westminster Hall debate I mentioned the British Virgin Islands, which suffered seriously during the hurricane of 2017, but it has lost as a result of Brexit some funding for climate change adaptation and resilience. However, it is likely that the islands will, tragically, face more hurricanes because of our warming environment.

  Finally, the Intergovernmental Panel on Climate Change’s message is clear, and the unequivocal evidence is that we are in an emergency. It is right that the summit has an ambitious agenda, but that requires the participation of the countries and individuals who are most affected by climate change and will live with the consequences the longest. As I said, the Opposition will not oppose this draft order and its broad principles, but I hope the Minister will be able to answer my detailed questions.

  Let us remind ourselves of the two key facts in the IPCC report. The last decade was hotter than any period in the last 125,000 years, and scientists can now link specific weather events to human-made climate change.

  Human rights were rightly referenced in the 2015 Paris agreement, because the fortunes of all aspects of life, including that of humanity, are inevitably intertwined with the functioning of ecosystems on this small blue dot, whether that is access to food and land or to water and sanitation, or the prospects of women and girls, right through to the implications of conflict driven by climate change. In 2015, the UN Environment Programme executive director described climate change as one of the greatest threats to human rights in a generation. If global Britain is to mean anything—we have seen the concept starkly drawn into question in recent weeks—we have to ensure that climate sustainability is at the heart of all of our international policies, from trade, through business and development assistance, to our defence and our diplomacy. That is why it was so disappointing to see such little reference to it in the recent Foreign, Commonwealth and Development Office human rights report.

  I have just a few examples from recent weeks—we have heard many today. Just a few weeks ago, Haiti endured another devastating earthquake, and on top of that, the impact of a hit from Tropical Storm Grace. Thirteen thousand Rohingya refugees were forced to relocate after intense rainfall and landslides in Bangladesh. We heard from my hon. Friend the Member for Birkenhead about the situation in Madagascar and potentially one of the first climate famines, with families forced to survive on eating a handful of insects. In Ethiopia and South Sudan—we will discuss the situation in Tigray tomorrow—hundreds of thousands face starvation, with the implications of climate change coming on top of conflict in the region.

  Climate change not only physically threatens lives, but potentially unwinds decades of progress in other areas, such as education, infrastructure, access to clean water, food, sanitation and healthcare. Five hundred million people rely on ecosystem services worldwide as a source of income and to put food on their tables. The total number of people affected by natural disasters over the past decade has tripled to 2 billion and the WHO speaks of the impact on infectious diseases and an additional 250,000 deaths.

  For some countries, particularly small island states, sea level rises could threaten their very existence. That applies in our British family, in our overseas territories. The British Virgin Islands experienced a devastating hit from Hurricane Irma, which cost £2.3 billion in 2017, with public schools destroyed and others rendered unusable. Yet, because of Brexit, they have lost €7 million in funding from the EU global climate change alliance plus and are yet to get answers from the Government on how that will be replaced. I hope the Minister can answer that question. What role will our overseas territories and our wider family play at the upcoming COP? What representation will they have?

  Many hon. Members referenced migration as a result of climate change. The Internal Displacement Monitoring Centre reported that more than three times as many displacements happened in the years 2008 to 2018 as a result of environmental disasters than from conflict. Let us not forget that that is a period that includes the disasters in Syria and north Africa. If what we are seeing from climate change dwarfs that, we should all be deeply concerned.

  Climate change is of course a threat to the amazing progress made in the last decades on the rights of women and girls, because environmental hazards that lead to crises often mean girls dropping out of school to help their families to engage in the daily search for drinking water, as well as other aspects such as forced marriage.

  In the face of the climate emergency and the impacts that we have heard about in powerful speeches today, it is deeply disappointing that the FCDO has been cutting its support for key programmes as part of the official development assistance cuts. That has been criticised by the director of the International Institute for Environment and Development, not just for the cuts themselves but for the impact they will have on our diplomatic position at the COP conference. Here are two examples: the Plastic Pollution Free Galapagos programme and the Green Economic Growth programme in Papua, which had been described as highly effective, have been cut. That is absolutely absurd. Will the Minister set out how much of the cuts to ODA has hit programmes with climate change as a key or majority component? Conversely, how much funding is still going into fossil fuel projects, directly or via other agencies?

  The Government have yet to come forward with how they will allocate or spend the £11.6 billion that has been promised. Can the Minister give us some details? How will that be scheduled over the next few years? What discussions has the Minister been having with the Home Office and other colleagues about the implications on migration changes and refugee flows as a result of climate change?

  The Labour party would put human rights at the heart of our foreign policy, and climate change at the heart of all our policies. As has been said, those two things are absolutely intertwined. We would seek the action needed to tackle them.

Some 9.7 million students are at risk of dropping out of school, and 11 million girls are at risk of not coming back to school because of covid. The UN estimates that 132 million people could fall into food insecurity and famine. That will only be exacerbated by the climate crisis that we know is coming and is already having an impact.

  My hon. Friend refers to some of that world-beating research. I chair the all-party parliamentary group on HIV and AIDS. There has been a great degree of concern among some of our global health all-party groups about the cuts that were and are coming to global health research. I totally support the amendments that we have tabled on climate change; there is also a critical link between climate change and global health. Does my hon. Friend agree that we absolutely need to continue that world-beating research, because it has so many benefits for health not just globally, but in this country too?

  Madam Deputy Speaker, you will be aware of the deep disquiet in all corners of the House about the nature of the announcement, the way it was made, and the breach of the manifesto promise on 0.7% and the cross-party consensus at a time when we face a global pandemic, millions on the brink of famine, conflict and instability from the Sahel to Yemen, including in regions where our armed forces are stationed, and a climate crisis—it is Earth Day today. The UK is about to host the G7 summit and is, of course, seeking new trading and partnership opportunities around the world. The announcement has been resoundingly criticised today by the former national security adviser, the United Nations humanitarian chief and 200 of our leading humanitarian organisations.

• 25 Mar 2021: Government Support for NGOs and Churches in Developing Nations: Covid-19

  The hon. Member for Strangford referred to the fact that 39% of international charities that receive funding from the Government said that cuts have already affected them seriously or very seriously, and 42% have received very serious or serious hits to their funding. It is quite extraordinary, given the growing threats in regions such as the Sahel, that we heard in the media the other week that the Government will reduce overseas development aid in the Sahel region by 90%. That is extraordinary, given that the region has been hit by covid-19, desertification, climate change, potential famine, and the multiple conflicts that affect people in that region. At the same time, we have British troops stationed in the Sahel, working alongside the French and the United Nations, trying to build stability. It is perverse to be cutting support for our development and humanitarian response while we are responding to the consequences of some of that. Our brave troops are putting themselves on the line to protect civilians, and are working alongside the United Nations and others. The Government seem to be doing two completely contradictory things—one with one hand and one with the other.

  The Government need to rethink. We are heading into that crucial G7 summit, where health is key on the agenda. We have the COP summit coming up, where climate change and its impact are so crucial. We are handing over the chair of the Commonwealth to a Commonwealth member we enjoy a close partnership with, Rwanda, later this year. This is an extraordinary backdrop against which to be heading into those crucial international moments, when the threats are so large, when the impact from covid-19 is so great, when other threats to people around the world are so intense and when we would be letting down those very Churches, faith-based organisations and NGOs that have been at the heart of a moral, humanitarian, human rights-based British response over so many decades. I urge the Government to think again.

• 16 Mar 2021: Commonwealth Day 2021

  We have heard of the breadth of the Commonwealth, the 2.4 billion people, the voluntary nature of the association and, of course, that countries have joined the Commonwealth that are not formerly part of the British empire, including Rwanda and Mozambique. Others are also seeking membership or observer status, including Somaliland, on which I declare my interests, which the Minister knows. Throughout its history and its proudest moments, the Commonwealth and its citizens have united to create more prosperity through trade, challenge those who undermine human rights and democracy, share knowledge and inspire young people, share culture and act as a key player on trade and climate change.

  The work of the Commonwealth is as broad as its membership, from the work of the CPA to the Commonwealth Foundation to the Commonwealth War Graves Commission to the Commonwealth games to the Commonwealth Development Corporation, to name but a few. There is much that is positive about our continued relationship with the Commonwealth, but there are also examples of where we have failed and continue to fail. Look at the Windrush scandal. Look at the inequitable treatment of Commonwealth armed forces personnel and veterans, as rightly pointed out by the hon. and gallant Member for Bracknell (James Sunderland) and which I and others raised in the Armed Forces Bill. Look at the proposed cuts in aid to our Commonwealth partners, which were extraordinarily ill-judged when they face such pressures on health and covid-19, education, challenges facing women and girls, climate change and conflict.

  The political power for change that the Commonwealth represents was highlighted at the Commonwealth Heads of Government Meeting in 2018 in the UK and it was a stepping stone on crucial issues, such as the future for young people, who make up 30% of the Commonwealth population, the advancement of rights of women and girls, fighting gender-based sexual violence, improving education around sexual and reproductive rights, strengthening democratic institutions, fighting climate change and, of course, increasing trade. It was a successful summit.

  The climate change programme of the Commonwealth secretariat is an important player in helping member states work towards building resilience, adaptation, and mitigation in response to climate change. The Commonwealth Climate Finance Access Hub has aided many countries in accessing finance, especially small island developing states such as Tuvalu. In 2018-19, it helped countries receive $24 million to fight climate change. That is particularly important when countries such as Bangladesh, Tuvalu and other small island states across the Commonwealth face inundation from rising sea levels and, of course, storms. We know the terrible legacy of the hurricanes Irma and Maria in the Caribbean in 2017 when huge damage was done. In response to that, Commonwealth funds helped, for example, Antigua and Barbuda receive a grant of £20 million from the green climate fund. Will the Minister set out what role the Commonwealth and its members will play at the upcoming Conference of the Parties in Glasgow? The issue is absolutely critical, not least given the unique risks faced by some of the Commonwealth members by nature of their geography.

  In conclusion, Mr Paisley, there is much to be proud of in our Commonwealth membership and Commonwealth relationships and the role that Her Majesty the Queen plays in leading the Commonwealth, and it is crucial to our mutual interests in relation to development, trade, security, climate change and human rights and democracy. It is a shame, as we head into the 2021 Commonwealth Heads of Government Meeting in Rwanda, that the Government should be breaking its promises on 0.7%, apparently reducing focus on Africa, which we will see later today in the integrated review, and failing to join up strategies on trade deals. Will the Minister commit to maintaining our ODA commitments to our Commonwealth partners? Will we be able to hold our head high as we attend that CHOGM in Rwanda and hand over the chairpersonship? In a post-Brexit world, the Commonwealth should be at the heart of our global Britain strategy, and it is at the heart of the name of the Minister’s Department, but will it be at the heart of the integrated review announced later today?

  We also heard about a crucial link with the South Hook LNG terminal. I had the pleasure of visiting that facility, on a visit with the Welsh Affairs Committee when I was first elected. It was fascinating, given the critical role that the terminal plays in the diversity of our energy supply in the UK. Will the Minister reflect on how the relationship is developing, particularly ahead of next year’s commitments that we need to make on climate change and moving away from fossil fuels? How he perceives the transition we must make, which is being implemented in our country at such facilities and in Qatar, is critical.

I hope that the UK Government’s engagement with Qatar will continue to be productive and friendly in that vein.

  The United Nations reports that, after decades of steady decline, the number of people who suffer from hunger has been increasing slowly since 2015, even before the current crisis and the coming climate change emergency. It is estimated that, staggeringly, nearly 690 million people are hungry—8.9% of the world’s population, up by 10 million people in one year and nearly 60 million in five years. The world is not on track to achieve zero hunger by 2030, and if recent trends continue the number of people affected by hunger and malnutrition will surpass 840 million by 2030.

  We have heard about many of the causes of that increase: man-made conflicts, climate change and economic downturns. In recent weeks, I have had conversations with humanitarian agencies operating in South Sudan and Ethiopia—two countries that exemplify those challenges; millions in South Sudan are on the brink of famine. I was having those conversations on the very day that the Government decided to slash the 0.7% commitment—what a stark contrast! The covid-19 pandemic could double that number, putting an additional 130 million people at risk of suffering acute hunger by the end of 2020. Of course, malnutrition is linked to economic inequality more widely. Rates of being underweight are 10 times higher in the poorest countries in the world than in the richest.

  As I said, I have witnessed the impact of hunger and malnutrition at first hand. I have stood talking to villagers in Malawi as they queue for hours, waiting for a few basic bags of grain, while I am able to return to my comfortable hotel in the evening and eat well. I have seen impoverished street children in Kabul in Afghanistan. I have met women from Zimbabwe forced to sell themselves for sex so that they can feed their children. I have spoken to young people who have had their education disrupted or ended completely by having to return to till the fields for meagre returns, simply to help their family subsist. I have met families who have been ravaged by HIV/AIDS, through want of not only medicine but basic nutrition. I have met those whose lives have been torn apart by conflict originating in battles over scarce resources such as food and water, which are likely to be exacerbated as the climate emergency gathers place.

  I rise to address a number of issues. First, let me say that I fully support the amendments tabled by my hon. Friends—amendment 16 and others—on climate change. With respect to some of the comments that were made earlier, we need much more radical thinking on this if we are to see the types of fundamental shifts that we need in our economy, not just in this country but globally—recognising, of course, that pensions are invested globally—to achieve the kind of action that is needed to deal with the scale of the climate emergency. That will affect the generations to come, just as, if we do not get pensions right, the generations to come will not have the resources they thought they would receive.

• 20 Oct 2020: Local Clean Air Targets

  It is a pleasure to serve under your chairpersonship, Sir Charles. I appreciate being able to speak in this important debate, and I thank the hon. Members who secured it. On many occasions, I have spoken in this House about air quality issues, including how those issues relate to the wider challenges of climate change and the environment. Today, I will talk particularly about some very significant concerns affecting my constituency, relating to the existence already of one incinerator and the plans to build two more burners within miles of the existing plant, which was heavily criticised by local residents and, indeed, myself. It was one of the first campaigns I got involved in locally around the time of my election, eight years ago.

  Those plans are deeply concerning. Waste incineration and biomass plants are often dressed up as green plants that are going to provide green energy and green solutions, when they are anything but. They are completely absurd, and sit in complete contradiction to not only our commitments under the Paris climate change targets, but WHO guidance on air quality; the UK’s own guidance on air quality; the Welsh Government’s guidance on these issues; the One Planet strategy that Cardiff Council has recently set out, which I will come to later in my remarks; and the Well-being of Future Generations (Wales) Act 2015.

  I am deeply concerned, not only because of the direct impacts but because these plants are often put forward and agreed to with lots of promises of jam tomorrow—district heating schemes, wonderful green energy and opportunities for local people—and they are often anything but. Certainly, the promises that were made regarding the Viridor incinerator in Splott in my constituency have not been fulfilled, and I am now deeply sceptical of any promises made by any of these companies about what they will do, because they seem to be simply greenwash.

  It would be absurd if we simply became the dumping ground for waste from elsewhere across the UK, with all this stuff being shipped around and the associated air quality and emissions issues. It is also absurd that UK Trade and Investment and the Department for International Trade have been advertising internationally for investment in this incinerator plant, which is in my constituency and next to that of my hon. Friend the Member for Newport West. It is being advertised as supposedly one of the premium projects for investment in Wales. What an absolute contradiction of other things that the Government seem to be saying. There is also the absurdity of proposing to put it right next to a wind turbine, which is exactly the sort of renewable energy we should all support.

  I am also opposing the most recent application. Again, notice the name: Parc Calon Gwyrdd, which translates as “green heart park”. It is absolute nonsense, though I will not use any worse words, you will be glad to hear, Sir Charles. It is on Rover Way, behind Splott, a community already blighted by the Viridor incinerator. The proposal is to burn 75,000 tonnes of virgin timber that would be shipped from Latvia, and not even shipped to Cardiff docks, but to Liverpool or Felixstowe for trucking across the country. That could not be more absurd or more contradictory of our ambitions on climate change and air quality. Friends of the Earth has rightly pointed out that burning timber in this way is worse than coal in terms of emissions and particulates. I contrast that with the approach taken by Cardiff Council, which has just announced its One Planet Cardiff strategy with a focus on replacing single-use, fossil fuel-driven journeys with low-carbon modes and low-emission travel, supporting the transition to ultra-low-emission taxis and buses, a 100% shift to zero-emissions vehicles by 2030, and putting in the infrastructure to support that active travel. It is a big contrast.

  The hon. Member is being generous in giving way. Does he accept that damage has already been done to the UK’s international reputation? He rightly wants to deal in facts and the reality of what is going on. I know from conversations that I have had with, for example, officials in UN institutions in Geneva, that the UK has been publicly questioned by other countries, in elections to bodies and negotiations on other matters beyond this matter, because of the very statements that the Government have made and the very clauses in the Bill. That, potentially, seriously undermines our abilities on the international stage in respect of series of issues: security, trade, climate change and well beyond.

  On that note, can the Minister assure our partners in countries across Africa, and indeed across the developing world, including Ethiopia, Tanzania and Zambia, that we will continue to partner with them and their citizens, to tackle the coronavirus pandemic and continue our long-term work to tackle poverty, disease and inequality, tackle gender injustice and urgently deal with the climate change crisis?

  Turning to the two specific institutions and the replenishments, the record of global Britain in action is reflected in a history of partnership with the African Development Bank, and we have contributed over many years to programmes and initiatives such as the African water facility, the Congo basin forest fund, the sustainable energy fund for Africa and, indeed, the actions on covid that I have just described in Ethiopia. The Minister spoke about the “high five” focus points of the African Development Bank—power Africa, integrate Africa, feed Africa, industrialise Africa and improve the quality of life in Africa—and I hope that he, in his remarks, can confirm that that will continue to be a UK priority for our role in those funds.

  On the IDA part of the World Bank—a crucial institution, in which we have played a key role in over many decades—for every £1 of grant finance that the United Kingdom and other donors put in, IDA is expected to deliver more than £3 in development commitments for its clients, and we remain one of the largest donors—in fact, the largest donor in 2019. with an appropriate share of the budget. Can the Minister outline how we will seek to ensure that IDA programmes focus on issues like climate change, public health and education, and women and girls. Given some of the discussions that the Minister and I have had about fragile states, what focus will the new funding round have on investment in those? What performance-related measures will be taken in relation to the replenishment?

• 28 Jan 2020: Industrial and Commercial Waste Incineration

  Looking out towards the east of Cardiff today, one can see the waters of the Severn estuary stretching into the distance and, not far from our brand-new Eastern High School, a large wind turbine—visible evidence of the green transition that we all want to see to renewable energy and renewable sources for the future. Now, imagine planted right next to that a huge industrial burner, complete with a chimney of pretty much the same size as the wind turbine pumping out yet more carbon emissions, and a trail of heavy goods vehicles delivering waste while providing their own blast to local air quality with diesel fumes, PM10s, particulates and so on. What a contrast and, fundamentally, what a contradiction. Worse still, it comes as part of a chain of proposed incinerators running from Swansea to Barry, to Splott in my constituency—where we already have an incinerator that I opposed—right through to Monmouthshire and across the water to Avonmouth, and in many other clusters across the UK.

  There are many reasons why this facility is completely inappropriate, and I shall touch on them before I go into the wider issues. The first is about emissions and traffic. Much is made of the treatment of emissions through burner chimneys, but, given the climate crisis we face, the carbon emissions from such facilities make a crucial difference. I have already mentioned the emissions from traffic, and we are talking about potentially hundreds of vehicles going to and from the facility to deliver waste.

  Ultimately, the decision on this particular project is a devolved matter, and I hope that Welsh Ministers, the Planning Inspectorate for Wales and Natural Resources Wales will listen to the growing cross-community and cross-party opposition to the proposal. However, the implications of a wider policy on the incineration of waste and, most critically, on whether we continue on the path of wasteful waste production and the climate-changing linear economy or revolutionise the way we live our lives, are a matter for the whole of the UK and globally. I hope Wales will uphold its own responsibilities to future generations, but this is part of a wider context. I do not want Wales to become a dumping ground for waste from other parts of the UK or further afield. I am sorry to say that sometimes it feels, particularly in my area, as though that is an issue. We saw what happened with the mud from the Hinkley nuclear sites, and we have seen other incinerators being built in the area. When we look at the history of Wales, we can think back to the dark days of Tryweryn, for example. We do not want that sort of relationship between Wales and the rest of the UK.

  It is clear that this is a topic we need to talk more about, given the climate emergency that we face. In 2016, the commercial industrial sectors produced 41.1 million tonnes of waste, which is some 18% of all waste produced in the UK, but there is no clear published breakdown of how waste from those sectors is treated. The average UK incinerator produces approximately 230,000 tonnes of CO 2 per year. To provide a comparison, 200,000 tonnes of CO 2 is equivalent to 6.1 million cars driving from Cardiff to London per year. That is quite an extraordinary comparison. In Wales alone, there are already 10 sites for proposed incinerators, nine of which are in south Wales, where two are already located.

  The right hon. Gentleman makes his point. He will know that one of the strongest opponents of the Barry incinerator is the Assembly Member for the Vale of Glamorgan, Jane Hutt, who sits in the Welsh Government. She was with me at the protests outside the Senedd, making her views clear alongside many of my other friends. It is good that concern is being raised across the political spectrum. In fact, the Chair of the Climate Change, Environment and Rural Affairs Committee in the Senedd, Mike Hedges, has made it clear that he thinks there should be a moratorium on incineration.

  I pay tribute to all the organisations, particularly Members of the Youth Parliament, who have been making their voices heard and urging us to support the proposal and who want us to be able to debate this crucial amendment. Members of the Youth Parliament visited me in my own constituency a couple of weeks ago and reflected to me the issues that young people want discussed in this election. It is not just about Brexit, which I have spoken about many times—I am clear it will leave our country worse off, less safe and more unstable and I will continue to oppose it and to campaign for a people’s vote; it is about all the other issues that young people in my constituency come to talk to me about, including mental health, climate change, public services, opportunities for young people, tackling antisocial behaviour, violence and knife crime, and all the other issues. Our 16 and 17-year-olds care just as much about the future of our country as all the rest of my constituents do, and I will continue to stand up for them and all my constituents, young and old, in any election, but we need to be clear that that younger generation must have the vote in this general election.

  The hon. Gentleman is generous in giving way again. Does he agree that that underlines the point made by my hon. Friend the Member for Bristol West (Thangam Debbonaire) on the importance of having DFID leading on this? DFID has that expertise and experience as a separate Department and, actually, some of the criticisms levelled by the National Audit Office and others—I am not an aid purist, and some important aid spending needs to be done in conjunction with other Departments, such as through the Stabilisation Unit, International Climate Finance and other institutions —have been levelled at spending when it has been done well but without the remit of DFID. We need to see DFID in a leading role, using its expertise to ensure our money is spent effectively.

  What matters abroad matters for all the people in Cardiff South and Penarth and all of us in this country. I have said it in this House before, and it is not just about Brexit and the future nature of our trading relationships. It is about the family links and concerns of the many diverse communities in my constituency; the care that many show locally for those fleeing conflict and persecution and for the human rights of others around the world; the care that they show on global issues such as climate change; their opposition to the threats posed by extremism and the undermining of our values; and, indeed, the concerns of the many locally with family members who are serving or have served in our armed forces bravely around the world, in many different contexts.

  That is why the issues that I intend to raise in this Parliament and in the debate about foreign affairs include the situation in Yemen and our continued sale of arms to Saudi Arabia, helping to fuel that conflict; the situation in Syria, where we must continue the fight against the barbarous Daesh operatives, but also seek to protect civilians; and the situation of Somaliland, a country that has many connections with my constituency. Will Britain and other countries finally recognise Somaliland and also provide crucial support for the upcoming elections later this year? Will we continue our spending commitment of 0.7% on international development? Will we stand up for our principles on climate change and oppose those such as President Trump who would undermine them? Will we do right by our armed forces and support a strong Army, with the right levels of recruitment, the right deal and the right armed forces covenant, which it so fully deserves?

Where was mention of climate change, or further support for the steel industry, or support for veterans—including younger veterans who are leaving but are struggling with their housing costs and are discriminated against in housing benefit? Where was action to right the injustices for women pensioners? The WASPI campaigners were here yesterday; thousands from across the country, including hundreds from Wales, were here speaking out. Where was the help for the Allied Steel and Wire pensioners who were let down in my constituency, and are still let down today? Where was the money to address the police cuts—the police are suffering huge pressures, as the former Chair of the Home Affairs Committee, my right hon. Friend the Member for Leicester East (Keith Vaz), pointed out? Where was the help on energy prices when people are seeing their bills go up?

  The EU’s structural funds over the past 30 years have been vital in supporting regional development and the growth of the Welsh economy. They have supported people into work and training, youth employment, research and innovation, business competitiveness, renewable energy and energy efficiency, connectivity and urban development. The central aim of the current structural funds programmes is to create an environment that will support economic growth and jobs. Obviously, there are huge implications if we are not part of that.

  Another one we heard about this morning was Feronia. Clearly that is an investment in agribusiness, and we can see links there to poverty reduction and jobs in the agribusiness sector. However, there are also questions about the potential negative effects on livelihoods and poverty eradication because the investment is in palm oil. There are questions about land grabs, the rights of people living in the area and whether that is even a sustainable product to be investing in. Again, it seems odd that we are investing in fossil fuel projects when we are told that climate change is one of the biggest threats to developing countries and people in the poorest countries. I know that that is not just a problem to CDC; it applies to some of our investments through other development finance institutions, and is something we ought to look at much more closely.

  I want to make some brief comments. As with the previous new clause proposed by the hon. Gentleman, it is helpful to align more closely the CDC to the overarching frameworks that apply to DFID and our aid budget. DFID has been a leader in going out to fight for the global goals, and in working with other Government Departments. However, the global goals do not apply only to DFID; they apply to our domestic Departments. They bring up important issues of coherence and focus, as I touched on earlier. If we are using them to apply to other areas of DFID spending such as our bilateral programme, funding through other multilaterals, the ODA being spent by other Government Departments and domestic policy on climate change, there is no reason to expect that the CDC should do any less.

  I thank the Minister and the hon. Members who have taken part in the debate for their comments. In response to the hon. Member for Stafford, I should point out that the fact that some of the other DFIs are focused in some of those other middle income countries is all the more reason for the CDC to have a different focus. We have less control in those organisations, by being a part-shareholder and part-donor. We have 100% control over what the CDC does. If we are contributing in that way to some particular important niche project that the World Bank is funding, for example, why do we need to add to that with an organisation over which we have a greater degree of strategic control? We are supposed to be leading—that is the mantra—and setting an example. We should perhaps be going to some of those more difficult locations that Professor Collier was talking about and addressing some of the innovative solutions that the hon. Member for Glasgow North was talking about on green energy. We ought to be leading, not just matching what other development finance institutions are doing.

  Thirdly, we see in the reviews a shift to spending aid not through DFID but through institutions such as the Commonwealth Development Corporation and a new fund called the prosperity fund, which has been given £1.3 billion of aid money that is being spent in China, Malaysia, Mexico, India and other higher-income countries, not the poorest in the world. Will the Minister explain why that is happening? Are we keeping the poverty focus? Is it even legal and in line with international development legislation? In the last few days, Lord Bates, in answer to a written question, claimed that aid was being given to China to “maximise UK-China trade”. Where are sustainability and climate change in the economic development plan?

  Our wider development and sustainability policies might also be incoherent. Many CDC projects are clearly coherent with DFID objectives and the sustainable development goals. We heard about electricity in Uganda and other excellent examples of investment in micro-finance, so there are clearly many high-quality projects, but there are some odd inconsistencies. The CDC apparently invests £29.2 million in GEMS Education Africa, the website of which describes a network of private fee-paying schools and education providers in “leafy, residential” locations that charge anything from around 582,000 to 1,287,000 Kenyan shillings a year—up to £10,000. The CDC also holds a 22.8% share in Rainbow Children’s Medicare Private Ltd, a fee-paying private hospital group in India that the NAO visited as part of its inquiry, saying that the investment was apparently in the whole company and not even focused on improving access for the poorest, for example. The former Secretary of State, the right hon. Member for Sutton Coldfield (Mr Mitchell), mentioned Feronia Inc. in which the CDC has invested £15.1 million. The main boast on its website is of replanting 13,000 hectares of palm oil, a commodity which is linked to deforestation, habitat degradation and climate change.

  On energy, I have already indicated my support for many of the comments that were made by our Front-Bench spokesman and indeed that were coming from those on the Government Benches, too. I believe the Welsh Government should be having more say on this issue because the Welsh Government and the Welsh Assembly have set a very different direction on sustainability and energy production right from the outset. We saw the principle of sustainable development and sustainability embedded in the first Wales Act, and the sustainable futures Act and other legislation passed in the Assembly have also shown a different direction. I trust people there to make a better choice about the energy mix and energy production matrix in Wales than we are seeing coming from the UK Government, particularly when they abolish the Department of Energy and Climate Change and downgrade sustainability and climate change in their overall agenda. We have a different approach in Wales. The megawatt limits that are set at the moment are arbitrary, and we ought to be giving as much encouragement as possible to local decision making on this, for many reasons. In particular, I would like the removal of some of the impediments to local energy generation by community energy schemes, as so much damage has been done to these schemes.

  It may seem odd for me to talk next about air travel and new clause 6. I believe that the expansion of air travel must be in balance with other forms of transport and within the framework of the Climate Change Act 2008, Welsh domestic legislation on sustainability and the Paris agreement. I am not convinced by the case that the Minister outlined today about air passenger duty. I find it particularly curious that the Secretary of State, who has Cardiff airport in his constituency, just 15 minutes away from the boundaries of my own, is willing to oppose this idea. Expanding provision at Cardiff airport will lead to shorter journey times, less congestion, less traffic and less cost for consumers in Wales. It will generate jobs and opportunities for the Secretary of State’s constituents and mine, many of whom work in the airport and in the aerospace industry and supply industry locally.

  First, I want to mention energy, which is at the heart of the debate. We have the highest industrial electricity prices across the EU. According to UK Steel, they are 89% higher than in other EU countries. Whatever nonsense we hear about the EU being to blame, the fact is that four of the main policies causing the higher prices for industrial energy users in the UK come from the UK Government. I welcome the steps talked about with regard to exemptions and compensation, but the fact is that those prices have come from the UK Government. The hon. Member for Monmouth (David T. C. Davies) says we should not do anything about climate change, but that is not the issue. I have made the point repeatedly that offshoring our carbon emissions to places such as China and Turkey would be absolutely absurd. I ask the Government to continue to review every aspect of this tax regime and see what the net result is for industrial energy users in this country. Are they paying more or are they paying less? If they are not paying less, we will face this problem again and again and again. It is all very well talking about a compensation package, but when I went to Celsa in my constituency just a few days ago it still had not received the money. The Government have been far, far too slow to act.

  That leads me neatly to my last point, which is the role of the devolved Administrations in development in eastern and central Africa. I want to take this opportunity to pay tribute to the work of a new partnership that is developing in Wales, the Hub Cymru Africa. It is bringing together the work of Wales Africa Community Links, the Wales for Africa Health Links Network, the Sub-Sahara Advisory Panel, Fair Trade Wales and the Wales International Development Hub. Wales has a strong tradition of internationalism and of caring outside its borders. We have many local and Wales-wide organisations that care deeply about matters of development, human rights, international justice, climate change and so on. The sector in Wales is growing, with more than 350 community groups and micro-organisations working on international development. There is a large fair trade movement, supporting Wales as the first ever fair trade nation, as declared in 2008, and a Welsh Government-supported scheme, which delivers grants to many of those organisations enabling them to take their work forward.

  I would certainly be interested to hear the Minister’s response to that point. My hon. Friend rightly talked about an industrial strategy and having an overall strategic look at these industries and their interaction in the globalised economy that we face. There are tensions in government between the Treasury, BIS and the Department of Energy and Climate Change. The Minister may shake her head and wave her hands, but she knows that those tensions are there, and that there is not one voice on these matters in government. She works for a Secretary of State who, as we know, would not utter the words “industrial strategy”.

  I made this point in an intervention, but I cannot emphasise it enough. As somebody who believes in tackling global climate change, operating sustainably and having responsible industry, I find it absurd that we would offshore from this country steel jobs and production involving the most carbon-efficient methods, because that will result in more global carbon production and an increased chance of climate change, less security of steel supply in our own country, and less quality and safety of supply. Those are serious points that we must be aware of, which is why a strategic approach is required across Departments, with people all singing from the same hymn sheet.

  This House, this Government and the citizens of the United Kingdom face a choice: do we stand together as a country in Europe and the world robust, equipped and engaged to deal with the challenges of poverty, climate change, conflict, human rights abuses, barbarous ideologies and changing technologies, or do we allow ourselves to be overcome with fear or the misty eyed vision of empire past and break apart or break away from the co-operation and solidarity that allows us to face those challenges with optimism, hope and determined purpose, both as the UK and within the EU? I will say without hesitation that I believe that our future and the future prospects of people in my constituency and across Wales and the UK are best served by a positive vote to stay in the European Union.

  The EU needs reform. Of that, there is no doubt. Whether it is the absurdity of the two-seat Parliament, the overbearing nature of the often poorly accountable European Commission, or the obsession of some European leaders with the project rather than delivering benefits for European citizens, many changes are needed. Let us not forget that, in the year in which we celebrate 70 years since the end of the most brutal world war, in which millions died—the second war to devastate our continent in the last century—the fundamental principles of the European Union are worth standing up for: peace and security; freedom and tolerance; economic co-operation and trade; a Europe of social justice that recognises that the whole continent prospers when we support the poorest and most fragile members; and a Europe with a voice of progressive values in the world, alongside the United States in a world faced by the threat of an increasingly belligerent Russian Administration and the uncertainties and opportunities inherent in the rise of the east and the south. Just over two decades ago, China and the EU traded almost nothing, but today we form the second largest source of economic co-operation in the world, trading more than €1 billion every day. We are the most open market for developing countries and in the face of one of the greatest global challenges, climate change, we have stood together for carbon efficiency and international co-operation to find a deal that delivers.

  Let me deal with the sustainable development goals, the main subject of the debate. It is important that we get back to the base principles. It is in our fundamental common interest, as well as being a moral imperative, to get the sustainable development goals right and to continue to make the case for development in this House. Fundamentally, it is a moral case that everyone is born the same and deserves the same opportunity. People in this country and the world over, including in my constituency—where I regularly have difficult debates on the doorstep about this—are not insulated from the consequences of poverty, conflict and climate change in other countries. We may see that in shifts in migration—we have all seen the terribly tragic events that are repeatedly happening in the Mediterranean; in poverty-driven conflict creating further zones of instability around the world, which can then lead to the risk of young people, including from my constituency, being dragged into fighting for organisations such as ISIS or al-Shabaab; and in terms of disease, as we have all seen with the tragic circumstances of Ebola in west Africa and the consequences of people then travelling around the world.

  Let me be clear: Celsa and the UK steel industry are not asking for special treatment; they are asking simply for decisive and urgent action by the Government to level the playing field. They want action not to posture or erect barriers to free trade in our globalised world, or to protect the industry from fair competition, but simply to level the playing field where damaging distortions are growing to our disadvantage. Despite countless representations, meetings and letters to the Secretary of State for Business, Innovation and Skills, the Secretary of State for Energy and Climate Change, the Minister responsible for steel, the Secretary of State for Wales—I am disappointed that he was not here today—and many others, I am sorry to say that to date those have been met with dither, delay, paralysing caution and bureaucratic handwringing.

  Communities in my constituency, particularly along the Penarth coastline, have also been affected by these unprecedented events in recent weeks, albeit not, thankfully, to the extent we have seen elsewhere in Wales or, indeed, in the south-west and the Thames valley. Can the Secretary of State please assure the House that he has, and will continue to have, close co-operation with Welsh Ministers, Welsh local authorities and Natural Resources Wales given that climate change, wind, waves and rain respect no boundaries?

  The Secretary of State for Energy and Climate Change was unwilling to make a causal link between Government policies and food banks, but I will make that case and underpin it with evidence. Food banks in Wales trebled in the past year, and their use has increased by 118%. A survey by the Trussell Trust, which asked people why they accessed food banks, revealed that 45% did so because of benefit changes and delays; nearly 20% did so because they were on a low income; and one in 10 did so because they were in debt. My hon. Friend the Member for Swansea West (Geraint Davies) spoke earlier of the terrible increase in the use of payday loans. In Wales, from 2007 to 2012, payday loans rose from 17,000 to 30,000. What a sorry indictment.

  I first commend Members of all parties for their thoughtful contributions to the debate and associate myself with the comments made by my hon. Friend the Member for Ynys Môn (Albert Owen), who is no longer in his place. His words represented the type of mature and thoughtful approach that we need to take to energy and climate change and the Bill. We must redouble our efforts, both on renewables and on energy efficiency. Like many of my Opposition colleagues, I am deeply concerned about the failure to include the 2030 decarbonisation target in the Bill.

  Finally, I recently visited the Celsa Steel UK facility in my constituency. Energy-intensive users, particularly in the steel industry, are concerned about the pressures that they face. The Celsa Steel UK facility is one of the most energy efficient in Europe, using electric arc furnaces. I had the pleasure of going around the facility and seeing those furnaces in operation. The facility uses 100% scrap steel that has been recycled using top-of-the-range energy efficient methods. It is concerned, however, about the prices that it is paying for electricity in UK markets, as opposed to what some of its competitors are paying in other European markets. Will the Minister comment on what is being done to support such energy- intensive users? We need to meet our decarbonisation targets and climate change obligations, while ensuring that those industries that are working efficiently can transition effectively and continue to employ people in my constituency and throughout the UK.
