  The hon. Member raises an important point. For anyone who understands the science and sees the effects globally, climate change is happening, the planet is warming up, and we will all feel the effects of a heating planet. What that does to our critical national infrastructure, to businesses and how they operate, and to our energy systems will be profound, and it is something that I do not think we talk about enough. We talked about it a great deal a few years ago, but it sort of slid off the agenda. However, I also understand the challenges that the Government are facing at the moment: there are international threats, which seem to be conjoining, and climate change seems to be a further away problem. I understand the issues, and I hope the Minister can draw that subject in to show the interconnection of threats and how we will deal with them.

  First, however, I want to pose once more the central question of this debate, and ask every Member to answer it honestly: is our national defence truly ready? My honest assessment is no, it is not. War is no longer a matter of history. The international order we have all lived under is fracturing. War has broken out across multiple continents, and rapid technological advancement and the accelerating consequences of climate change are compounding an already dangerous volatility. The world is not as it was, and we cannot afford to govern as though it is.

  We are legislating at a moment when the security environment is more dangerous than at any point since the cold war, if not world war two. War has broken out across the European continent, and there are wars in the middle east and across Africa. Technological change is speeding everything up, and climate change is increasing volatility. The threats that we face, whether hybrid, cyber or conventional, are growing in scale and sophistication. The Armed Forces Minister himself, in introducing the Bill’s Strategic Reserve measures, said:

  We all know that the High North is no longer a distant theatre of academic interest or a place for explorers’ delight. It is fast becoming the new frontier of great power competition. As the ice retreats through climate change—we have heard about that from many Members today—strategic rivalry advances. Sea routes are opening, undersea infrastructure is exposed and military activity is increasing.

  Lastly, China, although not an Arctic state—it claims to be a near-Arctic state, whatever that means—has steadily expanded its presence through research, commercial investments and polar shipping, signalling long-term interests in Arctic trade routes and resources. That will only increase as climate change reduces the ice.

• 15 Jul 2025: Sustainable Aviation Fuel Bill (First sitting)

  You also asked about the waste hierarchy and what could be done to encourage residual municipal solid waste to find its way to the best carbon outcome, rather than being used to produce electricity, which is already going on to a largely decarbonised grid. Adjusting the waste hierarchy to recognise the carbon benefits of this route for residual solid waste would be really helpful. At the moment, local authorities are in a situation where they have a reliable route through just sending it off to an energy from waste project, against prospects of hopefully SAF projects coming down the line in future, if all else goes well, then RCM comes along and they win contracts. There is a lot more risk involved in choosing the SAF route. That has to be specifically encouraged, and the waste hierarchy would be a way of doing that.

  Q That is a very good answer; I am happy with that, and it is obviously coming from a company’s perspective. In terms of Government engagement, how many conversations have been had with the Cabinet Office and the Department for Energy Security and Net Zero around energy security and your production capability?

  Especially coming out of the big, beautiful Bill, America is out of the game. That is kind of a good thing at one level, because it means that, particularly with the way the mandate is designed around second-generation SAFs, we now have a globally unique position. We could therefore become an incubator for a series of technologies that will have to play a significant role in aviation decarbonisation over the next couple of decades. The bad news is that if we fail to get this new industry kick-started, I do not think we can hope to rely on imports from somewhere else to get us out of trouble. It will mean that we will not meet our mandate targets.

  Philip New: No. For most global markets that have started to look at SAF, the preferred mechanism has been to impose some form of mandate—even China has put in place the beginnings of a mandate mechanism. None of them are as ambitious as those in Europe and the UK, but that is the normal mechanism. The reason for that is simply that SAF costs more than aviation fuel. Left to its own devices, an airline in a very competitive industry is unlikely to voluntarily buy more SAF than it needs to buy. If it has big corporate clients that want to offset some of their scope 3 emissions and are willing to pay a premium to have their flights decarbonised, that is fine, but there is a real limit to how big, dependable and investable that market will be.

  Labour has repeatedly stated that food security is national security—a point with which I and many of my constituents wholeheartedly agree—yet there remains a clear disconnect between that rhetoric and the substance of current policy. Beyond the announced biosecurity measures, does the Chancellor of the Duchy of Lancaster genuinely believe that the national security strategy goes far enough to address the resilience of domestic food supply chains, the risk posed by climate change to agriculture, and systemic vulnerabilities in our food system?

  Recent events in Spain and Portugal highlight the wide range of challenges facing power grids, and we have heard many in previous questions. Those incidents show the complexity of effective reporting and the ability to respond rapidly, and the skills required span multiple Departments, including the Department for Energy Security and Net Zero, DSIT, the National Cyber Security Centre and the Met Office, which is based in my constituency. This raises an important question: who is responsible for co-ordinating reporting for similar incidents in the UK? More importantly, does the Minister’s Department have the right skillsets to respond?

  There is no getting away from the fact that the international system is becoming more volatile. It is deeply sad that conversations about international conflict are no longer hypothetical. War has broken out across multiple global regions, and we must act without delay to increase defence spending to meet the threats that are clearly present. Anthropogenic climate change has long ceased to be purely an academic debate—it is visible and happening now. We must continue to work closely with international partners to reduce our overall global carbon emissions.
