  Planning permissions for new homes, of which there are already around 1.5 million, are one thing, but getting those units built is another. With Savills reporting that two thirds of London boroughs have seen net zero new housing starts under the Mayor of London, what proposals do the Government have to ensure that units with permission actually get built, rather than concreting over our green belt?

  Let me mention some of the things that I hope the Minister will address in her summing up. The first is what the measures in the report do to support housing delivery. We know from the recent report by Savills that 23 of London’s 33 boroughs report that the net figure for new homes being commenced this quarter is zero. Lambeth council has been very public about that, and has reported net zero new social homes. The Secretary of State and the Chair of the Housing, Communities and Local Government Committee, the hon. Member for Vauxhall and Camberwell Green (Florence Eshalomi), are particularly familiar with that. It is clear that housing delivery is collapsing at a time when lofty ambitions are being set, and at a time when the grants for homelessness are cash-flat, as are care costs, and costs relating to vulnerable children and care leavers.

• 10 Feb 2026: Inner-London Local Authorities: Funding

  As we heard, there has been a 27% increase in street homelessness since this Government took office. That contributes to the sharply rising pressure on temporary accommodation that London Councils, on behalf of the capital’s local authorities, has highlighted as the biggest single factor driving inner-London councils to seek exceptional financial support and to look at significant reductions across the capital in the services that our constituents expect local authorities to provide, such as libraries, parks and clean streets. At the same time, according to a recent report by Savills, two thirds of London boroughs report reaching net zero: not net zero in the traditional sense of an environmental target, but net zero new housing starts. In two thirds of our capital’s boroughs, no new homes are being added to the housing stock at a time when the Government have an increasingly unattainable target of 1.5 million new homes. To hear hon. Members from throughout the Chamber talk about the acute pressure from housing need, at a time when housing delivery in the capital has absolutely collapsed, demonstrates that things are not going in the right direction.

  I am going to develop my answer to that, because that is the question we face as a country. We set ourselves a target in the last Parliament of delivering 1 million homes, and we fell just short of that, but when this Government set out their commitment to net zero, I do not think they intended 23 of the 33 London boroughs to have net zero new housing starts, according to a new Bidwells report on the housing market in London. They did not anticipate a 20% reduction in completions of new homes. They did not anticipate a 55.9% drop in the number of new housing starts here in our capital city or a Labour mayor delivering 4.9% of the target set for him by this Government, despite record levels of funding. The context, as we saw today, of growth in our country falling to just 0.1%, is a significant clue to the answer to the hon. Gentleman’s question.

  On heritage sites and reservoirs, the Lords have done some excellent work. I am grateful to the Minister and the Government for their willingness to embrace the debate about electric vehicle charging, and I know noble Lords have been extremely keen to support the work being done to deliver that net zero agenda. However, so many elements of the Bill incorporate a tendency to centralisation. The lack of community-level accountability and lack of ability for local residents to have their say about what is happening in their area—for example, on assets of community value—remains a fundamental concern. If we want those communities to embrace development and new homes, they need to be able to see the benefits and opportunities that a development will bring to their lives.

• 16 Oct 2025: English Devolution and Community Empowerment Bill (Fifth sitting)

  The faults in new clause 19 are multiple. It would compel mayors, in a Bill that is supposed to be about devolution. Having spent a part of my life engaged with deliberative democracy and citizens assemblies, I agree with my hon. Friend. While I am sure they were an uplifting experience for all concerned, they achieved absolutely nothing. They wasted a huge amount of taxpayers’ money. If we reflect on the previous Labour Government’s Local Agenda 21, all the money was spent on meetings to discuss what to do about climate change, and there was nothing available to implement any of it. On Building Schools for the Future, years were spent on consultations and project planning, with not one brick laid and not one school roof repaired as a consequence. We have seen lots of examples where these kinds of processes have led citizens up the garden path.

  Justin Griggs: At the National Association of Local Councils, we have long advocated for a shift of power out of Whitehall and into our communities, but it is important that that devolution goes beyond the regional, sub-regional and principal authority levels, and into communities themselves. That is why we welcome the ambitions, taken together, that the Government have set out in the White Paper and the Bill. They provide some helpful recognition of the important role that parish and town councils play in their communities—as local leaders, with skin in the game, who know their places best, and providing a wide and growing range of hyper-local public services, such as using neighbourhood planning to plan for housing within their areas, tackling the cost of living crisis, stepping up to support communities during the covid pandemic and working with their communities on climate change.

  Habitats such as chalk streams throw up a similar set of issues. Environments that have been created by human hand for leisure and the enjoyment of the natural environment are also incredibly significant for the maintenance of the environment, for the preservation of species, some of which are at significant risk, and for the work we are doing as a country to tackle climate change, which a number of Members mentioned. This debate is about not simply the narrow point of what happens on our grouse moors, but the bigger picture of how we, as humankind, exercise our responsibility to be effective stewards of nature.

  The comparison between heather moorland and chalk streams was made in one of the briefings, and I want to draw that comparison again, simply because of the striking fact that 75% of all heather moorland is here in the United Kingdom and 85% of all the world’s chalk streams are here in England as well. People’s hobbies help to maintain both of those habitats: grouse shooting provides the economic infrastructure that maintains heather moorland and allows it to continue to act as a carbon sink, which makes such an enormous contribution to the UK’s efforts to tackle climate change, and fishing contributes economically to the maintenance of chalk streams, which are a vital environmental asset.

  We are well aware of issues relating to air quality, but there are also organisations such as ClientEarth, which many of us will have heard of. Essentially, their stock in trade is to look for opportunities to address broader issues around, for example, climate change and environmental impact by using what, in some cases, are arguably loopholes, but in many cases, are essentially contradictions in legislation.

  Councillor Clewer: I do not think we gold plate our local plans. There are many councils that want to go beyond existing guidance, particularly on net zero, for example. That is mostly to stop expensive retrofitting in future and make people’s bills cheaper. There are areas where councils will want to go beyond existing national policy, but every example I can think of was done for a very good reason and will end up with broad public support.

  Although the industry created the enormous economic opportunities that have been described by many Members, we know that the environment was very harsh and difficult, and as we recognise in our many debates about climate change and the transition to net zero, it created a product that, although valuable and effective at generating energy, is enormously polluting.

  In summing up, it is important, first, to recognise the impact that the end of the use of coal in British industry and energy generation has had; and secondly, to draw out of that history some lessons for what is often termed the just transition—the intended end of oil and gas as a significant player in our energy industries of the future. When I was growing up, the Thatcher Government’s engagement on investment was largely with the European Economic Community. I saw the roads being built and the blue flags appearing all over as the Government sought to bring in infrastructure investment to open up places like Cwmcarn—a valley off a valley, which is a challenge to access—and communities of coal board houses, where my sister and her husband still live to this day, so that people could access the growing industries and employment opportunities of the future. The Government at that time recognised that the infrastructure to create that access would be vital.

  To conclude my remarks, I turn to the importance of learning from the work that the Coalfields Regeneration Trust undertook and from the points that many Members of all parties have made in debates about these issues over many years. We know that we are about to embark on a process. The UK has made progress in the decarbonisation of our economy since the early 1990s, when, as a leading nation, we began the major shift away from coal. In the 1950s, coal produced most of our energy; today, it contributes to none—our last coal-fired power station recently closed.

  The Trades Union Congress recently passed a motion highlighting that 30,000 jobs were at risk in the oil and gas industry. We talk about the just transition—Labour Members are, in my view, justified in raising the problems that process has created—but we must lay the groundwork for it. I remember interventions during the miners’ strike, such as the distribution at my school of the EEC butter mountain. That is not an example of an effective economic intervention to address the needs of people in difficulty. If we are to have a just transition away from fossil fuels in the future, we must learn from the past mistakes of all Governments in respect of coalfields, and incorporate the lessons into effective policy for a better future for all affected communities.

  It is also clear, from both the Grenfell report and other research, that the drive towards building efficiency, in particular energy efficiency, has created a risk of a loss of focus on safety. We know that this has been part of a global move to recognise the need to address climate change through better quality insulation and the more efficient construction of buildings. Increasingly, we see buildings being brought forward with modular construction of different types. Hotels arrive in a shipping crate: pre-constructed rooms are simply stacked up and then given a brick skin. Frame-constructed homes are a significant part of the delivery of the housing market. These provide an opportunity to make the available funds go further and create more homes more quickly. That is extremely welcome, but we need to ensure that the risks that might be associated with some of those forms of construction, especially where they take place at scale, are properly considered. I would like to hear a little more from the Government in due course about how the broader context of building safety and resilience will take those matters into account.

  I commend the work that about which we have heard from a number of colleagues who serve on the Parliamentary Assembly. I also pay tribute to the work of my former colleagues on the Congress, who have done a tremendous amount to shape both the work and the priorities of the Council of Europe, especially it comes to the rights of refugees, both in the United Kingdom and following their transition from wherever they may have originated to a place of safety elsewhere. It is important that those rights are respected but also managed, and that countries such as Greece, Italy and Turkey—which accommodate millions of refugees at a time when we in the United Kingdom are worrying about tens of thousands at the most—are able to share the challenges that that poses for their communities and the implications for their politics, and also to work with us to find a more functional and effective system of managing the way in which people who are in dire need of help move around the world. As issues such as climate change begin to become a larger factor, we have an opportunity to reflect on how those rights will all play out.

  It is clear that climate change is having a significant impact on the breeding habitats of wild birds around the world, especially migratory species. We need to consider what responsibilities our Government have. We need to consider not just what we can do here in the United Kingdom, but what influence we can bring to bear in international forums to try to secure and improve the provision of those habitats, so that both migratory birds and birds domestic to the United Kingdom can thrive.

  The complexity of the issue is demonstrated by a point made at the Dispatch Box at the very start of the debate: we must make sure that the benefits of our decisions extend to all parts of the United Kingdom. Let me give the example of the removal of VAT from environmentally friendly green energy products. On 7 December 2021, the Economic and Financial Affairs Council decided to enable the removal of VAT from all those products. About four months later, the same decision, which I very much support, was taken here and presented to this House. The benefit of it has been felt across England, Wales and Scotland, but we are told that it is not possible for Northern Ireland to have that benefit.

  I will conclude with two points. First, I agree strongly with my hon. Friend the Member for Dover (Mrs Elphicke) on the point about needing a new COP26 on the issue of global migration. The world is changing, and the challenges faced by asylum seekers and the numbers on the move mean we must update the way we respond, in partnership with our allies. Finally, I will comment on some of those international obligations, which are often heavily criticised. The UK is rarely referred to the European Court of Human Rights for any breach of our laws, and we are rarely criticised. Indeed, the findings of that Court are not binding on the United Kingdom. As a champion of human rights we should be proud of the UK’s record in that respect, and we should renew our dedication to being a beacon of human rights in the future.

• 14 Jul 2021: Children and Families: Cross-Government Strategy

  It is right, for example, that the Government have set out a cross-departmental strategy on the environment and climate change. The focus brought by COP26 has enabled us to see all parts of government thinking about how our actions contribute to achieving those climate goals and working with all kinds of stakeholders on the action that they need to take. In the same way, I call for a clear, cross-government strategy for children that sets out what we want to achieve for the health, education and wellbeing of our youngest constituents. On the whole, we have a system that supports children well, but it remains inconsistent in some respects. From early years health and nutrition to entry to university, we still have some distance to travel before we can say that our youngest constituents are able to make the best of the opportunities that our country seeks to offer.

  However, as we go into the debate about what type of approach we want to take as part of levelling up, we need to be more strategic about supporting, preserving, developing and improving our green spaces and the part that plays in everything from climate emissions to animal welfare in our country. That is where the concept of a wild belt offers a huge advantage, and it is certainly one that I encourage Ministers to take forward. It is ancillary to the benefits that we see from the green belt, but with a specific focus not just on places that look beautiful and are easy to enjoy, but on places that can provide vital parts of our ecosystem for wildlife-places that may often be found at the margins of our towns and cities, but which are so incredibly important for nature. We must ensure that we support the biodiversity of our country for the future. I commend my hon. Friend the Member for East Surrey for securing the debate, and I hope the Government will give the issue very serious consideration.

  Even more important from a human perspective is the prevention of wildfires, as a number of Members have mentioned. Back in 2003, for example, a wildfire on the National Trust’s Bleaklow destroyed more than 2,000 acres of rare habitat and all the heather on the neighbouring 2,500-acre moor. The sad reality is that the CO 2 levels—a climate change issue—being released from wildfires has increased dramatically in the last five years. If we want to prevent and reduce those emissions, controlled firebreaks are a necessary part of our toolkit. The practice has many different names depending on where we are in the country, but the idea behind prescribed burning is that it is a quick burn that removes the canopy and does not affect the underlying peat or soil layer that is so important to the biodiversity of our environment.
