  The Minister will be aware that the world’s peatlands play a critical role in tackling climate change, storing twice as much carbon as all the world’s forests combined. Thanks to previous EU funding, work to restore the Bolton Fell Moss peatland in my constituency began in 2015. Can the Minister outline what international peatland restoration programmes the UK Government are currently engaged with, and will she press DEFRA colleagues to ensure that the UK continues to provide long-term funding to restore Cumbria’s upland bogs?

  I would like to add one further example from my constituency. The Rebuild Site, a social enterprise, has identified that in the construction industry a large amount of waste goes to landfill and contributes hugely to our carbon dioxide emissions. It offers a service to developers whereby at the end of a job, it takes the surplus waste back to its warehouse, sells it and donates the money to community projects. Does my hon. Friend agree that we need more examples like the Rebuild Site across the country to engender genuine pride in our towns and cities?

  Q14. December will mark the 10th anniversary of the Storm Desmond floods that devastated my constituency and forced thousands of people from their homes. Despite promising us new flood defences, previous Conservative Governments left them unfinished. With climate-related rainfall forecast to increase in the north-west over the next decade, does the Prime Minister agree that the climate change-sceptic policies peddled by some Opposition parties are both reckless and dangerous, and will he assure the people of Carlisle that this Labour Government will defend our great border city?

  Philip New: This is quite a challenging conundrum. Right now, the safe place to put your waste is into an incinerator to make electrons. Is that the best place for the journey to net zero or for the local authority’s long-term economics? That is less obvious. It is difficult to put all the obligation on the local authorities to make the right, wise, long-term choice, when they are dealing with some very short-term pressures. This is where I think some extra signals—whether through some kind of mechanism that gives them comfort that they will be kept whole if things do not work out as planned, or some adjustment to the waste hierarchy—could play a helpful role.

  Let me be clear: more needs to be done. In January last year river levels threatened to overwhelm the city again. Last May, rainfall equivalent to a one-in-300-year storm led to the flooding of 100 properties in the village of Scotby, just outside Carlisle. Our changing climate only makes these sorts of storms more common. Indeed, the Environment Agency believes that the impact of climate change in the River Eden catchment, which covers near the majority of my constituency, will be more severe than in the vast majority of river catchments in England.

  This has been a most entertaining and enjoyable debate. Any debate that marries ABBA, Stan Laurel and Shane Warne is one that I want very much to be part of, so I am delighted to have the opportunity to make my maiden speech in this context. It is also apt that I make it during a debate on Great British Energy. It is apt not just because the transition to clean energy and tackling climate change are critical to Carlisle—flooding has already decimated our city twice during this century, and local villages are too often cut off by localised flooding—and not just because we need to remove the obstacles that prevent Cumbria’s farmers from connecting their solar and wind farms, but because people right across Carlisle and north Cumbria tell me that they are desperate to see that cut in their energy bills.
