  A former Prime Minister, Gordon Brown, has recently argued that the future of the North sea is not about a choice between oil and gas and renewables, but about protecting jobs as workers transition into the industries of the future. Does the Minister agree that the reason projects like Jackdaw and Rosebank matter so much is that they provide jobs, investment, skills and further tax revenues today, and that a just transition has to protect those workers and communities, rather than leaving them behind?

  I welcome this debate because it goes to the heart of two vital national priorities: tackling climate change and maintaining secure and affordable energy supplies. I support the transition to a low-carbon economy. The science is clear and the need to decarbonise and adapt is urgent, but if we are serious about delivering a just transition—as is the case with the electric vehicle mandate, which I have spoken about at length—we must be equally serious about protecting the workers and communities whose livelihoods depend on the North sea.

  The choice should not be between net zero and good jobs; the challenge for Government is to deliver on both of those things. That requires a clear industrial strategy, investment in new industries, a “North sea 2” vision, strong domestic supply chains and genuine job-to-job pathways for workers affected by the transition. A just transition cannot mean managed decline; it has to be planned, funded and delivered in partnership with workers and trade unions such as Unite and GMB, which have been doing great work representing their members. I urge the Government to ensure that energy security and decarbonisation go hand in hand and to demonstrate clearly how North sea workers and their communities can be protected as we make the transition to a cleaner energy future.

  My constituency of Mansfield is just a stone’s throw away from East Midlands airport, which is one of the UK’s key freight and passenger hubs. It is important not only to our local economy, but to many of my constituents, who use the airport to get away on family holidays. With climate change being a significant concern to many of my constituents, and with the instability of hydrocarbon-based aviation fuel pricing as a result of numerous factors, including global conflict, I very much welcome the consideration of hydrogen-powered aviation as a practical and vital path towards sustainable flight.

  Hydrogen has real, tangible benefits over other approaches such as sustainable aviation fuel and battery power. We are already seeing British companies—including companies local to me in the east midlands, such as Rolls-Royce, and ZeroAvia in the south-west, which is working with East Midlands airport—investing in hydrogen engines. I believe that the Government have a responsibility to at least consider supporting that transition, not only to meet our climate targets but to protect and grow jobs in aviation, engineering and logistics in the east midlands.

  Let us not forget that our constituents all want cleaner skies and to reach net zero, but they also want the opportunity to travel. Hydrogen-powered aviation can potentially deliver both, but to develop the technology to do that, we need the right investment in infrastructure, and particularly in research and development. We can turn regional airports into hubs of innovation that are important for the regions, and create a new export market in green aviation technology—that is not pie in the sky thinking. It will take some work to achieve it, but it is practical and necessary.

Will she outline to the House what steps her Department is taking to ensure we benefit from all that opportunity through Great British Energy and the National Wealth Fund?

  I am pleased that the new Government are currently reviewing the fuel poverty strategy for England to help everyone, whether they are pensioners, families or people living alone, to keep warm. I welcome the Government’s decisive action to help to reduce bills in the longer term, including through their warm homes plan, which will provide funding to enable property owners, including social landlords, to transition their housing stock to become decarbonised and more energy efficient.
