  It is great to hear the Greens talking about climate again, frankly—more, more, more! I am very proud of our record on climate, on renewables and on nature. I was very pleased to deliver my Kew lecture on this subject, and the great work continues not just in the Department for Energy Security and Net Zero, but at the Foreign, Commonwealth and Development Office, to ensure that Britain once again is at the leadership table on climate and nature.

  I welcome the shadow Energy Secretary to the Dispatch Box. It is always good to hear from someone who was at the heart of the Treasury during the biggest fall in living standards on record, who was the Children’s Minister in the Government who plunged hundreds of thousands of children into poverty, and who was the Energy Secretary who showed an unwavering commitment to the cause of net zero, even though she has now forgotten that.

  I am grateful to my hon. Friend for campaigning on this issue. I am very proud of the fact that this Government have restored the UK’s position as a global leader on climate action. That includes ambitious targets to reduce climate emissions and restore nature, and seizing the opportunities of clean, renewable power.

  The shadow Business Secretary should check his facts—500,000 more people are in work than a year ago under us. He is in no position to lecture anyone about U-turns, by the way; this man was Boris Johnson’s net zero business champion, and now he opposes the renewable investment that is creating jobs and opportunities right across the country.

  My sympathies are with the hon. Gentleman’s constituents who have been affected by the recent floods. We are investing a record £10.5 billion in flood defences to protect 890,000 homes. The flood defences are of course inherited from the Conservative party, which was shameful, but we have committed to net zero and to the Paris agreement; it is good for lowering bills, and good for jobs and investment in the UK.

• 3 Jun 2025: UK-Morocco Partnership and Regional Stability

  On 1 June, during my visit to Morocco, I announced a series of partnership agreements that unlock opportunities for UK businesses across a range of sectors, including access to public procurement markets in Morocco, where opportunities are estimated to be worth approximately £33 billion over the next three years. On behalf of the Department for Business and Trade, I signed a Government-to-Government partnership that strategically positions British businesses to compete for contracts to develop Moroccan infrastructure for the 2030 FIFA world cup. In addition, I announced closer UK-Morocco co-operation on migration and counter-terrorism, and joint action to tackle water scarcity and climate change.

  I was proud to join Ministers across Government to show UK leadership on the climate and nature crisis at COP29. My right hon. Friend the Prime Minister announced our ambitious 2035 emissions reduction target, and I reaffirmed our commitment to the global south through £11.6 billion in climate finance.

  It was important that our Prime Minister was the only G7 Prime Minister to attend COP. My hon. Friend will recall that, last year, the Prime Minister at the time did not attend. It is hugely important that we reach the £300 billion for climate finance, which will help the global south get to clean energy.   The Government are reconnecting Britain with the world in European capitals, in NATO and at Blenheim, and I have been resetting relations with Europe and reinforcing support for Ukraine. I have also deepened partnerships with the global south to tackle the climate crisis and unlock economic growth, and I am taking a balanced approach on the middle east, calling for an immediate ceasefire, the release of all hostages and more aid into Gaza.

  From the floods to the fires, from melting ice sheets to ocean heat, the climate crisis is reaching a tipping point. Labour has a plan at home: doubling onshore wind, trebling solar and ending new oil and gas licences in the North sea. Labour has a plan internationally: a clean power alliance of developed and developing countries to drive forward the transition. Is it not the truth that the Government have no plan and have squandered Britain’s climate reputation to wage culture wars at home?

  Our allies in the United States, the European Union, Australia and Germany have all entered the global race to reach net zero and create the jobs of the future with massive public investment, but the Government’s Secretary of State for Energy Security and Net Zero described the United States Inflation Reduction Act as “dangerous” and the Chancellor described it as “distortive” and “not the British way.” Does the Foreign Secretary agree with his colleagues in Cabinet or our allies in the United States? It will be interesting to see whether the Foreign Secretary answers.

  Thirdly, we must never again allow ourselves to become dependent on autocrats and their fossil fuels for our energy. Decarbonisation is now a vital national security imperative. The faster we can transition to clean power, the quicker we can undermine Putin’s war effort. Every solar panel is a shield to Putin’s aggression; every wind farm a defence against dependency. In developing our home-grown energy systems we can build the green jobs and the transformational industry of the future.

  As has been said, the appalling floods in Pakistan, which have affected more than 30 million people, show that the climate crisis is not a future problem—it is here and it is now. Despite the Minister’s bluster a moment ago, it is incredibly concerning that the new Conservative Prime Minister has said that she will impose a temporary moratorium on the green levies that we need to reach net zero. Will the Minister commit to doubling our commitments to net zero, so that the UK can lead from the front to build a green and secure future?

  While we push for an end to Putin’s monstrous aggression, as well as for peace, democracy and freedom for Ukraine, we must remain open to the Russian people. They did not choose this war, so we must expose Putin’s fabrications, distinguish between the Russian regime and Russia, and bolster the work of the BBC World Service and others to communicate with authoritarian states, as has been said. We must revise our defence plans for this new era, scrap the planned cuts to the Army and protect our energy security with a green energy sprint, to move decisively away from fossil fuels and on to clean, cheap, home-grown renewables instead. That will end dependency on Russia, accelerate our path towards net zero and cut off finance for Putin’s war machine.

  Physics forms the basis of our high-tech, advanced economy and employs many people in this country. Important contributing sectors to the UK economy include electronics and optoelectronics, which employ between them over 1 million people. High-technology physics-based industries will help to ensure that the UK is able to compete successfully in the modern global economy, and we will also look to physics research to help overcome the major challenges that still exist in the century before us. Much that has been said about green technology is underpinned by the importance of physics. There are other challenges as well in respect of the underpinning and our better understanding of the mechanics of climate change and greenhouse gases, all of which require the expertise of good physicists.
