  I am working with a cross-party group of colleagues on a proposal for a parliamentary Committee for the future. The Committee would focus on medium and long-term challenges, from the impacts of climate change to the future of work, to ensure that strategic foresight is better integrated into policy making and legislation, and that young people and future generations are better represented in this place. From Finland to Kenya and South Korea, we are seeing this approach being taken up and starting to work. Does the Leader of the House agree that such a Committee could strengthen the work of this House, and can he give me any guidance on how to move this proposal forward?

  The latest heatwaves have been really unsettling; kids have been unable to learn in schools, and care homes have been unable to keep residents cool. One of the GP practices in my constituency had to shut its waiting area because the temperatures were dangerously high. We have heard the Minister talk about adaption and resilience measures. We are in this climate emergency, so can she say more about how those measures will help my constituents in Aylesbury?

  I am extremely proud of the principled role that UK aid allows us to play, and that British NGOs play, in parts of the world that are riven by conflict, poverty and climate change, where we save lives and prevent future suffering. But this is not just about charity; it is about global stability and security and, in turn, about our own stability and security. When diseases are left unchecked in fragile states, they do not stay contained; they cross borders, they become pandemics, they threaten and harm us all as human beings, and they demand costly emergency responses here in the UK and abroad that could have been prevented through earlier interventions.

Safran is celebrating a world first: it has obtained certification from the European Union Aviation Safety Agency for the first electric motor to power new air mobility. Will the Secretary of State join me in congratulating Safran and, given the crucial need to decarbonise aviation, will he assure me of our commitment to innovation in this sector?

Will the Foreign Secretary explain what the Government are doing to preserve the world’s forests and to support those who protect them?

  My constituents understand the urgency of addressing our national housing crisis. The statistics speak for themselves: nearly 1.3 million households are on social housing waiting lists, including 6,000 in Buckinghamshire, and young people under 30 today are less than half as likely to own a home as young adults in the 1990s. Equally, many of my constituents understand the need for investment in renewable energy, whether it is onshore wind or solar panels, to get us on track for clean, secure and more affordable power by 2030, but they and I are conscious of the tension between the need for planning reform, whether for the purpose of building houses, energy or other infrastructure, and the need to protect our natural environment. How do we navigate that tension? Let me make three points based on Aylesbury’s experience.

  There is too much to say in the time we have available tonight, but I will pull out three particularly important ways to help set up our farmers for success. First and foremost, we have to ensure the long-term financial sustainability of British farming. The environment land management schemes have been unclear, difficult to navigate and poorly tailored to different contexts—in the case of Ledburn farm, to the heavy clay land. As a result, the uptake has been low, but farmers remain in need of that support and we have to find a way to make it easier to access. Equally, farmers are forging ahead and finding ways to diversify their income, but there is much more we can do to support that—for example, by making it much easier to change the use of existing farm buildings, or to develop lower-grade agricultural land, if it creates renewable energy sources or affordable housing for farm workers.
