  This Government’s mission to make Britain a clean energy superpower is not only delivering against climate targets, but delivering jobs and investment in places like Durham and the wider north-east, where around 500 renewable energy companies already employ around 17,000 people in good-quality jobs—a figure that is set to rise to 24,000. Those who take a stand against climate action would put that growth at risk. Does the Secretary of State share my concerns that the fearmongering by some in this House about the cost and safety of renewables is not only misguided, but fundamentally against our national interests, and will he work with local teams to provide suitable knowledge and education, as suggested by Retrofit Reimagined?

  The Government’s Bus Services (No. 2) Bill is a chance to put this right. With franchising, fair pay and investment in modern vehicles, we can build a system that works for passengers, supports jobs and meets our climate goals. Reliable and affordable public transport should not be a luxury; it is the foundation of a fair economy and connected communities. My constituents in the City of Durham deserve no less. They deserve a transport service that serves local people, not profit, and Ministers must act to deliver it.

  Q Following on from Bob’s question, you are in a position to educate young people about the harms of tobacco. Is there a point here about educating young people about the harms, about the unscrupulous measures that the tobacco industry takes and about the horrific products that it is making? Young people are often interested in climate change and wider issues. These industries and organisations are having an impact across the whole world. It could be something that young people are interested in—not just for their health, but for the wider impact on their local communities and across the world. If we had more funding for education, maybe with a payer levy, those types of measures could be looked at. Is there any opportunity for that type of education in schools?

  This has been a dark week in our politics. On Monday, we debated the immoral Illegal Migration Bill—or the anti-refugee Bill, as it should be called. The Bill scapegoats refugees—people fleeing from climate change and from war. Now we have a Budget that fails to resolve the real issues that working people in our country face. Whether it is at home or abroad, the Conservative party does not care for working people or the most vulnerable people. The nasty party is well and truly back, with its divide-and-rule politics.

  Climate change means that we will need firefighters more than ever, as wildfires and floods become more frequent. The damage done by extreme weather conditions such as Storm Arwen is no longer a once-in-a-generation event; we will increasingly have to live with it. I echo the FBU’s call for a statutory duty for flooding in England, as there is in Wales, Scotland and Northern Ireland. It is clear that we need a well-funded service. Let us not forget that it was the firefighters that dealt with some of the most harrowing scenes during the pandemic. It is only right that those who gave so much during that time are appropriately rewarded.

  First, how much scope is there for schools and communities to input into the design of a school and can other funding from local authorities, such as that resulting from the sale of land, be incorporated? Secondly, what have the Government learned from the pandemic about ensuring adequate ventilation and air-cleaning in buildings, and will that learning be incorporated into the design of new builds? Similarly, what have they learned from the pandemic about supporting teachers with the technology that they need, and how will such technology be incorporated into new buildings? Finally, how does the Government’s school rebuilding work tie in with their work on achieving net zero and their manifesto commitment on retrofitting public buildings?

  It is widely accepted that, when it comes to tackling the climate emergency, we cannot go far enough or fast enough, yet everything the Government do lacks the seriousness and urgency that the situation demands. The WWF has said that

  To finish, I cannot help but agree with my constituents’ belief that the Bill remains a missed opportunity. As the newest supporter of the climate and ecological emergency Bill, I urge the Government to introduce legislation that treats the climate emergency with the gravity it requires and to launch a green industrial revolution that places the environment at the heart of our economy and society.

  Of course, it is not all gloom and doom. The coronavirus has taught us a lot about work, our communities and our society. If the Government had any ambition, they would look beyond sticking-plaster solutions towards a new type of economy, aimed at reducing the inequalities between regions in health, housing, work and opportunities. They might also imagine a green future for our economy, based in areas such as the north-east that have been neglected. Years ago, we talked about 1 million climate jobs. That should be part of the transition to a net-zero future. This is an opportunity to rebuild the economy on different foundations, if those in power could only see it.
