  DSA is ideally placed to lead on how we become a cleaner, greener aviation economy locally. It is surrounded by agricultural land and is close to the Humber, the UK’s leading hub for green energy and fuel. A domestic SAF industry means more UK manufacturing, more skilled work and more investment in the kind of modern facilities that can power regional growth. We know how important that is right now.

  Taken together, the benefits are absolutely clear: for our countryside, we can improve soil and water outcomes, support more resilient farming and restore nature; for our rural communities, we can open up new opportunities, diversify incomes and improve productivity; for industry, we can build manufacturing capability and secure supply chains here at home; and for aviation, we can reduce dependence on volatile foreign oil and give the sector a credible route by which to decarbonise. Globally, we can reduce the carbon impact of air travel, which is exactly what we need to do if we are to meet our climate goals in a way that supports jobs and prosperity and secures the planet for our children and future generations. This is the right approach for an industrial strategy that is serious about delivery and an environmental strategy that is serious about our future.

  If we are asking the public to help to de-risk and scale up a strategic fuel, the jobs, investment, apprenticeships and manufacturing capacity should be created right here, right now in the UK. These amendments keep the value chain onshore, strengthen British supply chains and ensure that decarbonisation supports growth in our communities, not just demand somewhere else.

  I wish you a very happy birthday, Mr Speaker. I welcome the news that one of Great British Energy’s first major projects will be to install solar panels on schools and hospitals, and I hope that some of the 43 schools in Doncaster East and the Isle of Axholme will benefit. I have heard from local sports clubs that are keen to be part of the green energy revolution but face installation and funding barriers. Will the Secretary of State consider extending Great British Energy and other schemes to help community sports facilities to go green?

  The Bill sets out a bold plan to modernise our planning system. As someone who worked for decades with engineers, operational workers and planners, I can tell hon. Members that it is long overdue. It seeks to make the system more efficient and responsive to the demands of a 21st-century economy that is capable of supporting the ambitions that the Government have set forth: solving the housing crisis by delivering 1.5 million new homes; tackling the cost of living by reducing bills and putting more money back in people’s pockets; building a strong, growing economy; making Britain a global leader in green energy and technology; tackling the climate crisis, and creating thousands of high-skilled, well-paid jobs.

  The Bill also recognises the need for infrastructure investment in driving growth and prosperity. From towns to cities, we must invest in transport, digital connectivity and energy systems. The Bill lays the groundwork for large-scale infrastructure projects, making it easier for local authorities and developers to bring forward critical projects, such as new roads, renewable energy solutions and expanded public transport networks. That is important for both rural and urban communities. The Bill is about ensuring that our infrastructure evolves alongside modern needs, enabling more efficient travel, supporting thriving businesses, and fostering growing communities.

• 25 Feb 2025: Doncaster Sheffield Airport

  This is not just an airport. This is not just Doncaster. A reopened DSA is also a reopened South Yorkshire, opening the door to inward investment from across the globe. Where once there were fighter planes, now there will be freight planes. Doncaster sits at the heart of our great country. It is already one of our major transport hubs. With DSA open again, South Yorkshire will become home to new industry, cutting-edge renewable energy and technological innovation.

  I and all my hon. Friends were elected last year on a simple promise: change. It was a promise to rebuild our country, economy, health service and infrastructure, and to lay the foundations for a brighter future where we will overcome the challenges of climate change, see the benefits of a green economy and lead the world in new technology. It will be a future of prosperity and opportunity for all. All of that—every mission the Government have set out—depends on a skilled workforce.

  Both before and since becoming an MP, I have had the privilege to meet many of the young people in schools in my constituency. Their talent and ambition are outstanding. So many of them are raring to change the world to tackle the climate crisis, harness artificial intelligence and be part of a brighter future. All they need is the opportunity to succeed, and they will make us proud. That is what the Government have promised, and the establishment and progression of Skills England is at the heart of that promise.

  I have spent my life working with water and the land. Blue-green infrastructure is absolutely vital, and new, smarter ways to work with nature are developing constantly. As we transition to net zero and sustainable development and growth and develop green energy solutions, we open up a whole sector of future jobs. In the coming decades, jobs and the blue-green economy will be as important as factories and coal mines were in the industrial revolution. We must embrace that opportunity now and use Skills England and the apprenticeship system to get our people ready for jobs in an industry in which we lead the world once again.

  Of course, it is not just about the economy: it is about animals and people as well. The great legend that is Sir David Attenborough tells us that right now our animals are dying out at 100 times the normal evolutionary rates of extinction. When it comes to people, I think about some of the research I have seen. When children who have experienced flooding go to sleep hearing rain outside, they no longer dream about the wonderful things that could happen to them the next day, and playing with their friends in the playground—they have nightmares. That means they cannot sleep and sometimes then cannot go to school the next morning. During those nightmares they think about how they could lose not just their possessions but their mum and others as well. That is the kind of impact that climate change and flooding can have on us as people.

  I spoke as a keynote speaker at COP26 and at the World Water Congress in the lead-up to COP27. I talked about how we need to think about a future that is all about co-creation—working with communities, families and schools to think about the future. We need to think about how we turn the world’s greatest threat into the world’s biggest opportunity, because that is what it is, and we see rays of light in every area of the country right now. For example, in my constituency of Doncaster East and the Isle of Axholme, we have in Keadby the largest inland wind farm, owned by SSE, which I went to see the other day, and we have innovative carbon capture ideas. We also have youth parliaments and student councils, made up of passionate children who want to make a difference to our world, which is just amazing. We need to harness that passion. I even have residents writing to me who want me to come and work with them in places such as Westwoodside to try to solve some of their key flooding issues.

  Now is absolutely the time to act; now is the time when we need to work with children and communities, because we need to create a sustainable future together. COP29 should not be called an opportunity: it is a must-do place to take action. It is a place where we can work together and co-create at a local, national and global level. We in this country can do that as leaders to facilitate a much better, cleaner and greener future for everybody.

  Buses are the most used form of public transport and a lifeline for those on lower incomes. The inadequacy of bus services across Doncaster East and the Isle of Axholme is an issue that comes up regularly on the doorstep. Hatfield Woodhouse only recently had its bus reinstated after many months of having nothing at all. Does my hon. Friend agree that delivering better buses will be essential to the Government’s missions, from growing our economy to breaking down barriers of opportunity and accelerating to net zero?
