We are modernising our airspace through the new UK airspace design service and support fund, and are driving decarbonisation, backing sustainable aviation fuel and providing funding for new low and zero emission technologies. We will publish an updated jet zero strategy in early 2027.

  My hon. Friend is an absolute champion for Portsmouth international port and I am sure that she will be thinking of its 50th anniversary celebrations next week, when it will be bringing its pioneering work with Britanny Ferries on this issue to fruition. I recognise, however, that high electricity prices can impact the economic viability of shore power in the short term. The Government are working to improve shore power connection times, and will continue to engage with the sector and across Government on mitigating high electricity costs. UK SHORE, our £448 million investment in decarbonising maritime, will allow applicants to include onsite energy generation and battery storage to help reduce costs.

I am proud that the United Kingdom hosts the International Maritime Organisation, through which we continue to pursue innovative work towards achieving a net zero framework and ambitious measures on safety, innovation and business-supporting regulation. I am glad that he supports us in those efforts.

• 14 May 2026: Heathrow Airport: Third Runway

  Our ambition, as set out by the Chancellor, is clear: it is to enable delivery of an operational third runway at Heathrow by 2035. Better connections and a third runway have the potential to boost the UK economy and support thousands of jobs. Businesses, and business groups such as the Federation of Small Businesses, the British Chambers of Commerce and regional chambers across the country, are clear in their support for Heathrow expansion, as are major trade unions. The Government have been clear that any Heathrow expansion proposal needs to demonstrate that it can contribute to economic growth, be delivered in line with the UK’s legally binding climate change commitments and meet strict environmental requirements on air quality and noise pollution.

  As hon. Members will be aware, last October my right hon. Friend the Secretary of State for Transport announced that the ANPS, which is the Government’s policy framework for additional runway capacity at Heathrow airport, would be reviewed to reflect changes in legislation, policy and data, and to ensure that any proposed scheme meets the Government’s four tests—on economic growth, climate change, air quality and noise—for expansion at Heathrow. The ANPS provides the basis for decision making on granting development consent for a new runway. Any scheme must be delivered in line with the UK’s legal, climate and environmental obligations.

  On the matter of climate commitments, the Government are clear that Heathrow expansion must align with our climate obligations. That is something that the Government remain absolutely committed to. The increasing carbon emissions associated with Heathrow do not in themselves mean that airport expansion cannot take place; the important point is that the Government remain able to meet their carbon reduction targets in the round. Economy-wide net zero and carbon budgets mean that even if emissions rise in one area, such as aviation, they must be fully balanced by either further carbon savings or high-quality and permanent greenhouse gas removals elsewhere.

• 3 Mar 2026: Sustainable Aviation Fuel Bill

  I thank the shadow Minister for his support for the Lords amendments and for his strong support for the principle of decarbonisation of aviation. I am starting to receive slightly mixed signals from the shadow Transport team as to how passionately they stand behind this prospect across different modes of transport. Perhaps that is one to be hashed out over a beer at his birthday celebrations. I am glad that the shadow Minister agrees with the Government amendments. He is right to point to the economic value of decarbonisation across the United Kingdom and the need to focus on value for money for taxpayers. We are committed to delivering that in the revenue certainty mechanism by controlling the scale and the number of contracts that are entered into, as well as the prices that are negotiated in each contract. I assure him that the cost of the scheme and the impact on passenger ticket prices will be kept under continual review. I do not just acknowledge his commitment to be vigilant on this issue; I actively welcome it, and I thank him for his contributions.

  I turn to the remarks of my hon. Friends the Members for Great Grimsby and Cleethorpes (Melanie Onn), for Doncaster East and the Isle of Axholme (Lee Pitcher) and for Doncaster Central (Sally Jameson). They were right to focus on and say that the benefits of SAF production must be felt in my home of Yorkshire as well as in Lincolnshire and across the United Kingdom. The point about Doncaster Sheffield airport is important, because the consumers who use our airports and seek to use aviation travel to connect themselves to the world also care that they can do so in a form of technology that the Government are doing their utmost to try to decarbonise. I am glad that they feel that that level of ambition is reflected both in these amendments and in the Bill as a whole. My hon. Friend the Member for Harlow (Chris Vince) also pointed to that.

  The Lib Dem spokesman, the hon. Member for Didcot and Wantage (Olly Glover), was right to say that SAF is only one piece of the puzzle in aviation decarbonisation. Hydrogen flight, greenhouse gas removals and airspace modernisation all require focus. Those points were also made by my hon. Friends the Members for Chesterfield (Mr Perkins) and for Worcester (Tom Collins).

  Across this Parliament, the Government are making a record £120 billion capital investment in long-awaited infrastructure projects—including road, rail and green energy projects—that will generate the jobs of the future and drive growth. The Government also hugely support collaboration to encourage a more locally focused railway. Insights from local communities, who know their areas best, will play a significant part in achieving that.

  New clause 19 proposes that the Secretary of State sets out a framework to reduce the carbon footprint of the rail network and to detail infrastructure improvements for climate resilience. As one of the greenest modes of transport, rail is key in helping to reduce emissions. The Climate Change Act 2008 places a duty on the Secretary of State for Energy Security and Net Zero to prepare policies and proposals to enable cross-economy carbon budgets to be met, and to lay a plan before Parliament to set out those policies and proposals. The October 2025 plan includes policies to decarbonise transport, including the railways. Given the existing duties, it would be duplicative to place a duty on the Secretary of State for Transport to publish a plan to reduce the carbon footprint of the rail network.

  When making decisions on infrastructure, GBR will also have regard to the Secretary of State’s long-term rail strategy, which will be framed by a number of strategic objectives, including an environmental sustainability objective that includes delivering rail net zero and protecting transport links by investing in climate adaptation. These mechanisms, alongside wider environmental frameworks, will ensure that the key strategic decisions on infrastructure are made with climate resilience in mind. I urge the hon. Member for Didcot and Wantage not to press the new clauses.

  I turn to new clause 15, which seeks to implement a statutory electrification programme. Living near Selby station, I know better than most that rail electrification is important, including to realise the Government’s wider goals of decarbonisation. The hon. Member for Didcot and Wantage ably set out the fact that decarbonisation is not the sole efficiency and aspiration that can be realised through electrification. We fully realise the need to reduce the cost of electrification and accelerate the delivery of committed schemes in comparison with past experiences.

  We are currently developing a long-term strategy for rolling stock and associated infrastructure. That will be published in the summer and will consider the future approach to electrification. That being said, a legislative duty to carry out an electrification programme is not the right way to deliver these important upgrades. In the effort towards net zero, electrification may not always be the right solution—although the hon. Member for Didcot and Wantage made a well-reasoned case as to how, in many cases, it is. Other opportunities, such as trains powered by batteries, may be more appropriate. It is also hard to predict the pace at which battery technology and other alternative technologies will progress over the next 20 or 30 years, and what that means for the extent of electrification that will be needed as we move towards net zero.

  The right hon. Member makes an important point about resilience on the railway; it complements the points made by the hon. Member for West Dorset about the fact that we live in a changing climate. That creates pressing resilience challenges across the breadth of the railway. The right hon. Member makes a good point about not being over-reliant on one technological mode. That being said, I hope that, through an overall transition towards decarbonised rail transport, alongside the other decarbonisation measures that the DFT is taking across the piece, we will be sufficiently resourced, capable and in pursuit of innovative solutions to make sure that electrification can play a prominent part in the future of the railway.

  We move to new clause 20, which would require GBR to work towards climate change targets. I assure the Committee that the environment will form an important part of GBR’s considerations through various mechanisms already included in the Bill. One of the strategic objectives for the long-term rail strategy will be environmental sustainability. GBR will have a duty to have regard to the Secretary of State’s long-term rail strategy and a general duty to make decisions in the public interest, which includes environmental considerations, when developing its business plan. Finally, it is important to point out that Network Rail is not currently directly obligated to deliver on those targets, but has still published “The Greener Railway Strategy”, which includes targets on net zero, climate adaptation, air quality, biodiversity and other environmental areas.

  The international code for the construction and equipment of ships carrying liquefied gases in bulk (the IGC code) is the international standard for the safe transport in bulk by sea of liquefied gases. The code is made mandatory by SOLAS chapter VII on the carriage of dangerous goods and is implemented in the UK by the Merchant Shipping (Carriage of Dangerous Goods and Harmful Substances) (Amendment) Regulations 2024 (SI 2024, No. 636). Two amendments to the IGC code will enter into force internationally and in the UK on 1 January 2026. These are the acceptance of high manganese austenitic steel as a material of construction for gas carriers, along with consequential amendments, as adopted in IMO resolution MSC.523(106), and amendments which enable the use of other liquefied gas cargoes, in addition to methane, as fuel onboard gas carriers, which will facilitate efforts to decarbonise global shipping and reduce emissions. These amendments were adopted by IMO resolution MSC.566(109).

  In March, we published the maritime decarbonisation strategy, which provides the sector with the certainty that it needs to decarbonise. We support the Port of Dover’s plan to electrify short straits crossings, which I know the hon. Member discussed with the Secretary of State in September. Our colleagues in the Department for Energy Security and Net Zero are working on reform that will help to reduce grid connection delays.

  I agree with the hon. Lady on her ambition to decarbonise maritime. That is why, in my first week as maritime Minister, I announced funding of £448 million to decarbonise UK maritime. She is right to note that electrification and grid capacity are enormous issues. Department for Transport officials continue to work across the ports sector to ensure that we can improve the grid connection process, and DESNZ is working on reform of that process to free up 500 GW of capacity for crucial sectors such as ports.

  My hon. Friend is a champion for the port of Falmouth. I applaud the work that it is doing to achieve decarbonisation. It is incumbent on me to work with Ofgem and my departmental colleagues in DESNZ to ensure that we speed up the improvement of port capacity and connection to the national grid. I would be very happy to visit that port in the future to explore its fantastic work.

  No piece of legislation can deal with all the emissions that we are facing through challenges in the aviation sector. That is why we have this comprehensive package of measures to make decarbonising aviation while allowing passengers to fly at an affordable rate a reality.

  The hon. Member for Dumfries and Galloway (John Cooper) said that the market was too nascent, but I encourage him to look at the detail of the Bill. He will see that that is exactly the problem we are seeking to solve through this legislation, by allowing SAF producers to scale at pace and pursue those innovative technologies. He also spoke about Britain as an aviation leader. The RCM is a first-of-its-kind global initiative to allow SAF producers to produce the fuels we so desperately need. He also encouraged me to sort out decarbonisation challenges in maritime. I draw his attention to the fact that the UK Government announced £448 million of funding to decarbonise the maritime sector only a fortnight ago.

  The hon. Member for Sutton and Cheam (Luke Taylor) was pleased to see that the Bill was supported across the House. I can only hope that he is correct in his prediction. We shall see. I note that there are no representatives from the Green party here today to focus on these important measures to decarbonise aviation. Hon. Members from across the House can take from that what they will. The hon. Gentleman was right to outline the broader work that is required to decarbonise aviation, including airspace modernisation, but also to talk up our fantastic UK aviation sector and the hard work that it is undertaking to pursue decarbonisation.

  New clause 3 would also duplicate measures that already exist in the SAF mandate. The mandate awards more certificates per litre to SAF with higher greenhouse gas savings, which will encourage SAF developers to continuously improve on their greenhouse gas savings. This will be monitored through the formal review mechanism, with the possibility to update legislation as required.

  New clause 5, tabled by the hon. Member for West Dorset (Edward Morello), would require the Secretary of State to introduce a regulation requiring airlines to make an annual report on their use of SAF, both in absolute volumes and as a percentage of overall fuel used. I welcome transparency on carbon emissions to help consumers make informed choices. However, we will be providing data on the supply of SAF under the mandate, including what proportion of the total aviation fuel supply is SAF. Furthermore, many airlines already provide public information on their decarbonisation efforts, and I therefore do not believe this new clause is necessary and ask the hon. Member not to move it.

  My hon. Friend’s point is very well made. What has struck me throughout this debate is the access opportunities for the constituents of every Member in the room. Members have also pointed to the importance of modal shift and the impact on freight and our decarbonisation ambitions. We have also heard about the impact on our international resilience and our ability to respond to the challenges in the channel with nimbleness and agility. These can all be enhanced by the prospect of increasing our international rail capacity, and those points have been very well made.

Modernisation does not stop at conventional passenger aircraft but will also enable the integration of emerging aviation technologies, future-proofing our skies for the next generation of aircraft and making meaningful contributions towards our net zero targets.

• 15 Sep 2025: UK Shipping Office for Reducing Emissions

  In March 2025, the Department for Transport published the maritime decarbonisation strategy, which set out the pathway for our domestic maritime sector to reach zero greenhouse gas emissions by 2050 and included policies and regulations to drive emissions reductions. Research and development is needed to ensure that clean maritime technologies are available at scale as early as possible at an affordable price for the sector to adopt. Supporting UK R&D builds on UK expertise and innovation—a guiding principle of the MDS.

  Since 2022, the UK Shipping Office for Reducing Emissions—UK SHORE—programme in the DfT has allocated £240 million R&D funding to develop clean maritime technologies. UK SHORE has funded more than 200 projects leveraging over £110 million direct private investment. This funding has benefited all UK nations and regions, supporting over 500 organisations including over 250 SMEs. UK SHORE has enabled the sector to develop electric and efficiency solutions for various vessel types, like ferries, cargo vessels and offshore wind vessels, and progressed zero and near zero greenhouse gas emission solutions, such as hydrogen, ammonia and methanol. Further R&D is required to develop solutions to maturity and increase commercial viability.

  That is why I am pleased to announce that we intend to fund £448 million of R&D investment for UK SHORE between 2026 and 2030. Building on the successes to date, the second phase of UK SHORE will further accelerate the technologies necessary to decarbonise the UK maritime sector and meet MDS aims through R&D, and capture economic growth opportunities by cementing the UK as a place for maritime innovation. Subject to business case approval, this will unlock innovation and investment potential in UK technologies, in UK businesses, at UK ports and in UK shipyards.

  Accelerate the commercialisation of developed technologies, including through a future round of the zero emission vessels and infrastructure competition—ZEVI2—to be launched in 2026. This will fund the build and commercial trial of clean maritime solutions.

  The best way to cut fuel poverty is through a nationwide home upgrade scheme, but the Secretary of State seems unaware of the reality when it comes to home upgrades. Her officials said in recent documents given to the High Court that progress to decarbonise the UK’s building stock has been slow, that policy gaps remain and that the Government are lagging behind. Why will she not admit in public what her Department tells her in private?

  I hold those convictions not only as a Labour Member of Parliament, but as somebody who is deeply patriotic, who believes that Britain should lead the world and set an example for what it means for the Government to serve their citizens. That belief in progressive patriotism is defined by my experience as a young person. I am the first Member of Parliament to have been born after the last Labour Government took power in 1997. I know that some Members may want to close their ears at that fact, but it means that I have grown up in a world destabilised by the technological revolution, climate crisis and war, and I will live through a century of unparalleled global upheaval.

  In the face of those challenges, myself and other young people believe that Britain has a duty to become a leader again. When globalisation has failed to solve challenges such as the climate crisis, British business and British workers must lead the world in securing green prosperity and winning the race to net zero. When the age of peace on the European mainland is over, and America’s ability to provide stability is in question, the UK must lead in NATO, support our European partners, and enhance our armed services’ ability to defend our interests. When democratic ideals are threatened, either by autocratic regimes or the destructive power of terrorist organisations such as Hamas, the UK must defend our allies overseas, uphold international law and human rights, and strengthen our democracy at home, protecting civil liberties, enhancing trade union rights, and pursuing meaningful devolution of powers across our United Kingdom.
