  We have put in place fuel finder, which I am sure the hon. Lady is aware of, to provide transparency in fuel prices and ensure that people are able to shop around for the cheapest fuel in their area. It is our belief that that will help to drive down the cost of fuel. I also point to some of the other support we have offered to rural households. There is support in place for heating oil, which I am sure many of the hon. Lady?s constituents have already taken advantage of. On home heating, to allow people to decarbonise and move away from fossil fuel boilers, we have extended the boiler upgrade scheme in England and Wales, adding an additional ?1,500?that is a ?9,000 grant for those who want to move to a heat pump.

  More extraction of oil and gas from the North sea will not reduce prices for consumers across the country, and it will keep us hooked on volatile fossil fuels. That is why we are moving to decarbonise our system with more renewables, more solar and more wind. As I have said in response to other Opposition Members, we will continue to have oil and gas as part of our energy mix for decades to come.

  We have already had about ?100 billion of investment into renewable energy in the UK since 2024. That is why it is so important; it is one of the fastest-growing sectors of our economy. The hon. Gentleman is right that we need to continue with that investment to ensure that we move away from foreign sources of energy. The comments from the National Security Adviser are stark, and we in this House will stand with Ukraine now and through the winter.

• 18 Jun 2026: Non-domestic Minimum Energy Efficiency Standards

  The Government consulted in 2019 and 2021 on proposals to raise non-domestic PRS MEES to EPC B, reflecting the role of energy efficiency in cutting bills, strengthening energy security and supporting the transition to net zero. Since then, we have continued to engage closely with stakeholders on how these proposals would work in practice across a diverse commercial building stock.

• 27 Apr 2026: Draft Warm Home Discount (Scotland) Regulations 2026

  Let me talk about some things that the Government have done in just the past few months. Our £150 warm home discount is offering targeted support to the most vulnerable people. There is also universal support, in the form of the 7% price cap reduction in the current price cap period. Last week, we announced the British industrial competitiveness scheme, which provides support for industry. The Secretary of State for Energy Security and Net Zero also announced last week how we will go further and faster in our mission for clean power by 2030.

• 22 Apr 2026: Ofgem Review: Final Report

  To address these challenges, the Government will strengthen Ofgem’s system-wide mandate and capabilities so that it can take whole-system, forward-looking decisions that reflect the interactions between different segments of the value chain. This will help Ofgem to anticipate pressures, drive innovation and competition, and support a more dynamic, efficient and consumer-centric energy system. By ensuring that Ofgem can regulate the energy system as an integrated whole, these reforms will promote efficient investment, enable the scaling of new technologies, and ensure that consumers benefit from a system that is resilient, fair and aligned with the UK’s long-term energy security and net zero commitments. The Government are therefore bringing forward a package of reforms to strengthen Ofgem’s mandate, improve regulatory clarity and reduce duplication, and ensure that the regulator can act more proactively in the interests of consumers. Key measures include:

  Modernising Ofgem ’ s statutory duties , streamlining them into three clear pillars of consumer protection, economic growth and delivery of net zero. This will ensure that Ofgem can take clearer, more strategic decisions that directly benefit households and support long-term national priorities. Establishing an Ofgem-specific strategy and policy statement, providing clarity on the Government’s strategic expectations while preserving Ofgem’s operational independence.

  The motion calls for an end to the ban on oil and gas licensing. The Government have been clear that we will support the management of existing fields for their lifespan. That is why we have committed to introducing transitional energy certificates, which will enable some offshore oil and gas production in areas adjacent to already licensed fields linked via a tieback or in areas that are already part of an existing field. New licences to explore new fields would make no material difference to overall production and would run contrary to the science on tackling the climate crisis.

• 18 Mar 2026: Draft Warm Home Discount (England and Wales) Regulations 2026

  I thank hon. Members for their contributions. On the points raised by the Opposition Front Bench spokesperson, in Q2 of this year energy bills will be lower than they were in 2024. He does not need to take that from me; he can see that in the research of the Resolution Foundation. He talks about expensive costs of energy. I agree that, in this country, we have some of the most expensive energy. That did not happen in the 18 months of a Labour Government, that has been building for a number of years, including during the period that he was in this role in the Department for Energy Security and Net Zero.

  The only thing that seems to have changed with the hon. Gentleman over the last 18 months is that he has abandoned his commitment to clean power and net zero, which was well documented, not just in Hansard , but on his own website. We discussed that in the Chamber just a few months ago. His policy, which would see us turn away from clean power, is, bluntly, a road to ruin. We would expose people to further volatility in fuel prices and to the fact that we are already over-exposed to the price of gas. We would also continue to make ourselves reliant on energy supplies that are coming from petrostates. Over the last few weeks, we have seen the impact of being overly reliant on oil and gas supplies coming from overseas.

• 16 Mar 2026: Heating Oil Support

  I had a constructive conversation with Minister Archibald this afternoon about the support on offer, and I am confident that the Northern Ireland Executive will work at pace to ensure that it is delivered to people across Northern Ireland. The right hon. Gentleman mentions net zero. It is important to remember two things: first, more North sea extraction would not affect energy prices for people in this country, and secondly, the long-term route to lower prices is not through exposing us further to fossil fuels. That exposure—not net zero—is why we have some of the higher prices in Europe. More exposure, which is his suggestion, would just increase our prices and our vulnerability, including for people in Northern Ireland.

  About 30% of private rented sector tenants live in fuel poverty. We are introducing new minimum energy efficiency standards for the private rented sector and the social rented sector, which will save renters hundreds of pounds a year and ensure that they have decent, warm homes. I am confident that the landmark plan that we have announced will make people across Britain better off, secure our energy independence and do right by future generations by tackling the climate crisis.

  The energy system is changing. We have more clean power and innovative tariffs, such as time of use tariffs, and the use of technologies such as heat pumps and electric vehicles has grown. That means that we need solutions fit for 2030 and beyond. Ofgem is currently conducting a cost allocation and recovery review to look at how costs on energy bills can be recovered in the future, and it is considering factors such as efficiency, fairness, meeting our net zero commitments, ensuring growth, and how we pay for our energy system. I am keen that that ensures that progressivity is at the heart of the way people pay for their energy.

  The hon. Member for Sutton and Cheam spoke about a social tariff, which I know a lot of hon. Members would welcome, but I am always thoughtful about how we make sure that is properly targeted. For that, we need reliable data. We have just launched a kick-starter project with the Department for Science, Innovation and Technology and the Department for Energy Security and Net Zero, which is about accurately finding reliable household income data and properly targeting energy interventions—I would be happy to discuss that in more detail with the hon. Gentleman. It is vital to ensuring that energy costs and bills reflect the changing market.

  Refinery facilities also enable the production of specialist materials that many of our industries rely on. For example, the Humber refinery produces the UK’s only anode-grade petroleum coke, used in electric vehicle technology, while Fawley’s output of specialised rubber helped to ensure vaccine vials could be produced securely during the pandemic. Crucially, our refineries are also adapting for the future. They are investing in modernisation, low-carbon fuels, and technologies such as carbon capture, which are all essential to the UK’s transition to net zero. The Humber region will have a major role to play in that over the coming years. While overall fuel demand is expected to shift over time, sectors such as aviation, maritime and heavy industry will continue to depend on refined products well into the future. We want to preserve our refining sector and keep it competitive.

  Secondly, we are working closely with industry on major decarbonisation efforts, including carbon capture and hydrogen projects, within industrial clusters such as Viking and HyNet, which will be central to keeping UK manufacturing competitive as global markets tighten emissions standards. The UK ETS Authority’s decision to maintain current benchmarks for the 2027 scheme year provides the consistency and breathing room that energy-intensive industries need to plan investments and manage costs effectively.

  The energy system has evolved significantly since the last substantive review of maximum resale price. The transition to an increasingly decentralised, digitalised and decarbonised system, driven by net zero ambitions and technological innovation, has seen new challenges and opportunities emerge. Ofgem has begun a review of the maximum resale price to determine whether it delivers fair, transparent pricing and adequate consumer protection and whether it enables investment in the low-carbon infrastructure and services necessary to deliver net zero at the lowest cost.

  It is a pleasure to serve under your chairmanship, Sir Alec. Heat networks are a pivotal part of our mission to achieve net zero. They are proven to be the most affordable low carbon heat solution in high-density areas, and they can access heat from a variety of sources, including waste heat from growth sectors such as artificial intelligence, which will support energy resilience in an uncertain world. That potential has fuelled Government ambition, and by 2050 we aim to grow heat networks from the current 3% of the UK’s heat demand to 20%. For that ambition to be realised, consumers need to know that they can trust heat networks to provide safe, reliable and cost-effective heat. That starts by ensuring that the nearly half a million households that already rely on heat networks are getting the best possible levels of service.

  The Labour Government have a plan: to make millions more homes fit for the 21st century, to finally and properly tackle fuel poverty, and to protect working people and ensure that they will not have to worry about every degree turned up on the thermostat, every light switched on and every penny spent. We welcome constructive views on our approach, but we will not entertain those who would abandon our mission to decarbonise our homes and buildings or the wider transformative architecture of clean power and, with that, abandon a hopeful, forward-thinking vision for this country. The British people want change and that is what we have set out to deliver with the warm homes plan.

  I will not resile from the support that we are offering vulnerable households this winter. It is £150. On what the right hon. Lady says, how is any benefit provided in this country? It is provided by all of us pooling our resources to provide support to the most vulnerable. I am proud of that record. When it comes to her proposal over a carbon tax, let us look at the coalition that she has amassed against her: businesses, church leaders and others who have said that this is not a workable proposal and that it would cause more uncertainty for British businesses.

  I agree with my hon. Friend. Hundreds of thousands of jobs will come as a result of our sprint to clean power by 2030, not just in his constituency but across the entire country. What will not take us to those hundreds of thousands of jobs is the Conservative party abandoning its commitment to the Climate Change Act 2008. From hug a husky to burning the Climate Change Act—that is not the transition that we expected.

  The Department also commissioned audits of our Government-funded schemes supporting energy efficiency: the social housing decarbonisation fund, the home upgrade grant and the local authority delivery schemes. Fortunately, these show that there is no widespread problem with those schemes, in part as they are subject to more oversight and scrutiny. We will take the lessons from those programmes into any future work carried out on behalf of energy suppliers.

• 26 Nov 2024: Draft Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2025

  It is a pleasure to serve under your chairmanship, Mr Vickers. I am grateful for the opportunity to debate this order today. It is the result of collaborative working between the UK and Scottish Governments. The order follows agreement by the previous Government to transfer to Scottish Ministers the function of making environmental outcomes report regulations—replacing environmental impact assessments—in respect of electricity works consenting in Scotland and the Scottish part of the renewable energy zone, so that the power will be held concurrently with the Secretary of State for Energy Security and Net Zero. The transfer of functions reinstates powers lost by Scottish Ministers on repeal of the European Communities Act 1972.

  By way of background, the UK operated a system of environmental impact assessment as a result of powers conferred by the European Communities Act 1972. The function of making environmental impact assessment regulations in respect of electricity works consenting in Scotland had been transferred to the Scottish Ministers, concurrently with the Secretary of State, in 1999. Following the designation of the Scottish part of the renewable energy zone, the extent of the Scottish Ministers electricity consent functions was extended to the Scottish part of the renewable energy zone. Subsequently, the Scottish Ministers’ associated EIA regulation-making powers were also extended to the Scottish part of the REZ.

  The national wealth fund will build on the work of the UK Infrastructure Bank, which has a strong track record of investing in port infrastructure across the UK. Indeed, the national wealth fund is providing £50 million, which has been matched by the Scottish National Investment Bank, towards a £100 million joint credit facility for the Ardersier port. This project demonstrates the potential of our national wealth fund investments. The site is currently the largest brownfield port in the UK but, when complete, it will become a nationally significant infrastructure facility, spanning 450 acres. This game-changing investment will redevelop the port, developing its capacity to deploy offshore wind infrastructure at an industrial scale, driving forward our net zero ambitions. I make it clear to my hon. Friend and other Members that this project is just a start, and further details on securing national wealth fund funding will be set out in due course.

  One area of Scotland’s economy on which the Governments have worked closely together in recent months has been the response to the commercial decision of Petroineos to end oil refining at Grangemouth. The oil refining operation has played an important role in Grangemouth’s economy for more than 100 years. However, as a clear sign of how we can work together for the Scottish people, the UK and Scottish Governments have announced a joint £100 million package to help to secure Grangemouth’s industrial future and protect its skilled workforce. Scotland has a proud industrial past, as we have heard from many hon. Members this morning, and, as part of the transition to net zero, it will have a bright industrial future, and one that will guarantee jobs and wealth for families for generations to come.
