  Last year, the Government provided £85 million in official development aid to eligible overseas territories to support infrastructure programmes. It has also provided £18 million of cross-Government funding through the conflict, stability and security fund to support justice systems, governance, border security and support for environment and climate changes. Additionally, the FCDO has provided another £19 million to ensure that priorities are met abroad and that the Government fulfil their constitutional and internal obligations. I hope that demonstrates how committed we are to supporting the territories to be vibrant and flourishing communities, and why my Department is dedicated to generating wider opportunities for their people. As the Opposition spokesman, the hon. Member for Nottingham South (Lilian Greenwood), said, we have both had the privilege of hearing them directly at that amazing meeting of the Youth Parliament.

  The Government-funded high street heritage action zones programme shows the positive return from heritage-focused investment, with over 171,000 square metres of public realm improved in 65 high streets. By ensuring that historic sites remain at the heart of our communities, we create great places to live, work and visit, making an area more attractive to visitors and locals alike. Heritage can also bring joy to people’s lives. It improves quality of life and brings a sense of wellbeing, helping to meet major challenges of ill health and social care and our wider environmental and climate goals. It is therefore imperative to ensure that the sector remains sustainable and able to deliver these positive effects.

  A number of Members have mentioned financial sustainability. It goes without saying that the heritage sector, like many others, is still feeling the impact of the period of upheaval and disruption. The pandemic, and more recently cost of living pressures, have contributed to a challenging time for many organisations, which are still rebuilding their financial sustainability and finding ways to make ends meet. Our precious heritage sites continue to need routine but vital conservation work, as the hon. Member for Manchester, Withington (Jeff Smith) mentioned, and financial sustainability is needed not just in the wake of the pandemic and the cost of living pressures but so that they can adapt to a changing digital world and meet the challenges of a net zero carbon agenda. We need to look to the future and at financial resilience. There is much that needs to be done.

  Climate change was rightly raised by a number of Members. Heritage has a unique role to play in wider environmental sustainability. Our natural and historic environments are inextricably interlinked and by protecting one we can benefit the other. We need to maximise the potential of heritage to drive wider environmental goals around biodiversity, protecting habitat and sustainably managing our rural environment.

• 23 Jun 2022: Levelling-up and Regeneration Bill (Third sitting)

  I have been amazed by the innovation of many neighbourhood plans and the things they are now trying to address, including climate change, health and wellbeing, such as dementia-friendly aspects, and a vast range of other things. Clearly, we must not lose that innovation. We must use this Bill to drive forward neighbourhood planning and get more people involved with it, and I think that would be a good thing.

  Given the presidency of COP26 last year and the recognition of the climate emergency, we hope to see more action from Government in parallel with the Bill, or possibly within it—for example, the mention of permitted development that I made earlier for demolition —to encourage the use of current building stock over a presumption to new build. We hope that will be picked up in tandem.

  Dr Ellis: I think they regard it, and we regard it, as a mixed picture. We welcome the issues on hope value and on development corporations, and strengthening the development plan is certainly welcome. But then there are a series of issues on which we need some serious reassurance. There are just three. First, how can we drive delivery and does the Bill do enough on that. Secondly, democracy and public trust are absolutely critical to everyone because, as we have already heard, there is a lack of public trust in the system. Finally, there are the really positive measures that could be taken on climate change.

  A number of Members—my right hon. Friend the Member for Chipping Barnet (Theresa Villiers), my hon. Friend the Member for Buckingham (Greg Smith) and others—have raised their concerns about the national development management policies. One of the key aims of the Bill is to reduce the administrative burden on local councils so that they can concentrate on delivering high-quality, locally-led plans. That is why, through this Bill, we hope to shift the onus of delivering on national priorities to central Government through introducing a set of national development management policies. These policies will cover the most important national planning issues facing the sector, including net zero, tackling climate change and making sure that we are also dealing with heritage issues and protections of green belt.

  I will start my response with a statement of the obvious: people in communities up and down the country deserve access to good-quality and affordable housing. However, that is not the reality that many people in this country live with. To deliver on that ambition, we should keep a laser-like focus on the need to level up the country by increasing the supply of affordable homes in all regions. We as a Government are acutely aware of the unique set of circumstances that exists in our coastal communities around supply, second homes and the looming effects of climate change.

• 8 Mar 2022: Consett Energy from Waste Plant

  In 2019, the incineration of municipal solid waste in energy from waste facilities accounted for more than 6 megatonnes of CO 2 -equivalent greenhouse gas emissions, but, according to our best estimates, energy from waste—even in electricity-only mode—is still a better option for processing municipal waste than landfill in terms of greenhouse gas emissions. The Government also want to drive greater efficiency of energy from waste plants by encouraging better use of the heat that they produce in local developments. That brings the additional benefit of helping to reduce the carbon emissions that arise from heating our homes. As hon. Members will know, heat networks form a strategically important part of the Government’s plans to reduce carbon and cut heating bills for customers, both domestic and commercial.

  My right hon. Friend the Secretary of State for Scotland has regular discussions with colleagues on a range of issues, including the renewable energy sector in Scotland. The Government remain committed to a thriving renewables industry across the UK, and Scotland is a central part of that, with up to £557 million of support being made available for new generation projects.

• 14 Oct 2015: Cities and Local Government Devolution Bill [Lords]

  Very many opportunities exist in this bid—in healthcare, in renewable energy and in the food markets. Logistically, the port in Hull offers access to more than 230 million consumers. We also have a big airport, motorways, HS2, tourism and so much more. This is a fantastic bid that has been put forward, and I seriously hope that it will be considered, not least because it will build the skills and aspirations that we and business need and it will offer greater and improved outcomes for our young people.
