  The employer networks model was piloted in 2022, and the CITB board has concluded that it is effective. It argues that the model gives employers a simpler route to identify training needs and secure funding, avoiding the navigation of complex grant processes or funding applications. Networks are open to all levy-registered employers at no additional cost. They provide direct support from CITB advisers, significant funding contributions toward training and a dedicated training booking team. Instead of lengthy grant applications, employers work with a CITB adviser who helps to identify skill needs, arranges training and secures funding up front to cover a portion of the training costs. It is argued that that reduces the administration burden and makes training more accessible to employers. The idea is for networks to be designed around local need. Employers in each area collectively identify their priority skills needs—be they in traditional trades, digital skills, net zero capabilities or broader workforce development—and funding is directed accordingly.

  My hon. Friend will readily acknowledge that meeting the current and future skills needs of construction employers is extremely important for delivering the Government’s aims, and important for opening up opportunities for the large number of young people, and others, left economically inactive over the past few years. The CITB’s view is that the employer network model is simpler, faster, more cost effective, and more flexible. In its view, it better supports SMEs—those employers that need the most support—and it allows the industry to respond quickly to emerging skills challenges, including digital and net zero construction skills.

Among people of working age, those with low or no qualifications are some 2.5 times more likely to be out of work than those who are better qualified. Just closing that gap would mean a million extra people in work.

  We know that we will have to do a lot of work to our buildings to deliver net zero in the next few decades, and that means two things. First, asbestos left in place will not be left alone for long; it will be disturbed. That potentially creates a big problem, but it also creates an opportunity, because we can remove asbestos at the same time as making the net zero changes that will have to be made, and so achieve removal relatively cost-effectively. That is what we should be doing.

  I have a maths degree, so I am biased, and I know that maths can often seem a bit impenetrable to those not familiar with it, and that being “no good” at maths can almost be a boast sometimes, but maths enables the most exciting and urgent technological developments in energy generation, artificial intelligence, driverless cars, quantum computing and tackling climate change. Professor Alison Etheridge, chair of the Council for the Mathematical Sciences, points out that the maths used to design dust filters in vacuum cleaners is also used to develop filters to remove arsenic from groundwater in the Ganges-Brahmaputra delta, which benefits hundreds of thousands of people.

He mentioned the reception in a couple of his earlier interventions, and I agree with those points.

  For 20 years, since the success of the Jubilee 2000 campaign, there has been a consensus across the House about the importance of international development, and I commend the Churches in particular for delivering and establishing that consensus. I deeply regret that this downgrade is bringing it to an end. Does the Foreign Secretary recognise how many people in the UK profoundly disagree with his claim and believe there is a profound difference between focusing on doing good in the world—tackling poverty and dealing with the climate crisis—and what he and his colleagues regard as our own national interests?

• 29 Mar 2010: amendment of The Law

  My hon. Friend the Member for Nottingham, South (Alan Simpson) supported the proposals for separating the different functions of the banks—as, to a degree, did the hon. Member for Stratford-on-Avon. My hon. Friend wanted to see greater ambition in the proposals for a green investment bank. I know he will welcome the imminent commencement of the feed-in tariff arrangements for renewable energy. I pay tribute to him for being one of the first in the House to have called for that change. His campaign was successful, and he was an early champion of those arrangements, which will take effect in the next couple of weeks. I echo the tributes that have been paid to him today.
