  We live in an interconnected world, and the events in Saudi Arabia have a direct impact on my constituents in Harlow, who are concerned about the rising price of their energy bills. What is the Minister doing to ensure that we are not reliant on international fossil fuels? We have to accept that green energy is part of the solution. May I also ask the Minister to do as much as much as he can to help residents in my constituency of Harlow to bring their bills down?

  As you will be aware, Madam Deputy Speaker, Harlow is full of some incredibly beautiful areas of natural beauty, from Hatfield forest and Harlow town park to Parndon Wood nature reserve. I am determined that these beautiful areas will be protected not just for this generation but for generations to come, which is why I am concerned when I hear voices in this Chamber that deny the climate emergency. It is not just an emergency for the future; it is an emergency now. Will the Minister confirm that she will ensure that we do everything we can as a Labour Government to protect nature and the environment and to tackle climate change?

• 3 Mar 2026: Sustainable Aviation Fuel Bill

  Naysayers will say that the increase of SAF production is not the answer, and that we need to decrease the number of people who fly, but we must be realistic about that. As I have said before, the expansion of Stansted airport will mean an additional 4,000 jobs for my area of the country. Aviation supports business travel and freight for millions, but SAF will also help to deliver on the green, clean energy and growth that has been so important to this Government. We know that, over its lifetime of usage, the use of SAF will reduce greenhouse gases by 70%, which is something that we can all get behind.

  I know that I am expected to speak about the amendments, so I will briefly touch on Lords amendment 6. I am confident that the Secretary of State and the Minister will continue to consult those they consider appropriate ahead of any legislation. I am very reassured to hear the Minister say that he has already engaged with and got support from the devolved nations on this matter, but will he reflect on the comments by my hon. Friend the Member for Chesterfield (Mr Perkins) about how SAF production could be part of the Government’s wider aims and the conversations he has with Energy Ministers about getting to net zero? Decreasing our carbon usage and green energy are so important to that. When I go into schools and meet the pilots, cabin crew and ground staff of the future, the No. 1 thing they bring up are their concerns about climate change.

  Finally, it has been a pleasure to be part of this process and see this Bill through Parliament. The Bill is a clear sign that this Labour Government recognise the importance of our aviation sector for the future of young people and for business and international trade. It is also clear that the Government recognise the importance of green energy solutions to ensure that this country and the world have a positive future. Although I missed Third Reading—this is the joke coming—I am glad to be here for the Bill’s final descent towards Royal Assent.

  I thank my hon. Friend for his powerful speech on a topic about which I know he is particularly passionate. He will be aware that Alexander Dennis has a base in my constituency of Harlow. Would he agree that the move towards zero emission buses is a massive opportunity to increase the skills base of our communities? We should welcome the opportunity that young people have in our constituencies to work on these revolutionary new vehicles.

• 15 Jul 2025: Sustainable Aviation Fuel Bill (First sitting)

  Rob Griggs: To take the second point first: on the environmental side, UK aviation is committed to net zero 2050. We have not wavered from that commitment, and SAF is a hugely important part of that. It is doing the physical and metaphorical heavy lifting for our road map to get there. We need to do a lot of things—there is no silver bullet—but the last industry road map we all agreed had SAF at around 40% of the decarbonisation to 2050. That number will obviously change, but it is hugely important. The UK has a world-leading aviation industry, which does a huge amount for the UK economy. We believe we can grow and decarbonise, but we cannot do that without SAF. It is hugely important for both its economic and social benefits.

  In terms of next steps, we fully support the Bill, and we hope the process can go as quickly as possible to get that certainty for investors and help to get those first plants built. For us, it is then down to the importance of scheme design and ensuring that we look to get that balance right for the most cost-effective decarbonisation to meet all those objectives: what size of scheme, how many and what type of projects are supported, what proportion or volume of SAF it would be looking to support and, through that, how you ensure there is competitive tension between those projects that are bidding for support and those projects that do not think they need support. It is about getting that right to ensure that we are getting best value from the projects that will deliver best bang for their buck and can produce the volumes that we need quite quickly. There are a lot of different technical elements.

• 15 Jul 2025: Sustainable Aviation Fuel Bill (Second sitting)

  If you want to continue decarbonising aviation, you need additional forms of SAF—and that is where the second and third generations come in. We need to start developing those now, to learn how it is done and establish the technology and the fundamentals behind it. Starting that now is essential, and doing it in the UK could potentially give you a head start. If you do this before everybody else, you would have a technological and commercial head start, which could be an advantage.

  Mike Kane: First, I thank you, Chris—you have been a great advocate for aviation since you came to Westminster in 2024, with Stansted airport near your constituency. The No. 1 risk is not doing this—that is the risk. I think Matt from Heathrow and Rob from Airlines UK said that in our approach to getting to net zero by 2050, we have a number of Government policies—airspace modernisation, leadership at CORSIA, the emissions trading scheme, the £2.3 billion investment in the Aerospace Technology Institute and hydrogen regulatory development—but that 40% of that pathway is the Bill. If we do not pass it, we are in serious trouble about decarbonising the industry. That is the key risk.

  I thank the Secretary of State for his important statement. I say to him gently that I was a Mili-fan before it was cool. When I visit schools in my constituency of Harlow, including the wonderful Freshwaters primary academy, which I visited on Friday, and the Downs primary school, where one young child asked me about the declining number of blackbirds, the No. 1 issue that students raise is climate change. What would the Secretary of State say to young people in Harlow about the action he has taken to protect my constituents, who will face the cost of inaction?

  I thank the Minister for her statement, which will help a quarter of a million households in the east of England. May I say, from a personal point of view, it is so encouraging to hear a Government focused on green energy solutions? Believe it or not, Madam Deputy Speaker, it is over 30 years since I was at school, learning about the importance of green energy— [ Interruption. ] I know. Will she reflect on the decisions that this Government are making, including removing the ban on onshore wind, and how they will continue to benefit residents in my constituency of Harlow?

  As Members will recognise, the UK has a world-class aviation sector and a proud history in the field, from R. J. Mitchell to Morien Morgan. I am proud that this Labour Government are promoting growth, as well as decarbonisation, in the sector. SAF will help us deliver our clean energy mission and our growth mission, allowing the UK to be a world leader in the field once more.

  In conclusion, I welcome the Bill and the Government’s ongoing commitment to decarbonisation and tackling climate change. I also welcome their commitment to being a world leader in the field.

  I thank my hon. Friend for her contribution. She managed to get in just before my last words, so I shall have to make up a new conclusion. I absolutely agree with her point. The point I was going to make in my conclusion is that this Bill is really important for climate change and meeting our decarbonisation targets. We all know about the impact of climate change on the planet that we live on, and we only have one planet so we have to get this right. She is right to say that there is also a massive economic advantage to this.

  I was really proud to mention two aviation pioneers from the United Kingdom earlier, and I think this country should be ambitious. We should once again be at the front of the queue when it comes to aviation technology and aviation pioneers. SAF is a huge part of that. This is not just about climate change; it is also about jobs and opportunities, and I am really excited that this will mean more jobs and opportunities for my constituency of Harlow as well as for Wolverhampton. I am delighted to support the Bill today, and I look forward to hearing many more contributions. I also look forward to this Government continuing with their flying start.

  Thank you Mr Speaker—I’ve done the training. I welcome the Secretary of State’s warm words about our leadership on international climate issues, which is in stark contrast to the previous Government’s failings. I also publicly welcome his recent visit to Harlow college—less said about the racing game, which he won, the better. Does he agree that it is only thanks to the commitment shown by the new Government to drastically deliver on climate change issues that we can lead on a world stage?
