  The Minister was right when she said that climate change drives nature loss, and nature loss drives climate change. We are seeing the effects of that on people’s health, the economy and global security, so I welcome the work that the Government are doing to address that. There has been a national security assessment on global biodiversity loss. May I encourage the Minister to put as many as possible of its findings into the public domain, so that people understand the threats to our security? May I also invite her to give us some information about the relationship between the report’s findings and the new climate security taskforce?

• 7 Jul 2026: Essential Energy Guarantee

  The warm home discount is a great initiative to help households cut their bills, but one thing we could expand to do more in this space is our heat network programme, and we may be getting a heat network in Derby. However, there is often a lack of awareness, particularly in some public sector organisations and businesses, of the opportunities that heat networks offer. It may be that winding down the public sector decarbonisation scheme is not enabling as many as we would like to sign up. Could I ask the Minister to look at our engagement with business, the public sector and housing providers to make sure that as many people as possible can benefit from heat networks?

  Does the right hon. Lady not accept that the investment her Government made in offshore wind power has insulated British consumers against the fossil fuel price hikes we have seen as a consequence of the Iran war? That is evidence that investment in renewable energy is good for consumers and businesses.

  The last Labour Government made huge strides in respect of climate change, introducing the first legislation in the form of the Climate Change Act 2008 and the first carbon budget. That was taken up by other countries across the world. I also pay tribute to past Conservative Governments—David Cameron and Theresa May took that work forward—and I hope we can find a consensus across the House on the way ahead.

  Climate change affects so many aspects of our lives in the United Kingdom. We have made good progress, cutting greenhouse gas emissions by about 50% since 1990, but the scale of the challenge is great, and it is having a massive impact on the economy. We are on a fossil fuel rollercoaster as we pay more to support people with health problems. We may see such problems today—and perhaps I should declare an interest, as someone who would get sunburnt under a 40-watt lightbulb. We are also seeing threats to our national security as access to natural resources is challenged, and that will be a driver of conflict.

  While we have a moral obligation to adapt, we are also presented with a huge opportunity for our economy. The green industries of the future are already creating growth here, and creating some fantastic jobs. It is important to bear in mind that the suggestions made by the independent Climate Change Committee are just suggestions, and that it is up to the Government of the day to pursue them. For example, we have heard some talk of banning meat and dairy products. I happen to know that the Secretary of State for Energy is very fond of a bacon sandwich, as is the chairman of the Environmental Audit Committee, so I do not think we will find ourselves in circumstances in which meat is banned.

  We therefore need to deal with our carbon emissions and our impact on the environment not just for the economy, but to prevent drivers of global conflict in the future. We know that our access to natural resources such as water, the way that we grow our food and extreme weather events will be drivers of conflict. We need to do more on energy for our economy and for domestic customers, but if we do not get a grip on climate change and the threats it poses to people in this country and around the world, we will see more conflict. If the Government’s assessment had had the attention it needed, it would have had an impact on the strategic defence review, which talks about climate change, particularly in the High North. This is an issue that we are only beginning to get to grips with. If the Minister could take that away and raise it with his colleagues, I would be most grateful.

  I thank the Chancellor for her statement, because this is a worrying time for not just our national security, but our economy. I am pleased to hear about the work going on with the Competition and Markets Authority in respect of consumers of heating oil, but may I suggest that she has a conversation with her colleagues in the Department for Energy Security and Net Zero to expedite the £1 billion-worth of community energy investment coming through the local power fund and focus it as quickly as possible into rural areas such as mine in Derbyshire? If this is going to be a protracted conflict, that could make a difference.

• 10 Feb 2026: Local Power Plan

  I thank the Secretary of State for his statement, the publication of the local power plan and the £1 billion investment that will support community groups to provide green, sustainable energy and help their financial sustainability. We have considerable expertise in Derbyshire when it comes to using water to create power. In fact, the mills that were built on the Derwent valley over 200 years ago were among the first to harness that opportunity, and now we have a number of hydro projects on that stretch of water. Can I encourage the Secretary of State to come to Derbyshire to see some of those projects and look at where we could add more? If he wants help from local people who have expertise in this space, I am more than happy to put him in touch with them.

  The second challenge is our role on the world stage. I am delighted that we have a Foreign, Commonwealth and Development Office Minister responding to the debate. Although trade deals have boosted UK business and our defence investment is helping build a more secure world, cuts to international aid have raised concerns about our global standing. UNESCO offers a powerful vehicle for leading on the international stage, fostering progress and promoting peace. Its work can prevent conflict from erupting, help adversaries to see one another’s humanity, and encourage reconciliation after war. That is not to mention the work needed to tackle climate change, which is an ever growing cause of conflict across the world. We are leading on climate change through robust action in the UK, but our collective efforts can succeed only if they are fully international. Domestic alienation and international conflict are two sides of the same coin; UNESCO’s mission helps us to address both.

  The UK is home to some of the world’s most respected minds in science, culture and education. Their expertise enriches UNESCO through research, conservation, diplomacy and teaching. The UK is home to 29 UNESCO chairs—world-leading experts advancing research on climate change, cultural heritage, artificial intelligence ethics, ocean science and education. Their work directly shapes global policy and drives innovation. Greater engagement with UNESCO, nationally and internationally, is a low-cost, high-impact way to tackle two defining challenges of our age. Done well, it can restore pride in place at home and pride in the UK’s role abroad.

  I hugely welcome the £2 billion investment in Derbyshire and Nottinghamshire that has been announced today, because the east midlands has consistently been at the bottom of the table on funding for public transport. Yesterday, along with other Derbyshire MPs, I was pleased to welcome representatives from Arriva, Stagecoach, Trentbarton and TM Travel to Parliament. I know that Mayor Claire Ward will put the money that is coming into the region to good use with those companies. Can the Chief Secretary to the Treasury say how this investment will help to unlock opportunities in the region and meet our net zero ambitions? May I also encourage him not to lose sight of the benefit of midland main line electrification? I know that is not a question for today, but it is very important to people in Derbyshire.

• 24 Mar 2025: Planning and Infrastructure Bill

  It is essential that we recapture the Victorian and post-war sense of purpose that symbolised progress and possibility, and ultimately delivered improvements to people’s everyday lives. It was that kind of get up and go that made the Derwent valley the home of the industrial revolution, using the power of rivers to drive the mills in places such as Belper and Milford—cheap renewable energy, almost two centuries before it was fashionable. If we want this country to continue to punch above its weight, we must resolve the delay and frustration I have referred to. Failure to do so will literally mean that we cannot keep the lights on. Bearing that in mind, in the short time that I have, I will focus my contribution on the bits of the Bill that relate to energy.

  I also want to speak about people who feel anxious about change. This is nothing new; it is as old as time itself. People in my constituency have some concerns about National Grid’s proposed pylon upgrade between Chesterfield and Willington. I ask the Government to please ensure that National Grid listens to people in Morley, Stanley, Ockbrook and Borrowash and makes changes where it is right to do so, so that it can deliver projects with respect for communities. Communities’ concerns cannot be dismissed, and while we must upgrade our electricity infrastructure to help us transition to net zero, deliver cheaper bills and achieve energy independence, my role in this place is to speak up for people in Mid Derbyshire and ensure they are heard and respected. However, although opposing all new infrastructure without collaborating to improve it might feel like a victory in the short term, the costs of failing to step up will be borne by all of us, especially the next generation.

  I warmly welcome the announcement that over £40 million will be coming to the East Midlands combined authority, which covers Derbyshire and Nottinghamshire, for investment in our local buses. I know that Mayor Claire Ward and other local leaders will spend that money very effectively. Does the Secretary of State agree that this is an opportunity for people to get ahead in work, leisure and their social interactions, and will help us to get to net zero?

  As we face the huge challenges ahead and return the country to economic stability and renewal, opportunity must be our watchword: opportunity to help people get ahead in life through good jobs, for example in the small and medium-sized businesses that proliferate in my constituency or at places like SmartParc in Spondon, where food production is being reimagined; opportunity to benefit from exceptional education and training, such as is being offered at Rolls-Royce and at the University of Derby in my constituency; opportunity to enjoy good health and community safety through renewed public services; and opportunity to live in a greener world through the new Government’s commitment to the environment and to tackling climate change.
