  Clearly we need clean energy. We need renewable energy and there are huge possibilities across Wales. Sir Alec, I know that you are a keen engineer and that you will be interested in the opportunities to develop tidal energy in Wales, and the bountiful opportunities to develop our offshore wind capabilities. However, destroying one of our most important natural climate defences in the process of developing onshore wind is reckless and irresponsible. That is the contradiction at the heart of wind farm development on peatland. Peatlands are not wasteland. They are among our most valuable ecosystems. They store carbon, regulate water and support biodiversity. When damaged they can release the very emissions that we are supposed to be preventing.

  The hon. Gentleman is making an excellent speech, and I agree with many of his points. Tackling the climate emergency is vital, but that does not mean that green energy companies should be allowed to do whatever they want. Does he share my concerns about the conduct of Bute Energy, a green energy company that has spent—at the very least—thousands of pounds on courting his colleagues in Cardiff?

  I support the Government’s aim of building supply chains and providing green jobs, but they must hurry up, because Wales is missing out. The tidal lagoon project in Swansea bay, which the Conservatives cancelled, would have created thousands of jobs, generated tons of green energy and given us an industrial lead. The Liberal Democrats agree with the Government that green industrial leadership is ours for the taking. Take offshore wind: Wales has the coastline, the ports and the industrial skills to lead the renewable transition, but parts of the supply chains have now been built elsewhere, which means that Welsh companies will have to import steel to build the necessary parts. We should not be importing steel into Port Talbot—that defies all logic. The Government have given themselves a deadline of 2035 to get floating offshore wind ready. What are they waiting for? This sluggish attempt at industrial development is costing us jobs.

  We cannot go on like this. Steel is strategic, it is critical to our national resilience, and it matters just as much in south Wales as anywhere else. This Government’s failure to act swiftly in Wales, to consult transparently with workers and to invest in a serious and just transition has undermined confidence and left people in Port Talbot, Llanwern, Shotton and many others across Wales feeling abandoned.

  While the economic issues facing these communities are vast, many local residents also live with a distinct fear. In Wales and across the UK, the Aberfan tragedy of 1966 is seared into the collective memory of our nation, yet for many communities across south Wales the risk remains. Coal tips across the UK are still in need of remediation. The reality is that the risk of tip collapses is increasing due to climate change and more frequent, intense rainfall. In my own constituency, Godre’rgraig primary school near Pontardawe was forced to close in 2019 due to fears of a landslide. The children are still being taught in temporary cabins in a car park, which is completely unacceptable.

  I thank the hon. Member for giving way and for securing this important debate. My constituency has one of the highest levels of off-gas-grid properties in the UK, with over a third of my constituents dependent on heating oil to keep their homes warm. Does the hon. Member agree that it is vital that the Government bring forward plans to help off-grid homes to decarbonise not only to help the environment, but to help to bring their bills down?

  Wales stands ready to play its part in powering the United Kingdom once again, but this time Wales would like to experience the tangible benefits from these projects. In my constituency, Llangattock Green Valleys has the ambition to develop plans for a large, community-owned renewable energy scheme to supply premises in the Crickhowell region. The scheme will have a mix of technologies, such as solar, hydro, wind and storage, to give a year-round supply of energy. It will be developed from the start in consultation with the community. It will be managed by the community and the profits will benefit the community itself.

  I thank my hon. Friend for securing this terribly important debate on the fact that rural communities are not being paid sufficiently to host the infrastructure that we need to get to net zero. Earlier this month I visited Awel Aman Tawe, a community energy charity based in my constituency that uses the revenue that it gets from a turbine that it erected itself to pay for regeneration in that deprived area of Wales. Does he think that is a preferable or more desirable outcome in comparison with other projects, such as Bute Energy’s project in Powys, where the developer is hiding the community energy funds behind layers of bureaucracy that might make them inaccessible to local residents?
