  The simple fact is that those who oppose the building of renewable energy infrastructure risk blocking investment and job creation, while at the same time making their constituents’ bills more expensive. Upgrading and expanding the electricity network is not optional; is a national imperative and we cannot afford to delay— [ Interruption. ] The hon. • 26 Feb 2026: St David’s Day and Welsh Affairs

  Just before Christmas, we announced one of the biggest public investments in Welsh history: the siting of the UK’s first fleet of small modular nuclear reactors at Wylfa, creating 3,000 direct jobs and thousands more in the supply chain. After a decade of inaction from the Conservatives and the inability of Plaid Cymru to agree among themselves whether they support nuclear or not, I am beyond proud that this Labour Government have made that game-changing commitment to Ynys Môn and the whole of north Wales. We have secured the most successful auction round in European history, backing the Awel y Môr offshore wind farm in north Wales, and the first floating offshore wind project in the Celtic sea, Erebus, to support thousands of jobs in our renewable energy industries.

• 21 Jan 2026: Clean Energy Projects

  The Celtic sea is at the frontier of our green energy revolution. The capacity for offshore wind will support over 5,000 new jobs and bring billions of pounds of investment. Erebus is a test and demonstration project and will kick-start the early development of FLOW in Wales, ahead of larger projects being advanced through the Crown Estate’s three FLOW sites in the Celtic sea that have been leased to Equinor, Gwynt Glas and Ocean Winds. I cannot stress enough that this is a once-in-a-century opportunity for Wales, as it is for the south-west. That is why this Labour Government are doing whatever it takes to realise that potential.

  The hon. Member obviously does not want energy bills to come down, does not want jobs in mid-Wales and does not want the investment to happen. Labour is the only party committed to our renewable energy revolution. Plaid, the Greens and the Lib Dems all try to block renewable infrastructure, while the SNP rejects the jobs, as we have just heard; and now the Tories and Reform do not want this revolution, but want to scrap net zero altogether.

• 29 Oct 2025: Energy Infrastructure: Pylons

  Labour is the only party that is committed to investing in renewable energy, which will bring down bills and create thousands of jobs for people right across Wales. Plaid and Reform are against renewable infrastructure, and Plaid and the SNP do not want nuclear—Plaid’s economy spokesperson in the Senedd is anti-nuclear. Plaid is happy to see people pay higher bills, to spurn investment, and to see job opportunities slashed.

  It sounds like the Liberal Democrats in Wales have the same position as Plaid Cymru. Our priority is to drive growth, lower bills and create jobs for people through our new green energy revolution, including those in the hon. Gentleman’s constituency. Investment in his constituency is something he should be welcoming.

• 27 Feb 2025: St David’s Day and Welsh Affairs

  The past six months have already seen billions of pounds of investment committed and hundreds of jobs created, including at the Port of Mostyn, and at Eren Holding at Shotton Mill. The ground has been laid for thousands more in advanced manufacturing, renewable energy and other growth sectors. Just this week, I announced a £600 million investment by Copenhagen Infrastructure Partners into Bute Energy and Green GEN Cymru’s onshore wind generation. That will create hundreds of new jobs and contribute significantly to the UK Government’s clean power mission and our ambition to double onshore wind, as well as the Welsh Government’s target for green electricity in Wales by 2035.

• 29 Jan 2025: Economic Growth

  I thank my hon. Friend for his question, and I wholeheartedly agree with him. The freeports programme will deliver economic growth and jobs across Wales. Anglesey freeport’s tax sites have gone live, which is excellent news. The freeport aims to attract over £1 billion of investment into the green energy sector and to create nearly 5,000 jobs by 2030. The Celtic freeport is set to attract £8.4 billion of private and public investment, and to deliver 11,500 jobs.

  I am working with the Secretary of State for Energy Security and Net Zero to ensure that Wales plays a leading role in reaching our net zero targets and clean power by 2030. By supporting floating offshore wind, onshore wind, hydrogen, nuclear, tidal and carbon capture, we are seizing the unique economic opportunity of net zero to boost growth and create jobs across Wales.

  I thank my hon. Friend for her question. We know that floating offshore wind will be critical to delivering our clean energy mission, and Wales has a huge part to play in that. The UK Government, jointly with the Welsh Government, recognise these opportunities and what they present for Wales, and we are determined to take full advantage of them. My colleagues in the Department for Energy Security and Net Zero are working to move the process forward as quickly as possible, noting the need for certainty and a tight timetable so that we can get on with it.

  I wonder whether the right hon. Gentleman has ever been to Anglesey—or Ynys Môn, as he describes it. I am eager to see new nuclear developments in north Wales that will provide high-quality jobs across the region and drive economic growth. We recognise that a nuclear future at Wylfa could help to deliver several of our strategic objectives, achieving net zero energy independence and restoring economic prosperity across our nations and regions. Great British Nuclear completed the purchase of the site in June this year, and we will make further announcements about it very soon.

  I will mention just a few contributions. My hon. Friend the Member for Gower (Tonia Antoniazzi) talked about rugby and cockles. My hon. Friend the Member for Llanelli (Dame Nia Griffith) gave a great speech about rail infrastructure, renewable energy, offshore wind delays and steel. My hon. Friend the Member for Swansea East (Carolyn Harris) is formidable, and she spoke about her “Everyone Deserves” campaign. If she asks you to help, you dare not say no, Mr Deputy Speaker. My hon. Friend the Member for Cynon Valley (Beth Winter) talked about our proud industrial past. My hon. Friend the Member for Newport West (Ruth Jones) talked about music and culture in her constituency, and I am very much looking forward to visiting the Corn Exchange this weekend. My hon. Friend the Member for Merthyr Tydfil and Rhymney (Gerald Jones) talked about two very important issues: post office closures, which I entirely recognise from the experience of my constituents in Cardiff Central, and the Government’s poor roll-out of pension credit.

  On the issue of the energy mix, the Tata workers I met last week know that the virgin steel they make is vital to supporting our renewable energy aspirations, such as offshore wind in the Celtic sea, so the loss of 3,000 jobs is a kick in the teeth for our proud and skilled Welsh steelworkers. It will devastate local economies and the sovereign steelmaking capacity that would build the wind turbines we need, yet the Business Secretary told us at the weekend:

  In Wales, under a Labour Government, we are achieving some of the highest recycling rates in the world, which my constituents are very proud of, tackling plastic pollution and planting a national forest. Not only are our Welsh Labour Government taking action on the challenges of today; we are also looking ahead to the future. We have not banned offshore wind, and we have had no talk of fracking with a Labour Government who protect our Welsh environment for the sake of future generations. And our Welsh geography means that, as we have heard today, we are uniquely placed to be at the forefront of the developing floating offshore wind network, which will be vital to hitting the UK’s net-zero target. FLOW—as I now know it is called, thanks to my hon. Friend the Member for Aberavon—is a massive opportunity for Welsh steel and to grow our supply chain in Wales, and we must do everything in our power to ensure that the supply chain creates jobs in Wales, boosting the Welsh economy.

• 5 Jul 2022: Support for the Welsh Economy and Funding for the Devolved Institutions

  This does not just affect transport infrastructure. There are knock-on effects across climate change targets—the need for greater use of public transport and more active travel, with the consequential effects on health and wellbeing—and, critically, on narrowing the economic inequality that Wales suffers compared with other parts of the United Kingdom. As my hon. Friend the Member for Cynon Valley (Beth Winter) said, the truth is that this Government are holding Wales back. They are making decisions that take money from the people who can least afford it. The Conservatives voted to cut the £20 universal credit uplift, voted against free school meals, voted to increase tax during the cost of living crisis, and voted against a windfall tax, until they had to do a screeching U-turn forced by Labour. What is the Prime Minister’s response to the cost of living crisis? We hear today that he has invited the First Ministers of Wales and Scotland to a summit in the autumn—so more delay and more inaction while he focuses entirely on saving his own skin.

  The message to the Government from across the House in this debate is very clear. Much of the sector risks decimation. My hon. Friend the Member for Cardiff West described a cultural climate emergency and employment extinction. We cannot just help the Crown jewels—as the Government like to call them—because there will not be any jewels if we cut the pipeline of talent that creates them. We cannot simply support buildings and not support those who work in them.

In my constituency we have the brand new Cardiff University Brain Research Imaging Centre, which brings together world-leading expertise in brain mapping with the very latest in brain imaging and brain stimulation. CUBRIC, as the centre is known, plays a pivotal role in the global endeavour to better understand the causes of neurological and psychiatric conditions such as dementia, schizophrenia and multiple sclerosis, and to identify vital clues for the development of better treatments.
