  The latest crisis puts a further spotlight on our failure as a country to be energy secure. Even those few people who are not yet convinced that climate change is real and needs tackling surely now understand that energy security really matters. Neither Houthi rebels nor Putin nor Iran nor Trump can turn off our waves, wind, sunshine or nuclear industry. It is time for siren voices to stop whining about wokery and start focusing on security. So I ask the Minister, what oil reserves does the United Kingdom have? Will the Government accelerate domestic energy generation? Will they implement a 10p temporary fuel duty cut, and cuts in bus and rail fares, so that people in Cumbria and across the country are not plunged into further hardship as a result of this crisis? What plans does the Minister have to accelerate the warm homes plan, which, sadly, has insulated only 0.3% of the expected homes this year?especially in communities such as mine, where a quarter of the housing stock was built before 1900 and is in need of more bespoke solutions? What will he do to introduce an energy price cap for heating oil, and what extra work is he doing with our allies in the middle east and NATO to ensure that the pipeline reopens as soon as possible?

  On my way into Kendal this morning, before I came down to Parliament, I observed the jarring reality of fields yellowing in the dry heat and the River Kent so low that I could see the bedrock. Alongside it, defensive walls were being built on the banks of the river in the aftermath of devastating floods—a reminder that climate change has brought extreme weather. It has brought different threats at different times, but they have been equally challenging and dangerous. I am afraid that those who continue to deny climate change look more foolish by the day. We see the danger of climate change especially in the terrifying wildfires in the Peak district—a reminder that we do not protect nature if we completely remove livestock and the human beings that manage nature.

  Energy security is now utterly urgent. If I cannot convince hon. Members of all the science that points to the need to tackle the catastrophic blight of human-made climate change, surely I can convince them that our energy security rests on domestically produced renewable energy: Putin cannot turn off the sun, the wind or our waves. Surely we should therefore rejoin the European international energy market and invest massively in the national grid.

  When this country is at its best, we rise together to face challenges and threats. We roll up our sleeves and deploy ingenuity and entrepreneurial spirit to meet those threats and challenges head on. That is what we need now: a collective patriotic endeavour to tackle climate change, cut bills and ensure that our economy is based on cleaner and cheaper British energy sources that will not run out and that are immune from the whims of foreign dictators—what is not to like? Sadly, there are colleagues in this House who do not like that, who are against that patriotic endeavour to secure the future for our children and grandchildren. It is not for me to speculate on their motives, but for the security of our country and the good of our future, we certainly need to ensure that those people never get anywhere near power.

  That the right hon. Gentleman was the Energy Minister makes me question the selection standards of the previous Prime Minister. How far do we need to look? The channel is not that wide. Look at France and Spain. France has nuclear, and Spain has renewable energy— [ Interruption. ] If people stop chuntering, I will explain. In Spain and France there is no reliance on gas, partly because of nuclear in France, and in Spain it is down not to nuclear but entirely to renewables. If the right hon. Gentleman had looked not very far away at the other side of the Bay of Biscay down in Spain, he would see that it is entirely possible. How do we decouple ourselves from reliance on gas? It is blindingly obvious: do not make it so that we have to rely on gas, and invest in renewables—it is so obvious that it is almost beyond belief that people who held that brief not long ago do not get it. Investing in cheap renewables, and making sure that people see the benefit in their bills—that is the answer.

  The Conservative’s plan would rip up our crucial national commitment on climate change. I will not repeat quotations from previous Prime Ministers such as Baroness May of Maidenhead and Boris Johnson—Boris Johnson, now a moderate and a progressive by comparison, which is utterly stunning. It is distressing that the Conservative party has left behind traditional voters who do care about the environment and our economy.

  Communities such as mine bear the brunt of the impact of climate change, as well as farmers whose businesses are blighted by ever-lengthening droughts and ever more severe floods. Communities such as Kendal, Burneside, Staveley, Appleby, and Grasmere are experiencing appalling flood damage. In just three weeks, we will note the 10th anniversary of Storm Desmond, which did hundreds of millions of pounds-worth of damage to our communities, and devastated lives, homes and communities. An apparently once-in-200-years event happened only a few years after two once-in-100-years events. It is obvious that things are changing; do not dare to tell Cumbrians that climate change is not a clear and present danger.

  What would a real plan to cut energy bills, while continuing the UK’s leadership on climate change, look like? We have set it out in our amendment on the Order Paper: do not slash investment in cheap, clean renewables, but increase it, as we Liberal Democrats did when we were in government. We quadrupled the amount of renewable power generated between 2010 and 2015. We also say: make homes warmer and cheaper to heat with an emergency upgrade programme; and work with the European Union to trade energy more efficiently, cutting costs and reducing reliance on gas. In addition, we must end those expensive, old renewable obligation contracts from 20 years ago that impose levies on people’s bills and stop them seeing the benefits of cheap renewables, and move them on to cheaper contracts for difference, pioneered by the Liberal Democrats, to bring down prices and drive investment at the same time. Now, that is a real plan that treats the British people with respect, by presenting actual solutions, rather than vacuous soundbites.

  In closing, the crushing poverty that millions endure as a result of eye-watering energy bills is real, and it is an outrage. The threat to our world and to our children’s future from climate change is real, and it is an outrage. Loving our neighbour means having a real and practical plan to tackle both. The motion does not provide that, but I am determined that we will.

  A major gap in our ability to make progress in reducing emissions is the disconnect—both literally and figuratively—between small renewable energy schemes and the communities in which they are situated. I think in particular of the Coniston hydro scheme, which faces resilience and sustainability issues relating to the removal of rocks. Is the answer to this not the creation of local energy markets to reduce the gap between service users and energy producers? Will the Government back the urgent delivery of P441 to make local energy markets a reality, save Coniston hydro scheme and service the local community?

Already, we produce only 55% of the food that we eat in this country. How will the Secretary of State help our farmers to be resilient against the twin threats of drought and flooding?

  Happy birthday, Mr Speaker. Most of the 1,500 farms in Westmorland and Lonsdale have rivers or becks running through them. Since we are the most beautiful—and indeed wettest—place in England, that is an awful lot of potential, and mostly untapped, energy. Will the Secretary of State and the Minister meet me and hydro energy experts to consider a new nationwide project to support farmers to have small hydroelectricity schemes on their farms to diversify farm income, provide clean energy for the farm and harness natural renewable energy for the wider economy?

  That 106% increase in the duration of sewage spills in just two years has been explained away on the record by water industry bosses as the consequence of climate change, because it rains more than it used to. Yes, that is absolutely true, but it did not rain 106% more in 2024 than it did in 2022—not even in the Lake district. The reality is that the failure of water companies to invest in their infrastructure and the failure of Ofwat to force them to do so mean that the scandal is set to continue despite the Government’s new legislation.

• 5 Mar 2025: Renewables Obligation Certificate Scheme

  I want to say a few words about how ROCs fit in with the nation’s energy security and about the extent to which they sometimes have perverse incentives. Drax power station in Yorkshire enjoyed just over 9 million renewables obligation certificates last year, at a value of £548 million. The material burned at that site includes biomass that has been imported into the UK, which is often wood pellets, mostly from America and Canada. Drax has previously admitted that some of the wood is from primary or old-growth forests—ancient forests of incalculable value in terms of biodiversity and beauty that would be vital in the fight against climate change if they were not felled. The new contract, I am pleased to say, states that 100% of those pellets must be sustainably sourced, which is something. But it is not organic waste, and there is still something not very sustainable about wood imported from across the oceans and then burned. We want to ensure that we invest in renewable power, so that 90% of the UK’s electricity is generated from renewables by the end of this decade. To do that, we will need to call in all our available resources; we do not want a situation where we are meeting our targets by having renewables in name only.

  Members have talked about energy security and the importance of getting to net zero, which is vital. In the last few days—hopefully it is longer than that—we have been waking up to our need to protect our national security on a military footing. Yesterday, in Treasury questions, I raised the issue of our failure to step up to the mark when it comes to food security. Only 55% of Britain’s food is produced in Britain; that is a deep threat to the United Kingdom’s food security, and we need to take action quickly to tackle that by undoing the basic payments cut and scrapping the family farm tax.

  We also need to look at energy security. It troubles me that some of those who claim to be very patriotic seem to pour cold water on and be sceptical about the environmental imperative. Even if I cannot convince people of the reality of climate change, and of the need to produce renewable energy for that reason, if we care about our energy security, we should surely care about net zero, which is a way of achieving it. To put it bluntly, Vladimir Putin cannot turn off the wind, the waves or the sunshine in this country.

  I completely agree. We are talking about incentives that we give to renewable energy generators and providers, but we have an energy market that essentially advantages not just fossil fuels but ones that, to some degree, are in the hands of potentially hostile powers. That is ludicrous for both the environment and our security.

  I was pleased to hear Members on all sides of the debate talk about the importance of farmers and farming to the battle against climate change and to clean energy generation. We would love to see a recognition that farmers are primarily food producers but that diversification of businesses and cross-subsidy within them is a good thing. It is right that farmers should be incentivised and encouraged to use their land—for example, by putting solar panels on buildings and land that is not good for food production—so long as that is not displacing good-quality agricultural land.

  I also want to say a word about grid capacity. A huge barrier to progress with this scheme and those that follow is the fact that 75% of energy sector insiders find timely grid connections to be the biggest single obstacle to growing renewable energy in the UK. To give a sense of the size of the queue, there are £200 billion-worth of projects waiting to be connected to the national grid, and that delays all the benefit that would come with that. We would seek to expand the grid network and unlock those billions of pounds of renewable energy projects through a land and sea use framework that has statutory weight in the planning and infrastructure Bill. That would help us to balance the many competing demands on our land, and the competing priorities of security and self-sufficiency that I mentioned earlier.

  Those priorities also include local communities’ experiences, which are important to understand when we are trying to tackle the climate imperative. It is no good building huge energy infrastructure near communities if there is no clear, tangible benefit to them. For example, customers in communities local to such projects should receive energy at a discounted rate. If we build renewable energy schemes on the River Kent or the River Crake, the people of Kendal, Staveley, Windermere and Coniston should benefit from them, at least to a degree. We also want to empower local authorities to develop local renewable electricity generation and storage strategies, because they are best placed to understand where the most and least appropriate sites to place them are.

  I return to the issues raised by the hon. Member for South West Norfolk. It is important that ROCs have played a significant part in the transition from fossil fuels to new and renewable forms of energy. I recognise that they have had a big impact on his constituency by creating jobs and ensuring that farmers have additional sources of income. They are part of a range of actions—our arsenal—for tackling water pollution. We must not throw out the good things that ROCs have achieved when we move on to new schemes, which hopefully will make even more progress in our move towards a society run entirely on renewable energy.

  Let me clarify what we mean with this amendment. Among the myriad problems in the water industry, perhaps the greatest is the failure of the regulatory systems. We are concerned, particularly in relation to the Climate Change Act 2008, that the obligations placed on water companies via the regulator are not sufficiently clear. Let us look at the wording of clause 9:

  My concern is that the clause is building in a qualification, an opportunity for the regulator to step back and the possibility—dare I say, the probability—that measures against water companies will not be enforced. If we care about tackling climate change and about a stronger and robust regulatory framework—and we surely do—we should remove these words to remove the wriggle room and to make sure that regulation is fit for purpose.

  Indeed, nature-based solutions are also a vital source of funding and income for farmers. Examples include natural flood management techniques, such as wetland restoration, tree planting across catchments of areas of unproductive land—not of productive agricultural land, I hasten to add—and building resilience to flooding; the construction of treatment wetlands and reed beds to treat waste water and improve water quality; the creation and restoration of ponds and pondscapes; climate mitigation and adaptation; and the building of resilience to drought.

  Does the Minister agree that it is something of a tragedy that the UK, which is surrounded by the highest tidal range on planet Earth after Canada, uses so little of that for tidal and marine energy? She may agree that the reason is that while the lifetime cost of such schemes is as cheap as chips, the up-front costs are expensive. Could the national wealth fund ensure that we can build things—for example, in Morecambe Bay—that will generate secure renewable energy for all our lifetimes?

  Water industry regulation is split between the Environment Agency and Ofwat, and that plainly does not work. We have two inadequately resourced regulators, with inadequate powers, being played off against each other by very powerful water companies that are far better resourced and able to run rings around the very good, but very harassed people whose job it is to hold them to account. I welcome the concession made in the Bill requiring Ofwat to contribute towards meeting the targets of the Environment Act 2021 and the Climate Change Act 2008. That is a step in the right direction because I believe it will be the first time that Ofwat will have proper environmental obligations, alongside its business obligations.

  Farming is a glorious vocation. Farmers work to protect our towns and villages from flooding, to promote biodiversity, to back the tourism economy, to tackle climate change, to underpin landscape heritage and to produce our food. The fundamental failure of both the last Government and this one is that they have brought together agricultural policies that actively disincentivise the production of food. That is criminal, and it is foolish. The first thing the Liberal Democrats would put right is a food strategy and an additional £1 billion a year for ELMs to back our family farmers.

  I congratulate my hon. Friend on securing this important debate. I represent roughly 1,500 farmers in Westmorland. All of them, pretty much, have water flowing through their fields and their land—often very quickly—but few of them take advantage of hydroelectricity, which could be a source of cross-subsidisation for farming, while also creating important renewable energy for our communities as a whole. Does my hon. Friend think that hydro-technology, in particular on farmland, is a great way forward? We can farm and produce renewable energy at the same time.

  I am here primarily not to say how great the Liberal Democrats are—I am sure that is self-evident—but to state how utterly, unspeakably valuable farmers and farming are. They are valuable for producing the food that we all eat; if Members have eaten anything today, they should thank a farmer. They are utterly valuable in our fight against climate change. They are on the frontline tackling that threat, and are our best answer to the nature and biodiversity crisis that we have in our land. They are the people who protect the towns and villages near the countryside from the expensive and heartbreaking horrors of flooding, and who support and protect our heritage and—in my constituency in particular—underpin our remarkable tourism economy. Across the country, tourism and hospitality is our fourth biggest employer, but in Cumbria, that sector is our biggest employer. Some 60,000 people work within the industry; it is a £4.5 billion economy. Undoubtedly, farming is the backbone, the backdrop and the underpinning of that wonderful and important tourism and hospitality economy. Farmers need to hear that, and they need to hear that they are valued by this place and by this country, because they do not feel that. They feel beleaguered. Yes, beleaguered by things that are beyond our control—the weather, or the global shocks that are undoubtedly causing huge pressure on farmers—but also deeply beleaguered by public and Government policy.

  However, this positive idea with all-party support was botched by the last Administration. There was a £2.4 billion budget for England alone—eroded, of course, over five years by inflation and all the shocks we have talked about—yet even that pitiful budget, which was frozen by the last Government, was underspent by £358 million. What does that mean? It reduces our ability to feed ourselves as country, to restore nature and to tackle climate change. We did not spend the money not because farmers did not need it, but because of a surplus of complacency from a Conservative party that thought the countryside would always vote for it, because of a lack of care for farmers, their families and their communities, and from a fundamental absence of competence.

  Let us concentrate for a moment or two, before I shut up, on what we can do to put things right. First, the Liberal Democrats believe wholeheartedly, as in our costed manifesto, that there should be an additional billion pounds in the budget. We recognise that we cannot restore nature, tackle climate change or produce food on the cheap. We want to use at least some of that money to invest in trusted on-farm advice. A Conservative Member earlier made the point about how much of the EU money went to big landowners, but the problem is that the current situation is even worse. Who is not getting in? It is smaller farmers. If someone is working 90 hours a week on their farm, they do not have time to go and get informed and to engage in the process outside. They need someone they trust on their farm to hold their hand through the process of getting into this new world, so that there is a future for them and for their family. That is where some of that money needs to go.

  I rise to support the amendments from the other place that the Government are seeking to overturn this evening. The mass migration of people—refugees, or those fleeing from the consequences of climate change, seeking a better life for themselves or fleeing from war and persecution—is a huge and serious global problem, and this Bill is a deeply unserious response to it. The Bill has become a byword for Conservative incompetence, waste of public money and, at times, deep and unpleasant cruelty.

  Perhaps the most obvious thing that reducing the number of farmers will do is reduce our ability to feed ourselves. This is an absolute nonsense: we have a range of public goods and none of them seems to include providing food for the people of Britain. At a time when we have war in eastern Europe, trade routes disrupted in the Red sea, and climate change rendering land around the world unfarmable, it is utter madness to be taking land out of active food production and reducing our ability to feed ourselves.

  On land use for food production and achieving net zero, has the Minister done an impact assessment of the rising carbon emissions from the UK Government carrying on with their agricultural policy, which is reducing incentives for farmers to produce food? As a consequence, we will import more food. As things stand, we produce only 60% of the food we eat; importing more and more food will surely increase carbon emissions. Has the Minister looked into that, and done an impact assessment of it?

  There are many things we can say, and I will say, about the transition to the new ELM schemes. For those who have been able to get into them, there is the prospect of local nature recovery. Many farmers and landowners are involved in the project from Kendal to Penrith, which will potentially provide a continuous corridor, much of which is based upon the extension and maintenance of hedgerows. It will bring huge benefit to our biodiversity, by tackling climate change, and by providing an improved home for nature. Let us be honest, they are important boundary structures and really effective for efficient land use.

  I, too, am in favour of new nuclear; it is an important part of a balanced green energy mix. Does the Minister share my concern that much of the investment in new nuclear in the UK is coming from overseas companies, and even the Governments of overseas countries, especially given that the emphasis is not just on reducing carbon emissions, but on energy security? Would he perhaps consider other forms of renewable energy, such as tidal power, for which the entire supply chain is British and which would be great for our economy as well as for tackling climate change?

Farmers across my community feel angry with this Government for many reasons—including the trade deals with New Zealand and Australia that threw them under the bus—but specifically, as my hon. Friend the Member for Somerton and Frome mentioned, the botched transition from the old scheme to the new scheme.

  We heard about telegraph poles, which are a significant issue. B4RN is a community-run organisation and it can build a fully underground network. It can do that because it is a voluntary organisation and landowners allow it on to their land to dig the trenches. I have been there myself. In Old Hutton, I was digging the trenches—not laying the cable; they would not allow me to do that. Getting dirty and digging holes is just about within my field of competence. However, those landowners will not allow access to their land for free to a commercial, multibillion-pound organisation. Consequently, there is the Fibrus operation and Project Gigabit, whereby large parts of the procurement would use telegraph poles. As Storm Arwen proved, telegraph poles are vulnerable to extreme weather events, which happen often in Cumbria. We are used to weather in the wild, and sadly, with climate change, we expect it to get worse and more intense.

  It is a pleasure to serve under your chairmanship, Mr Paisley. I congratulate the hon. Member for Ceredigion (Ben Lake) on securing the debate and making an excellent and detailed opening speech. I also pay tribute to the other contributors, who have spoken well on a really important subject. I am indebted to Cumbria Action for Sustainability for its work in helping to bring homes up to an adequate standard to ensure energy efficiency and lower heating prices, as well as to tackle the climate emergency.

  It is estimated that our homes—the ones that we live in—contribute something like 19% of the greenhouse gases emitted by the United Kingdom. In the last two years especially, there have been crushing increases in fuel poverty. Families who may have considered themselves comfortable a couple of years ago now find themselves in dire straits. Mortgage payments and rents are rising, as is the cost of living in general, but the huge increase in fuel and energy costs in the last couple of years has rendered many in a situation where they cannot see where to turn.

  Our uplands are precious beyond measure. They are on the frontline in the fight to restore nature and to tackle climate change. They provide us with water for drinking and with the opportunity to protect population centres from devastating flooding. They underpin our tourism economy and are home to our most stunning historic landscapes. They provide food and they enable the flourishing of communities that are as much a part of our heritage as the landscapes that they care for.

  Might I suggest that the Government could make one of two choices? First, they could pause the phase-out of BPS to give farmers breathing space to get into the new ELM schemes—and, indeed, to give the Government the breathing space to fix their mistakes and put them right. Or they could choose to turbocharge the introduction of ELMS and demonstrate a commitment to supporting upland farmers to address the nature and climate crises. Throughout covid, we learned that with political will Departments can, at great pace, introduce new schemes to address crises. I suggest that this is a crisis on multiple levels.

  Our upland farmers are at the forefront of the fight against climate change, as they restore peatland and woodland, including imaginatively managed woodland pasture. They are crucial to nature recovery and biodiversity: 53% of England’s sites of special scientific interest are in the uplands. All that is at risk because the Government are not listening to farmers, are failing to understand the impact of their actions, and lack the humility to accept where they have made grave mistakes.

  The conflict that has arisen around the higher-level stewardship schemes on Dartmoor common is deeply concerning for everybody involved and for all of us who care about the future of Britain’s vital uplands and moorlands. Our uplands are crucial to our biodiversity and to tackling climate change; they contribute to food production and flood prevention, to our tourism economy and our landscape heritage; and they are crucial to the communities who live there. Indeed, it is the human destocking of our uplands that troubles me even more than the enforced removal of animals entailed in this deeply upsetting stand-off.

  In considering how we work with farmers to achieve public goods, we need to remember that arresting biodiversity decline is essential but that it is not the only public good that we must secure. Environmental schemes must also deliver on our climate goals, food security, landscape quality, cultural heritage, flood prevention and water quality. To achieve those vital gains, we will need partnership, which is distinctly lacking in this case. People who work for Natural England in Cumbria are good people, but there are not enough of them. That is surely the case with Dartmoor too.

  I congratulate the hon. Lady on securing a really important debate. When it comes to decarbonising public transport, bus use is massively important in rural communities like hers and mine. I am sure she will agree with me that the Government’s £2 cap on bus fares is a positive thing and it is positive that it has been extended to June, but even more positive would be to extend it beyond that. But it is of no use whatever if someone lives in a community where there is no bus service. When I think about places in my own community such as the Cartmel peninsula and areas in Cumbria such as the Eden valley, there is a lack of options when it comes to bus services—far too few or none at all—so it would make sense to give local authorities like the new Westmorland and Furness Council the power to start and run their own bus services to fill in the gaps and people could spend their £2 on bus services that actually exist.

  In the two minutes I have, I want to talk about the uplands. They are massively important to us as a country and hugely important to our communities in Cumbria. They can be a massive contributor to our fight against climate change. They are where we see water management happen; 70% of our drinking water comes from the uplands. Think of the peatland and soils there, which are vital to carbon sequestration.

  I am grateful for the intervention. Peatland is hugely significant. It is more quickly restored than woodland and therefore has greater capacity to tackle climate change as a carbon sink. Our uplands are critical. While I support the principles underlining the environmental land management schemes and the transition payment for farmers, I think the ELMs at the moment have badly let the uplands down.

  I mentioned the value that the uplands can provide in the fight against climate change and the need to value biodiversity in such an important part of our country. We must also remember how important they are to the landscape—and the economy—of the lakes and the dales. There are 60,000 people who owe their jobs to the hospitality and tourism industry in Cumbria, and we have a £3.5 billion tourism economy.

  Based on what the Lake district and the Yorkshire dales look like, it would seem wrong for the Government to—I hope—accidentally transform in a negative way the landscape of our communities, particularly in the lakes. My major ask is that the Minister reconsider the payment rates for the uplands so that we can value our upland farmers and tackle climate change in our most beautiful places.

• 25 Jan 2023: Steel Industry: Contribution to the UK Economy

  I will focus on the role of steel in making Britain a sustainable economy. Steel plays a massively significant role in our ability to extend the railways, to ensure we have the green technology to build zero-carbon homes, and to make best use of the natural resources in this country—wind and particularly hydro power, which I will talk about in a moment. But while it is vital to the greening of our economy, we cannot ignore the fact that steel produced with coal is a major contributor to climate change. The steel industry contributes 5% of the EU’s carbon emissions and 7% of global carbon emissions, equivalent to the entire aviation industry. To cut to the chase, the good news is that the amount of steel produced using coal is now down to 70% and that produced by renewable means, in particular using electric arc furnaces, is up to 30% and rising. Increasingly, customers for steel are demanding that it be produced in green and renewable ways: for example, Volvo is now committed to building 100% of its trucks in a fossil-free environment.

  Steel is vital to our green economy. As Britain decarbonises with new infrastructure based on steel, let us make sure that we also decarbonise the processes we use to make that steel.

The United Kingdom has the biggest tidal range on Earth after Canada, and we are using nearly none of it. Is it not time to consider this innovative technology? Will she meet me and those seeking to get tidal energy out of Morecambe bay?

  Given the rapid decarbonisation of the steel industry, there is no business case for the west Cumbria coalmine, a proposal that is on the desk of the Secretary of State for Levelling Up, Housing and Communities. When it comes to protecting our planet, there was never a case for it. We have to keep our fossil fuels in the ground, not dig them up and burn them. The Prime Minister will be aware that, for the third time now, the Government have delayed the decision whether to approve the west Cumbria coalmine. It was delayed until after COP26 and has now been delayed until after COP27. We have been told that 8 December is the hard and fast date for the decision to be made. Will his Government stick to that promise? Will they do the right thing and say no to a new coalmine?

• 31 Oct 2022: Genetic Technology (Precision Breeding) Bill

  On the one hand, I welcome the Bill and I certainly welcome and support science-based approaches to technologies such as genetic modification and what the Government refer to as precision breeding. They have the potential to deliver a major improvement in productivity and on the environmental front, reducing the impact of farming. Genetic modification can have a positive impact by allowing us to address pest and disease pressures on crops and farm animals, and so reduce our reliance on fertilisers and pesticides; that helps more broadly in the fight against climate change. Genetic modification also provides opportunities for us to meet global need, including the food requirements of the global poor. However, there are problems with the Bill, and reasons why I would support the Government being more open to amendments from the other place, and especially to amendments 3 and 4 tonight.

  The United Kingdom has the highest tidal range on the planet after Canada, yet we use so very little of it, especially when we consider that a massive majority of the supply chain for marine, tidal and hydro is British. There are so many jobs to be made out of all this. Will the Minister look particularly at the potential for tidal energy in Morecambe bay? I know that his hon. Friends on both sides of the bay agree with me on this, so will he meet with me and others who are in favour of getting green energy out of Morecambe bay to see whether we can take this forward?

  The crises we are going through at the moment—the political one in this place, the cost of living crisis, and even the appalling Russian-inspired war in Ukraine—are secondary compared to the threat of climate change to our species and way of life. The buildings we live, study and work in are the single biggest contributors to greenhouse gases in this country and in others. The role of central and local government in ensuring we minimise and reduce to zero carbon emissions from our buildings and in particular from our homes, existing and new, has to be an absolute imperative.

  This new clause is significant, as it will genuinely empower local authorities to do the right things, which they desperately want to. It breaks the heart of councils of all political parties when they see what they need to do and are not allowed to enforce it. The clause will allow them to do the right things, and more importantly even, it will do something to reduce energy costs and make a meaningful contribution to the battle against climate change. This is a really important clause, so I will seek to push it to a vote, because I think the Government have had plenty of time to take action of their own initiative over the last few years. I commend the new clause to the Committee.

  What fracking will do is add another fossil fuel into the mix at a time when we should be keeping all fossil fuels in the ground. Of all the threats that we face as a country and a community, climate change is undoubtedly the greatest, and fossil fuels should be kept in the ground. Fracking will also create massive seismic risk. The north-west of England, Cumbria and Lancashire, are two of the most geologically active places in the country. Fracking is madness. Opting for fracking is divisive and expensive, whereas renewables are popular and cheap.

  When my leader, the right hon. Member for Kingston and Surbiton (Ed Davey) was Secretary of State for Energy and Climate Change, he was responsible for the United Kingdom increasing renewables by 20% every year, and that dropped by 3% when he left office. The hon. Member is concerned about leaders changing their mind, yet the Conservative party is led by someone with more flip-flops than Benidorm, so we will not take any lessons from the Conservative side of the House. Renewables are the answer. They are quick and they are popular.

  The other thing that makes the new clauses attractive to me is that they refer to the responsibilities not just of planning authorities, but of Ministers. When it comes to planning authorities, a requirement to look at the impact of any proposal on food production and farming may sometimes mean that we protect land and do not allow development. It may also sometimes mean that we permit development, in order to allow, for example, diversification. Some level of renewable energy on farm sites is something that farmers actively want, to help shore up their businesses. I agree that we do not want to see whole farms handed over to solar, but many farmers would like the option to use renewables for environmental reasons and to cross-subsidise and diversify their business. Also, sometimes we simply need labour in those communities, and we may need to build some houses to ensure that we have sustainable farming.

  I, too, am deeply concerned by the noises from some of those seeking to become leader of the Conservative party, and therefore Prime Minister, on issues to do with climate change and net zero. I think that they are unwise, politically. When all is said and done, the public are convinced of the need to take serious and radical action. They recognise it as the biggest earthly threat that we face. We must face it together, or we will indeed fall together.

  This is where local authorities have the opportunity to make a huge difference in the planning process. I am going to pull out two examples to illustrate why it is so important for the planning system to be tied very closely to the need to comply with the terms of the Climate Change Act 2008. The first is, of course, zero-carbon homes. When we are building new buildings, whether they be homes for us to live in or business properties, we should ensure that they are all compliant. We know that planning committees currently want to make new developments zero carbon, to ensure that they are contributing to renewable energy and minimising any wastage of energy whatsoever, and yet in the final analysis they cannot do so, because it is not enforceable. This Committee has the ability to make the law so that they could do that. Why would we not do that? Why would we not give communities the power and agency to actually enforce zero-carbon homes and buildings in our communities?

  As I said earlier, at some point in August—after an eight-month delay—we expect the inspector to announce whether the UK will open its first coalmine for 30 years, in west Cumbria. We obviously should not do that. We will wait and see what the inspector says, and then we will wait and see what the Secretary of State says in response. It should be a no-brainer. If we are acting in line with the terms of the Climate Change Act, we are not going to be sanctioning the digging up of more fossil fuels for any purpose at all.

  This is having an impact across the country. Fifty per cent. fewer rentals are available across the country, but there is a 6% increase in demand. Average rents outside London are going up by more than 10%. In the last generation, buying a home was a pipe dream for most people in rural communities and elsewhere. It now appears that even renting a property is a pipe dream for many. Such properties are not available, and they are certainly not affordable. Meanwhile, planning permission is being given for buildings that do not meet net zero and without a compulsion for them to be sustainable and to meet the climate emergency.

  However, given where the Government are going over the transition to the new payments system, my fear is that that will make the situation worse—in fact, it will clearly make it worse. If we lose farmers, we lose our capacity to produce food. By the way, those who think that there is some kind of a challenge or contest between farming and the environment do not understand either. The bottom line is that nobody can achieve good environmental policies without farmers. We could come up with the most wonderful environmental schemes through ELMS, but they are bits of paper in a drawer if there are no farmers out there to operate them. Farmers are the frontline warriors in the battle against climate change and the battle to establish biodiversity.

  We value our farmers and it is important that we do so. They are often wrongly blamed for climate change. Seventy per cent. of England’s land is agricultural, but only 10% of our climate emissions come from agriculture. Let us remember that our farmers are our friends and allies in tackling the climate catastrophe, and not blame them for it.

  I welcome what the Secretary of State says about wind power—we are proud in Cumbria to be at the heart of offshore wind—but does that not contrast negatively with the Government still sitting on the fence about commissioning a new coalmine in west Cumbria? Given the incredibly disappointing outcome on coal from COP26, is this not a moment for the UK Government to take a lead and say that the coalmine will not open?

  Secondly, would the Minister look again at building regulations and insist that the provision of renewable energy is integral to all new builds, particularly solar panels? I understand why there is resistance to this: it adds cost to the bill, and green bills can sometimes be more expensive. However, that could be offset—more than offset—if the Government revised the Land Compensation Act 1961 to reduce the price of land at the same time. That would massively reduce the cost of building, meaning that it would be entirely affordable to insist on solar panels in every new building. Let us remember that retrofitting properties is far more expensive than doing the right thing in the first place when they are built.

  I set these things in front of you, Mr McCabe, and the Minister, and I eagerly await her response. I suggest that all these proposals, and the many others put forward by hon. Members sat around the table and on the internet, could make Cumbria a—if not the—leading green energy provider in the UK, creating thousands of good, long-term jobs, contrasting beautifully with the somewhat less progressive proposal for a coalmine in west Cumbria, which I hope the Minister will agree to scrap.

  British farming is the best in the world, mainly for two fundamental reasons: standards and culture: standards, because we have led the development of the world’s most ambitious and comprehensive system of agricultural and environmental regulation alongside our partners on the continent; and culture, because the unit of farming in Britain is the family farm, which has underpinned our reputation for unrivalled care and compassion for livestock, and for a ratio of humans to animals that allows the welfare of those animals to be a priority. Furthermore, the culture of Britain’s family farms is one in which they are not just proud to produce our food but proud to be the stewards of our countryside and environment, to be on the frontline of the fight against climate change and the fight to restore nature. If we lose our world-class regulation and have no effective regulator, and if we allow family farms to be undercut and go to the wall, we fatally undermine British farming and all that is good about it. It is not acceptable for the Government to promise regulation and a regulator, and continually to break that promise, while our farmers are put under increasing pressure and our environment is put at increased risk.

  Our lack of environmental protections extend beyond air quality and into the quality of nature in the UK. We are already living in the most nature-depleted country on the planet. Only 14% of our waterways are in good condition, and more than 40% of native species are in decline. This is an embarrassment for us all. We are in the run-up to COP26, and at the moment our likely message to other countries will have to be, “Do as we say but not as we do.” We cannot set a good example when the Government are threatening the livelihoods of farmers across the UK with a lack of regulation on animal welfare and other standards.

  I am simply saying that we want our family farms to survive through to ELMS being available. We support ELMS by the way, but we surely cannot, take away people’s major income and then make them wait seven years until the new scheme comes in. If the Government are committed to maintaining and protecting family farming and the benefits that it brings to our landscape in the lakes and dales, to biodiversity, to food production, to tackling climate change and to preventing flooding, they need to keep those farmers in place in the first place. I respectfully ask the Minister to look again and maintain the basic payment scheme at its full level until ELMS is available for everyone.

  Building back better must mean that we learn from the improvement in air quality and the reduction in greenhouse gas emissions throughout this time, and public transport is key to preventing a return to pre-covid carbon emissions. Bus services will be central to that, as part of an integrated public transport system. That is why I continue to urge the Minister to double the capacity of the Lakes line by introducing a passing loop, as well as electrifying the line to significantly reduce its carbon footprint.

  One mistake would be to fail to use the skills of hill farmers to fight against climate change. For example, commendably, the National Trust wants to increase the amount of its land used for trees from 7% to 17%, but one means of delivering that would be completely to bypass farmers. Indeed, any other landowner might do the same. However, if we bypass hill farmers, we will lose hill farmers, and if we lose hill farmers, we will lose the very people whom we most need in order to deliver the whole range of vital environmental goods to tackle and to mitigate climate change. I therefore ask the Minister to ensure that ELMS is delivered only to active farmers. After all, it would be a disgrace if the replacement of the common agricultural policy was a policy that removed agriculture from the commons.

  The hon. Gentleman makes an important point. Farmers are at the forefront of tackling climate change—they see the climate changing before their eyes, they are the eyewitnesses to our changing planet and the damage being done. In the uplands, in Cumbria and elsewhere, it is they who have the ability to help to protect the towns and villages from flooding by planting more trees, managing the land and more generally ensuring the carbon sink that will help to protect our planet. Without them, who will maintain the backdrop to the tourism economy in Cumbria, which is worth £3 billion a year and employs 60,000 people? Indeed, 80% of the working-age population of the Lake district currently earn their living there.

• 15 Jan 2020: A Green Industrial Revolution

  The green industrial revolution is nothing if not an ambitious title, and so it needs to be if we are to head off the existential threat of catastrophic climate change. Ambition is indeed what we need, but although we can give something an impressive and ambitious title, it is unlikely to earn a lasting legacy unless it actually delivers. Franklin Delano Roosevelt’s new deal is not still invoked today because of its catchy title, but because of the good it achieved. We marvel at the Victorian expansion of the railways not because the Victorians did good spin, but because the network was actually built. Nations are never built on public relations stunts.

  Members can call me a glass-half-empty person if they like, but my fear for the Government is that they will make two significant mistakes as they decide how they are going to use their new majority. First, in order to mask the damage that the UK’s leaving the world’s biggest market will inevitably do to our economy and public sector, it is likely that the Government will max-out the credit card on revenue spending in a way that makes the recent Labour manifesto look fiscally conservative by comparison. Secondly, they will talk about big infrastructure investment, both the green and the not-so-green varieties, but in reality their fear of big government means they will not deliver anything that will make a true difference. In other words, the Government will show largesse when they should observe restraint, and restraint when they need to be ambitious. I hope I am wrong, because what we need is to be wise on revenue spending and ambitious on capital, particularly when it comes to green infrastructure. We must make the big strategic decisions needed to fight climate change.

  In South Lakeland, we see nature changing before our very eyes, as climate change takes place with horrific consequences. Our communities are still reeling, four years on, from the devastating floods of Storm Desmond. Indeed, in the past decade or so we have been hit by three floods, each one of them classified as a one-in-200-year event. Storm Desmond flooded 7,500 homes and more than 1,000 businesses. We have to mitigate the impact of climate change on families and businesses while building the infrastructure to prevent a climate catastrophe. That is why Kendal’s flood prevention scheme must be delivered. All three phases of the flood scheme are now fully funded and I am glad that, after much pressure, the biggest concerns about the scheme have now been answered. In the place of every tree that must be removed as part of the scheme, six new ones will be planted in the town, and many of them will be semi-mature at the point of planting.

  I was there the morning after Storm Desmond, and in the weeks after. I saw people’s lives ruined; families left destitute; and businesses wiped out. Even today, there are children who are still unable to sleep any time it begins to rain. I could not look people in the eye on Appleby Road, Shap Road, Sandylands, Ann Street or Mintsfeet Road if I did not do everything in my power to deliver them some kind of protection and some kind of peace of mind. After four years of promises—four years of fear whenever it pours; four years of incalculable strain on mental health for the old and young alike—how dare I claim to represent them if I do not see the flood defences delivered? The reality is that we are too late to prevent climate change, but we have perhaps a dozen years to avoid a major climate catastrophe with even more appalling human consequences.

  Finally, if our efforts to tackle climate change are going to come anywhere near something that could be classified as a revolution, we need to transform public transport interconnection and that connection between buses and trains. The main public transport route to the Lake District is the Lakes line. Back in 2017, the Government cancelled the planned electrification of the Lakes line on the basis of a massive and flawed overestimation of the project costs. This was and remains a huge let-down for communities around the lakes, and yet electrification of the Lakes line is the easiest electrification project in the country. The 12-mile route carries hundreds of thousands of passengers each year, but it could carry four times as many if we introduced a passing loop at Burneside so that we could run a half-hourly service, and if it were electrified, it would significantly reduce its carbon emissions.

  If the Government are serious about tackling climate change, they need to undo their foolish cuts to the electrification project, and the Lakes line is the perfect place for the Government to begin a green U-turn to reverse their mistakes of recent years. The Lakes line is short, but it is iconic. It carries significant numbers and could carry so many more. I plead with the Government to make their actions match their words. They should not just plug the gaps in public transport, but instead revolutionise the system. They should speak not of subsidies, but of investment that multiplies its value in the economy of the rural north. Targets are dangerous if they are simply a fig leaf to cover up a failure to act in the present. The Government must act now, and we will wait to see whether they do.

The petitioners request that the Secretary of State call in the application for his own determination at the earliest opportunity and that he rule against the opening of the mine.

  The reality, whether we like it or not, is that climate change is happening. The question is whether we can prevent a climate catastrophe that will have huge impacts on human beings in this country and across the globe. Tackling this global disaster will take change in every community and lots of steps that add up to a bigger picture. Public transport is an element of that. In order for there to be success globally, we in the Lakes are determined to act locally. Our community bus services prove that determination.

  I pay tribute to the hon. Member for Truro and Falmouth (Sarah Newton) for securing this important debate. Undoubtedly, climate change is a bigger challenge and a bigger crisis than even Brexit. It is important that we put it in that context, but given that I do not have all that much time, let me focus on Cumbria.

  Cumbria receives 42 million visitors each year, and we are delighted to see them. We just wish that fewer would come by car, which is how 83% of our visitors currently arrive. That is a serious problem in our fight to achieve net zero carbon emissions, and I am sure what is true in my patch applies in many other places across the country. Therefore, in the moment or two I have, I want to address public transport, which is an enormous part of achieving net zero. Not only does the use of diesel and petrol-powered cars have a devastating impact on the environment, but the Government’s failure to invest in public transport prevents people from choosing better options.

  The main public transport route into the Lake district is the Lakes line. Back in 2017, the Government shelved their planned electrification of the Lakes line on the basis of completely inaccurate projected costs. Electrification of the Lakes line is the easiest electrification project in the country. The 12-mile route carries hundreds of thousands of passengers each year, but it could carry four times as many if we introduced a passing loop at Burneside so we could run half-hourly services. If the Government are serious about tackling climate change, they need to speed up their electrification project, especially for the railway line that is responsible for taking people into Britain’s second biggest visitor destination after London.

  The impacts of climate change are real, and they are being felt right now. My constituency in the lakes and the dales has been devastated by catastrophic floods. In the past nine years, we have experienced three flood events classified as one-in-200-year events, with one-in-100-year and one-in-50-year events filling the gaps. At this rate, we absolutely will need to revise the classifications. In 2015 alone, Storm Desmond caused 7,500 properties and more than 1,000 businesses to be flooded. The impact has been heartbreaking.

  I want us to mitigate the consequences of our failure to tackle climate change in time to protect my communities from further flooding, but I am also determined that the Government must make the big strategic decisions to fight climate change. That requires a revolution in renewables and a push for energy self-sufficiency, especially in hydro, tidal and marine, for which 95% of the supply chain, including Gilkes in my constituency, is British. That would protect our environment, boost our economy and give us vital energy security. Just a few weeks ago, I was with students in Kendal protesting against inaction on climate change. That was a reminder that the coming generation will not let us get away with it, and they are absolutely right not to.

  The reality is that we are too late to stop climate change and have perhaps a dozen years left to avoid a major climate catastrophe. Tackling this global disaster will take change in every community and lots of steps that add up to a bigger picture. Clearly, public transport is an element of that. Will the Minister therefore agree to meet me and others so we can put together a comprehensive rural bus service under the umbrella of the northern powerhouse, and a plan for the electrification and expansion of the Lakes line? In order to succeed globally, we in the lakes are determined to act locally.

Lady agree that the proposals for the west Cumbria coal mine should be cancelled, and will she speak to her right hon. Friend the Secretary of State for Housing, Communities and Local Government, to whom I have written? Will she instead commit Government money through the northern powerhouse to create renewable industry and energy jobs in west Cumbria instead?

  Let us be clear that we are talking about not simply flood protection, but the mitigation of a human-created disaster—the consequences of climate change, which is more properly described as a climate catastrophe. The Government have moved away from renewable energy. They have changed feed-in tariffs, so that it is harder for businesses to invest in solar energy, while giving licences for fracking. The Guardian recently outed the Government as providing some of the heaviest bursaries for gas and oil companies. The cancellation of the Swansea tidal lagoon proves that the Government have stopped even pretending to care about climate change. Britain has the second-largest tidal range in the world, and yet we fail to use that natural, renewable resource to cut carbon and create jobs.

  The subversion of the planning process works both ways, however. The proposed gas turbines at Old Hutton in my constituency are just a few hundred yards away from the local primary school. The development is just a fraction below the scale needed for national consideration. As we know, developers often do that to put pressure on a local planner, a local authority or local communities who might fear saying no because they cannot afford the cost of the appeal. When we are trying to tackle climate change and are on the cusp of catastrophic climate change, we need to ensure that all fossil fuels remain in the ground and back local authorities that oppose such things as the Old Hutton gas turbines and fracking.

  We, as Liberal Democrats, could have supported a Queen’s Speech that set out a Brexit negotiating position that would keep us in the single market and the customs union, with a referendum on the final deal once all matters were negotiated. A cross-party approach to the negotiations should have been pursued in the first place. I have called in recent days for a joint Cabinet Committee, to be chaired and led by the Prime Minister and to include Labour Members, Liberal Democrats and nationalists into the bargain, so that a deal could be negotiated on behalf of us all. We would have voted for a Queen’s Speech that set out a real-terms increase in schools funding, gave a cash injection to the NHS and social care and invested an extra £300 million in police officers to keep us safe, as we had argued for. We would have voted for a Queen’s Speech that set out real action on climate change and air pollution and supported renewable energy. But that is not the Queen’s Speech that the Prime Minister has set out, and so my party will not support it.

  May I commend the Prime Minister for his statement and congratulate him on successfully persuading his European counterparts to sign up to the renegotiation. He has of course been less successful in persuading half the Conservative party to support him. Will he accept that although his renegotiation may have been successful, it is not central to how most people will make up their minds? When we belong to a European single market that is worth £80 billion a year to this country, the real question is are we better off in or out? When we are facing huge insecurities and dangers in this world, are we better off alongside our friends and neighbours, or outside on our own? When we face huge international challenges, such as climate change and the refugee crisis, are we better off working with others, or isolated on our own? Will he join me in our shared ambition for a Britain in Europe, not the blond ambition behind him?

• 9 Feb 2016: Housing: Long-term Plan

  It rather plays into the pattern over the last nine months—since the coalition Government ended and the Conservatives came into power alone—of short-termism and a lack of a long-term thinking. The long-term plan appeared to leave office with my right hon. Friend. Instead, we see short-termism over green energy cuts, for example, and over providing the certainty that businesses of any kind need to plan. That includes housing associations, which are charities but which have, in many ways, the acumen and the outlook of the private sector. If we reduce their income, their certainty and their confidence in their balance sheets, they will build less and provide fewer services. Society as a whole will end up picking up the cost for vulnerable people whom we cannot support, who become more costly to society in later life.

• 15 Dec 2015: Climate Change and Flooding

  Colleagues from all parts of the House are rightly praising the Secretary of State for Energy and Climate Change for her role in Paris. I do not have time to go into that at great length, except to say that she did indeed play a blinder, as did this country as a whole. However, it is very difficult to stack up her signing the agreement in Paris with her slashing subsidies for renewables, ending the green deal and privatising the green investment bank. The Secretary of State is perhaps, if she will forgive me, the José Mourinho of environmental politics—impressive on the international stage, woeful domestically.

  Climate change is clearly not an esoteric matter, although some would consider it to be so. The impact on my constituency, throughout my county and on other places is very real. The impact on the families who will be out of their homes at Christmas—the hundreds upon hundreds of children who are not able to look forward to Christmas at home—is utterly heart-breaking. I want us to think, first and foremost, about the human cost. Among the things that I am seeking from the Government is additional support for Cumbria’s health and social services to support mental health provision and counselling for people in desperate, desperate need.

  I want to make a final point about the long-termism that is needed. We often hear the phrase “long-term economic plan”. The problem is that we had an autumn statement recently in which the Chancellor pulled out of his hat lots of white rabbits, but none of those white rabbits were for the Department of Energy and Climate Change, the Department for Environment, Food and Rural Affairs or the Department for Communities and Local Government. The three Departments that we desperately need to be on the frontline to protect people in Cumbria are massively denuded. We have local authorities—South Lakeland District Council, Cumbria County Council and others—working very hard and doing a very good job, but with about 20% less people and resources than they had six years ago. It is therefore vital that the Government commit to providing the £500 million that PricewaterhouseCoopers has identified so that we can rebuild our communities, support our damaged people and communities, get people back in their homes, and do so quickly.

Will the Government make time for a debate in the House on the need for investment, both private and public, in tidal and hydro barrage schemes, not just in the Severn estuary, but at Morecambe bay, so that we can create clean, green energy on a massive scale, as well as thousands of jobs?

  That highlights something that this Government and all Governments have failed to do—set out a coherent food production strategy for the country. As my hon. Friend the Member for South Thanet said earlier, over the next 40 years the population of planet Earth will increase by about 50%, but the demand for food will roughly double. If we as a country preside over a 25% drop in our ability to feed ourselves, as we have over the past 30 years, it is completely witless and massively damaging. The food crisis—I say that with no exaggeration at all—that the planet faces and that this country will face is at least as big a concern as climate change and, dare I say it, is a bigger concern than the economic crisis.

It will ensure that future big decisions about Britain’s place in Europe are taken out of the hands of the governing elite of the day and placed firmly in the hands of the British public and, on their behalf, this Parliament.

• 7 Jul 2010: Fuel Poverty (Rural Britain)

  There are great opportunities in rural communities—to build on something that the hon. Member for Ynys Môn said—for the provision of renewable energy resources, which can be enormously beneficial to the wider country in tackling climate change and creating energy security, which has also been mentioned. However, there is also an economic benefit to the struggling communities that are served.

  The trust is not looking for handouts, particularly at this time, but I ask the Minister to make it clear that the green investment bank announced by the Chancellor will be able to provide loan finance for such charitable trusts, and that those trusts will be able to qualify in their bid for feed-in tariffs. That community project could be replicated across rural Britain, as long as there are clear signs of active, practical encouragement from the Government. The same applies to anaerobic digestion. I hope that the Government will back anaerobic digester start-ups in rural communities as a way to generate income and green energy from waste.
