  I agree that the last Government’s failure to invest in energy was a failure to protect our country. Today we face the stark reality that we cannot guarantee our national security, our energy security or our food security. When the Liberal Democrats were in government, we launched the auction for onshore wind and established the Green Investment Bank, helping to drive down costs and quadruple renewable energy. The Conservatives’ decision to scrap the Green Investment Bank has left our energy system more exposed, and should be worn as a badge of shame.

  Looking ahead, many big questions remain unanswered. Will the Government immediately designate UK-made steel a nationally strategic asset? Will they be using direct reduced iron, and, if so, will that form part of the UK’s plans alongside protecting the production of virgin steel at Scunthorpe? When will the Government bring forward a comprehensive plan to ensure that more British steel is used in vital infrastructure projects, from defence to renewable energy? Will Ministers work shoulder to shoulder with our European and Commonwealth partners to tear down trade barriers, including by negotiating a customs union by 2030? Will they develop initiatives to retrain and upskill workers across the country as we transition to greener methods of steel production? How do the Government intend to respond to calls from UK Steel for the Government to achieve the lowest electricity prices in Europe, parity with competitors on network charges, and wholesale electricity market reform?

  And yet, it has been reported this morning that the Government intend to give the green light to Luton airport expansion via a letter on the national infrastructure planning website at 2 pm—in less than three hours—with no debate at all. Is that true? If so, why has there been no debate in Government time about the climate emissions framework, as the Leader of the House had promised?

  The Government’s expressed political support for Heathrow airport expansion has sparked concerns that they might be getting ready to expand Luton airport too, despite the fact that the Government’s own climate advisers say that no net expansion of airports should go ahead until there is a climate emissions framework in place. Have any Ministers indicated that they intend to publish a climate emissions framework, and if so, when? Will the Leader of the House use every lever in her power to ensure that, in due course, this House has a debate on that emissions framework before any new airport expansion is given the green light?

  On airports, the Chancellor has voiced her support for Heathrow expansion and has suggested that expansion will be forthcoming for other airports. We Liberal Democrats oppose this, because it will deliver minimal growth at a huge cost to the climate. Can the Government confirm whether they intend to abide by the advice of their own climate change advisers that no airport expansion should proceed until a UK-wide capacity management framework is in place? In the midst of a climate emergency, can the Government give a cast-iron guarantee that the so-called refreshed carbon budget that the Chancellor referred to will not water down climate targets, and what do they have to say to those experts who say that sustainable aviation fuel is not realistic or scalable?

  However, as we debate the new charter, it is also worth reflecting on how fiscal rules are treated in our politics more broadly. Although they are absolutely necessary for economic stability, there is too often a sense that fiscal targets can be arbitrary and that they are chosen based on what is convenient for each Government; previous Conservative Chancellors changed the fiscal rules five times in seven years between 2015 and 2022. What often seems to be lacking throughout the process is a sober, pragmatic dialogue about what the best fiscal rules are for our economy, for everything from growth and investment to jobs and net zero—a discussion perhaps ideally not affected by politics, but focused on what is right for our economy.

  I rarely need much encouragement. The hon. Member is making an impassioned speech about the fact that this country has led, and it can continue to lead in this area. He talked about hard power. Does he agree with me and my Liberal Democrat colleagues that if our country is to be better than just assembling parts, we need urgently to rip up the red tape that is stopping so many of our home-grown manufacturers building the climate technology of the future because of the trade barriers that exist with our EU neighbours?

  As others have said, this legislation is uncontentious; I am happy to support it. This is a good opportunity to highlight the difference that some of these loans make to people’s lives. In my local area of St Albans, the district council has used Public Works Loan Board borrowing to help fund a range of really ambitious projects in our local area. That has included investment in social housing, such as the King Offa and Hedges sites; decarbonisation and improving the energy efficiency of council homes; investment in vehicles and equipment used for recycling, street cleaning and waste collection, which has helped our district council to achieve one of the highest recycling rates in the country; and investment in a regeneration project in the heart of the city, which is providing social, rented and shared ownership homes along with commercial space to rent.

• 17 Oct 2024: International Investment Summit

  We Liberal Democrats want Britain to be one of the most attractive places in the world for business to invest. We want to see responsible, sustainable businesses investing in tackling the climate emergency and creating jobs, growth and wealth, some of which should be invested into our health, education and public services. I welcome the Government deciding to hold an international investment summit within their first 100 days. It sends an excellent signal to the world that UK plc is open for business, and we Liberal Democrats welcome and support that move.

  It is an enormous relief that some of the dark days of the last Government are—I hope—behind us. We had the tweeting diplomacy of two former Prime Ministers, which made us look like a small country on the international stage. We had the half-baked Brexit deal, which has wrapped up small businesses in red tape and reams of paperwork. We had the rolling back on net zero and the flip-flopping fiasco on HS2, which created uncertainty, scared off investors and put the jobs of the future at risk. We also had the sheer incompetence of a Government who had forgotten how to negotiate. In my former role as my party’s health spokesperson, talking to some of the pharmaceutical companies involved in the voluntary scheme for branded medicines, pricing and access negotiations, it became patently clear that many were putting their investment abroad and not in this country. That investment was lost on the Conservatives’ watch.

  To make it even worse, we know that in many parts of the country, where high streets are not in a good state, there are small businesses that want to invest in good environmental things. They want to invest in solar panels, insulation, ventilation and bike sheds—things that would be good for business and create a sense of community, tackle the climate emergency and improve the public realm. Yet if they invest in those things, their business rates can go up. That is absolutely nuts, and I urge all colleagues to get behind my call to make the upcoming Budget the final one in which business rates are a permanent feature.

  My third point is about the climate jobs of the future. I know the UK Infrastructure Bank has been rebranded the National Wealth Fund, and has attracted £7.3 billion in funds already. I would be grateful if the Minister could confirm whether the new wealth fund will have an explicit remit to support the UK’s transition to net zero carbon emissions. Finally, it is no secret that Brexit has wrapped up our small businesses in red tape, and that they are dealing with reams of paperwork. We have to remove as many trade barriers to our small businesses as possible. I urge the Government to bring something forward on that front as soon as possible.

That will blight the lives of thousands of residents across Hertfordshire and Bedfordshire—especially those in north St Albans, who live under the flightpaths—but it will also fly in the face of advice from the Government’s own climate advisers. It has been reported that the Prime Minister is getting ready to ignore his climate advisers. Is that true?

  My constituents are desperate to embrace the transition to electric vehicles, whether cars, vans or buses, but electric cars remain far too expensive, and the charging infrastructure barely exists—and where it does exist, it is not reliable. Although investment is welcome, we need a consistent strategy. If the Government are serious about reaching net zero, I urge the Minister to look again at reintroducing incentives to take up electric vehicles. Will she consider giving local authorities a statutory responsibility to roll out, with pandemic-style urgency, the EV charging infra- structure that we so desperately need?

  I knock on a lot of doors all the time—not just at local elections—and although not many people mention net zero in that language, they do mention their energy bills. I wager that the right hon. Gentleman did hear from people who talked about their energy bills. Does he agree that urgent climate action is a good thing not only to protect the planet, but to make people’s homes warmer and to reduce their energy bills?

  The Environment Act 2021 was passed nearly a year ago, but we still do not have the necessary strong secondary legislation to regulate the use of forest-risk commodities in the UK. Ministers are yet to decide which commodities should be regulated, and under every one of their own scenarios the Government will not even manage to halve the UK’s deforestation footprint between now and 2030. With COP27 starting in just a few days, will the Government commit today to bring in regulations within a year that apply across all items that pose a risk to forests?

• 24 Mar 2021: Luton Airport Expansion

  I will turn now to the question of the climate emergency, and emissions. The newer aircraft were supposed to be quieter, but there was also a requirement that they would be less polluting. Any further expansion to the airport must take into account the devastating impact of increased air traffic on climate change and the grave health consequences of further air pollution for neighbouring districts. Once again, community groups such as LADACAN and STAQS have pressed Luton airport on what progress is being made on reducing emissions from its operations; once again they are being given the runaround. The operators are keen to espouse the improvements that they are making to airport operations, but the airport buildings account for only 3% of emissions. The overwhelming majority of carbon emissions are from the aircraft themselves, and the surface transport to get to the planes—cars dropping off and picking up passengers. The airport tells me that those 97% of emissions are out of its control. What can the Minister do to reconcile the further expansion of operations at Luton with the recommendations of the Climate Change Committee that

  Close international collaboration and alliance between Britain and our international cousins is essential if we are to tackle the biggest threat of all: the climate crisis. My fellow constituents in St Albans want tough action to avert climate disaster, including a complete moratorium on airport expansion, including at nearby Luton airport. We want to protect our local natural environment. In St Albans, a significant chunk of our green belt is at risk from the monstrosity of a rail and lorry freight terminal. Our chalk streams, including the River Ver in St Albans, are now in crisis, from both over-extraction and the changing climate. Some 85% of the world’s chalk streams are located in England, and most of those are in Hertfordshire. They are known as England’s Amazon for a reason. These precious ecosystems are a unique global asset. Even without further harm, it will take decades for them to recover.

  To conclude, St Albans has a lot of history to draw upon, but our outlook is to the future. Over the centuries, our magnificent history has continued to inspire. From martyrdom to Magna Carta and the uprising of Iceni’s Boudicca, St Albans has a timeless tradition of being at the heart of our country’s fights for greater democracy, liberties and freedoms. We believe in St Albans that Britain should be open and internationalist. We believe we should work with our closest international neighbours to tackle the global climate crisis. We believe in our responsibility to take in those fleeing persecution and war, as Alban himself did and as St Albans has continued to do, taking in children and families from 1940s London to 21st-century Syria. I am honoured to represent my fellow residents of St Albans here in Parliament and fully intend to honour our traditions and values during the months and years ahead.
