  The threat is real. The assessment makes three judgments with high confidence: that global ecosystem collapse threatens UK national security and prosperity, that every critical ecosystem on earth is on a pathway to collapse and that those ecosystems include those that underpin global food production. Yet the accountability is non-existent. The assessment does not live within the climate change risk assessment, so no Minister has a legal duty to do anything about it. Under the previous national risk assessment, the Government named an owner for each of the 61 identified risks, but this one has none. Instead, everything the Government have offered in response to the national security assessment is discretionary.

That requires the UK to show up as a serious partner, not just in words, but in the consistency of our commitments.

  Unfortunately, GDP is not just partial; it can be actively misleading, because it creates perverse incentives at the heart of Government. As the Wellbeing Economy Alliance observes, our current system has four interlinked flaws: it is unsustainable, unfair, unstable and creates unhappiness. Critically, neither the brake nor the accelerator works any more. Faster GDP growth will only worsen biodiversity loss and accelerate climate change. In a system where a fabulously wealthy former Prime Minister pays an effective tax rate of just 23%, it will almost certainly also worsen inequality. That is the trap that GDP has built for us. It is a metric that makes it structurally challenging to do the right thing, because doing the right thing does not always show up as growth.

  The long-term answer is not just to regulate a volatile fossil fuel market more cleverly; it is to get communities off fossil fuels altogether, particularly through the use of community-led renewable energy projects. That is not a top-down mandate. It is genuine community ownership of clean energy, and we need the Government’s local power plan genuinely to deliver for rural communities, getting rid of the barriers of grid connection, access to capital and planning complexity that stop many community schemes before they start.

  It is a pleasure to serve under your chairship, Mr Stringer. I thank the hon. and gallant Member for Spelthorne (Lincoln Jopp) for securing this important debate. I have heard the statistic that for all the land allocations that have been set aside for housing, for growing food and for renewable energy projects, and for all the other demands on the scarce land mass that we have at our disposal on this small and increasingly crowded island, we would need another two Waleses. Clearly, they are not making land any more, so how can we get better use out of the square mileage that we have at our disposal?

  What does good look like, if we are to meet our large and increasing energy needs while also bringing the public along on our journey towards net zero? It is important to the project that there be public support, not public alienation. Smaller-scale schemes can and do work. In my constituency there are successful schemes in Long Newnton and Corston. The principles are clear: projects that are community-led are more likely to have community buy-in, as are those that are modest in scale, that are sensitively sited and that deliver direct local benefits.

  I would like to see the missing piece put in place: community supply licences, peer-to-peer trading and reformed licence exemptions. Of course, ground-mounted solar has a role in the transition to net zero, but it needs to be done right. The tests are simple: is there genuine consultation, real local benefit and protection of our landscape? If we get this right, solar can power our future. If we get it wrong, it will divide the very communities we need to bring with us.

  Who does not love trees? They enhance our lives so much. In the past 18 months, morning walks in the woodlands below my house have helped to keep me sane-ish. On a London day, I can take a walk among the urban trees along the South Bank—not quite the Cotswolds, but it will do. Never has woodland creation seemed more important. As our climate changes and nature declines, trees are not a luxury—they are part of the solution. Done well, woodland creation enhances biodiversity, captures carbon, improves flood resilience and supports local economies.

  COP30 offered an opportunity to demonstrate leadership on deforestation. The Liberal Democrats urge support for the Tropical Forest Forever Facility, which is designed to provide permanent funding for conservation by rewarding countries for protecting forests. It was a golden opportunity to turn ambition into action, but, sadly, the Government chose not to commit public investment at that point. I hope that they will in the future.

  The ocean underpins everything. It feeds billions of people, absorbs about a quarter of global carbon emissions, regulates our weather and supports livelihoods across the world. However, it is under extraordinary and growing pressure from overfishing, plastic pollution and climate change. I have seen those pressures at first hand. Rowing solo across three oceans, I saw both the beauty of the high seas and the damage that we are doing to them. Out there, beyond national borders, the ocean can also feel beyond human laws. The treaty is about bringing rules, responsibility and stewardship to those waters. It also discharges one of the commitments made to me by the Government during discussions about my private Member’s Bill, the Climate and Nature Bill, and for that I thank them.

  Like the Secretary of State and the hon. Member for East Thanet (Ms Billington), I am a survivor of COP15 in Copenhagen. I have seen just what hard work it is, and I commend the cross-party delegation for representing our country so well in Belém. However, environmental campaigners have raised concerns over the carbon budget delivery and the growth plan’s reliance on unproven technologies such as sustainable aviation fuel and carbon capture and sequestration. How will the Government ensure that the UK is not simply offshoring ecological impacts, including deforestation, or relying on fantasy future technologies on our pathway to net zero?

  As already mentioned, at the moment the UK imports about 40% of its food, and for fruit and vegetables that proportion is even higher. In 2023, after Russia’s illegal invasion of Ukraine, food price inflation reached its highest point in 45 years, adding to the pain of families already struggling to afford the basics. Food and energy sovereignty are not abstract concepts—they are the foundations of a healthy population and a resilient nation—yet sadly, some of the actions taken by the Government since launching the land use framework conversation suggest that they see land as a zero-sum game. House building is pitted against biodiversity, and renewable energy projects come at the expense of food production. That is not going to work.

  I will make a couple of points. First, we must recognise the need to move beyond departmental silos and work across Departments in a truly systemic, holistic approach. At the moment, it all feels rather piecemeal, which leaves farmers, councils and communities grappling with apparently contradictory demands. We need a genuinely multi-functional, multi-layered land use framework—one that recognises each piece of land’s ability to meet multiple needs at once. The amazing pilot programmes conducted by the Food, Farming and Countryside Commission show what is possible. These pilots in Devon and Cambridgeshire show that co-ordinated planning can support housing, energy, transport, net zero, biodiversity, food production and nature recovery all at the same time.

  Planning decisions must reflect the local geography, economies, needs and opportunities, and they must incorporate the detailed local knowledge of residents. If not, their implementation will likely fail and they will not be welcomed by our communities. In my constituency, housing targets have doubled under the Government’s house building plans. The proposed 2,000 acre Lime Down solar farm would remove a huge area of farmland from production, which is causing huge local concern and pushback. Of course it is true that we need to decarbonise and protect our natural environment, but that does not need to come at the expense of local communities and food production capability.

  My second and last point is that our farmers need clarity and support. Henry Dimbleby’s national food strategy describes the vicious cycle where agriculture both contributes to climate change and is threatened by it. Instead of breaking the cycle, the Government are creating an economic environment that pushes farmers towards damaging practices, such as excessive fertiliser use and intensive animal agriculture, because farmers see no other viable option if they are to stay in business. From speaking with my farmers across South Cotswolds, I know that they are keen to be allies in tackling climate change and biodiversity loss, but they are being met with mixed messages and one economic blow after another, such as the family farm tax and the abrupt end of the SFI, as has been mentioned. Those decisions undermine both climate resilience and farmers’ livelihoods.

  Lords amendment 40 reflects a real cross-party consensus and is backed by the Wildlife Trusts, the RSPB and the Better Planning Coalition. It would offer clarity, reduce legal risk and support sustainable development while strengthening genuine nature recovery—which, incidentally, will also help in climate change mitigation. Above all, the amendment recognises that we are not, and do not need to be, in conflict with nature; we are part of it. This is our chance to show that good planning can be both responsible and ambitious, and that we can deliver the homes that people so urgently need while safeguarding the natural world that sustains us all.

  First, we must ensure that this plan truly treats climate and nature as partners, not as parallel workstreams. The commitments to restore peatland, create woodland, clean up air and water and reduce flood risk are essential, yet the scaling back of targets for tree planting and peat restoration is concerning. Ambition of language is not yet matched by ambition of action. We must move beyond a narrow focus on trees towards a whole-ecosystem approach, valuing soils, wetlands, hedgerows and biodiversity as carbon sinks and habitats. I am concerned by the heavy reliance on carbon capture and storage and sustainable aviation fuels. Speculation on technology that is still in development risks delaying real emissions reductions and offshoring ecological harm. We cannot afford to chase technical fixes at the expense of nature, when nature itself can be our greatest ally in the fight against climate change.

  Community energy is another clear opportunity. Demand for community-run renewables far exceeds the support currently offered. Unlocking the right for community groups to sell energy directly to local people would be transformative and enable communities to truly participate in their own energy transition. I am troubled that huge ground-mounted solar projects, such as the one planned for my constituency, risk alienating the public, rather than including them. We need a just and fair energy transition that is as resilient to adverse conditions in the geophysical climate as potential future political climates. When this transition is deeply rooted in communities, it cannot be uprooted by a net zero-sceptic Government in the future. I welcome this plan, but we must ensure that it truly delivers from the ground up, not the top down. Let us empower farmers, communities, councils and schools to lead the way. Let us build a resilient, vibrant and nature-rich future that truly works for everyone. As Christiana Figueres has said:

  Our infrastructure is already stretched thin. Many of our villages have limited public transport, ageing drainage systems and GP surgeries that are full to capacity. Broadband and mobile coverage remain unreliable in too many places, and with climate change flood risk is rising with every winter storm. We simply cannot add hundreds of new homes without first ensuring that the essential services of water, drainage, transport and healthcare can cope. Our infrastructure is fragile. Growth must be planned sensibly, sympathetically and in a logical order according to local constraints, not imposed from the top down and literally bulldozed through.

  The scientific consensus is clear: industrial farming is nearing its physical and environmental limits. Climate change, soil degradation and water scarcity threaten supply, while global demand for food is set to rise by up to 56% by 2050. Without urgent change, we risk cascading food shocks that will drive inflation and deepen inequality.

  Resilience is about not just production, but education. Last night, I hosted a roundtable in Parliament that brought together campaign leaders, education experts, teachers and parliamentary champions to shape a future-facing curriculum to make sure that our young people are food and agriculture-literate. National action must also connect to global leadership. Later this week, the House will consider the global ocean treaty. Oceans are potentially great allies in the fight against climate change. If COP28 was the promise, COP30 must be the proof that the UK can move from words to integration, from fragmentation to resilience and from short-term fixes to long-term stewardship of the planet that feeds us all.

• 9 Sep 2025: Hydrogen Supply Chains

  Hydrogen has long been talked about as the fuel of the future, and we are beginning to see how it can be the fuel of the present. If we are serious about net zero, energy security and building the industries of tomorrow, hydrogen must play a central role. Electrification is advancing rapidly but, as we know, about 80% of global energy demand is still for molecules, not electrons. Heavy industry, transport and heating remain stubbornly difficult to decarbonise. Hydrogen offers us a way forward. It is flexible, storable and able to integrate with existing infrastructure. Hydrogen can be partnered with offshore wind in tanks under the water, reducing the need for pylons. It could reduce the need for oversized solar farms on agricultural land, which reduce the land available for food production. But if the UK is to reap the benefits, we must act with urgency. The Hydrogen Innovation Initiative has calculated that securing just 10% of the global hydrogen technology market could deliver £46 billion per year to our economy by 2050 and support over 400,000 jobs. That is a huge opportunity, but it will not wait for us. Other countries are also moving fast and if we are too cautious, we risk being left behind.

  As my hon. Friend the Member for Henley and Thame (Freddie van Mierlo) mentioned, many of the challenges facing our national trails are caused by the impacts of climate change, but at the moment Natural England’s fund for environmental incidents covers only coastal erosion and riverbank erosion. Does the Minister agree that this funding pot must be expanded and increased in line with inflation to cover proper provision for climate impacts such as storm damage and flooding?

  I thank both the Energy Secretary and the Environment Secretary for today’s momentous statement, which I trust will be the first of many annual climate and nature statements. I also thank them for recognising the role of Zero Hour and the campaigners behind the Climate and Nature Bill—the private Member’s Bill that I am proud to have brought to this House, with cross-party support. I warmly welcome the move to more joined-up thinking between the Department for Energy Security and Net Zero and the Department for Environment, Food and Rural Affairs, and applaud the willingness of the Government to work across the House, even if that willingness is not always reciprocated.

  The Liberal Democrats are proud to be doing exactly that, with policies such as an emergency home insulation programme, solar panels on every new build, investment in cheap renewable energy, support for community energy, local nature recovery strategies and an extra £1 billion for nature-friendly farming. People need hope and a role in shaping the solutions. Despair is not a strategy and action is not optional. It is essential and urgent to protect our health, our economy and our national security. So I ask again: when will the Secretary of State meet me, my fellow Liberal Democrats, Zero Hour and the environmental non-governmental organisations to create an annual climate and nature Bill that is bold and ambitious, brings transparency and hope, and shows that the Government are genuinely bridging the gap between policy and delivery?

• 23 Jun 2025: Geo-engineering and the Environment

  Geo-engineering is a broad term used to describe a range of large-scale interventions in Earth’s climate system, so I will start by clarifying a couple of definitions. Geo-engineering falls into two main categories: carbon dioxide removal and solar radiation management. The petition calls for a pre-emptive ban on both. CDR is about drawing carbon out of the atmosphere and can involve technology such as carbon capture, or nature-based solutions such as restoring forests, peatlands and grasslands. I have absolutely no problem with the latter. Trees do not need subsidies, peatlands do not break, and healthy soils not only store carbon but improve water quality, mitigate flooding and support biodiversity. They are our natural allies in the fight against climate change.

  SRM is a different matter. It aims to reflect sunlight back into space by various means, such as using aerosols sprayed into the stratosphere, whitening clouds or even placing mirrors in orbit. SRM does not remove carbon. It does not stop ocean acidification. It does not reduce fossil fuel use. It masks the symptoms while the root cause, our fossil fuel carbon emissions, goes unchecked. Whatever options we consider as we confront the climate crisis, we must not be distracted from our overriding mission to tackle the key cause of climate change: our reliance on fossil fuels.

  We must consider the human cost of climate change and any measures that we might take to mitigate it. Who decides the thermostat setting? Who gets more rain, and who goes without? Can we even control these things? The risks of failing to invest in technology to tackle the root causes of climate change threaten serious regional disruption. As always, it will almost certainly be the poorest and least responsible for the crisis who bear the brunt of the fallout.

  Some will argue that we are still doing too little, too late to mitigate climate change, and I agree with them, but that does not mean that SRM is the right answer. SRM could take us out of the frying pan and into the fire. Instead of reaching for techno fixes, we need to do what we already know works: cut fossil fuel use, restore nature and—gosh—maybe even look at changing our behaviour, because at some point, sooner or later, behaviour change must be part of the picture. If we are honest, none of the technologies yet available to us—not even the most advanced forms of carbon removal—can keep pace with our current levels of consumption.

  I will wrap up with a personal reflection. During my years of rowing solo across oceans to raise awareness of our climate and nature issues, I learned the hard way that we cannot fight mother nature. We cannot flout her laws and expect to win. Ultimately, she always has the final word, and the wiser path is to work with her. I hope that we will continue to emphasise nature-based solutions, as we can never go wrong with those. I fully appreciate that this is a climate emergency and that urgent action is needed, but let us not forget that mother nature can also be our greatest ally. We urgently need to act, not with hubris, but with humility, courage and care for the wellbeing of future generations.

  As many hon. Members know, I have dedicated much of my life to raising awareness about our ecological and climate crises. I have met people who are set to lose their entire countries to rising seas. Let me be clear: nobody can doubt my commitment to strong action on climate change. However, there are many ways to skin the climate cat, and I do not believe that solar parks on the scale of Cottam, Cleve Hill, Longfield, Mallard Pass, Gate Burton, Sunnica and the proposed Lime Down, in my own constituency of South Cotswolds, are the best way forward.

  I absolutely agree with the hon. Member’s points. I am not against solar energy—far from it—but we need to be smart about how we implement it and all the associated infrastructure. Why not require all new homes to be fitted with solar panels, as proposed by my hon. Friend the Member for Cheltenham (Max Wilkinson) in his sunshine Bill? Why not use the vast roof spaces of warehouses, public buildings and car parks? These are sensible, minimally intrusive ways to contribute to our net zero goals.

  The Bill would create a joined-up strategy for the UK to tackle the interconnected climate and nature crises together. It is the only proposed or actual piece of legislation to create the link between the UK’s responses to climate change and nature loss. We cannot solve one without tackling the other. We risk making each crisis worse if they are tackled in silos, so the Bill supports a whole-of-Government approach to prevent the issues becoming siloed. Everything in nature is connected with everything else in nature, but sadly not everything in Government is connected with everything else in Government, but it needs to be. Housing, transport and even health are inter-related with climate and nature, so we need a strategy that transcends departmental boundaries.

  The CAN Bill would enshrine international commitments made by the UK into national legislation to cut emissions and to restore nature by 2030, as outlined in the global biodiversity framework. The Bill would bring the UK public along with that agenda via a climate and nature assembly, which is key to ensuring that all voices from across our country are heard, enabling workers to transition to low-carbon jobs and ensuring vulnerable communities are protected. It provides for a fair and just transition that does not come at the expense of the rest of the world. For centuries Britian prospered by exploiting resources overseas: animal, vegetable, mineral and human. The Bill requires the accounting for our environmental footprint to be honest, taking into account the carbon emissions and impacts on nature that are incurred overseas in producing the goods and services that we enjoy. It is disingenuous to offshore most of our manufacturing, and then congratulate ourselves for having reduced our environmental impact.

  I wholeheartedly agree with my hon. Friend. Reports by the Department for Environment, Food and Rural Affairs show that nature-friendly farming schemes can be a major pathway for first halting, and then reversing, the decline in species abundance, as well as delivering the majority of habitat creation needed to meet the UK Government’s nature and climate targets.

  I shall move on briefly to the climate. While two sectors in climate—power and greenhouse gas removals—are on course to meet or even exceed the required emissions reductions, significant challenges remain in agriculture and land use, transport, and heat and building.

  Transport has the biggest gap of all sectors between confirmed policy and the emissions reductions needed. We need to improve public transport, reduce bus fares, increase provision for walking and cycling, and decarbonise the freight sector.

  Much more needs to be done on buildings and clean heat, too. In the Budget, the Chancellor pledged an initial £3.4 billion towards household energy efficiency and heat decarbonisation, but the current warm homes plan falls short of the pace and scale needed. A strong future homes standard needs to be introduced this year, mandating technologies such as solar photovoltaic, as per the New Homes (Solar Generation) Bill—the sunshine Bill—introduced by my Gloucestershire neighbour, my hon. Friend the Member for Cheltenham (Max Wilkinson).

  I very much agree with the hon. Gentleman that the right thing to do is to be much more intelligent in our use of water, which will reduce the demand for clean water and reduce run-off from rainfall, which is becoming increasingly heavy as climate change kicks in.

  Thirdly, on my journeys I saw the human face of climate change. When I stopped at the Republic of Kiribati on my way across the Pacific, I had a lengthy conversation with the President. With only one point of land more than 6 feet above sea level, his island nation faces existential risk. Later that year, I saw him at COP15 in Copenhagen, just as the talks had fallen apart. Fifteen years later, we are still not on track to save the Republic of Kiribati. How would we feel if our island nation—where we were born, where we had grown up and where our ancestors were buried—was about to disappear beneath the waves?

  There are good ways and less good ways to meet our international commitments on carbon emissions and climate change. A less good way, as has already been mentioned by many hon. Members, is to cover large tracts of our countryside in solar panels without the agreement or co-operation of local communities.

  We need to meet our environmental goals in collaboration with people, not in opposition to them. My Climate and Nature Bill, which I will introduce next week, emphasises the need for public engagement on our journey to net zero. That journey will not be easy and will only be made more difficult if people feel that net zero is something that is being imposed on them, by corporate interests or Government, without respect for the wishes of nearby residents. Where ground-mounted solar may be necessary, let us make it small scale and community led.

  Generating energy at the source reduces the strain on the national grid, improves overall energy resilience and reduces the need for long, wasteful grid connections or ranks of electricity pylons marching across our countryside. Retrofitting solar panels to houses is costly and disruptive; it is so much more efficient and effective to install solar at the time of building. In Europe, they get this. The EU solar standard requires solar panels on new and existing public, commercial and residential buildings. The EU’s goal is to increase the use of renewable energy and reduce dependence on Russian fossil fuels, and it is working.

I must stress that we need bolder, more decisive action if we are to face the greatest challenge of our time: the climate crisis. I know that the right hon. Gentleman’s heart is in the right place and has been for many years. We first met in the run-up to COP15 in 2009, and I express my thanks to him for his staunch leadership in the intervening years. I express Lib Dem support for a brave programme of action going forward and our willingness to work with his Department to help the UK step up and seize this opportunity for climate leadership.

  In my South Cotswolds constituency and all across the UK, we have seen at first hand the devastating effects of climate change, and never more so than over the last few days, with floods and storms becoming more frequent and severe. Towns and villages in my constituency, such as Purton, Great Somerford and Cirencester, have been severely affected by flooding, and we need urgent action now to mitigate climate change and help our communities adapt to the likely impacts now and in the future.

  Many people think that the climate crisis is the cause of the nature crisis, but many believe—rightly, I think—that it is the loss of nature that is contributing to the climate crisis. The Royal Agricultural University in Cirencester, in the South Cotswolds, is now starting to pioneer the idea of zero dig, knowing that when we regenerate soil it sinks more carbon, mitigating climate change; it holds more water, mitigating flooding; and it yields more nutritious food, improving human health.

  There is both promise and peril in renewable energy. The Liberal Democrats wholeheartedly welcome the steps being taken to revitalise British investment in renewables, which will start to rectify the missed opportunities of the previous Conservative Government, who never seemed to grasp the scale, scope and speed required to avoid environmental disaster. These new initiatives hold the promise of lower energy bills, high-quality jobs, greater energy security and the chance of actually meeting our net zero targets, but we must proceed with caution and wisdom.

  The proposal for an excessively large solar farm in my constituency serves as a stark reminder of how renewable energy projects can backfire when poorly conceived. The solar development has provoked a visceral negative response from local communities, because it is the wrong size, in the wrong place and has the wrong ownership—foreign ownership. By allowing unsympathetic developments to mar our beautiful countryside, we risk alienating the very public whose support we need.

  We need only look to the cautionary tale of our water companies to understand the perils of allowing foreign profit-driven entities to monopolise our essential utilities. The owners of companies such as Thames Water have prioritised profits over the needs of customers and the health of our natural environment, resulting in higher bills for customers, a lack of investment in infrastructure, and toxic pollution that is killing our precious waterways. We cannot afford to repeat those mistakes in our renewable energy sector; the transition to clean energy must prioritise the needs of our communities and the protection of our environments over the profits of distant shareholders.

  The success of our clean-energy economy, our ability to tackle the cost of living crisis, and the realisation of our climate targets all hinge on community buy-in. We need to win hearts and minds and persuade people that net zero projects are good for their communities, their pockets and our future national economy and security. To that end, we urge the Government to enact the necessary regulatory changes to truly support community energy. Community benefits for energy schemes should be guaranteed and community energy schemes should receive discounted rates for the clean electricity they contribute.

  I will end on a personal note. As someone who has witnessed at first hand the beauty and fragility of our natural world during my ocean rowing expeditions, I am deeply committed to ensuring that our transition to renewable energy does not, in the process, destroy the beauty of the natural countryside we are working so hard to preserve for future generations. We need to get the balance right, and people have to be part of that equation.

  On the south-eastern edge of my constituency, a really exciting initiative is under way at the marvellously named Crapper’s landfill site, which is leading on sustain circles. This concept aims to meet 80% of a community’s food, housing, jobs and energy needs within a defined radius around the community, increasing self-reliance and resilience. The idea is being pioneered with a plan to position pressurised plastic greenhouses on old landfill zones, using the methane emissions from the decomposing rubbish to heat the greenhouses. It aims to grow enough fruit and vegetables to feed Royal Wootton Bassett, Brinkworth and Malmesbury. We need more creative projects like this.
