  We are now in a situation where the Justice Minister in Northern Ireland is bidding for £116 million but, from what I can see, there has been no positive response from the Department of Finance in Stormont. She can make as many bids as she likes, but until the money is granted, nothing is going to happen. Is something going to happen under a Sinn Féin Finance Minister, who would far rather squander money on net zero madness, needless and expensive Irish language signing, and useless north-south bodies? I would dare to say that the PSNI and its needs are pretty far down the Sinn Féin Finance Minister’s list of priorities.

  The Government want growth—we all want growth—but surely the Chancellor can see that the carbon tax that will result from extending the marine greenhouse gas emission regulations to the ferries, which are the economic lifeline to Northern Ireland, in circumstances in which there are no zero-emission alternatives, will add hugely to the consumer costs of my constituents and will disincentivise growth. Will she look again at that imposition, especially in view of the fact that the Scottish islands, which depend equally on the ferries, have been given an exemption?

  Returning to the imminent imposition of the emissions trading scheme on domestic shipping, why will consumers in Northern Ireland face the imposition of a carbon tax, whereas consumers in Scotland who equally depend on ferries for their supplies are obtaining an exemption? Where is the parity?

  When one puts upon the essential economic infra- structure —namely, maritime transport—this additional tax burden, the inevitable result is that Northern Ireland consumers will pay for this carbon tax. My constituents will have this extra levy passed on to them via their goods, which have already been made more expensive by the iniquity of the Irish sea border and the costs of checks. On top of that, they now have this maritime carbon tax. That point cries out so forcefully about the patent and inherent unfairness of the measure that, if the Government cared about the whole United Kingdom, they would not just listen to it, but act on it. Sadly, I fear they will not, as they took the convenient approach of slipping the ETS into the Finance Bill. Instead of separate legislation that we could have debated and drilled into in the House, we get an unamendable regulation slipped through this Committee. It is part of the Government’s indifference to what they are doing to a part of their own United Kingdom.

  Net zero fuel is four to five times more expensive. Shoreside electricity infrastructure just does not exist, and will not exist within six months. There is no support whatever for the transition. The coffers of Government will be expanded by this carbon tax, but will they spend that money by putting it back into the sector? No, they will greedily hold on to it, and force the sector and thus the consumers to pay for the carbon tax, with all that it means.

  Furthermore, the Government say, “You must do this in six months.” What planet of unreality are they living on? They like to ape so much of what the EU does, but even the EU with its ETS has a three-year transition. Indeed, the EU is also reviewing what it is doing. Impossibly, however, we are saying to the maritime sector in the United Kingdom, “You have five months to get this sorted out, and then your consumers start to pay for our indulgence and for our self-congratulation that we are dealing with carbon emissions.” That is not an acceptable way to go. Because there is no investment and no transition, it is inescapable that this is but a tax, a carbon tax on my constituents, on the people of Northern Ireland, on the people of Rathlin island and on all those who have not been given the equality of treatment of exemption that has been accorded to others.

  We in Northern Ireland had a salutary experience recently when a major road project on our A5 was struck down by the High Court because of a failure to comply with net zero expectations under the Climate Change Act 2008. Given that the legislation is very similar in Great Britain, is the Secretary of State satisfied that all these new road projects will not also fall foul of the net zero campaign?

  This Bill does not apply to Northern Ireland, so some might wonder why I would bother to speak in the debate. The reason is very simple: the ramifications could be positive for the whole of the United Kingdom because of the Government’s vision within the Bill for decarbonising bus travel.

  Does the hon. Member agree that one of the problems in this territory is that we do not yet have the definition of what is meant to be sustainable? On reading the Bill, it appears that the whole focus of what sustainable will be is on the green energy side, rather than what will sustain the fishing industry.

  In Northern Ireland I have seen proposals for offshore energy, particularly in the South Down area, that have provoked great and rightful opposition from the fishing industry, leading to substantial difficulties. Yet it is quite clear that where the Bill talks about sustainable development, it is not in respect of the historic use of our seas as fishing grounds but in respect of our seas as sites for offshore wind energy. As another hon. Member said, there is a tension between offshore wind farms and fishing. It seems from the Bill that the Government have made up their mind about which is the priority. We have heard in this debate that the definition of sustainable development specific to the Bill will be very much orientated to the climate change theology. It will therefore place the need for wind farms above the needs of the fishing industry, which will not serve the interests of our coastal communities well. There is a need to reinstate some balance in that regard.
