  Outages such as the one I described in Epping Forest also highlight the real and present impacts of climate change and increased demand. We have outdated water infrastructure designed to cope with significantly less demand than it is now required to. Changing weather risks more leaks, bursts and breakages. The water outages that tend to follow have knock-on implications for people, schools, businesses and healthcare. It is important to know the economic and social costs of the outages that have occurred over the last few months and years. Will the Minister take this opportunity to provide some reassurance that existing infrastructure is being assessed to prevent leakages or bursts in the first instances and hold water companies to account for that?

  It is a great pleasure to serve under your chairmanship, Sir Desmond. I congratulate the hon. Member for Waveney Valley (Adrian Ramsay) on bringing forward this important debate, and I welcome the Minister to her place. I would normally go through some of the powerful contributions we have had today, but it would take all my allocated time to namecheck everyone’s constituencies. Basically, the take-home message has been the importance of protecting our precious planet from the existential threats that we face from climate change.

  Protecting biodiversity and ecosystems is very close to our hearts and the hearts of our constituents, and it is crucial to national security. As the MP for Epping Forest, I am privileged to see and experience the many benefits of biodiversity in our ancient woodland and beyond. As the heart and lungs of north-east London and our part of Essex, Epping Forest hosts 55,000 ancient and veteran trees and is home to 10 bat species, nine native reptile and amphibian species, over 15,000 fungal species and 28 butterfly species. I want the flora and fauna of Epping Forest and more widely to flourish and thrive, yet water security, air quality and climate change—to name just three risks—threaten biodiversity and ecosystems domestically and globally. That is why the report we are debating today is an important wake-up call.

  The Government should also be supporting farmers to adapt to the impact of climate change, biodiversity loss and increasing market volatility. Sadly, the Government have voted for the family farm tax and the fertiliser tax. That is very pertinent to today’s debate, with the report touching on UK fertiliser resilience. There is also the double-cab pick-up tax and increased national insurance contributions for employers. All those actions have not only caused serious economic and cash-flow problems for farmers; they have also damaged job opportunities for young people coming into agriculture.

  In the last couple of years, Europe has seen foot and mouth disease, and African swine fever is also advancing up the continent. As we have heard in this debate and this morning’s statement, bluetongue virus is surging in the UK and poses a specific threat in the context of climate change. The virus is rapidly multiplying in the midge vector, the range of which is advancing northwards. Leaving us exposed to those threats is reckless.

  As the Minister may be aware, Friends of the Earth opposes incinerators for environmental reasons. They contribute to climate change through carbon emissions, destroy materials that could be reused and fail to provide an incentive for reducing waste. Moreover, it is important to consider the human element of incinerators and the consequences they can have on local residents’ physical health—including respiratory conditions—but also on their mental health. Does the Minister accept that even a small rise in local air pollutants can affect residents’ mental health? Studies suggest that environmental contamination can bring

  On the issue of energy, which is pertinent, given that incinerators provide around 3% of the UK’s total energy generation, much of Britain’s total energy needs are still met by oil and gas. Both the Government and the Climate Change Committee have admitted that we will still need oil and gas for decades to come. It is vital, therefore, that we make the North sea an investable basin. Reducing domestic production will not mean that we consume any less oil and gas; it will simply make us more dependent on imports. That will mean that we do not benefit from more jobs and investment or higher tax revenues. It will also increase our carbon footprint if we import liquified natural gas from countries such as the US or Qatar. It is therefore much better for both our economy and the environment that we harvest our own oil and gas. Regrettably, we will now not hear from the incoming Prime Minister for many, many weeks about what his new Government’s approach to domestic oil and gas might be.

  I congratulate the hon. Member on her powerful contribution, and also congratulate the cross-party EFRA Committee on its thoughtful and thought-provoking report. Coastal communities are at the frontline of adverse weather events and the negative effects of climate change, and the report highlighted the human impact on those communities, and specifically their mental health. It echoed a lot of the findings of the previous EFRA Committee in the last Parliament—we produced a report on rural mental health that highlighted some of the impacts, including anxiety and trauma. Will the Select Committee put pressure on the Government to look at both this report and the previous report on rural mental health, so that the mental health of rural communities can be supported in the long term?

  As Members highlighted, it is vital that we address the drivers and risks of global deforestation. Deforestation is the second leading cause of climate change globally, and is responsible for approximately 10% to 15% of all greenhouse gas emissions—nearly as much as all the world’s vehicles combined. To put it starkly, if deforestation were a country, it would rank third behind only China and the USA for carbon dioxide emissions.

  Forests host approximately 80% of the world’s wildlife on land. In the last 60 years, more than half of tropical forests globally have been destroyed, reducing biodiversity and endangering species. Alarmingly, it is estimated that every hour—less than the length of this debate—an area of rainforest equivalent to 300 football pitches is cleared to make way for unsustainable palm oil production. That not only contributes to climate change but leads to a huge decline in precious wildlife such as orangutans, tigers and elephants, jeopardising their very survival as species.

  That is not to mention the important work that we spearheaded during the UK’s COP26 presidency, including securing a commitment from 141 countries, representing more than 90% of the world’s forests, to work collectively to halt and reverse forest loss and land degradation by 2030. We have heard that those commitments were made, but we need to hold people to account on that. I was privileged to attend COP26 and see the previous Government in action, working hard on the global stage to tackle deforestation and looking more widely at sustainable ways of using our land, including in agriculture, and making those ways more affordable and achievable across the world. International co-operation is the only way that countries across the world can tackle the threat to our planet and livelihoods that deforestation and climate change more widely pose.

  Furthermore, at the COP28 nature day in December 2023, the Conservative Government set out plans to ensure that supermarket essentials are no longer linked to illegal deforestation. I would be grateful if the Minister could provide an update on that important work, and on the Government’s plans to ensure that the UK continues to lead international action to protect the planet’s forests.

  As the Minister will be aware, campaigners are urging the Government to introduce such secondary legislation before COP30 this November. That is spurred on by recent reports that the UK’s imports of forest-risk commodities are linked to the destruction of forests the size of major cities such as Newcastle, Liverpool or Cardiff over the past year. I acknowledge that the process has not been without its difficulties, but will the Minister set out a timeline for introducing the necessary secondary legislation?

  Finally, I would like to mention forest finance. The previous Government doubled the UK’s commitment to international climate finance to £11.6 billion from 2021-22 to 2025-26. ICF has been an important part of the UK’s work to protect the world’s forests, enabling us to work side by side with Brazil to tackle deforestation in all nine Amazon states, and to carefully monitor deforestation across the Amazon region. As we know, the Government recently announced a reduction in funding for overseas development, but they have yet to give details of the projects and initiatives that they will be funding. It is therefore unclear what, if any, projects relating to the rainforests, biodiversity and the protection of sensitive ecosystems the UK Government will support. What engagement has the Minister had with colleagues in the Foreign, Commonwealth and Development Office about such funding, and will she shed light on the Government’s funding priorities with regard to tackling global deforestation?

• 31 Mar 2025: Draft Genetic Technology (Precision Breeding) Regulations 2025

  To return to the instrument that we are considering today, I very much welcome the Government’s decision to follow the Conservatives and lay these regulations. As I said earlier, this instrument implements the Genetic Technology (Precision Breeding) Act 2023, introduced by the last Government. Precision breeding has incredible potential; for example, it could lead to increased resilience to pests, diseases and the adverse impacts of climate change. As this instrument relates to plants, it will help to support food production by introducing desirable traits in plants and crops that could otherwise take many years to develop.

  Clause 9 would introduce a new requirement for Ofwat to consider, as part of its regulatory decision making and the exercise of its powers and duties as given by the Water Industry Act 1991, the section 1 duty confirmed the Climate Change Act and section 5 of the Environment Act 2021. We have no formal objections to raise to that basic principle and no amendments that we wish to make to clause 9.

  With such events becoming more unpredictable in their timing and yet more commonplace because of extreme weather events and the effects of climate change, looking at the evolution of issues such as this will be crucial to ensuring that any measures to improve overflows and water quality are successful in the long term. We need to make decisions now that have an impact in the future, because in the long term we all want water quality to improve and to be protected for future generations. To achieve that, we need long-term and consistent attention and reflection on the policies being enacted and their effects. The new clause would help to facilitate that.

  I congratulate the COP President on his achievements at COP26. I welcome our move away from the use of coal, and that should include any new exploration for both thermal and metallurgical coal. With that in mind, does he agree that the UK can be a beacon to the rest of the world and we can show a progressive environmental example by not going ahead with the proposed coalmine in west Cumbria?

  Five years on from Storm Desmond and a year on from Storm Ciara, sadly Penrith and The Border and Cumbria remain in the frontline for severe flooding events. With climate change, these catastrophes are becoming increasingly frequent and severe, and the effects on communities are serious and long term. Can my right hon. Friend reassure my constituents that at-risk communities will be supported by Government in terms of both flood protection and longer-term support, including in the important area of help for the mental health impacts of flooding?
