  Like many, Mr Speaker, you are probably wondering why Mid Norfolk is flooding. It is Breckland; it is dry, sandy, and inland—the clue is in the name—and it should not be flooding, but over the last decade or so we have seen a spate of inland surface flooding in 23 of my 130 villages, and the problem is increasing every year. Why? Yes, climate change. In 2022-23, we had the wettest October, November, December, January, February and March on record, but there is also a lack of maintenance of council highway culverts, a lack of maintenance of farm ditches, inadequate funding of internal drainage boards—who, by the way, have been doing a really good job since about 1560, when they were created—and local flood authorities, and the relinquishing of riparian rights. I am sorry to say that I think the Environment Agency is rather more focused on rivers as habitats, than as channels for getting water off the land. However, these issues are happening in many areas. Why is there a problem in Mid Norfolk?

  Government Members need to reflect on this. I want renewable energy, and I want cheap energy. My constituents would like to be consulted. The residents of 14 villages will wake up living in the middle of a power station, with no serious planning consultation at all, no community benefit, and the rates being taken back to London by Ministers. This is an utterly cynical move towards the industrialisation of the countryside, which will rebound seriously on the Labour party and, more importantly, on this country’s food and energy systems. It is wrong.

  Let me spin through the problems, as I have experienced them in Norfolk. It is, of course, climate change; let us not undermine the importance of that. Last year we had the eight wettest months on record, one after another. That is not happening for any weird, strange, unexplained reason; it is happening because of climate change. The issue is also that in my part of the world we are building a lot of houses—but the country has to build them, so I do not think that not building houses is the answer. The devil is in the detail.

  For the record, I and my constituents are proud of the southern North sea development—the largest wind farm in the world, begun under the last Government. However, we are not happy about this Government’s rush to force our consumers to pay higher bills; to see, as a result of vast subsidies, farmers in a very important agricultural area of Norfolk farming solar panels, rather than the food that we need to ensure affordability and our security; and to abandon agricultural leadership on net zero. Can the Minister reassure my consumers that £250 is adequate compensation for higher bills and the defoliation of a large part of Norfolk? That is what has happened in the rush towards ill-thought-out net zero targets, set in London, without any consideration of local people.

  I can tell the Minister that in my beloved constituency, which he knows well, with the impact of the farm tax, the small business attack, the abolition of SFI and the massive subsidies for solar farms, it is beginning to look as though the Department for Energy Security and Net Zero and the Ministry of Housing, Communities and Local Government, with its 50% increase in housing targets, are trying to get farmers off the land to make way for solar farms and badly designed housing. This is a disaster for one of our most exciting industries—UK agritech—and I beg the Minister to take a stand for it.

  This is a hugely important strategic industry to the UK. It is key to our food security—now, gratifyingly, a Government priority—and it is completely key to the world’s ability to feed 9 billion mouths. We are a great agricultural research and technology economy, and the world is hungry for our innovations. Agriculture is also completely key to net zero. Agriculture and transport are the two dirtiest industries, and agriculture is moving more quickly than any, pioneering regenerative systems of agriculture and carbon-capturing systems. Those innovations are being driven by a new generation of young UK farmers, who are different from the post-war generation. They take their responsibilities to the broader planet and regenerative agriculture seriously.

  At the same time as agriculture being a key strategic industry, farmers look after our countryside and keep our rural economy healthy. All of those are achieved in the most extraordinary way, in an industry not dominated by big companies. This industry is made up of millions of small businesses. Moreover, they exist in the most extraordinary business climate. They operate on incredibly expensive assets—the land—which they never seek to monetise, as colleagues have pointed out, in an industry in which their costs are fixed. They invest in all their costs up front and wait hopefully for a price for their product, which is subject to the vagaries of the weather and of climate change. Most business people looking at that business model would say, “That is not a business I want to be in.” Why do our family farmers do it? They do it because it is a way of life and because it is deeply embedded in the values of their families, their countryside and their communities. It is about stewardship, and it makes it all the more remarkable that this Government have decided to attack that very bit of the agricultural economy.

  The former Labour adviser, John McTernan, let the cat out of the bag. He said that Labour has waited a long time to seek revenge for the Tory attacks on the miners, and it was going to attack the farming community now— [ Interruption. ] That is exactly what he said. The impact of the policy is clear; we only have to read the CLA and NFU briefings. I have met Gavin Lane, Phil and Sophie Ellis, Oliver Munday and Nigel Stangroom. Most of our average family farms will have to pay tax bills of £400,000, £500,000 or £600,000. Where will they get the money, when the businesses do not generate the profits to pay those bills? They will all have to sell land, but who will buy it? It will not be their neighbour, because they will be selling land, too. I fear that this policy was designed in the Treasury with the support of bits of the Department for Energy Security and Net Zero and DEFRA. The people hanging over Mid Norfolk waiting to buy the land are the big solar developers and the big mass housing developers.

• 20 Nov 2024: Flood Preparedness: Norfolk

  First, I want to suggest climate change. Earlier this year, we had the wettest seven months on record, and we have had the wettest past few years on record. That is what is driving the problem.

  There is then flooding on the ground, as we had last year; I will cite one example, at Mill lane in Attleborough. Four people who live next to a culvert have been flooded every year for the past 10 years, and their lives are misery. Last year, for the first time, 100 other houses were flooded because the culvert has been allowed to silt up gradually. Anglian Water handed over its riparian rights when no one was looking about 12 or 15 years ago, and no one was aware that those rights now sat locally in the town. The land-use practice upstream meant that the water was not being captured properly on the farm, and with a whole lot of new housing and climate change, there was then a big problem. It has taken a huge amount of work to set up the local Mill lane flood prevention group, and the community has cleaned out the ditches and dredged the river, with 70 tonnes of stuff taken out. It has been a huge project, for which I pay tribute to the local councillor, Taila Taylor, and others.

There is deep exhaustion with the way that too many big developers are running rings round our councils and dumping big commuter housing estates in the wrong places, with no investment in infrastructure. We need new towns on railway lines to drive a net zero and sustainable model of living.

  I make the point about the environment because we all know that, traditionally, agriculture has been a very high emitting industry. We need to show the world how to move to a low-emission agricultural sector. We are well positioned to do that, not least in agricultural genetics and breeding science at the Norwich Research Park, where we are pioneering drought-resistant crops that do not need highly carbon-intensive chemicals, and disease-resistant and drought-resistant crops for the rest of the world. In our chase for net zero, the left hand and the right hand need to be co-ordinated. We are not doing anything for net zero if we are disrupting farming in East Anglia with endless solar farms, cables and pylons.

  I agree. If we are to lead the world in net zero agriculture, it is all about metrics and data. It is about picking up a pint of milk, a potato or a loaf of bread and knowing its environmental footprint. With that, we can start to give the sector incentives and rewards for driving down the environmental footprint. Without it, we are condemned to follow environmental policies that are emotional and not connected to proper science and research. If we get that right, the UK could be a leader in setting those environmental metrics.

  I applaud the Government’s work on production standards. We have a great opportunity in free trade deals to set the higher standards and to show the world how the UK produces more with less. I would offer a zero tariff only to those who are using the world’s very best technologies for zero-emission agriculture, and create a market for the exporting of our net zero technologies. Sustainable intensification—delivering more with less—is not just a strapline. The world desperately needs us to help deliver that. In our sector we have huge strength: the John Innes Centre at the Norwich Research Park, the Sainsbury Laboratory in Aberystwyth, and at Roslin and Wellesbourne. We are a global powerhouse in science research. We spend about half a billion a year on it, but it does not yet feel like the agricultural sector is underpinned by a half a billion of research. I know that the Secretary of State is thinking hard about how that science and research is better pulled through.

  I congratulate my hon. Friend on securing the debate. To his point, in my part of Mid Norfolk, where the clue is in the name—it is not on the coast—we have seen in the past 10 years an extremely high rate of flooding. In 2020, 200 houses were flooded with sewage; two months ago, 100 houses in Attleborough were affected . This is getting worse and worse. It is partly climate change, yes, but also house dumping and inappropriate investment in infrastructure. Does he agree that, as well as a national strategy, we need to ensure that in such counties, where 38 agencies have responsibility, somebody has to be held to account to avoid the flooding of our constituents’ houses?

  The model of a vibrant rural economy is key to so many of the priorities of successive Governments. We will never get to net zero if we keep shovelling people into cars and making them commute long distances in congested traffic jams. The more we can get people to work from home or nearer to home, travelling when they need to during the day and not in peak hours, the better. That vision of rural renaissance is key, but it will never happen if young people cannot afford to buy a house near to where they work, if thriving businesses on the high street are unable to cash-up, save and deposit cash safely, and if pensioners are unable to save, take out their deposits and interact with banking in the way they have for the past 50 or 60 years. We need to ensure that we build an economy for the people who live there.

  We can all be proud that this country is leading the global charge on net zero. As part of our historic uplift in R&D expenditure to £20 billion a year—£52 billion over the consolidated spending review period—UK Research and Innovation is investing in £800 million annually on research and innovation in net zero, and £210 million through the industrial decarbon-isation fund. I am delighted that Scotland is in the vanguard, with more than 1,400 projects funded, in receipt of £1.3 billion. The Faraday battery challenge investment of £540 million appears to be working, with the good news today of Tata’s multibillion investment in a £4 billion gigafactory.

  It is worth saying that that leadership is not just in human genomics but in animal and plant genomics. I was recently up in Scotland visiting the Roslin Institute and the James Hutton Institute. Across the UK, we have such an understanding of not only genomics across humans, animals and plants, and their diseases, but the application of those genomics to help to develop drought-resistant crops for Africa and disease-resistant crops that do not need to be sprayed with highly carbon-intensive pesticides. The underpinning technology is fundamental to net zero and global sustainability, to allowing agriculture in sub-Saharan Africa and to improving nutrition and health around the world. The front end now is cancer and rare disease, but the revolution in technology will drive sustainability and prosperity around the world over the coming decades.

  I have put the research security agenda right at the heart of our definition. Here in the UK, in 2020 we set out the Genome UK 10-year genetic healthcare strategy, with £175 million for life-saving programmes around cancer and rare diseases. We have set out the UK biological security strategy, recognising exactly the points made by the right hon. Gentleman about biosecurity in an interconnected world. In the pandemic, we saw the cost of disease to the global economy, as well as to our own, and we glimpsed the value of health and strong health resilience. That is biosecurity in terms of human health, but we are also in a world in which more and more food products and animal products are transported, and where climate change is driving new patterns of migration in insects and animals. There is a growing threat of infectious disease—pathogen biosecurity—which is one of the issues that our new economic security cabinet has looked at. We have now refreshed our biological security strategy.

  In a word, no. What has caused family bills to skyrocket is the international pressure on energy supply chains, the war in Ukraine and the economic sanctions in respect of Russia. I accept the point that the costs of onshore wind have fallen dramatically through our contracts for difference round 4. This is a UK success story, which is why we are keen to do more. The public-opinion data show that 78% of the public support onshore wind. We want to make sure that we do not impose it on local authorities and are giving them more freedom to make sure they can reflect local demand so that it is renewable energy led by communities with community benefit.

  As Minister for science, research and innovation in technology, my mission is to make the strategic shift in this country’s economy. The Labour party, in its long period in office, seemed to delight in—I remember the “Deputy Prime Minister” saying he was profoundly relaxed—all the deregulation in the City, the move to a service economy and deindustrialisation. This Government are absolutely committed to taking the crash of 2007-8 under the Labour Government, the difficult fiscal situation afterwards, the pandemic and the emergency in Ukraine as the wake-up call that they are to invest more in our industries of tomorrow and today, to develop our industrial resilience, to support the R&D for tomorrow’s sectors, and to support our leadership in net zero. I would like to think that the Labour party would celebrate that. The truth is that British industry is leading the way in net zero in this country, and that is something we should be proud of. I will come to the detail of that in due course.

  I will deal with the specific point. Our ongoing support for the steel industry this year includes more than £800 million in relief for electricity costs, in addition to the energy bills relief scheme. The sector can apply for help with all sorts of energy efficiency, with decarbonisation and low-carbon infrastructure. More than £1 billion is available in competitive funding for the industry in that sector alone.

  No, I shall make some progress on this point about the automotive sector, which is also mentioned in the motion. The UK’s auto sector is hugely competitive globally. It is export-focused and has a very strong research and development base. In the last 20 to 30 years, it has transformed from what it was in the 1970s to a highly competitive and technologically advanced R&D-based sector. It is also in the vanguard of the transition to net zero, and the UK is well placed to seize those opportunities because of the Government’s efforts, as we are pursuing an active industrial strategy for net zero in industry.

  The automotive-related manufacturing sector is worth £58 billion to the economy and typically invests around £3 billion each year in R&D—£3 billion in R&D from the sector alone. There are 155,000 people employed in automotive manufacturing in the UK in 2021. That is 6% of total UK manufacturing. [ Interruption. ] Opposition Members may laugh about the success of the British automotive sector, but this is a tribute to business and industry adaptability and the Government’s partnership in setting out a framework for the net zero transition.

  Decarbonising transport is already starting to create thousands of jobs in green industries. The production of net zero road transport vehicles is on track to support the development of 72,000 jobs worth up to £9 billion to the economy. The Government have proven loud and clear that we can deliver a green transition and growth—something that all Opposition parties bitterly insisted was not possible.

  My right hon. Friend makes an important point about ensuring that, as we lead on the delivery of the net zero automotive sector, we get the balance right, so that we are not unrealistically expecting consumers to make the transition too fast or, indeed, undermining our leadership in that sector. That is a fine balance that the Government are committed to striking. We are determined to lead the way in demonstrating green growth in pursuit of net zero, but we want to ensure that we capture the industrial leadership in that sector.

  It is a great pleasure to serve under your chairmanship, Mr Paisley, in the absence of the Minister for Climate, my right hon. Friend the Member for Beverley and Holderness (Graham Stuart), who is dealing with these very issues at COP27 today. I congratulate the hon. Member for North Shropshire (Helen Morgan); she is a very exciting new Member of Parliament, and she has done well today in bringing this issue to the attention of the House.

  Let me start by setting the scene. As someone who has been in this House for 12 years and has been watching it for about 30, I think it is fair to say—I can see that colleagues around the House feel the same way—that, as a country, for decades we have rather taken energy for granted. Until about 15 years ago we presumed it was something that would always be there, very cheaply, at the flick of a switch, and we did not have to worry too much about it. That position has changed, rather belatedly but dramatically, in the last 15 years. I pay tribute to the last climate change Minister in the Labour Government before 2010, who started a profound acceleration of our leadership on net zero. I am proud that the Conservative-Liberal Democrat coalition between 2010 and 2015, and then the Conservative Government, have taken that forward. Our leadership on net zero has come on leaps and bounds.

  The scale of that success bears repeating. Since 1990, we have managed to grow the economy by about 40% and the net zero sector by around 70%. We have managed to demonstrate that it is possible to have green growth. There has been extraordinary progress. I accept, as I think everyone does, that as a country we were late to this. However, low-carbon electricity now gives us around half of our total generation, we have installed 99% of our solar capacity since 2010, the onshore wind industry is already generating over 14 GW and is happily accepted around the country—onshore wind is cheap—and we have put £30 billion of domestic investment into the green industrial revolution. Those are figures that, even 15 years ago, one might have been surprised to see. This country is genuinely leading in making the big transitional investments to move to net zero.

  As well as our groundbreaking leadership in the transition of our existing energy system to net zero supply, we are investing heavily in the technologies of tomorrow to ensure that we can be a global player in the great challenges we face. Agriculture and transport are the two biggest industries after energy that generate and use the most carbon and greenhouse gases, and we are hugely advanced in research and development in those sectors. I say that as a former Minister for future transport and for agritech. This country has a huge opportunity as part of the science superpower mission to generate solutions that we can export around the world, and I am proud of what we are doing.

  The hon. Member makes an important point, which I personally agree with and the Government are sensitive to. Again, our constituents would think it perverse if, at the very time when our exposure to international food supply and agricultural supply chains has been exacerbated by the war in Ukraine and the pandemic, we were then to decide to take out of productive capacity huge areas of agricultural land. Agriculture is a great British industry and the agritech sector is developing net zero technologies that allow us to do clean and green agriculture. We do not want to undermine that industry.

  It is fair to say that successive Governments over the last 40-odd years have taken cheap energy rather for granted, and have not foreseen the urgency of decarbonising our energy supply nor the geopolitical perils of being dependent on overseas suppliers, often from hostile or unsavoury regimes.

  I will happily set out the explanation for our position, which I think will deal with that point. If it does not, I am sure that the Climate Minister will want to follow up with the hon. Lady. We profoundly believe that the way to deliver a low carbon, net zero, sustainable, resilient British energy market and supply chain is to harness the market—the enterprise, the investment, the leadership and the management excellence of the free market—but not in an untrammelled way. I will set out in a moment how our approach is not at all about the free market but about harnessing the market with a lot of regulations, shape and structure, harnessing the genius of the market to public ends. That is a fundamental difference.

  I will deal with that point as I come on to explain our position on net zero and the extraordinary success that the market has had, with appropriate regulation.

  The cost of transporting a unit of electricity has fallen by 17% since the 1990s, while investment has increased. Energy efficiency has gone up. Reliability has increased. Customer service has improved—though it is still not perfect. The number of power cuts has almost halved. These are the real lived experiences of people over the last 30 or 40 years of privatisation. Finally, current market arrangements have allowed for massive decarbonisation of our energy system, with dramatic drops in the cost of renewables.

  It is worth making the point that between 1990 and 2019, we grew the UK economy by 76%, and we cut our emissions by over 44%, decarbonising faster than any other G7 country. That is an extraordinary achievement, secured by the private sector working in partnership with Government. There is more. In the last 15 years, not only have we led the way in decarbonisation; we have also led the way in many of the specific areas of clean energy. We have put it at the heart of the UK’s commitment to reduce emissions as we expand our economy.

  Personally, having arrived here following the 2010 election, I would have liked to have seen the coalition and the Lib Dem-run Department of Energy and Climate Change take the opportunity of a “buy one, get five free” nuclear deal and double and modernise our nuclear capacity. The Lib Dems were religious in opposition to anything nuclear—a position seemingly mirrored by the SNP—but they also thought it would take too long to come on stream. I have news for listeners. It would have been on stream now. We would have had a high-quality, green, resilient supply of nuclear energy for one more generation, guaranteeing clean and green resilience, and many jobs in Scotland, and we would have been able to use this period to invest in the range of renewables that hon. Members have hardly mentioned. I will come to those in a minute.

  Nobody can look back and say that this was all easy. A lot of mistakes have been made, but the truth is that our net zero strategy is the most comprehensive of its kind. The British energy security strategy sets out extra ambitions to those we set out in 2010. It is on track to secure 480,000 well-paid jobs by the end of the 2030s, unlocking £100 billion in private investment by 2030 and mobilising £30 billion of Government investment. That is not the free market with no support from Government. It is a massive programme of Government in partnership with the private sector, and that is why we have driven down emissions at the fastest rate in the G7.

  We continue to break records in renewable energy, which has more than quadrupled since 2010, with low-carbon electricity overall now giving us more than 50% of our total generation. It would have been nice to hear Members at least pay tribute to that achievement, rather than attack the profiteering businesses that have been at the frontline of delivering it.

  We will achieve our ambitions by accelerating the deployment of wind, solar and new nuclear energy, supercharging our production of low-carbon hydrogen, and within my portfolio supporting next-generation energy sources including fusion and small modular nuclear. We will support North sea oil and gas in the near term for security of supply, and the important work that is being done in Scotland, particularly on the North sea transition, to turn that infrastructure into the infrastructure for clean, green energy.

  Thirdly, we will ensure a more flexible and efficient system for both generators and users, undertaking our comprehensive view of electricity market arrangements to ensure that consumers fully benefit from the next phase of our energy transformation. That is why we have committed to publishing, with Ofgem, a strategic framework this year on how networks will deliver net zero. Fourthly, not only are we thinking about reforming energy supply, but we have an ambitious programme of energy efficiency measures to lower demand, and to bring down bills and emissions.

  Nationalisation, however, will not solve or help to tackle those challenges, for a number of reasons. First, as I have said, nationalised energy companies would still have to buy gas on the international markets. There is no price reduction that comes with being nationalised. Secondly, if a Labour Government, or perhaps more likely a Labour-SNP-Lib Dem coalition, who were committed to renationalisation came into office, their measures would mean that the British taxpayer would have to compensate directors, shareholders and creditors to the tune of tens of billions of pounds—money that would otherwise be spent on schools, hospitals and public services. Thirdly, the sort of nationalisation that has been talked about blithely but not explained would hugely damage our ability to attract the international investment that I have set out, which is key to delivering net zero.

  Fourthly, the Government are investing more than £6.6 billion across this Parliament in critical work to improve energy efficiency and decarbonise heating. We will deliver upgrades to more than half a million homes in the coming years through our social housing decarbonisation fund, home upgrade grant schemes and energy company obligation scheme, delivering average bill savings of £300. Fifthly, we have extended the energy company obligation from 2022 to 2026, boosting its value from £640 million to £1 billion a year, helping an extra 450,000 families with green measures such as insulation.

  We have heard nothing today about the really exciting opportunities in our energy sector: the new renewables, including those in marine, tidal, geothermal, hydrogen and fusion, that this Government and I, as Minister with responsibility for research, are supporting. There are also opportunities for the UK’s cleantech sector—the small and large companies that are in the frontline of developing global solutions for new energy. We have heard nothing about the smart grid, the importance of incentives or the digitalisation of the grid to create a micro-market and bring net zero down to the ground in different communities. We have heard very little about energy use. We have heard a lot about generation, but very little about how transport and agriculture—the two big industries on the frontline of energy usage—are making huge strides in decreasing their reliance on energy. • 24 May 2022: Potential for a Hydrogen Village

  I will start by framing our hydrogen commitments within the broader context of clean energy, and then deal with the specific points that have been made. I am responding today on behalf of the Minister for Energy, but also as the Minister for science, research and innovation. We see the hydrogen revolution in the heating of homes and the powering of vehicles—in particular heavy goods vehicles, trains and planes—as a fundamental part of our clean energy revolution. That is why, as Minister in charge of our science, research and innovation budget, I am strongly supporting the net zero transition and innovation. I say that as a former Minister of State in the Department for Transport, where, in addition to the electric vehicle revolution, we have now stepped up fast to support hydrogen roll-out in the transport sector.

  Last year, I was pleased to see that HyNet North West, in north-west England and north Wales, which I know the hon. Member for Ellesmere Port and Neston has long championed, was selected to progress within track 1 of the industrial decarbonisation cluster sequencing process. That puts the region at the forefront of the industrial “SuperPlaces” we are supporting in this revolution. In the Government’s 10-point plan for a green industrial revolution, we set out the goal of supporting industry to deliver a neighbourhood trial by 2023, a village-scale trial by 2025 and a potential hydrogen-heated town before the end of the decade. Fundamental to our approach is the development of hydrogen hubs: centres of expertise that drive forward and accelerate the adoption of hydrogen as an energy source. The plans for a hydrogen neighbourhood trial are already under way, as colleagues know. That trial in Fife will supply hydrogen to around 300 homes, with hydrogen distributed through pipes laid parallel to the existing gas network. The trial of hydrogen for heat on a large village scale will be the first of its kind globally. It is a groundbreaking project.

  With regard to multiple hydrogen trials, colleagues can see the logic of our next step, which is the village and neighbourhood trials. That combination, alongside the wider programme of research and testing that we are running, is designed to provide the Government with the necessary evidence to take big strategic decisions on heating within a matter of two or three years. I know the ambition that colleagues have shared today to go further and faster is shared by the Secretary of State, the Minister for Energy, Clean Growth and Climate Change, and the Prime Minister. It is not lack of political will that is holding us back; we simply need to make sure that we have the practical realities of roll-out and conversion of the gas network clear.

  Colleagues have raised the issue of blue versus green hydrogen. I want to make it clear that our hydrogen strategy sets out the Government’s twin-track approach to supporting both electrolytic green and carbon capture-enabled blue hydrogen production. We see blue and green hydrogen as complementary and not as an either/or choice. Our new UK standard for low-carbon hydrogen production will ensure that the technologies we support—green, blue and other potential production routes—make a real contribution to our decarbonisation goals.

  I reiterate my thanks to the hon. Member for Ellesmere Port and Neston and my hon. Friend the Member for Redcar for raising the issues today. I hope they can see how committed the Government are to making sure we protect consumers and get the practical logistics right. They would be the first on their feet if we rushed into something that had not been properly thought through. We want to make sure that the trials lay the foundation for a wider nationwide roll-out. The aim is not to have one or two world-class trials; the aim is to prove what we need to do to roll out hydrogen at an industrial scale across the country as part of our net zero targets.

• 17 May 2022: Ending BEIS ODA Spending in China

  As one of the world’s fastest growing economies, China plays a critical role in addressing many of the world’s most urgent challenges such as tackling climate change and preventing antimicrobial resistance. It is important that we continue to work with China in these areas, and BEIS will build on our collaboration to date with China to address those key global challenges together, as set out in the integrated review of security, defence, development and foreign policy.

  BEIS will not be using ODA funding to support research and innovation partnerships with China as we have previously done through ODA vehicles, such as the Newton fund and global challenges research fund. Existing ODA-funded activity with China through these will finish by the end of financial year 2022-23. The technical assistance we have provided through our UK partnering for accelerated climate transitions programme (UK PACT) is also no longer from our ODA from the end of financial year 2021-22 and, instead, technical assistance to China on climate change issues will be smaller in scale and use non-ODA sources.

  I am delighted to assure hon. Members that Scotland is at the heart of the UK’s transition to net zero—something I hope they will welcome. In November last year, we committed £20 million to the funding for tidal stream projects through the contracts for difference, giving Scotland’s significant marine energy sector a chance to develop its expertise. We have also allocated £40 million in carbon capture development funding for the Acorn Project and £27 million for the Aberdeen energy transition zone.

Frankly, we need fewer complaints from the Scottish nationalists and more support for the Scottish energy sector.

  I am standing in today for my right hon. Friend the Minister for Energy, Clean Growth and Climate Change, but I am absolutely delighted to be doing so, for a number of reasons. First, I come from a rural, agricultural constituency that is itself facing the introduction of substantial, industrial-scale infrastructure connected to offshore wind energy. The industrialisation of rural constituencies in pursuit of the noble aims of net zero is a local issue. It is very important and we have to get that planning process right. I have seen that for myself. I also drive through the Cambridgeshire-Suffolk border on my way to my constituency and see the Sunnica proposal, the signs in every field around the area and the concern locally.

  As the former Minister for agritech, I am passionate about the importance of this country leading the world in net zero farming and showing how we can pioneer the technologies for and approaches to net zero agriculture. Nobody in this Chamber needs to be reminded that agriculture is the next dirty industry on the block. We are cleaning the energy system, but we will then have to decarbonise agriculture and transport globally. That is a big opportunity for this country.

  As the Minister for Science, Research and Innovation, including for fusion, I see it as fundamental to my role to ensure that we turbocharge our drive towards the technological solutions that will allow the planet to grow and develop sustainably in the longer term. I am also committed to the science of the data metrics of sustainable development, by which I mean both agrimetrics, so that when consumers pick up a pint of milk or a piece of British food they are clear about its environmental footprint—that is the best way to reward advanced, progressive farming—and carbon metrics, so that consumers can be harnessed on the journey to net zero, confident that they are making enlightened choices. That requires good science, which a number of colleagues have touched on.

  It is striking that, for all the concerns raised today, there is unanimity in the Chamber about the urgency of tackling the climate emergency. I think that everyone present supports the commitment, as enshrined at COP26, to reduce global temperature increase to 1.5°. There is good science behind that, and I think that many comments were made in that spirit. That is why the Government have adopted carbon budget 6, which is the world’s most ambitious climate change goal, to reduce emissions by 77% by 2035—that might sound a long way away, but it is rapidly drawing near—compared with 1990 levels. With limited time until that date, the UK’s electricity supply is in urgent need of decarbonisation. That is why, in the net zero strategy that was published in 2021, the Government committed that all UK electricity will be from low-carbon sources by 2035, subject to security of supply. At the end of my comments, I will come back to some of the changes relating to the global markets, the Ukraine emergency and the Prime Minister’s announcement of a review of energy policy.

  Solar can complement other variable generation sources, such as wind, to balance the grid on summer days when wind speeds tend to be lower. We see solar as key to the Government’s strategy for low-cost energy and decarbonisation, and large-scale solar is one of the UK’s cheapest renewable generation technologies; I will come in my closing comments to where the externalities of cost may lie. That is why in the net zero strategy, the Government committed to a sustained increase in deploying solar in the 2020s and beyond, embedded through the contract for difference scheme.

  The hon. Lady has described her local cluster eloquently and powerfully, so let me explain the national cluster that we are on the road to developing. As she has said, part of my mission is to make sure that people see the space economy as more than just some American billionaires going into space in rockets. This is about highlighting that space technology is fundamental to our everyday lives. It is key to our telephones, our weather forecasting, most of our banking and our digital transactions, and, crucially, understanding earth observation data, climate change and net zero. It is fundamental to the sustainability of our economy, our society and our planet. It is key to stress that, so that people understand that this is not a vanity project for one or two countries, but is fundamental to a modern, dynamic economy. The truth is that space innovations are already being realised in sectors ranging from autonomous vehicles to wearable technology and health and life science. When I met Tim Peake, he was conducting 32 experiments in space, including experiments on bone density and eye and retinal damage, both of which repair when astronauts come back, giving us a real insight into those diseases and how we might prevent them.

  In the time available, I will try to set the scene. It is a great pleasure to be here as the newly appointed Minister for Science, Research and Innovation with a mission to implement the Prime Minister’s vision of a science superpower and an innovation nation. That means that the UK, in an increasingly competitive global world, has to continue to punch above its weight in science with world-class science and science for the global good that helps to prevent climate change, feed 9 billion hungry mouths and solve global challenges, as the hon. Lady has been talking about.

  Given a background in agriculture and agri-tech, having worked in the seeds industry and having the Norwich research park on my doorstep, I look at Fera, the leadership the hon. Lady has outlined powerfully in precision farming and in agri-tech, the University of York and the agriculture college. This is genuinely a cluster of excellence in its field. The bid it has put together around fuel, chemicals, materials, net zero, food and feed, and land use is a powerful one, and there is very little in it not to be supportive of.

  We also set out a series of recommendations about cannabinoid medicines, CBD and industrial hemp as a net-zero crop with huge potential, and the broader application of agri-genetics for both net zero agriculture and nutriceuticals, functional foods and the interaction of food and agricultural medicines.

  In the seven minutes available to me to wrap up the debate, I want to try to deal with as many of the points that have been made as possible. First, I would like to remind the House of what the Bill really signifies and what it does. The net zero strategy, published earlier this month, sets out our vision for a decarbonised economy by 2050. This will see the power sector fully decarbonised by 2035, with nuclear power playing a key role alongside renewables. As the Prime Minister set out from the Dispatch Box earlier today, he and the Cabinet are putting every effort at COP into delivering that international leadership to that end.

  “International climate objectives will not be met if nuclear power is excluded.”

  If that is not good enough for SNP and Liberal Democrat Members, Zion Lights, former Extinction Rebellion activist and founder of Nuclear for Net Zero, said:

  “to keep the lights on… we are in a climate emergency and need all the clean energy we can build right now”.

  “As Greens we trust the science on climate change. As Greens we should also trust the science on nuclear”.

  Across the board, there is recognition that we will not hit net zero unless we accelerate our investment in new nuclear. This Bill provides the framework for reducing the cost of capital and increasing our options for private investment, which makes it all the more extraordinary that we have had the opposition we have. The hon. Member for Southampton, Test (Dr Whitehead), in a thoughtful speech, mentioned a decade of dither and delay. I assume he means from 1997 to 2007, when the then Labour Government completely turned their back on the nuclear industry.

  The hon. Member for Richmond Park (Sarah Olney), in a thoughtful speech, set out the importance of supporting net zero, which makes it all the more strange that the Liberal Democrats seemingly have an almost religious objection to nuclear energy. I was a Parliamentary Private Secretary in the Department of Energy and Climate Change when both the right hon. Member for Kingston and Surbiton (Ed Davey) and Chris Huhne were Secretary of State, and it was they who put in place the contracts for difference funding mechanism for nuclear, which did not work and which we are now having to sort out. It is easy to oppose with the benefit of hindsight, but the truth is that this is urgent and the Bill provides the basis for it.

  The hon. Member for Richmond Park is right that household insulation is important, which is why we provided an additional £1.75 billion in the Budget to upgrade the homes of those on low incomes through the social housing decarbonisation fund and the home upgrade grant. The Government are consulting right now on raising the standards for home insulation in new houses that are built.

• 12 May 2021: Better Jobs and a Fair Deal at Work

  Earlier this year I was delighted that the Prime Minister asked me and my right hon. Friends the Members for Chingford and Woodford Green (Sir Iain Duncan Smith) and for Chipping Barnet (Theresa Villiers) to lead a taskforce on innovation, growth and regulatory reform. We reported this week and our recommendations go to the heart of the measures in this Queen’s Speech—a new framework for regulation in the UK to be able to lead the world in the regulation of new sectors, and to use regulation to lead in innovation across the life sciences, clinical trials, digital health, agri-tech, nutraceuticals, the decarbonisation of transport, mobility as a service, satellites, and scale-up finance in the City. If we make such reforms, we can create here in the UK a genuine innovation nation—a small country, yes, but one that punches above its weight in developing the clean-tech, agri-tech and med-tech solutions that the world desperately needs as it faces an agricultural and industrial revolution in the next 30 years like the one we led here more than 200 years ago.

  On levelling up, I highlight the Government’s phenomenal package of support, rightly making the crisis not just a moment to prop up the pre-covid economy but to drive growth out. The 45 town deals and the eight freeports are genuinely transformational for places such as Teesside that have been left behind by successive Labour Governments, who ought to have been representing them better. There is the move of the UK infrastructure bank to Leeds, the levelling-up fund, the community renewal fund, the Help to Grow for SMEs, the future fund and the substantial commitment to net zero and the green infrastructure that we need for a proper recovery. This was a Budget not just to repair the damage of covid, but to lay the foundations for a more sustainable and sustained economic recovery, creating jobs and opportunities for generations to come. I welcome it particularly for that reason.

  I congratulate colleagues from both sides of the House on some outstanding maiden speeches and our new Chancellor on a dazzling debut. He takes office at a time of immense challenge: flooding here in the UK; the challenge of decarbonisation; coronavirus; a global economic slowdown; and a massive challenge of delivering the promise, and now expectation, of levelling up by so many communities across the country. I warmly welcome his announcements today, in particular his genuinely historic commitment to a once-in-a-generation science, innovation and infrastructure revolution to drive connectivity of opportunity for levelling up.

  That belief that we can, in this place, make a difference runs through the heart of the best of our democracy. It is why, after the Iraq crisis of trust, I started Mind the Gap! and Positive Politics. It is why, post crash, I led the calls in the coalition for an active industrial strategy for life science, for agri-tech, for cleantech to grow the exciting sectors of our economy with the biggest global potential. It is why after the EU referendum I was clear, as a noisy former remainer, that I was absolutely committed, as we must be, to delivering Brexit as a moment of inspiring national renewal that could work, however people voted in that referendum. That is why I spent the past three years setting up the big tent to capitalise on a wider conversation with people beyond Westminster, especially the next generation, to produce a vision for Britain beyond Brexit with 45 fellow MPs in our 2020 Conservative group—I am delighted to be flanked by three contributors to it—convening the one nation caucus and insisting that the Conservative party needs to discover the one nation tradition that runs through our core. It is why I campaigned for, and continue to support, the Prime Minister in his electrifying crusade to shake up the failing silos, quangos and Whitehall structures, catalyse a new energy, and deliver for the people and places that have been left behind by globalisation and so much of modern economic growth. It is why I was relishing helping to shake up the Department for Transport to better adapt to the challenges of decarbonisation, digitalisation and disconnection.

  It is a great pleasure to close this debate on transport emissions and decarbonisation as the Government’s first ever Minister for the decarbonisation of transport. I want to begin, however, by saying that while we have been in this debate there has been an accident in Turkey. A passenger plane has skidded off a runway and there are reports of injuries. I know the whole House’s thoughts will be with those affected.

  My right hon. Friend the Member for East Hampshire (Damian Hinds), the former Secretary of State for Education, spoke powerfully about the importance of pursuing the electrification and decarbonisation agenda in a way that goes with the grain of everyday travel to work, families and the realities of getting around our country, particularly in the last mile.

  The hon. Member for Twickenham (Munira Wilson) raised the important issue of Heathrow. Whatever happens at Heathrow, we are committed to making sure that it does not damage our commitment to our climate change obligations. In response to the hon. Member for Paisley and Renfrewshire North (Gavin Newlands), the SNP spokesman, I should make it clear that the UK Government want to support Scotland in its decarbonisation agenda. That is one reason why I am looking at hydrogen, which is a particular strength in the Scottish economy.

  As Minister for the decarbonisation of transport, my brief, which has been worked through with the Prime Minister and the Secretary of State, is to dramatically accelerate the pace of progress on decarbonisation in transport, but I also look after disconnection and digitalisation. The two are connected. We must do more to tackle the disconnection of people and places left behind, the clusters held back, and the disconnection between agencies, not least those with responsibility for decarbonisation. The digitalisation of our transport networks—particularly the railways, but also the buses—can play a huge part in decarbonising our transport system and making it easier for passengers to make that modal shift.

  The Prime Minister yesterday set out our groundbreaking commitment to be the first nation to ban diesel and hybrid cars after 2035, as recommended by the Committee on Climate Change. I am surprised we have not had more of a response and welcome for that from Opposition Members. They asked us to do it, and we have done it. It is a key step in tackling transport emissions and builds on our £1.5 billion investment in ultra low emission vehicles and our £400 million investment in charging infrastructure announced since the new Prime Minister and the Government took office.

  We are looking across all modes of transport. On aviation, we have already committed to producing an aviation strategy looking to 2050 and beyond. We have made it clear that Heathrow expansion must meet strict criteria on air quality and noise and will not be allowed to materially affect the Government’s ability to meet our climate change obligations. On shipping, I pay tribute to my hon. Friend the Maritime Minister for launching our first clean maritime plan. The UK is one of the first countries to publish a domestic strategy to reduce shipping emissions—invisible to many but none the less hugely significant globally, particularly for this maritime nation. This followed the UK’s crucial role in the agreement of the International Maritime Organisation’s first strategy to reduce greenhouse gas emissions from ships. On rail, we have committed to getting rid of all diesel trains on the rail network by 2040, and we are looking at electrification and at hydrogen trains in the peripheral areas not likely to be electrified.

  We will, however, go much further and faster than even this. I am clear that we want to make Brexit the moment when we step up to our global responsibilities to lead in the decarbonisation of transport and the growth of a green economy. That is why I am working with the Secretary of State on our first ever comprehensive transport decarbonisation plan, which Opposition Members might be interested to hear about, and which we will publish shortly. It will set out a groundbreaking approach to all modes, explaining how road, rail, shipping and aviation can reach net zero.

  My aim in this decarb plan is to ensure that this country leads in both the policies and the science and technology to drive the decarbonisation of transport. Our new future transport strategy sets out a comprehensive plan to do two key things. The first is to make the UK a world leader in the testing, development and financing of innovation in transport, because it is an industrial strategy for global UK leadership. Secondly, it is a strategy for local, healthy, place-based neighbourhood choice to make it easier for households, families, communities and councils to drive the modal shift that we need. We believe that by doing both, we can get on track to hit carbon budgets 5 and 6.

  I know that time is short: I have no more than 40 seconds left. Let me end by saying this. A number of colleagues have spoken about cycling, and we have committed £2.5 billion in this investment round and in this Parliament to double it. We have invested a further £200 million in buses, we have a £2 billion programme for decarbonisation, and there is £400 million for electric vehicle charging and another £400 million for hydrogen.

  We are acting fast to repair decades of neglect. It is all very well for Opposition Members to laugh, but I do not remember their being able to set out such a record after 13 years in office. We have a grip on this issue. In view of the United Nations climate change conference in Glasgow later this year, COP26, let me make very clear that this Government get it. We are also absolutely committed to making clear at that conference that we will make Brexit the moment at which we inspire a new generation, lead globally, and do that most Conservative thing of all, which is to leave our environment in a better condition than the one in which we found it.

• 4 Feb 2020: Net Zero Targets and Decarbonising Transport

  First, I thank my right hon. Friend the Member for East Hampshire (Damian Hinds) for calling this debate on the importance of decarbonising the transport sector. As the first Minister for the decarbonisation of transport, I welcome this opportunity and the many contributions from Members from, I think, all parties in the House. We have seen quite a lot of expertise, including from the former Chair of the Transport Committee, the hon. Member for Nottingham South (Lilian Greenwood), and I have heard an awful lot with which we agree, including on the scale of the challenge of global climate change and the imperative of gripping transport decarbonisation now. There was an important point about avoiding climate anxiety while stressing the urgency of the situation. We do not want to depress people, particularly the young, by making out that this task is impossible.

  As the first Minister for the future of transport, focusing on decarbonisation, digitalisation and disconnection, I, with my right hon. Friend the Prime Minister, am absolutely determined that we will take an integrated approach. That means putting people and places—neighbourhoods—at the heart of the vision for transport, looking at what the transport sector needs to do to put people and places first and looking at our research and development programme across Government to ensure that we are backing the right innovations in technologies to support future green transport. To that end, we have established in the DFT a new directorate for the future of transport, which has seven workstreams and seven directors, dealing with R&D, finance, place, data, regulation, decarbonisation and the importance of behavioural insights as well of ensuring that we go with the grain of people’s aspirations for their families and their constituencies.

  Let there be no doubt that this Government are 100% committed to leading—not just delivering but leading —and therefore we must accelerate our action to reduce greenhouse gas emissions to avoid longer-lasting consequences. That will mean reducing car dependency and building lower car dependency into the new houses that we are building, and that is why I was delighted last week to announce on the east-west arc, for example, that we are focusing on rail links to the new housing.

  The Climate Change Act 2008 was the first of its kind in the world and made the UK the first country to have legally binding long-term emissions reduction targets, and we should be proud of that. Since 2000, we have decarbonised our economy faster than any other G20 country. Last year, with support from this House, we became the first major economy to set a legally binding target to achieve net zero emissions from across the UK economy by 2050. That will end our contribution to global climate change, but it does not mean the end of prosperity. I am equally proud that we have created more than 400,000 jobs in this sector. We need to be clear that green growth is more sustainable, resilient and globally exportable, and creates more opportunities for the next generation of people in this country.

  Delivering net zero will require genuine transformation of our economy and society, including our homes, transport systems and businesses. Although challenging, it offers tremendous social and economic opportunity, but we will have to go further and faster to build on our track record, with transport front and centre.

  I shall list briefly the things that we have done. This is a very significant demonstration of leadership. Our £1.5 billion ultra low emission vehicle programme is the envy of the world. We have just announced the £400 million charging infrastructure fund, which will see thousands more electric vehicle charge points installed across the UK, both superfast chargers at motorway service stations and domestic chargers. The first £70 million of that will create another 3,000 rapid charge points. With the private sector, we are on track to deliver £1 billion for charging infrastructure. I am genuinely delighted that the Prime Minister has this morning announced the Government’s intention to bring forward the ban on petrol, diesel and hybrid cars and vans to 2035, in line with the Committee on Climate Change’s advice.

  We will have to invest in science and technology longer term, as well as modal shift for healthier and happier places short term, and to that end I will shortly be announcing with my right hon. Friend the Secretary of State our first ever transport decarbonisation plan. That will set out for the first time an approach for each mode—road, rail, shipping and aviation—and an approach by place. We want to look at the worst motorway junctions and railway stations, and we want to use digital tools to help to track standard emissions per passenger kilometre. And there will be a plan for science and R&D investment longer term, including for important technologies in areas such as hydrogen and carbon capture and storage—there is a whole range of technologies that can help us to drive both the modal shift and the emissions reduction.

  We are short of time. Let me close by saying that if we are to achieve this objective, which we are determined to do, it will require not just science and not just devolution for modal shift; it will require, I suggest, a pan-Government approach on a par with that which we took in the build-up to the Olympics—a genuine decarbonisation olympiad, which will need to happen on a cross-party basis and inspire the next generation with the belief that we can do it.

  I congratulate the hon. Gentleman on bringing this debate at the perfect time, as the Government are thinking about their legislative programme. I am particularly delighted to be responding on behalf of my noble Friend the taxis Minister and in my capacity as Minister for the future of transport—a new role at the Department for Transport—responsible for using our research and development budget, procurement and regulation to drive decarbonisation and digitalisation and to tackle disconnection in the Department.

  There is clearly a problem. We agree with the comments made tonight and those made elsewhere in the House that the legislation that governs the taxi and private hire vehicles sector needs reform. That has been driven by a series of issues: the pace of innovation in mobility; the out-of-date nature of some of the legislation; the urgency of the decarbonisation, digitalisation and automation revolutions; the safety of passengers; and the need to ensure accessibility for those who suffer from disabilities.

  Before coming to this House I was lucky enough to have a career in the field of science and innovation, founding and financing companies with incredibly exciting solutions to some of the great, grand challenges we face, mainly in the field of medical, clean tech and agri-tech, and as an MP I have been lucky enough to work in the Department of Energy and Climate Change and as Life Sciences Minister. It is important that we all agree that there is an environmental emergency in the world, and that we send the message that we get it. It is also important that we admit that this is very complex and that, as the great David Attenborough himself put it to me, we should be every bit as worried about biodiversity and the damage to habitats around the world as about the impact of climate change and the importance of mitigating it. The truth is this problem is being driven across the world by massive industrialisation, deforestation and urbanisation, and those seeing their life chances transformed by the agricultural and industrial revolutions driving those changes do not want us in the west to hold back their prosperity; instead they want us to reach out and help them deliver a model of clean green growth.

  This party understands how we achieve green growth and, at the risk of going all Monty Python on you, Mr Speaker, and asking “What have the Conservatives ever done for the environment?” let me say that this year we have reached a high in renewable energy, we are reducing emissions faster than any other G20 nation, and we have put £92 billion into clean energy and created 400,000 jobs. I do not mean to be complacent for a moment but let us inspire the next generation by resisting tribal politics, being led by science and being inspired by what innovation can achieve.

• 11 Mar 2019: Offshore Wind Substations: East of England

  I want to make it clear that I am a strong supporter of renewable energy. Indeed, if the wind is to be used, I would rather it were used offshore than onshore. Investment in offshore wind in East Anglia is phenomenal, and it will generate a large number of jobs. Much more importantly, it will reduce our dependence on fossil fuels and dramatically accelerate our work on climate change; it will lessen our dependence on energy from Russia and the middle east; and it is generally a very good thing. I do not want anything I say to be taken as in any way against the offshore wind generation revolution.

  East Anglia is now the global hub of offshore renewable energy, and many of the points I am raising tonight impact on Norfolk as well as Suffolk. I am delighted to be joined tonight by my hon. Friend the Member for Waveney (Peter Aldous), and to have the support of the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Suffolk Coastal (Dr Coffey) and the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Norwich North (Chloe Smith). My hon.   The key question that is being asked in our part of the world is: if we are to host this incredible investment—there is up to £50 billion of investment already in the pipeline; I have two wind farms connecting through my constituency and there are 10 more coming—what voice should the people of Norfolk and their elected representatives have in shaping the way in which that infrastructure is connected? At the moment, it looks very much like a free for all. Each wind farm applies for its own cabling and its own substation, with the result that we waste energy, we waste huge amounts of land and we massively increase the environmental impact. This leaves Norfolk powered by renewable energy but disempowered when it comes to the democracy of those decisions and without any benefit. In our part of the world—I say this as a supporter of renewable energy—it is beginning to feel as though the applicants are using the national significant infrastructure planning regulations to bypass and circumvent the need for any meaningful conversations at all. This explains why I have had such strong support from other colleagues in the area.

  Space is not just about national exploration; it is about critical national infrastructure and services, such as weather forecasting, satellite navigation and satellite television. Space-based technologies are used for tackling many global challenges. Satellites can assist with tackling illegal fishing, efficient urban and rural land use, resource management, safe implementation of autonomous vehicles, and myriad further uses underpinning new technologies and new markets. For example, over half the essential climate variables needed to understand climate change derive from our satellite observations.

  This is an exciting time for space. In 2016 the UK will be building the main experiment on the Plato mission that will search for new earths orbiting other stars, in pursuit of answers to the profound question about life elsewhere in the universe, and will precipitate key contracts for UK companies. We look forward to a major European Space Agency Council of Ministers meeting in November/December 2016, where we will negotiate to ensure that the UK continues to play an influential part and benefits fully from European Space Agency programmes. The programmes that we are looking forward to in particular include the UK-led biomass experiment that will calculate the capacity of the world’s forests to store carbon. As well as improving our ability to control climate change, this offers a considerable opportunity as UK companies are poised to win contracts to provide the craft that will host the experiment in orbit.

  As my right hon. Friend the Chancellor demonstrated in the autumn statement, the Government put investment in R and D as the top priority in our long-term economic plan. I am delighted, as I am sure that Opposition Members will be, by the announcement on ring-fencing the science budget, with £6.9 billion on science capital and £4.7 billion on revenue. In addition, the Prime Minister recently announced a 50% increase in our funding of climate finance, with £400 million over this Parliament, and we have just announced £60 million going into the energy research accelerator.

  My hon. Friend is something of an expert on those matters and I will happily look into the very important point he makes. One of the benefits of our support for the green economy—which, as I have said, is now a £45 billion sector in this country—is that we are generating the leading technologies in 21st-century green energy.   I thank my hon. Friend the Member for Beverley and Holderness (Graham Stuart) for raising this issue, which he has done with the support of hon. Members from all parties. I also congratulate him on his tenacity. He recently met my right hon. Friend the Secretary of State, along with E3G and the Aldersgate Group. He was also a distinguished member of the Committee that considered the draft Climate Change Bill back in summer 2007, and he served with great distinction for four years on the Environmental Audit Committee. He is not a Johnny-come-lately on this subject, but somebody who has been interested in it for some time.

  Despite one or two of the comments made earlier, I am not filling in for anybody. I am here as a Minister at the Department for Business, Innovation and Skills, and I have a long interest in green energy. I served at the Department of Energy and Climate Change as a Parliamentary Private Secretary. In a 15-year career in investment in technology companies, I saw that this country and its economy have great strength in clean tech and green tech. As a Minister with responsibilities for science, technology and innovation at BIS, I know the Department wants to do everything it can to unlock UK leadership in the clean-tech sector. Energy costs are a major issue for UK business, and making sure we have a clean, green, lean, resilient economy for the 21st century is of strategic national interest for the Department. It is therefore a pleasure to respond to the debate on behalf of the Department’s ministerial team.

  An example of the bank’s success is the important role it played in securing a £500 million financing deal for the Westermost Rough offshore wind farm off the coast of Yorkshire. That is a new offshore wind project in the early construction phase that involves the first use in the UK of new larger and more efficient turbines. It represents a step forward for that important sector. The deal demonstrates what the Green Investment Bank does well—attracting private investment into such important projects. Its leadership has helped to stimulate not just UK or European but global private interest in renewable energy. I looked earlier in the debate at the latest data from Bloomberg New Energy Finance and the eighth United Nations Environment Programme report on global trends in renewable energy investment. The sector globally was up 17% in 2014. That was the first time it was back up in four years, as it had had a quiet three years. It has now raised £270 billion for green energy globally. Renewable power, excluding large hydro, around the world, has gone from between 8% and 8.5% to just over 9%, so there is success globally.

  In the UK between 2010 and 2014 we raised £42 billion in the green energy sector and renewable electricity generation has gone from 6% to 19%. That is a stunning achievement in anyone’s books. There are 11,550 firms here in the supply chain, with 460,000 employees. Since 2010, on average, if the peaks and troughs are evened out, more than £7 billion a year has been invested in UK renewables, and renewable energy capacity in the UK trebled between 2010 and 2014. That is in no small part because of interest in the Green Investment Bank and the work that it has done.

  To complete my comments on the rationale for the decision, I looked this morning at research on market interest, and interest in acquiring a stake in the Green Investment Bank is likely to come from large-scale institutional investors such as UK pension funds, infrastructure private equity funds and sovereign wealth funds—specialist investors with an interest in green infrastructure. The bank has already successfully attracted similar investors into its managed fund for investment in offshore wind. Many of those investors do not currently invest in individual green projects. Allowing them to acquire a stake in the bank will provide a vehicle for them to invest in the area for the first time. That is a part of developing a more active private sector market in renewables and green energy. Through the bank’s portfolio of renewable energy and green infrastructure projects we hope to widen the pool of investor exposure and stakeholders in the sector. The sale of the bank is partly about enabling that new pool of capital to be brought to bear, helping to accelerate investment.

  I think I have made it clear that I will not commit the Government to giving statutory and legislative guarantees that would constrain the operation of the bank, not because we do not want to see the bank continue doing what it is doing, but because we have been clearly advised that once such guarantees are given, we will not be able to allow the bank to have the freedom that we want it to have or to be able to raise money that does not count towards public sector debt. We have made it clear that we want the bank to continue doing more of what it has been doing, such as investing in green energy and catalysing that market. I do not know whether the hon. Gentleman has seen the bank’s green business plan, which is a clear document. When investors invest in any entity, particularly a bank, the entity has to set out a prospectus and a business plan into which the investors are investing. That document will clearly set out the bank’s green activities. It will be very clear that people will not be investing in a company that can do something outside of that.

  It will be up to the investors and the bank to determine where the green energy market goes in the longer term. None of us in this room is able to predict where the bank should be investing, given the pace of investment. I have seen a number of interesting technologies—hydrogen cells and some of the battery technology are extraordinary stuff—and we want the bank to be free to invest in different sectors.

  The hon. Gentleman makes an important point. Obviously, it is for the bank to make sure that it is in the right location. We originally put it in Edinburgh because, as he well knows, Edinburgh is a great centre of finance. It is one of the great capital centres of the UK and has a great history of green energy investment.

  In the context of biosecurity in the UK, this is a wake-up call for us all. For far too long, we have not taken our biosecurity seriously enough. Over the past 15 years, we have seen a significant—and generally all to the good—globalisation of trade in commodities and products. We have also seen substantial climate change.

  This outbreak presents us with an opportunity to establish our leadership in this important area of science. Over the past 15 years, we have seen a huge globalisation of trade in agriculture, plants and other commodities, as well as substantial climate change. That changes the context in which we should view the import and export of those goods. The UK’s biosecurity is of strategic national importance, as my hon. Friend the Member for Richmond Park eloquently pointed out. Colleagues who have visited Australia and the USA recently will know how seriously those and other countries take these matters. A person can hardly leave an aircraft without being sprayed, disinfected and checked, and without having their luggage checked for seeds. The outbreak represents a wake-up call for us in that context as well.
