• 7 Sep 2026: Draft Digital Government (Disclosure of Information) Regulations 2026

  The regulations will specifically permit the sharing of information to support the delivery of a debt relief scheme, amend the list of fuel poverty measures to enable specified persons to disclose information to energy suppliers for the reduction or cancellation of customers? debt, and amend the 2018 regulations to add the Department for Energy, Security and Net Zero and the Department for Science, Innovation and Technology?that last one might need updating?to the list of specified persons that may share information. I hope that Ministers will make sure that this Committee is not a waste of time, and that we will not find ourselves here again soon, making another regulation to add other Departments to that list.

  Members will know that His Majesty?s most loyal Opposition have long criticised the Government?s broader energy policy. We are clear that consumer debt is rising because impossible net zero targets, such as achieving full clean power by 2030, have driven up energy bills across the country. We reiterate our calls for the Government to take a serious approach that tackles the root cause of high energy prices, rather than raising taxes to pay for temporary solutions.

  The Government should therefore adopt our cheap power plan to scrap the carbon tax on electricity generation from gas, as well as removing VAT on domestic energy bills, maximising extraction of our oil and gas resources in the North sea, and committing to reliable, secure power generation from gas and nuclear. Although the regulations have noble intentions, they do nothing to address the underlying problems and costs for consumers. They simply paper over the cracks of a Labour Government already failing to deliver on the promises they made to the public.

  Our voluntary sector across the nation, and the local organisations that all Members meet, deserve better than this Government and Chancellor. If this Government and the Minister are serious about supporting voluntary organisations, why is her Chancellor increasing their taxes? Why is the Secretary of State for Energy Security and Net Zero stopping cheap energy that could help to alleviate the cost pressures they are facing to keep the lights on? Who in this Government is actually on the side of voluntary organisations?

  Part of this debate is about sustainability and net zero. Colleagues have already made a number of interventions on that, and I understand the shadow Secretary of State’s position. Does he agree that while we are focusing on the hike in fuel duty, the Government are also increasing the charges on electric vehicle drivers? Both sets of drivers are being hammered by this Government, who have not thought through the consequences of their policy.

  The Home Builders Federation warns that the London plan’s net zero requirements are imposing carbon offset payments of £3,000 a home. Even when building on brownfield land is allowed, it is fraught with problems. The mayor requires 50% of homes to be affordable, which, given the remediation costs on those sites, makes development unviable. Altogether, the London plan review in 2024 found that Sadiq Khan’s policies frustrated, rather than facilitated, development on brownfield land. That is why it is so disappointing that the Government stopped the mandated partial review of the London plan a year ago, saving their mayor’s blushes.

  More fundamentally, it sets a dangerous precedent. If the regulator is given the power to define its own gatekeeping rules without parliamentary oversight, we create a system where compliance is dictated not by statute but by bureaucracy. Once that door is open, it rarely swings shut, as we have seen with other regulators. We know how these things go. One year it is audited accounts. The next it is fan engagement reports, community impact statements, net zero transition plans perhaps—all well-meaning, but all cumulative, and all irrelevant in practicality to whether a club should be granted a provisional licence to play football.

  We are also concerned about the future interpretation of eligibility and how that may veer into what we believe to be subjective decisions, or where the Government’s regulator will take on new powers as it enters mission creep. As such, I would appreciate it if the Minister will confirm that there will be no demands, for example, on clubs to provide diversity quotas, net zero targets or enforced political campaigns, all of which stray beyond the regulator’s core remit of financial sustainability and good governance. Let us not forget that football clubs are not franchises, as they are in the American sport system. Our clubs are community institutions with long histories and unique identities. They are not all cut from the same cloth.

  The Conservatives have a strong track record of promoting renewables, and this Government are supporting British companies and supply chains through programmes such as Giga with funding which now stands at more than £1 billion. Does my right hon. Friend agree that Labour’s unaffordable and unrealistic plans to achieve a net zero grid by 2030 will not give British supply chains time to grow, as well as meaning the “made in China” transition to which she has referred?
