  I thank the hon. Gentleman for his contribution, but we have to get real here: the climate has changed for millions of years, and it will continue. There is not a scrap of evidence that all of a sudden, we get to net zero, which is a new concept of about a decade, and that will stop climate change. For example, the Intergovernmental Panel on Climate Change?

  The panel said in its, I think, sixth report that even if we got to net zero tomorrow, it would take somewhere between 200 years in one context and 1,000 years in the other context to make any difference whatsoever to sea level rise?and it did say that with high confidence, which is reassuring. Maybe the smarter thing to do is to adapt to climate change rather than think we can stop it.

  Let me come back to the essence of the debate, which is the importance of the decision as to whether we as a nation are prepared to impoverish ourselves by writing off one of the greatest treasure opportunities we have. Almost any other nation in the world that has this energy treasure?quite rightly, quite sensibly, financially and productively?uses that energy treasure. But the mood of this place is, ?No, we?re going to impoverish ourselves. We?re not going to use that treasure. We?re going to make people ever poorer because we?re going to insist on putting all our bets on renewable energy.? We keep being told that renewable energy is going to be cheaper and cheaper, but we now know from the experts that even if the price of gas goes to zero, by the time of the next general election our energy bills will be higher because the cost of renewables is going up and up. And guess what? When the wind does not blow and the sun does not shine, which occasionally happens here in the United Kingdom, we need back-up?it is basic common sense.

  Well, we are debating the carbon budget order, but I think we should rename it the job-destroying, industry-killing order, because that is essentially what net zero is doing. For the hon. Members who do not appreciate the economics of this, let us go on a little history lesson, shall we? Let us go back to the 20-year period between 1980 and 2000. Yes, our energy consumption increased by some 20%, and real GDP per capita—per person—increased every year by 3.2% per annum. Let me now take everyone forward to the last 20 years: our energy consumption has declined by about 15%, and guess what has happened to our GDP per person? Yes, it has collapsed to just 0.5% per annum. There is a direct link between the quantity of energy we consume—

  The simple fact is that there is a direct relationship between higher energy use per capita and higher GDP per capita—the richer a nation is. That is the fundamental point that everybody in this place seems to forget. As we have reduced our carbon emissions since 1990 by 54%, people seem to forget that carbon emissions around the world are increasing. Other nations are not admiring our net zero leadership; they are laughing at our utter stupidity, as they steal our jobs and our money. They are laughing at us.

  The simple reality is that there is a direct causal link between the growth of renewable generating capacity in the last 20 years and the growth of our electricity prices to the highest in the western world. That is the reason that everybody is feeling so much poorer. It is as simple as that. All the advocates of the renewables industry cannot answer the question: when are the bills going to come down? The answer is: they are not going to. The Government can try to cheat by putting it into general taxation, but the simple fact is that, actually, costs are going to go up. We have heard, for example, that the cost of more contracts for difference is going to increase by £4 billion, £5 billion or £6 billion by 2030, and that the extra cost to the grid is going to increase by some £10 billion a year by 2030. Per household—which is how people will want to understand it—that equates to about £500 per year extra on the cost of living because of the costs of net zero. Everybody needs to understand that point, as they debate and vote on this issue.

  The root cause of why we have the Bill is that the previous Conservative Government sold this business to Jingye in 2019. Another root cause is net zero, which was introduced by the Conservative Government. Surely what the Conservative party should do is show some humility about why we are here and support the Bill.

  Is the Chancellor aware that the price of gas in the US is 10% lower than at the start of the war, while here in the UK it is 30% higher? That proves that if we produce what we consume, there is actually a domestic price of gas. Will she have a word in the shell-like ear of the Secretary of State for Energy Security and Net Zero and tell him to get on and approve the licences at Jackdaw and beyond, including onshore? That would mean more gas, more production and lower prices.

  Is that it, Secretary of State? It has taken five months for the Secretary of State to come up with an energy price scheme which he has admitted here in the House today only supports 10,000 businesses. He seems to forget that there are millions of small businesses up and down the country—restaurants, fish and chip shops, pubs, ceramics or farmers. When will the Secretary of State admit that the reality is the reason this country’s economy has no growth is because of high energy prices? When will the Secretary of State do the right thing and scrap net zero so we can bring our electricity prices down?

• 27 Jan 2026: Draft Greenhouse Gas Emissions Trading Scheme (Amendment) Order 2026

  The reason so many industrial businesses are shutting down, whether it is at Mossmorran, Grangemouth, Immingham or elsewhere, or in the automotive sector, is because of the high cost of electricity. This emissions trading scheme, and the linkage of it to the EU emissions trading scheme, has driven up the carbon taxes, which of course has therefore driven up bills and costs. Therefore, industries are less competitive and, as was previously said, those businesses have to pass the cost on to the consumer.

  At the time of the election, the Government promised that the rush to renewable energy would bring bills down by £300. They are now currently almost £200—some 12%—higher than back then. Now the Government are resorting to dipping into general taxation to try to con the British people by reducing bills by some £150; they will still be much higher than the Government’s promise. Could the Chair of the Committee confirm—perhaps the Committee has a view, perhaps it does not—when the renewable energy rush is going to bring the bills down as promised, or will the Government have to admit that they misled the British people?

  I welcome the Minister to his place. Talking about industry, the Lindsey oil refinery in Lincolnshire is in receivership and is currently being sold, but thousands and thousands of jobs are at risk and the workers there are desperately concerned that the Department for Energy Security and Net Zero and the official receiver are not running a proper process, frustrating potential bidders for the whole site. Will the Minister, in his new job, commit to helping ensure that the whole site is sold to a successful bidder?

  That is the point—my hon. Friend is bang on. There is a sizeable number of people under 30: it may be 60 million or 70 million—who knows? We have huge pressure on our housing, a determination to increase wages for British citizens, and pressure on our healthcare. Just a couple of weeks ago, the British people clearly expressed their opinion in the local elections and backed Reform UK’s net zero immigration policy. They said, “Actually, we quite like that,” which is why, of course, we did so well. The ability to listen to the British people’s concerns may have been lost.

  The fifth surrender is on the EU emissions trading scheme, which will drive up prices. If we do not subscribe to net zero, however, we do not need any of these carbon tariffs, so that would drive down prices. What will happen now that we have linked and handcuffed ourselves to this EU carbon trading scheme is that the bureaucrats in Brussels will say, “In all these other areas to do with trading, they will have to comply with this, that and the other.” Every time there is something that they do not like, they will say, “No. Under the EU net zero trading scheme, you’re going to have to comply.” That is the thin end of the wedge that we are so concerned about.

  The renewable energy industry is receiving subsidies of tens of billions of pounds, which are added to all our household bills. The wholesale cost of energy is between 30% and 35% of the total cost of energy, so all the rest is subsidies, policy costs, transmission costs and profit. If we scrap net stupid zero, we drive down prices. Instead, the deal will handcuff us for evermore to higher bills; it will not reduce bills in any way.

  The hon. Lady may have forgotten that it was thanks to our intervention that British Steel and the blast furnaces have been saved. We stood there six years ago, and I said, “Don’t sell British Steel to the Chinese,” but the Conservative Government ignored our advice. British Steel has consistently said to me over the last six years that the cost of energy drives up the price of steel. That is why the quantity of steel that we have produced in this country in the last decade has plummeted—because of our high energy costs due to the ever increasing cost of renewable energy.

Will the Minister agree that the best thing to do to ensure growth and increase production is to scrap all these ridiculous zero emission targets forthwith?

  My constituents will be concerned by reports in the media this morning about a Government report that shows the cost of net zero will: impact negatively on GDP by 2030 by some 10%, increase national debt, increase the risk of a financial crisis, and hit the poorest the hardest. Given that the report was suppressed from the Department for Business and Trade by the previous Government, and given this Government’s enthusiasm for transparency, will the Leader of the House confirm that the report will now be released to the public to enhance debate on this issue?

  My view is that we are not short of people, and the anxiety of those who signed the petition is that population growth is too great. We cannot cope with our existing population, and there is a need for pause—perhaps a policy of net zero immigration: one in, one out. About 400,000 people leave the UK every year; we could welcome a similar number in—that will ebb and flow—as long as they are highly skilled and highly qualified where we have shortages, while we train our own people.

Member agree that it is quite possible that this ludicrous policy raises the square root of net zero once we knock off possibly 100,000 children not going to independent schools, the recovery of input costs from schools, the closure of schools and the reduction in bursaries because the schools cannot afford to give them?

  I touched earlier on the cost. When the policy was announced, it was to raise £1.5 billion, and suddenly it is £1.8 billion. I suggest it will raise the square root of net zero. The reality is that schools will be recovering input costs, including on capital schemes. The reality is that schools will be losing children to the state sector. The reality is that bursaries will have to be slashed. We have heard about some schools giving hundreds of free places. All these things will put extra costs on to the state sector—the state schools—as well as the pressures on county councils’ taxi budgets, which is ludicrous.

  This issue is so important, and we know we can do better. It is marvellous that Members from the Labour party recognise that. Indeed, at the Labour conference a couple of years back, its members passed a motion to that effect. Fairness is vital. If we do not have it, we have complete misrepresentation of the views of the people on critical issues, such as immigration and net zero, because we end up with a uni-party approach. It cannot be good for democracy if people feel that all their views cannot be represented. They think, “What is the point of bothering? I will carry on with my life.” We all know that more engagement from many people of all ages—young, medium and old—is vital for a functioning and true democracy.

That highlights the importance of alternative energy sources, such as nuclear. Will the Leader of the House ask the Secretary of State for Energy Security and Net Zero to update the House on the expansion programme for small modular reactors, to ensure we have alterative power sources?

  Many hundreds of family farmers in the constituency of Boston and Skegness are appalled at the family farm tax. Just last week, Richard and his son Jake came to see me. Their farm has been in the family for 120 years. They went through the cost increases recently: the fertiliser tax, the reduction in basic payment scheme payments, the carbon tax, and now the increase in national insurance. They say they will not be able to afford to pay the farm tax even with the 10-year payment timeframe, and will therefore have to sell upon death. This tax will bring the exact opposite of what the Government want—what we all want—which is growth.

Is the Secretary of State aware that car manufacturers across Europe are losing fortunes on EV production? They are trying to delay targets, and what we are witnessing is just the beginning of the slow, agonising, painful and tragic destruction of hundreds of thousands of direct and indirect jobs in the UK automotive industry.

  I was struck that the Prime Minister’s statement contained not a single reference in to our most important security and trading partner, the United States, particularly at this time of change, with the good news of the election of President Trump. While the Prime Minister was at the COP summit, he may have missed the fact that growth is falling in this country, debt is rising, and the motor industry is panicking as jobs are being destroyed. Just yesterday, Nissan announced further job cuts, as has Ford, because of electric vehicle targets, which are causing irreversible damage to our motor industry.

  Perhaps it is not so smart to lose all our steel-making capacity at a time when 71% of all steel manufactured around the world is made in blast furnaces. Even if all the electric arc furnaces that have been announced are built, which of course they will not be, we will only get to a balance, in 2050, of about 50-50. The majority of all new steel-making capacity around the world being built as we speak comes from blast furnaces. There is a reason for that. And here in the UK, imports of steel from the likes of China, India and Vietnam are soaring. Hang on—I thought we were supposed to be world leaders in steel, but 66% of all steelmaking around the world happens in nations that either have no net zero targets or have targets that are general and way beyond 2050.

  I would suggest to the House that it is vital that we keep steel manufacturing going in a sizeable way in the United Kingdom. Not to do so would cause a self-inflicted wound, driven by the main two political parties’ obsession with net zero. That is the reality. Net zero, and the increase in renewable energy capacity, is directly linked to the increase in our electricity prices, and to the fact that we are becoming ever more uncompetitive. The Tories started it, and now under the new net zero zealot-in-chief—the new Secretary of State for Energy—it is being accelerated.

  The third reason why this is a catastrophe is what I call the community interest. We saw the devastation in the coal-mining communities in the 1980s; when I have been campaigning, I still hear people talk about that. That was absolutely devastating. The oil and gas industry is under huge threat at the moment because of net zero, which is again devastating. There is a huge loss of the multiplier effect, skills are disappearing and families are concerned.

  Here we are today, with thousands of jobs sacrificed on the altar of net zero in Port Talbot, with the risk facing Scunthorpe in front of us. Lots of people say, “Don’t worry, Richard. We’ll be a world leader in this stuff.” Really—a world leader? I suggest that the only things we will be a world leader in are naivety, stupidity and negligence. The truth is that behind our backs, other countries making steel, growing their economies and enjoying cheap energy are laughing at us. They cannot believe how foolish we are. They cannot believe that we are serious about destroying some of our finest manufacturing industries, but they will take it. They are benefiting and we are losing.

  My five-point plan is first to take a strategic stake in British Steel to guarantee that the blast furnaces in Scunthorpe will not close. We cannot run that risk. Otherwise, if the electric arc furnaces are not built, we have nothing—niente, zip. The second part of my plan is to scrap the carbon taxes and the potential carbon border adjustment mechanism.

  The fourth part is to buy British. The Secretary of State for Energy Security and Net Zero wants more and more wind turbines, but as I understand it not a single bit of British steel is used in all those turbines, which all come from overseas. If we want more turbines—some people do; some do not—maybe we should make it a condition that we use British steel to grow our own economy with more jobs and more money. Those four things plus the fifth thing are all deliverable by this Government. That is what I urge the Minister to consider.

  The fifth thing is the right thing to do. I accept that it is not going to happen, but if we want cheaper electricity and to be more competitive, the fastest way to do it is to scrap net zero. That would bring down prices. It would stop us wasting tens of billions of pounds and stop blighting our countryside with thousands and thousands of pylons, including in my constituency. The first four components of my five-point plan the Government can and should do to protect our steel industry, which is strategically vital. Not to do so is negligent to the point of criminality.

  The truth is—and the country needs to know this—that the thousands of jobs and the loss of the blast furnaces announced today is because of both main parties’ obsession with net zero. The reality is that blast furnaces have been losing money because of high energy costs caused by very expensive renewable energy, but we are where we are. In the event that Tata does not build the electric arc furnaces that are being promised, will the Secretary of State guarantee the House that the taxpayers’ money will be returned to the taxpayer?

  The hypocrisy of this debate is utterly extraordinary. Everybody agrees that steel is of strategic national importance, yet the obsession with net zero of both main parties, led by the Conservatives, is leading to the removal of our blast furnaces by both British Steel and Tata. That obsession is killing our steel industry and steel jobs, and leading to our inability to produce primary steel. Over 75% of all new steel generating capacity in the world is in Asia, and over 90% of that is produced in blast furnaces. Our obsession with net zero—

  Of course, the Secretary of State passionately believes that renewable energy will be cheaper, so he should have no problem at all with inserting into the conditions for investment a requirement for confirmation that within the business plan for investments there is a clear goal for the investment to result in cheaper energy for British consumers and taxpayers. I urge the Secretary of State and the Minister to adopt that 50% restriction and consider the need for private sector investment.

  Will the Secretary of State, who is obsessed with renewable energy, actually be honest with the British people? The truth is that the offshore wind turbine bids today are some 20% above current prices. The floating offshore wind bids are some three times the current prices. His Department says that this requires subsidies of some £1.5 billion a year. That is before the extra transmission costs, before constraint payments, before compensation payments for blighting my constituents’ countryside, and before the cost of back-up when the wind does not blow and the sun does not shine. Why will he not be honest and tell the truth: that renewable energy is more expensive, not cheaper?

  The first people who are not very jolly are the fishermen themselves, who feel that various bureaucrats including the Environment Agency, Natural England and the Inshore Fisheries and Conservation Authorities are acting so as to try to suppress or destroy this great industry for our seafaring nation, one that produces food and generates great revenues. In addition, bureaucrats are making the issue of flooding a serious problem in my constituency. Thousands of homes have been flooded, and with a failure to properly maintain sea level defences, tens of thousands of homes are at risk, again because of bureaucracy and inertia. Another reason why my constituents are really quite grumpy is that the stupid net zero policies will result in hundreds of massive, ugly pylons blighting the environment and countryside of my constituency, as well as solar farms planned on incredibly productive agricultural farmland. It is absolute idiocy.
