  There is no clearer expression of the cost of living squeeze than people’s energy bills, which doubled under the last Government. The latest energy crisis highlights the danger of Britain’s continued reliance on volatile fossil fuel markets, which would only be exacerbated under the Conservatives and Reform. Genuine energy independence cannot be achieved through continued exposure to volatile global fossil fuel markets. The fastest way to improve energy security, while meeting the UK’s climate and nature obligations and bringing down bills, is through the expansion of renewable energy and the roll-out of energy efficiency and electrification measures. I urge my right hon. Friend the Secretary of State for Energy Security and Net Zero to go further and faster, looking not just at solar and wind—onshore and offshore—but at tidal, including wave energy and lagoons.

  The need for change is pressing. A third of all households across Wales live in fuel poverty, amounting to approximately 9,000 households in Newport and 12,000 in Caerphilly county borough, and that can only be tackled by bringing down bills for good. I am disappointed to see that the Welsh Government in the Senedd have tied themselves in knots over decarbonising Wales’s energy supplies, because Plaid Cymru’s policy of undergrounding cables at all costs will mean cancelled projects and higher household bills. They need to rethink that as a matter of urgency. The Bill proposed in the King’s Speech shows that Labour is clear that the UK’s future is in clean, cheap power. The energy independence Bill is a decisive step towards energy security, warmer homes and reforming our broken energy market.

  In its death throes, the fur industry has attempted to rebrand itself as environmentally friendly, but those claims do not withstand scrutiny. Fur production is resource-intensive, highly polluting and carbon heavy. For example, 1 kg of mink fur generates around seven times more greenhouse gas emissions than 1 kg of beef, and requires over half a tonne of meat feed. Fur processing also relies on toxic and carcinogenic chemicals to prevent decomposition and to dye the fur. Meanwhile, faux fur technology has advanced rapidly, with British designers using recycled and plant-based materials, many of them biodegradable. Ending the UK fur trade will support innovation, not greenwashing.

  We know that coal tips continue to have a significant impact on people and our environment. As well as causing pollution, coal tips pose a risk of landslides—a risk that flash flooding, made worse by climate change, makes even greater. We in Wales are acutely aware of these risks, after a landslip was caused by heavy rain in Tylorstown in 2020, and more recently during Storm Bert in Cwmtillery. I must acknowledge the additional £25 million provided by the UK Government to ensure coal tip safety in Wales—money that has now been provided after our calls were ignored for 14 years by the previous Government.

  Since then caring for animals has gradually become woven into the fabric of British society and our laws. People now recognise that many animals are sentient beings who deserve our respect and kindness. I am very pleased to say that Parliament recognised that two years ago in the Animal Welfare (Sentience) Act 2022, but there is still a long way to go. Animals face some of the biggest challenges of the past two centuries as climate change, habitat loss, the cost of living and the pandemic take their toll. That means the RSPCA is needed now more than ever.

• 22 Mar 2024: Hunting Trophies (Import Prohibition) Bill

  Trophy hunting can have a negative impact on wildlife. Trophy hunters tend to target the world’s most iconic animals, including endangered wild animal species such as lions, polar bears, giraffes and rhinos. Hunters selfishly kill these vulnerable animals so that they can display their body parts as some sort of perverse prize. World Animal Protection notes that British hunters have brought home approximately 25,000 hunting trophies since the 1980s, and approximately 5,000 of these came from species at risk of extinction. The public are right to find this absolutely abhorrent, and to want to increase the protection afforded to these species, which are already under pressure from habitat loss, climate change, poaching and the illegal wildlife trade, by passing this important legislation. My hon. Friend the Member for Canterbury (Rosie Duffield) eloquently outlined those issues earlier.

  The lack of clarity and continual delay is a huge barrier to the investment and planning that we need from industry to design and roll out the packaging of the future, which must be far more reusable and recyclable. The question is about whether the draft regulations will lead to more or less recycled material. Will they encourage or discourage the refill and reuse of containers? What about retailer packaging take-back schemes? Overall, will they reduce greenhouse gas emissions?

  The past 14 years have been difficult, but I do not want to dwell on them today. Instead, I will say to all the teachers, NHS staff—professionals and volunteers—carers, transport workers, council officers and everyone else who lives, learns and works in Newport West and Wales, “Thank you for all you do to make our nation and this country what it is today.” However, I cannot end my speech without mentioning steel. Steel produced, recycled and repurposed in Wales is as Welsh as it gets, from Port Talbot to Llanwern and Sims Metal and Island Steel in Newport West. We all want a transition to green steel production, but that must be a just transition. We need to utilise a blend of technologies, because decarbonisation must not mean de-industrialisation.

With a Labour Government in Westminster working together with a Welsh Labour Government in the Senedd, we will ensure that steel production continues to play a key role in the growth and prosperity of Wales, for our economy and our people.

• 23 Jan 2024: Protecting Steel in the UK

  This announcement is a massive blow for everyone across Wales and the UK. It is all the more frustrating, because we know that this decision to shed 2,800 jobs is completely avoidable. We know that the steel industry has to decarbonise, and we must achieve our goal of net zero, but we do not have to do it overnight. We can transition to green steel. Decarbonisation cannot mean deindustrialisation. The route to green steel involves a mix of all the available technologies, not just electric arc furnaces. We will move towards our goal of net zero, but in partnership and co-operation, leaving no one behind. That is the fair way; that is Labour’s way.

• 23 Oct 2023: Draft Fluorinated Greenhouse Gases (Amendment) Regulations 2023

  I want to start by saying that the Opposition will not oppose the draft regulations, which I am sure will be a huge relief to the Minister. As she indicated, the purpose of the instrument is to correct a technical error in article 16(3) of EU regulation No. 517/2014 of the European Parliament and of the Council on fluorinated greenhouse gases, which is retained direct EU legislation, as amended. As the Minister said, the correction will ensure that annual quotas that can be placed on the market in Great Britain each year by producers and importers are calculated as intended.

  Marine protected areas play a vital role in combating climate change. We know that healthy seas enable the sequestration and storage of atmospheric carbon dioxide, as I touched on and as my hon. Friend the Member for Bristol East (Kerry McCarthy) expanded on eloquently—I do not propose to go over what she already said. When blue carbon habitats, such as seaweed and seagrass ecosystems, are degraded and the seabed is disturbed, stored carbon is released back into the water column and could re-enter the atmosphere. By protecting and rewilding our marine environments, we can keep carbon locked in the ocean through increased numbers and biomass of marine species and healthier marine habitats.

  Marine ecosystems will play a key role if the UK is to meet its ambitions for net zero by 2050, particularly as the UK has one of the world’s largest exclusive economic zones and governs substantially more marine territory than terrestrial. The area of UK MPAs is 27% greater than that of the entirety of the UK land area. As such, by making MPAs rich with life, we will materially help carbon storage on a massive scale.

  Climate change is already having severe impacts on the world’s oceans, but oil and gas developments can have direct impacts, including: pollution from oil spills; the release of toxic chemicals through exploration, drilling and infrastructure decommissioning; the release of microplastic waste; and noise from seismic blasting. Will the Minister outline what safeguards will be put in place to mitigate any negative impact?

  Globally, saltmarsh and seagrass beds alone can store up to 450 million tonnes of carbon dioxide a year. That is almost half the emissions of the entire global transport industry. Imagine what more we can do to preserve our planet and protect our environment by doing just a little bit more and going a little bit further, faster. Restoring and protecting key marine ecosystems can lock up billions of tonnes of carbon each year—as much as 5% of the savings needed globally. A sustained programme of ocean renewal must be part of any plan to tackle the climate emergency. It is time the Minister started to implement this plan, and fast.

  We are broadly at one on the issue, but I cannot let the Minister leave before I have raised a number of specific issues. I know she would expect nothing less. She knows that the job of protecting and developing our phenomenal canal and waterway network falls largely to the Canal & River Trust, so why have Ministers postponed the announcement of the trust’s grant, which provides around a quarter of its funding? It was due to be announced on 1 July. The fact that the Government—well, two Prime Ministers ago—were collapsing is no excuse not to ensure a sustainable and long-term programme of support for the trust, so why, as the final leaves fall from the trees, have we still not heard from the Government, despite their assurances that the overdue funding would be allocated in autumn? The delay is threatening the future of our canals and of all those who rely on them. Furthermore, it makes it more difficult for the trust to plan for the future and hampers the progress of a number of large projects that are designed to help to build and shape much-needed resilience to the harsh and increasingly frequent effects of climate change.

  I am delighted to be here in place of my hon. Friend the Member for Leeds North West (Alex Sobel), who is attending the COP27 conference in Egypt at this moment, and to be able to respond to this timely debate secured by the hon. Member for St Ives (Derek Thomas)—who, I have to confess, is a friend of mine, even though we sit on opposite sides of the House. I am also pleased to welcome the Minister to her place; I think this debate is the first time that we have sat opposite each other in this Chamber, and I look forward to working with her in future in a friendly, debating way.

  It will come as no surprise to anybody present, or indeed to anybody watching our proceedings, that our United Kingdom is one of the most nature-depleted countries in the world. That is why the case for tackling biodiversity loss, climate change, and the environmental risks to the health of the public is the challenge of our time—indeed, that is why the Climate and Ecology Bill is so important. I know that my hon. Friend the Member for Leeds North West is very proud to have been one of the original co-sponsors of that Bill when he was on the Back Benches, and I pay tribute to him for his work and commitment to these issues.

  We have seen wildfires in Australia, Africa and the United States, and—as the hon. Member for Bath (Wera Hobhouse) said—we have seen drought in Zimbabwe, Sudan and other parts of southern Africa. This issue is as global as it is local, which is why we need to consider people living in increasingly expensive housing without proper insulation who are now increasingly dependent on prohibitively expensive fossil fuel energy. That is why a Labour Government will cut energy bills and fight climate change by insulating millions of homes and making the UK the first major economy to have a zero-emission power system, as my hon. Friend the Member for Wirral West (Margaret Greenwood) outlined. Moreover, when we form the next Government, we will introduce a proper windfall tax on the obscene profits of the oil and gas companies to protect both vulnerable people and our vulnerable planet.

  My right hon. Friend the Member for Doncaster North (Edward Miliband) has been clear on this and, as a party, we have pledged not just words but a promised investment of £28 billion every year until 2030 to tackle the climate crisis and create clean, green, secure jobs for people in all parts of our United Kingdom. A Labour Government will deliver a science-led, joined-up plan to tackle the climate and ecological emergency. We have committed to a robust net zero and nature test for every policy, as well as our £28 billion a year investment pledge. We want to create certainty for business and provide leadership on the world stage. That is how we seize the opportunities for the United Kingdom, while protecting nature here and abroad.

  I pay tribute to some of Britain’s largest charities, including Oxfam, Save the Children and Fuel Poverty Action, which have formed a new campaign coalition—Warm This Winter. The coalition is calling on the Government and all those who seek to lead the Government to support plans to prevent a catastrophic winter energy crisis. Although we currently face record high temperatures, in just a few months families will be struggling again to heat their homes. Let us not forget that all this shows how much the impacts of the climate emergency can affect all parts of our lives.

• 14 Jul 2022: Protecting and Restoring Nature: COP15 and Beyond

  I pay tribute to my hon. Friend for the great work she does on biodiversity and as a swift champion. I will add that to my list of champions in the House. We know that puffins are projected to decline across Britain and Ireland by up to 90% within 30 years, and they are among 14 seabird species regarded as being at risk of negative climate change impacts. The shadow Minister for the natural environment, my hon. Friend the Member for Leeds North West recently visited RSPB Bempton Cliffs, renowned for its puffins, but was not able to find a single one.

  Rather than setting the international agenda on biodiversity and leading the debate, the Budget last year—delivered as world leaders began to arrive for COP26—did not even mention climate change. The former Chancellor, the right hon. Member for Richmond (Yorks) (Rishi Sunak) found time to give a tax break for domestic flights and fell woefully short on the investment needed to deliver green jobs and a fair transition. It does not bode well for how he would approach the top job.

  Labour will deliver the change that we all want to see. Action at home must showcase for the world how a positive nature policy can practically be delivered across Government. The shadow Chancellor has committed a Labour Government to a robust net zero and nature-positive test for every policy. That will be backed with a £28 billion a year investment to meet the challenge of the climate and nature emergency, create certainty for business, and provide leadership as we seize all the opportunities before our United Kingdom.

  Earlier this week I attended the online meeting with Patrick Vallance. Nobody who was there could have failed to leave fired up and ready to do whatever is necessary to protect our planet and preserve our environment. We can address both the cost of living crisis and the climate crisis. I say to the Government: if they cannot do both, they should get out of the way because we will. The truth is that, when we want them to, Government can and do make real change to the lives of people and our environment, too. The clock is ticking on the Prime Minister’s time in office, and it is ticking on our mission to save our planet, too. Now is the time for transformational change for our people and our planet. I wish COP15 well and hope that all those round the table will heed the warnings, wake up and smell the coffee, and get back to work.

  The Bill, which relates to just one particular technology, is not the place to address those areas. We have talked about the challenges. It is not just a challenge for growers of crops; there are a lot of difficulties that are climate change-related, and disease, health and welfare-related production challenges for farmers. There are genetic solutions to some of those challenges that we would like to see explored. We would like farmers to have the benefit of them, but we will only be able to explore them if the legislation enables companies to invest in the technologies to work out whether some of them could help. We can only see benefit from using this technology to address some of those problems.

  Let me be clear: I genuinely wish we were discussing issues of importance to people in Newport West and across the world, such as, to name a few, the war in Ukraine, the cost of living crisis and the climate emergency, but we cannot focus on those issues until this lawbreaking Prime Minister shows the courage, the decency and the respect for all those who died in Newport West and across the United Kingdom, and just goes. It is important for all of us that he goes, because as things stand he is spending each day focusing on keeping his job rather than actually doing it. That is why my constituents in Newport West are paying more than in living memory. That is why they are struggling to pay their bills, feed their families and heat their homes. It is not rocket science. It is simple: we have a Prime Minister focused on his job rather than theirs. We need a Government free of the partygate scandal, free of lawlessness and free of arrogance, so the Prime Minister must go now.

  On the environment, we have yet to see tangible outcomes from the COP26 summit in Glasgow. I would like to use this opportunity to urge the Government to adopt Labour’s pledge to deliver a standalone clean air Act. On trade, this Government have sold out Welsh farmers to make the Australians and Americans happy. Forget down under—with this Government, Welsh farming will go under. On steel, following years of the right hon. Member for Uxbridge and South Ruislip insulting President Obama, Secretary Clinton and the Democrats, the British are now at the back of the queue into the Oval Office. Is the Prime Minister more focused on making excuses for his string of Downing Street parties than taking steps to lift the damaging steel tariffs?

  Last week, I met Rosamund, the mother of Ella Kissi-Debrah, who died in 2013. We spoke about the need for urgent action to clean our air and the fact that COP26 could set an example––a British-made example––to generations to come. In December 2020, the coroner ruled that Ella had died as a direct result of air pollution, as we have heard already today. The coroner said that he believed that air pollution made a material contribution to Ella’s death. Like so many, she was exposed to illegal levels of nitrogen dioxide and particulate matter in excess of WHO guidelines. I would like the Minister to explain why the Government voted against Labour’s attempts to clean our air by writing the guidelines into the Environment Bill.

  Here we are, back in the House and back discussing the Environment Bill, 629 days after it received its First Reading. I am grateful to the Lords for their careful consideration of the Bill, and for succeeding where this House was unable to do so and making it fit for purpose. As we approach COP26 in Glasgow, a Bill fit for purpose has never been more needed. The world is watching, and the world is waiting for leadership from the British Government. The Bill could and should be stronger, it could have passed through the House much sooner, and it had the scope for real cross-party involvement; but alas, thanks to this Secretary of State and this Prime Minister, it was not to be.

  I thank Lord Teverson for Lords amendment 1, which requires the Government to declare a biodiversity and climate emergency. How can anyone disagree with that? I also thank Baroness Bennett for Lords amendment 2, which seeks to ensure that soil health and quality remains a priority area for environmental improvement; and, of course, I welcome Lords amendment 28 from Baroness Parminter. This amendment removes the exceptions in the Bill for policy making on defence and security, tax, spending and resource allocation from the requirement to have due regard to the policy statement on environmental principles. If the Bill is going to mean anything and if Ministers are serious about tackling the climate emergency, they will support those amendments today.

  At every stage of this Bill, Labour has proposed fair, balanced and objective amendments that seek to make the Bill fit for purpose and, moreover, actually help us tackle the climate emergency and set out a real place to protect our environment and preserve our planet. I have said to the House before that we do not have time to waste: the climate crisis worsens each day, and real action is necessary. But that requires a strong Bill, not a half-hearted attempt that does not recognise, or match, the seriousness of the challenge in front of us.

  It is no longer a surprise to any of us that we face a dangerous and very real climate emergency. We cannot sit back and watch our country burn, flood or, indeed, collapse without taking action—and we need to take action now. I am very grateful to my hon. Friend the Member for Gower (Tonia Antoniazzi) for securing this debate on measures to tackle climate change and for all she does, including in this place, to preserve our planet and protect our environment in Wales.

  As well as being the Welsh Labour Member of Parliament for Newport West, I am the shadow Minister for the natural environment and air quality in Westminster. While many of the departmental responsibilities relate to powers devolved to the Welsh Government, measures to tackle climate change in Wales are very much at the top of the agenda. We need to implement bold, ambitious and proactive measures to tackle climate change in all four nations of our United Kingdom.

  Like so many of my constituents, I very much welcome the bold commitments of the Welsh Labour Government to tackle climate change. Those commitments are exemplified by the creation of a Minister and a Deputy Minister for Climate Change. That is a reflection of how important the battle to save our planet is to Welsh Labour and to the First Minister.

  In recent years, there has been sterling work in Wales that has seen more innovative ways of developing renewable energy and that ensured Wales is one of the top three recycling nations in the world. We have also seen more than 800,000 trees planted and more than 843 water refill stations installed. These are tangible and pragmatic policies that carry the people of Wales with them and that mitigate the worst effects of climate change. However, for all the positive steps taken in Wales—and there are many—there is still so much more to do. With the horrific flooding in Wales last year, we saw that we have far more to do to stem the unbeatable flow of physical effects triggered by climate change.

The greatest challenge that we face as a country and as a planet is the climate and environment emergency, so I applaud and thank the shadow Minister, my hon. Friend the Member for Newcastle upon Tyne Central (Chi Onwurah), for proposing that the fight to preserve our planet and protect our environment be the new agency’s mission for the first 10 years. Achieving net zero offers a broad mission and ARIA’s new CEO would have plenty of discretion in choosing which aspects of the climate and environmental emergency to address.

  Here we are, back in the House and back discussing the Environment Bill and, I hope, setting out a clear plan to preserve our environment and protect our planet. We are in the middle of a climate and ecological emergency. I know that the Minister knows it, and so do the people of this country, but this climate emergency is no surprise to any of us and did not start yesterday. That is why I remain disappointed that the Tories have voted against every single Labour amendment in Committee and on day 1 on Report. I fear they will do the same today—although, of course, I am happy for the Minister to prove me wrong.

  This has been an important debate, and I am grateful to all colleagues who have shared their thoughts on how we can make this Bill the strong and comprehensive piece of legislation that our environment is crying out for. As I indicated in my opening remarks, at every stage of this Bill Labour has proposed fair amendments. Disappointingly, all of them were defeated by this Minister and her Back-Bench colleagues. Not one of the amendments was partisan and not one was done to play games, but all were tabled to make this Bill fit for purpose. Today, new clauses 12 and 24 would do just that. I am also grateful to the many colleagues who put their names to our new clauses, and I pay particular tribute to my hon. Friend the Member for Oldham East and Saddleworth (Debbie Abrahams) for her passionate speech and for her new clause 29, which has the support of those on these Benches. I support her call on the Government to put the WHO guidelines into the Bill. I also thank my hon. Friends the Members for Lancaster and Fleetwood (Cat Smith), for Brent North (Barry Gardiner), for Cynon Valley (Beth Winter) and for Swansea West (Geraint Davies) and give a big, non-partisan thank you to the indefatigable hon. Member for Strangford (Jim Shannon). At this point, I wish gently to respond to the hon. Member for Edinburgh North and Leith (Deidre Brock), who claimed that the UK was not first to declare a climate emergency. I respectfully remind her that this Parliament was the first to declare a climate emergency, in May 2019. I should remember that, as I made my maiden speech during that debate, and let us not forget that that debate was led by Labour Members.

  The pandemic, our departure from the European Union and a general election were just some of the hurdles we have had to get over in recent months, and we have done our bit. Many in this House have raised important arguments in recent weeks and months, and will continue to do so as this Bill works its way through the other place before coming back to us. I urge the Secretary of State to do whatever he can to make sure we get the Bill back sooner rather than later. We do not have time to waste. The climate crisis worsens each day, and real action is necessary now. I urge the Secretary of State to work with us and all the Members in this House when the Bill comes back and to do whatever is required to tackle the climate and ecological emergency once and for all.

  The SI, and its very evident weaknesses, undermine the Government’s advocacy for nature-based solutions to climate change. Indeed, the rotational burning season this year coincides with the UK’s hosting of the global climate conference COP26, which will see the Government championing nature-based solutions to climate change. In the words of the Minister’s departmental colleague, Lord Goldsmith,

  “the UK will use our Presidency of COP26 to persuade other countries to put nature at the heart of their climate response”.

  I am grateful to Link for the polling that it commissioned to gauge the views of people on rotational burning and upland peat. The results speak for themselves. They reveal that 60% of the British public want to see the Government’s peat burning ban extended to cover all peatland at risk of being burned, and only 3% oppose that. Some 56% of those polled also want a ban on the burning of all at-risk peatland in Scotland, Wales and Northern Ireland. Two thirds of people also want promises to protect peatland included in the UK pledges for COP26, and 67% want the Government to ensure our natural carbon stores, like peatlands, are healthy and capture as much carbon as possible.

  Those results show that the public recognise the importance of upland peat and that they wish to see its potential as a nature-based solution to climate change realised, and they very clearly support a comprehensive burning ban. Why will the Minister and Department not listen to the people and act once and for all?

  We are in the middle of a climate emergency and our people are crying out for real leadership. Labour stands ready to provide that leadership, as we have demonstrated every step of the way during our consideration of the Environment Bill, the Agriculture Bill and the Fisheries Bill. That stands in stark contrast to the Government, who speak but do not do. The regulations reflect their lazy and unimaginative approach, and it is simply not good enough. At the conclusion of the debate, I intend to test the will of the Committee.

• 26 Nov 2020: Environment Bill (Twenty Second sitting)

  I remind colleagues that it was this Government who clarified, back in February 2020, that tobacco packaging is covered by the current producer responsibility regulations, which require companies to recycle a proportion of the packaging waste that they place on the market. In their resources and waste strategy, the Government committed to look into and consult on the extended producer responsibility, or EPR, for five new waste streams by 2025, as well as to consult on two of them by 2022. The five priority waste streams are: textiles, fishing gear, certain products in construction and demolition, bulky waste, and vehicle tyres—the Minister has already alluded to that several times during our debates. They are important areas for the challenges facing us as we look to tackle the climate emergency.

  I hope the Minister will take the opportunity to set out a clear action plan and timetable when addressing the issues raised by the new clause. There is a crossover with the other responsibilities that we have as parliamentarians and lawmakers, because it is clear that smoking has a public health impact. Having been an NHS physiotherapist for more than 30 years before being elected to this place, I know a fair bit about the lungs and the danger that smoking causes. New clause 30 will help the wider battle against smoking and help promote a healthier world for all of us. As such, and with the determination needed to tackle the climate emergency, I wish to divide the Committee.

  New clause 34 was tabled in my name and in those of my hon. Friends the Members for Southampton, Test, for Cambridge, for Putney, and for Sheffield, Brightside and Hillsborough. We are seeking to ensure that we build on the Minister’s words and give real effect to the long-term sustainable change that the climate emergency demands.

  The preservation of our environment is ultimately in our hands and those of the people we represent: working people in all parts of the United Kingdom. We need to ensure that the law in shaped in such a way that we motivate and encourage people to change their behaviour and to adapt to the changing and evolving demands of the climate emergency. The Bill will go some way towards ensuring that we reach out and give the people of England the necessary direction, whether that is through the introduction of mandatory minimum standards subject to a five-yearly review or a set of fittings requirements. If we do not act now—there is no reason for us not to seize this initiative—we cannot expect people in the country to act.

  On 1 May 2019, the Opposition forced the Government to agree to the UK Parliament becoming the first in the world to declare an environment and climate emergency. It was the right thing to do, and that declaration and the necessary action to tackle the emergency have underlined every word uttered by the Opposition in Committee and, importantly, influenced every single amendment and new clause. Earlier this year, we saw storms Cara, Dennis and Jorge demonstrate the reality of the climate crisis and showed that more extreme weather will happen more often and with devastating consequences for jobs, lives and communities. I saw the impact water damage can have on communities. Newport West itself had minimal damage, but we saw considerable flooding in our parks and green spaces. Sadly, other parts of south Wales were severely impacted—the Rhondda Cynon Taf area in south Wales was the scene of 25% of the UK total of homes damaged by the floods in early 2020—and there was also significant damage in places such as Shrewsbury and other small towns on the banks of the River Severn. So this is real. It is important that we get to grips with the dangers the water poses and look to adopt a policy of prevention, because that is better than cure.

  I am deeply concerned by the deep, long-term cuts to Natural England and the Environment Agency that have seriously undermined their ability to tackle the environment crisis and deal with the impact of the climate emergency. That is important to note, because new clause 15 seeks to enhance the powers and reach of the Environment Agency, and we cannot do that without acknowledging the huge hit to its finances, abilities and reputation inflicted by the Government. The new clause is a focused, clear and coherent attempt at mitigating risk, but would also show that the House is determined to respond to the climate crisis, as well as to lead our way out of the many problems caused by water damage and flooding.

  The Minister and Government Back Benchers will know that we have not sought to divide the Committee for the sake of it in recent weeks. Truth be told, all our amendments are worthy of a vote and of being added to the Bill. Alas, the Minister and her loyal colleagues have put paid to any chance of those additions. I wish to press new clause 16 to a vote, however, for a number of reasons, the most important being that people out there need to know that although efforts to make recycling fit for purpose, to tackle waste and to fight the climate emergency head on in England were on the table, they were all rejected. I would be delighted if the Minister rose to inform the Committee that she will accept the new clause and, even at this late stage, I urge her to scrap her notes and do just that.

  I have two specific questions for the hon. Gentleman. First, I want him to confirm that the power to amend the list of substances will not be used to weaken environmental protection. This is vital for us as a country and for how we tackle the climate emergency that people across—and outside—the House want us to tackle now.

  The second statutory instrument, the draft Ozone-Depleting Substances and Fluorinated Greenhouse Gases (Amendment etc.) (EU Exit) Regulations 2020, deals with a specific policy area that is one of the international obligation exemptions to the Government’s unfettered market access policy. There will be two separate systems in Great Britain and Northern Ireland that require the introduction of controls and checks on the movement of certain gases, substances and equipment across the Irish sea between Northern Ireland and Great Britain. With the potential practical impact on trade between NI and GB, these are issues that I suspect the House will consider with greater urgency in the coming weeks.

• 16 Nov 2020: Pension Schemes Bill [Lords]

  I am delighted that many of my noble Friends in the other place were able to secure some important amendments to the Bill—in particular, the amendments that require trustees and managers to take into account the Paris agreement and key domestic climate targets in their overall governance and disclosure of climate change risk and opportunities. This is the first time that climate change has featured in domestic pensions legislation and that is to be welcomed.

  I urge Ministers and Government Back Benchers to support Labour’s efforts to mobilise billions of pounds towards the vital and timely effort to tackle climate change through pension funds. Given that Ministers refuse to support the amendment in the name of the shadow Minister, my hon. Friend the Member for Stalybridge and Hyde (Jonathan Reynolds), on asking pension funds to develop strategies to help to meet our obligations under the Paris agreement, I hope that we will receive an explanation of how they expect to achieve their goal of net zero carbon emissions by 2050 or sooner.

  Greta Thunberg has spoken eloquently and young people around the UK especially have taken on board what she says. I was honoured to make my maiden speech on 1 May last year, when she addressed a number of us in Portcullis House. It was the day we declared the climate change emergency so it was important. She is seen as one of the leading lights in engaging young people and encouraging them to lobby those within and outside this room, so that we will do the right thing for them and for future generations.

  The nub of the matter is the end result, which is that we are dumping containers in another country. I have seen TV pictures of young people—children—scavenging through waste sites, and the waste has clearly been identified as coming from the UK. That is not acceptable and we know it. We need to make sure we deal with our waste here in the United Kingdom, for the very reason that the Minister has outlined, and with the very mechanisms that she outlined. We make the waste and we must dispose of it properly ourselves though measures including proper processing and proper waste stations. Let us not forget, if we ship waste abroad, it contributes to climate change through the extra emissions from shipping freight.

  This amendment, although specific and focused in its approach, seeks to ensure the Bill includes the strongest possible measures to tackle waste. The wider focus on the obligations and responsibilities of producers is important—not because the Bill will directly impact those parts of the world outside the UK, but because of the need to get our own house in order in the UK, and in England specifically. We need to do this because it is important to set an example to others, and the Minister alluded to this in discussions about COP26 next year.

  I was pleased to hear the Minister highlight the manifesto pledge not to dump rubbish in non-OECD countries. It raises the issue of whether it will go to OECD countries, but that is obviously important. I was also pleased to hear COP26 raised. It is important that the UK sets a shining example to the rest of the world on that, and that is why we are pushing amendment 17: it is so important that we make sure we get it right at this stage so that, as has been mentioned, future generations look back on the Environment Bill with pride.   The background to this Budget is a climate emergency, a global pandemic and a Tory Government who have finally found the magic money tree after a long 10-year love affair with austerity. Four Chancellors, three Prime Ministers and a decade of under-investment have forced the Government to launch a levelling up agenda. I think it is less about levelling up and more about making up for lost time and the wrong decisions. From my weekly surgeries and talking to people right across Newport West, I know that our social security system has lost its way. We need to rebuild it from the principles on which it was founded: supporting people rather than policing them, and alleviating poverty rather than forcing people into it. The first missed opportunity of this Budget was to scrap universal credit once and for all. It has caused severe hardship for many people because of the major flaws in its design and the way it has been rolled out.

  I am pleased to speak to new clauses 15 and 16. We know that our planet and climate are experiencing huge change, and the effects of the climate emergency are becoming an increasing feature of the world in which we live, affecting not just humans, but our natural world and our wildlife. The new clauses call on the Government to think about biodiversity, the uplands, the fragile and insecure rural economy, and the many people who live and make their way of life in our green and open spaces. The new clauses are also about the welfare of our wildlife. My hon. Friend the Member for Bristol East has campaigned on such issues over many years, and I pay tribute to her tenacity and commitment to animal welfare and our environment.

  The weight of the scientific evidence before us is such that we can see that driven grouse shooting damages habitats, pollutes our water, increases greenhouse gas emissions, and involves the illegal persecution of birds of prey. The practice also increases the risk of floods, which damage properties and green spaces and lead to devastating deaths of people and animals alike. Right now, flooding is an issue of real concern for many people up and down the country. Those of us who were present for yesterday’s Opposition day debate on flooding heard powerful stories illustrating the need for upstream land management to prevent downstream flooding. As shadow flooding Minister, I was delighted that the Opposition motion received support from both sides of the House, including the Government Benches. By voting with us, the hon. Member for Brigg and Goole (Andrew Percy) showed that, sometimes, politics does not need to win but common sense can.

  A number of Government Members said that we do not need a review; we just need to get on with things. I say to them that a review is not a public inquiry. It is different, and it has a different remit and function. We need to learn lessons and get things right for the future as the disastrous effects of the climate emergency become more and more evident. That is why the motion calls for a review.

  Beyond the walls of this Chamber, our world and our planet are experiencing a dangerous, unpredictable and evident climate emergency. We can no longer sit by and watch the world burn, communities flood and people die. I say to Ministers and all the Members sitting behind them that it is now time to get a grip. It is now time for them to show leadership and demonstrate to the families of those who lost their lives, their livelihoods, their homes and their cherished memories and belongings that they care, will do their job and will do what is necessary to save lives.

  We know, as my hon. Friend the Member for Cynon Valley (Beth Winter) eloquently stated, that austerity has had and continues to have a devastating impact on our environment and natural world. The lost decade of Tory and Lib Dem cuts to local authorities in England, and also to organisations across the country such as the Environment Agency, has seriously undermined our ability to tackle the environmental crisis and deal with the impact of the climate emergency.

  Our amendments call for the Office for Environmental Protection, for which the Environment Bill makes provision, to influence what Ministers do when it comes to the multi-annual financial assistance plan and the budget contained within it. We believe that the Office for Environmental Protection must be independent. It must be strong and it must be clear about its remit and the expectations upon it. It must push for higher standards, it must push for non-regression and it must push for measures to tackle the climate emergency. If it does those things, then it makes sense for the multi-annual budget to be informed by the scope, remit, strength and inspiration of the Office for Environmental Protection.

  We have already learned that the British Government spent about £3 billion on the common agricultural policy in recent years, as members of the European Union. We are now starting the process of leaving the European Union, and are sitting in a transition period. I worry that the period will run out far sooner than the Government realise, especially given the announcement about the forthcoming talks concluding this June. We are now on the outside, and those funds can be diverted to delivering public goods to improve the quality of our soils and water; protect, maintain and enhance the natural beauty of our landscapes in all parts of the United Kingdom; and tackle the climate emergency and protect vulnerable communities and industries from the most brutal and deadly effects of climate change. The storms in the past couple of weeks are a very clear example of that.

  “limiting greenhouse gas emissions from agriculture or horticulture or encouraging activities that reduce such emissions or remove greenhouse gas from the atmosphere, or otherwise”.

  This amendment explicitly provides for limiting and reducing greenhouse gas emissions to be one of the purposes for which financial assistance is given .

  I am pleased to have the opportunity to move this amendment, which would make it explicit that the public goods for which farmers can receive financial assistance should be activities that reduce greenhouse gas emissions from agriculture. The Opposition believe that the current wording in clause 1(1)(d), which refers to

  “managing land, water or livestock in a way that mitigates or adapts to climate change”,

  It is essential that climate change as a cause is front and centre of the Bill. It will be one of the most important measures introduced by the House in the coming decade to tackle the climate emergency genuinely and effectively. Through the support of the public goods, it will be a central mechanism by which we can reduce emissions from our land management and deliver the nature-based solutions to climate change that we know we need, such as peatland restoration and woodland creation.

  Her Majesty’s Opposition believe that the Bill needs far more than one line on climate change, especially as we have established that the provision effectively states that the Secretary of State “may”—not even “must”—give financial assistance for the relevant climate mitigation or adaptation. There is no bite to that, and no certainty or urgency.

  The Bill should set a target for agriculture to reach net zero carbon, and I have no doubt we will return to that later. The National Farmers Union is already committed to that. There is no reason not to have a sector-specific target for agriculture when we know how significant its contribution is to emissions and how much support the sector will need to reduce it.

  The 2019 progress report by the Committee on Climate Change showed that agriculture in all parts of the United Kingdom is not on track to meet any of its indicators. There has been no progress in reducing emissions from agriculture since 2008. As only 30% of direct payments are currently secured through meeting greening requirements, we know that the lack of financial support for farmers to adapt their practices to focus on climate change has been a key part of that, which is why it is so important to get the financial provisions to support farmers right in the Bill.

  A great deal of the Bill, as I am sure we will discuss in the coming weeks, places great trust in the hands of future Secretaries of State. That is particularly evident in relation to prioritising climate change. As the division of funding between the various clause 1 public goods is unknown, as has been alluded to already, we very much hope that clause 1(1)(d), in whatever form it goes forward, will have a greater focus on that funding.

  The Committee on Climate Change’s progress report contained clear recommendations on agriculture and land use, and on the development of an effective post-CAP framework, and firm policies to reduce greenhouse gas emissions. There is ample room for consolidation in the Bill. I hope that the Government will accept the amendment. I say to the Minister that there is no harm in accepting an amendment that allows the Government to make their intentions for emissions reductions in agriculture more explicit with a slight but important wording change.

  I thank the Minister for her considered thoughts on the matter. Labour Members are united on this. In terms of greenhouse gas emissions, this is crucial to how we move forward. We need to make sure that we give a clear message, and the Bill gives the perfect opportunity to send a clear message to the agricultural sector.

  Land managers need guidance and support, and the Bill should show the way, blazing a trail. The Minister quite rightly alludes to the climate change emergency declared last year by her Government, but it is important to make sure that we carry on. We cannot just declare and stop; we need to say, “Declare and so what?”. We need to move forward.

  As you say, ideally you would have your food policy, and you would then have your agriculture policy, your trade policy and your environment policy; they should all be complementary. Obviously things are working to different timescales, so we need to make sure that the Bill allows for the breadth of issues that agriculture can be impacted by. That is why, as part of that national food strategy, we think it is important that food delivers for consumers and that we tackle some of the challenges in the food system, whether that is climate change, dealing with obesity or food security issues.

We want a deal based on the best scientific knowledge, and with the strict application of the maximum sustainable yield quotas that were sadly lacking from the common fisheries policy. The Government have an opportunity to create a flourishing and healthy marine environment—one with replenished stocks and that helps to deliver on our net zero carbon ambitions.

  There may not have been many speakers in this debate, but I am sure you will agree, Mr Davies, that the calibre of the debate has been extremely high. We heard clearly and eloquently from my hon. Friend the Member for Barnsley East (Stephanie Peacock) about the impact in her constituency and across South Yorkshire of the floods that took place three months ago. Most of us in this place spent November 2019 knocking on doors in the coldest, most miserable general election in recent memory. However, my hon. Friend and her constituency neighbours knew it as a time of heartache, pain and loss for many in that part of the world. My right hon. Friend the Member for Doncaster North (Edward Miliband), whose knowledge and expertise in the area of environment and climate change is unparalleled, made a wide-ranging and comprehensive contribution to today’s debate. I trust that the Minister will take on board his points of concern.

  The biggest obstacle to providing a proper flood strategy for South Yorkshire and the UK more generally is the fact that the Government just do not seem to take flooding and its consequences seriously. To restore trust for the people of South Yorkshire a joined-up approach is required, across regional water authorities, local government and regulators, to provide a single flood plan for an area to manage flood risk and better co-ordinate the response to flooding. There is a climate emergency in this country and across our planet. We see it every day and we hear from our constituents about it every day. Our planet is getting warmer and the chance and frequency of extreme and deadly weather events and patterns increases day by day. Her Majesty’s Opposition will continue to make the case for Britain to be more prepared, as we can be through habitat restoration and by returning floodplain to a more natural state. That would help to prevent the risk of flooding and allow floodplain to absorb more water. That point was made by the hon. Member for Rother Valley (Alexander Stafford) earlier in the debate.

  I agree. The hon. Gentleman’s knowledge of the local area is obviously much more detailed than mine, but I am happy to work with anybody to ensure that the floodplains do their job and absorb water more clearly and effectively. The Government cannot necessarily change or stop the global impact of climate change, but actions can be taken here by the Minister and in this Parliament to mitigate the impact of flooding on the people who live in South Yorkshire, and others across the United Kingdom.

  There is an important point to be made about resources. After the floods of 2015 the then Prime Minister, David Cameron, said the immortal words, “Money is no object”. If only the actions of his and the current Government matched those words. Austerity has had a devastating impact on our environment. There have been unprecedented cuts to the budgets of local authorities across the country, including South Yorkshire. There have also been cuts to organisations such as Natural England and the Environment Agency. Staffing levels at the Environment Agency have fallen by around 20% since the Tories came to power in 2010. Natural England has had its budget slashed by more than half, from £242 million in the last year of the Labour Government to just £100 million in 2017-18, resulting in the loss of more than 1,000 jobs. All of that has seriously undermined the ability of the United Kingdom to tackle the environmental crisis facing our country and to deal with the impact of climate change more generally. I say to the Minister that we have no time to waste, because flooding is not going to go away, so we need a comprehensive plan for every community at risk of flooding.

  The increase in the level of taxation has been applied to all motorhome vehicles, including those fitted with new-generation greener and more energy-efficient engines. If the Government are serious about their climate change targets, why are they not treating light commercial vehicles as cars for the purposes of taxation? Instead of generating an additional £28 million—approximately—from the relatively small number of new-generation motorhomes, they could generate almost £700 million from vans alone.

  We know that staycations stop people from getting on planes, which damage our air, or taking cruises, which damage our marine ecosystems and pollute our waters. So, by holidaying at home, we see lower levels of greenhouse gas emissions and thus less pressure is put on our environment.

  I would like to pay particular tribute to all the children and young people across the United Kingdom who are speaking out and standing up for action to protect our environment and their future. I have had a number of letters from schoolchildren in Newport West. I am very grateful to each and every one who has written to me asking me to ensure that their voices are heard and their views are shared. It was also good to meet local members of Extinction Rebellion, to talk about what more we can do to mitigate climate change at a constituency level.

  The UK is set to miss its target of achieving a 50% recycling rate by a country mile, which is evidence that this Government have failed to provide the rapid response required to tackle the environment and climate change emergency. We have had enough of the hot air; now it is time to deliver. In Wales, we are currently working towards a 70% recycling target of household waste by 2025, and we are well on track to achieving that. It is an ambitious target, but if we all work together, we can achieve it. Wales is leading the way, and it would be good to see England following.

  I share the Committee’s disappointment at the short-sighted, limited approach that the Government have taken with the Bill. We had the opportunity to be truly groundbreaking with this Bill and show bold leadership to the rest of the world. Instead, it looks as though we are trying to minimise climate change on the cheap, which is demeaning and lets down future generations.

  Thank you, Mr Speaker. It is a great honour to be able to make my maiden speech during this debate on climate change. This topic is very close to my heart, and I am so pleased to see the importance that is being attached to it here in this House. I stand here today as the newest Member of Parliament, representing my home constituency of Newport West. I feel very proud and privileged to be able to do this, but of course, as colleagues across the House know, I am only here because of the sad passing of my honourable predecessor, Paul Flynn.
