  After successive record-breaking temperatures and growing evidence of man-made climate change, reducing emissions and accelerating the transition to clean power are not optional but essential. A full ban on fracking protects communities and protects our environment. It protects treasured landscapes such as the West Pennine moors and the surrounding fields. It sends a clear signal that Britain?s future lies not beneath the ground in ever-harder-to-reach fossil fuels but in the clean industries, innovation and jobs that will power the decades ahead. For those reasons, I strongly support a full ban on fracking.

  My constituents—whether in Heaton or Horwich, Chew Moor or Chequerbent—need to know that the Government are on their side and that attempted public sector fraud will have consequences, no matter who you are or who you know. It is only by pursuing fraudsters tenaciously that we will be able to find the much-needed resources to support investment in critical infrastructure and ensure that we are as prepared as we can be, whether that is for the next pandemic, climate change, industrial sabotage or conflict.

  The UK’s overseas territories are a valued and integral part of our British family. Their ties to us are deep, and their prosperity is something we rightly cherish. They are our partners in defence, trade and increasingly in tackling the great global challenges of our age: climate change, migration and the rule of law. But being family means being honest, and I am afraid to say that certain jurisdictions have not covered themselves in glory by obfuscating, delaying, ignoring and frustrating the will of this Parliament. It is not acceptable. Missing deadlines sends a “terrible message” to the world, according to the current Deputy Prime Minister, in response to a question I asked him earlier this year when he was before the Foreign Affairs Committee.

  Perhaps the right hon. Gentleman can enlighten me on which of the amendments he is speaking to. New clause 4, which his party tabled, mentions coral, fish stocks, molluscs and ocean acidification in the marine protected area. Even the cynic in me is somewhat flabbergasted by the official Opposition’s apparent interest in environmental and climate change all of a sudden, given their desire to ride roughshod over the Climate Change Act and frack our countryside.

  As a country, we face enormous challenges: an ageing population, creaking infrastructure, rising global instability and the urgency of the net zero transition. We know that public services are under strain. We need to raise funds in a way that is both fair and that promotes the growth we need to get our country back on its feet after 14 years of Tory decline. Let us be clear: taxation is not merely a tool for revenue but the lifeblood of our social contract, which is why we desperately need a responsible and workable tax system, to ensure that education is a right, not a privilege, that healthcare is free at the point of use and that the most vulnerable in our society are protected.

  I thank the Secretary of State for his remarks, and I particularly welcome his warm words on cleaning up our rivers, growing the rural economy and investing in flood defences. My constituents in Bolton West are extremely proud of our rivers, streams, waterways and lakes. They bring life to our countryside, and play a crucial role in preserving our biodiversity and fighting climate change—a danger all too real, given the increase in flooding and wildfires on the moors in my constituency. With that in mind, I wish to focus on access to our waterways and our countryside.

In the context of the Prime Minister’s recent attendance at CHOGM, we know that many Commonwealth countries are among those most exposed to climate change, and that that has a particular impact on small island states such as Samoa. Will the Minister outline in more detail the work that the Government are doing to put climate at the heart of our foreign and development policy?
