  As we continue to push towards net zero, as we must, that gap matters enormously. Moving freight off the roads and on to rail should be a core part of our decarbonisation programme, but we face several barriers to improving our rail freight network, and I am keen to hear from the Minister about the Government’s plans to address them.

  As climate change leads to more extreme weather events, rescue teams are increasingly a de facto fourth emergency service. The 24% rise in call-outs over five years reflects the growing popularity of outdoor activities. That is to be welcomed, but it puts real pressure on rescue teams, and social media is a significant driver. The chief executive officer of Mountain Rescue England and Wales, Mike Park, has spoken of a shift in the types of visitors to upland areas, as people are drawn to locations by striking footage online without always understanding the conditions or the hazards involved. Chief superintendent of North Wales Police Owain Llewellyn described an “almost unprecedented” rise in visitors to the Eryri national park as a direct result of social media posts and a corresponding increase in call-outs.

  My hon. Friend, as always, speaks powerfully on these issues and I agree with him wholeheartedly, as I often do. This Government are struggling and the official Opposition look increasingly like a mediocre turquoise tribute act. However, we face an even more dangerous threat to our country’s values and our future if the next general election delivers the results that the current polls suggest. There are political forces who, if left to their own devices, would move us closer to a model similar to that promoted by President Trump: one without a universal NHS, where patients face high insurance costs or are denied care altogether; one that relies on expensive fossil fuels and permits widespread fracking while climate change accelerates; and one where the Government can erode basic rights and freedoms by leaving the European convention on human rights.

  Marple is one of the best examples of industrial waterways in the UK. Our canal heritage makes it one of a kind, and it is our own local slice of great British history. I am a proud and long-standing trustee of the Stockport Canal Boat Trust for disabled people and their carers—I refer all colleagues to my entry in the Register of Members’ Financial Interests. Not only are our waterways of cultural and historical significance to our communities, but they provide crucial habitats for wildlife and serve as a natural green corridor. Our canals are vital to our nature and our wellbeing, and they contribute hugely to combating climate change. They are vital for water management, and we should do everything we can to protect and preserve them for future generations.

  There is also an important environmental angle. The UK has legally committed to net zero emissions by 2050, but our appraisal framework has not caught up. The Green Book still applies discount rates that undervalue the long-term benefits of green investment, making it harder to justify climate-friendly projects with slower financial returns. If we want a green economy, we need green tools, and right now, the Green Book is steering us away from the very infrastructure—whether that is renewable energy, public transport or nature restoration—that will power our net zero future. We need to realign our economic models with our environmental goals.

  The 2020 review, undertaken by the last Government, was a missed opportunity. While it nodded to levelling up and net zero, it failed to make the structural changes that are needed. The think-tank Centre for Cities has argued that the Green Book should empower local leaders to choose the best projects for their regions, rather than leaving the Treasury to pick between places. I am interested to hear from the Minister what the thinking of this Government and the Treasury is on that.

  One of the questions I was most frequently asked when I was the trustee of one of the larger local authority pension schemes was what more the fund could do to tackle climate change, particularly in relation to investing in fossil fuel companies. Will the Secretary of State update the House on the conversations that he has been having with the Pensions Minister to ensure that pension funds do their bit to help get us to net zero?

  I am grateful to my hon. Friend for giving way. She mentions community energy and I wonder if she recognises, as I do, the value of projects such as Stockport Hydro in Romiley in my constituency, which since 2012 has been using its two Archimedes screws, Thunder and Lightning, to power around 60 homes, thereby saving more than 100 tonnes of CO 2 a year. Is that the sort of project that she thinks the Bill should do more to support and encourage, so that we can tackle climate change and ensure that communities benefit from community energy projects?
