  We all walked out of the room, when we needed to be in the room to face the challenges of the modern world, whether that is national security, trade, or the climate crisis that we face. This is not a call to rejoin—that relationship with Europe is gone, and it will be a long time before we are able to rebuild it—but it is a call for us to recognise how damaging that has been for our chances as a country, and why we need to rebuild that relationship.

  The European partnership Bill will do deals on food, emissions trading and electricity. Those things are all needed, but they are not enough to answer the challenge that our communities face us with: “How does life get better for us?”. Many of us who were here at the time of Brexit will already be deeply triggered by some of the things that have been mentioned, and it only makes sense to have this argument again if we are talking about a relationship that makes sense in 2026 and 2028, not 2016 and 2019. We must recognise that in the past six months we have been threatened with the invasion of Greenland, by continued aggression in Ukraine, and by a climate crisis that means we have to look again at the single market, the customs union and, yes, at freedom of movement. Any political party that denies that those conversations need to take place is not being honest with the public, because a customs union alone will not cut it.

  I was not at COP, unlike some of my colleagues, but I am so glad that others were there and saw, in particular, the enduring leadership of the Secretary of State on this issue. I am glad that my right hon. Friend is not listening to the hon. Member for Christchurch (Sir Christopher Chope), who said that we should be adapting to reality, because it is the poorest people in our societies, both at home and abroad, who often pay the ultimate price for our failure to tackle the climate crisis. It is also one of the biggest drags on growth.

  I am reassured that it is this Minister who is looking at the issue and fighting for those jobs in Aberdeen. I am acutely aware that the previous Government did not take full account of the impact of this situation. We now know that using Rosebank, which the shadow Minister raised, would create 50 times more climate-harming gases than the previous Government admitted, and that the climate crisis is one of the biggest drags on growth. I know that the Minister is committed, in common with all Labour Members, to protecting jobs and the planet, but what more can we do within our supply chains to support his work in getting growth and the just transition that this country desperately needs, without Rosebank?

  Thank God there is somebody in this Chamber trying to actually save the planet! Net zero makes good common sense for lots of our constituents when they recognise that this is not just about climate security—those of us who have faced floods in our constituencies know how expensive that is—but about national security and the cost of living. Moving towards sustainable electricity would put both Rosebank and Putin out of business, but the Secretary of State will know that, on current plans, bill payers will be wasting £8 billion a year switching off wind farms by 2030 if we do not take action. How can we stop this transfer of wealth from citizens to corporations, so that we can invest in community energy?

  It is good to see the Government taking a very sensible approach in the consultation to working with our European partners on how we develop renewable energy and get energy costs down. As with so many other areas, our constituents have paid higher bills because the previous Government refused to work with our European counterparts. Can the Minister give us a bit more detail? As we look to expand our capacity to create renewable energy, she will be very aware that there is a risk of an £800 million charge because of the variation between our emissions trading schemes. Can she also tell us a bit more about what working with the North Seas Energy Co-operation might entail, and whether we might rejoin that organisation to help drive down bills further for our constituents?

  I thank the Minister for the thoughtful way in which he is proceeding. We all recognise that climate change is a threat to growth rather than a driver of it, whether that is through flooding, fires or the chaos that it causes. It is therefore shocking that the previous Government did not take account of emissions and the impact that they might have on our economy in making the decision to proceed with Rosebank, and it is right that we rethink that.

• 6 Feb 2025: UK-EU Relations

  I guess I should not be surprised to hear the Conservatives trying to defend an impossibly bad deal for British business, which is why I am so relieved that the grown-ups are going to Europe and working out what is in the national interest. May I press the Minister on something that it is very clearly in the national interest to resolve with our European partners? National Grid estimates that it will cost the UK Exchequer £5 billion to £8 billion over this Parliament to have a differential emissions trading scheme between us and Europe. Pollution does not respect borders, and we all want to tackle the climate crisis. Can he confirm that resolving the issues around the carbon border adjustment mechanism will be on the agenda for the summit in May?

  More fundamentally, I wish to speak up for British steel, which will be directly impacted by this legislation; indeed, it has called for the Government to answer questions arising from the SI. I hope that I speak for all of us in the room in saying that we recognise the value to our national security and our climate change objectives of having a national steel industry. I understand the industry’s concerns about this legislation and the fact that, without support, the free allowances will not lead to the sustainability of the British steel industry. I hoped that we might hear some answers today, but the Minister did not mention the word “steel”. I am sure he will wish to correct that in responding to the debate. The industry thinks it will take nine years to decarbonise British steel at this rate; without support, the 2026 deadline could lead to the end of British steel and all the concerns that might arise from that.

  My hon. Friend the Member for Sheffield South East (Mr Betts) set out the housing crisis. When I see the other crises that we are facing, I suppose I should be careful what I wish for, because when faced with the climate crisis, the Government’s response is to go hard on fossil fuels rather than recognising that renewables are cheaper and that, if we are to tackle both the cost of living crisis and the climate crisis, we should put those things together rather than asking our communities to choose.

  Steel accounts for 8% of global carbon dioxide emissions and 50,000 jobs here in the UK. We have no viable alternative to steel, which is why the Government’s decision to go with an electric arc furnace only modelled for decarbonisation does not make any sense. Not only does it put at risk thousands of jobs but it makes the industry vulnerable to changes in steel prices, as the UK will have to import it. The Minister spoke about carbon capture, but can she explain why the Government have not gone for a combination of technologies such as carbon capture, or the retrofitting required for hydrogen-based steel production? That way, we would not only decarbonise the industry but protect those vital jobs and the industry in the UK for generations to come.

  Failing to reduce waste and deal with climate changes often hits the poorest in our communities, as we have seen with those who have been repeatedly flooded out of their houses or from the evidence that shows that incinerators are three times more likely to be sited in areas of deprivation than affluent regions. Yet asking the public to look ahead to that green future and to be more climate conscious is impossible to do when they do not know where the next meal is going to come from for their families or they are thinking that they cannot afford to put their baby in warm clothing that evening.

  The Leader of the House suggests that we should be grateful for the fact that the Prime Minister has made a difficult decision. I presume that she means “grateful for the fact that the Prime Minister has stuck to it,” given the number of U-turns that we have seen over the last couple of days, but that is what the job is—making difficult decisions. There are difficult decisions to be made about what is happening in Ukraine, about the fact that President Putin has nuclear weapons, about the chaos caused by Brexit, about gang crime, about the climate crisis, and about Ebola in Africa; and all that we know right now—unless the Leader of the House tells us otherwise—is that the Prime Minister is cowering under her desk and asking for it all to go away. Is it not about time she did that, and let someone else who can make decisions in the British national interest take charge instead?

  The problem with what the Minister is saying is that he admitted we have been here before. In 1976, we hit a temperature of 36° and in 2003 we hit a temperature of 38.3°. At those points, we had 20% and 59% excess deaths, so we know how dangerous heat is. The hon. Member for Christchurch (Sir Christopher Chope) asked us all to adapt. He needs to look at the evidence from history for why the climate crisis is so dangerous. We cannot adapt in this sort of heat. We know—the Minister just accepted it—that we will have more extreme weather conditions. Given that none of us wants to see history repeating itself, does he recognise how devastating it is for our communities? Yet again in my constituency today schools are closed, there is chaos with the trains and there is no national resilience strategy. The Minister talks about wanting to keep the lights on, but is it not the truth that he is keeping this country in the dark about the climate we face?

  We need not just to build back better, but to build back for all. Andy Haldane has highlighted that around 10 million people in this country are on insecure contracts. Our economy was so hard hit by covid because it was over-reliant on services, which made up as much as 80% of our GDP, whereas just 14% was based in construction and just 6% in manufacturing. The Bill shows that the Government still have not learned the lessons about how we are able as a nation to handle future shocks and diversify; to invest alongside business and academia in new technologies; to learn from the vaccine programme and encourage co-operation and innovation alongside the state and not in spite of it; or, in the run-up to COP26, to provide the incentives to renewable energy manufacturing and production that could futureproof our economy for decades to come.

  Is it not also important to recognise that some of the strongest drivers for reaching some of those emissions targets will come from the financial sector itself? For example, the move towards decarbonising pension funds has been hugely beneficial in promoting renewable energy. It makes sense to join the dots when it comes to our country’s financial objectives and our wider social and climate objectives.

  The shadow Minister is making a powerful speech. I take the point made by the Government side, but I always wonder: what about the counterfactual? What problem will there be if we do not put these things into legislation? What message would that send about what might be jettisoned if, God forbid, we had another crisis on a similar scale to this year’s? Action on climate change is something that we simply cannot afford to go slow on. The counterfactual on this is an important issue, because it gives us an opportunity to say that if we do not put it into legislation, we are sending a message that this might be an optional extra, rather than an integral part of our future as a country.

  Apologies; I did not realise the Minister was going to move on. He has made an incredibly powerful case for the importance of including such a commitment, and he has essentially said that the Treasury might look to include it. He said that it had looked only at the immediate and specific regulatory requirements. Of course, many of us believe that we are facing an immediate and specific crisis, so can he tell us why the Treasury has not already taken on the issue of climate change, given that he has made a case that it should be part of it? He has gone for pop No. 3 in the shadow Minister’s list. There might be a sixth option here, which is: “If we did not come up with it, we are not going to support it.” That would be rather short-termist, surely.

  The hon. Member for Brighton, Pavilion (Caroline Lucas) is right when she says that we need to look at what Government can do. Many of us are interested in ideas about carbon pricing and how we can further incentivise rewilding as part of tackling climate change. Frankly, it is not enough to leave it to local communities and local authorities, which do individually brilliant things; in this time of climate emergency, we should ask national Government to incentivise rewilding. Does my hon. Friend have a view on that?

• 23 Apr 2019: Climate Action and Extinction Rebellion

  The Minister put her finger on it when she said that this is going to be about some tough decisions. She expressed concern about describing this as a climate emergency because what she really wanted to do was to move the dial. Ireland has been able to move the dial not by leaving the public out on the streets but by bringing them into a citizens’ assembly—a proper citizens’ assembly that hears the views not just of the activists but of everyone. That has supported carbon taxes and an end to subsidies for peat extraction, meaning that Ireland is now the first country to divest from fossil fuel. Will the Minister meet me and others who are supportive of the idea of a citizens’ assembly to talk about whether that is the cross-party, cross-country way forward by which we can actually tackle this climate emergency?

  We have seen time and again the challenges our sisters fight, whether our sisters in Northern Ireland still denied their basic right to control over their body or our sisters facing the problems of climate change. To every one of those sisters out there I say, “We are with you.” To every one of those sisters I say, “You will find a voice here in the United Kingdom Parliament.” To every one of those sisters I say, “Liberté, Egalité, Sororité.”

  Let us put some real people into this picture. In the past week alone, I have spoken to an Italian grandmother who has been here for 46 years and is devastated at the thought that she may have to return to her home country, a Dutch DJ who makes our street parties in Walthamstow swing, a Danish climate change scientist who is helping to tackle a problem that faces us all, and an Irish artist who makes beautiful but challenging sculptures for our community. At the same time, my community has faced a spike in hate crime. Today we need to send a message, do we not, that this hate crime—this division—is not orderly and has no place in our society, but these people do, and they are very welcome here.

  It is also important for the Minister to set out how the Government envisage resolving any tension that might arise locally between local communities, which have been empowered to advance proposals for renewable energy, particularly through co-operatives, and local authorities that are allowed to bring forward proposals for local energy generation as a source of revenue production.

  Does my hon. Friend agree that we could learn some interesting lessons from Denmark, and how it has used the tax system to encourage community ownership of renewable energy projects and incentives, and to encourage people to participate in and support them at local level?

  I appreciate what the Minister is saying. Does he share my sadness at the decision to cancel the wind turbine as part of the Olympics park in the borough of Waltham Forest? That could have been the legacy of a local renewable energy co-operative in Waltham Forest. Will he commit to working with me to look at alternatives such as biomass and photovoltaic cells, and see whether they could be the start of such a co-operative project in Waltham Forest?
