  Our bilateral allocations will be complemented by a full spectrum of work. We are increasing the share of FCDO ODA we spend through multilaterals, targeted strategically towards the most effective multilateral organisations, such as the World Bank’s International Development Association, where each £1 we invest unlocks £4 of additional finance. BII’s £6.6 billion portfolio will help deliver the UK’s shift from donor to investor. Our international climate finance will balance support between mitigation and adaptation and maintain a focus on nature. A range of communities of expertise will work with countries to access trusted policy advice and strengthen systems.

  We will prioritise multilateral organisations in the ODA budget, where the international system is required to deliver at scale and with legitimacy. We are backing the most efficient parts of the multilateral system to multiply our investment. For example, we are prioritising multilateral development banks, which are the largest source of development and climate finance and are able to lend to partner countries on the most affordable terms. That includes the World Bank’s International Development Association, where each £1 we invest unlocks £4 of additional finance, and where we have increased our contribution by 40%. It also includes the African Development Fund. Our £650 million contribution will allow it to leverage up to £1.6 billion in grants and concessional loans, including by issuing bonds on the London stock exchange for the first time.

• 23 Apr 2026: British International Investment: 2026 to 2031 Strategy

  BII’s new strategy will deliver on the UK’s modernised approach to development. As our main bilateral vehicle for investing in the private sector, BII is central to the UK’s shift from “donor to investor”, partnering closely with countries to unlock growth, jobs and trade, and drive private sector development. BII will also play a key role in delivering UK-backed climate investments.

  Over the next five years, BII will make £7 billion to £8 billion in new investment commitments, increasing the proportion of its climate finance investments to at least 40%, and targeting at least 30% of its core investments to improve economic opportunities for women. BII will continue to prioritise investments in Africa, Asia, the Caribbean and Ukraine, delivering investment where it is most needed. BII will invest across a wide range of sectors—including financial services; power, trade and digital infrastructure; and sustainable industries—ensuring that it can support the varied needs of partner countries. BII will continue to support critical minerals value chains by investing in the enabling infrastructure and supply chains necessary for long-term, resilient growth.

• 23 Feb 2026: Draft Caribbean Development Bank (Eleventh Replenishment of the Special Development Fund (Unified)) Order 2026

  The Caribbean region is important to the United Kingdom, and our history and values are closely intertwined. Twelve of the 53 Commonwealth states are in the region, along with five out of the 14 UK overseas territories. There is a large Caribbean diaspora in the UK, and a significant number of British nationals visit as well as reside in the Caribbean. The Caribbean has strong economic links to the UK, and the UK was the destination for almost 10% of Caribbean goods exports in 2025. Although small in population size, countries in this region have a significant voice on global issues and in international organisations, including the United Nations. We have shared interests in areas such as tackling climate change, global financial system reform, combating crime and violence, and fostering trade and inclusive economic development.

  The Caribbean Development Bank, or CDB, is the sole multilateral development bank that is exclusively focused on the Caribbean region, providing more than $312 million in 2024. The UK has a long-standing partnership with the CDB. We were one of the founding members and are the joint largest non-regional shareholder, with a 9.3% shareholding. The CDB plays a key role in the achievement of the UK’s regional development objectives of supporting sustainable development and tackling the impact of climate change.

  I will go through each point in turn. The SDF will build resilience against environmental stresses and disasters. It will fund climate adaptation, disaster risk management, biodiversity preservation and sustainable energy. That will include 10 km of new or improved sea defences and drainages, 6 MW of renewable energy and a reduction of 30,000 tonnes of greenhouse gas emissions annually. The SDF will ensure that Caribbean infrastructure, agriculture and small businesses are supported to thrive. It will do so by training over 10,000 agricultural workers, improving 2,000 hectares of land, providing $75 million in credit to over 1,000 small businesses, half of which will be women-owned businesses, and building or upgrading 200 km of roads.

• 13 Jan 2026: UK Small Island Developing States Strategy

  Small island developing states are essential UK partners on global issues such as climate change, economic growth, combating crime and energy security. SIDS represent 20% of the UN family, steward vast ocean territories through their exclusive economic zones, and are hotspots for biodiversity globally. The UK shares deep connections with many SIDS, particularly through the Commonwealth, and we recognise their special circumstances, including their vulnerability to extreme weather events and global economic shocks.

  Reform —The UK will drive reform in the international finance system to increase SIDS’ access to climate finance, tackle unsustainable debt and mobilise private sector resources. We will amplify SIDS’ voices to ensure that international systems better take account of SIDS’ special circumstances and capacities.

  In delivering the strategy, we will support the UK’s wider international objectives, support multilateralism and also benefit from the ideas and energies that SIDS themselves bring to international debates on development, sustainable growth, biodiversity, climate change and a reformed international system. Ultimately, our strategy is about empowering people and countries to direct their own future and reduce their reliance on aid. A responsive, modern partnership with SIDS includes lending our voice to advocate for issues important to SIDS internationally. At the same time, we will ensure that our partnership with SIDS and other actors will further UK values and interests, stand up for freedom around the world and support SIDS to plan for their own sustained progress and resilience.

• 15 Dec 2025: New Approach to Africa: UK-Africa Strategy

  Thirdly, we are advancing shared interests on climate, nature, and clean energy. Despite its abundant natural resources, Africa has the lowest levels of modern energy access. And despite contributing least to global emissions, African nations are among those shouldering the greatest climate risks. Therefore, we must go further to invest in renewables, protect biodiversity, and ensure climate finance reaches those who need it most, creating more opportunities for African countries by growing the scale and quality of carbon markets. We will back African initiatives such as Mission 300 to connect 300 million people to electricity by 2030. We will work with African scientists to protect the world’s largest forest carbon stores in the Congo basin and mobilise finance through the Belem call to action. And we look forward to supporting further African leadership on climate as Ethiopia hosts COP32 in 2027.

• 8 Dec 2025: Draft International Development Association (Twenty-First Replenishment) Order 2025

  The external financing needs of low-income countries are growing, but progress on global poverty reduction has stalled following high inflation, low growth and increasing fragility. Poverty today is also increasingly concentrated, with more than 70% of the global population in extreme poverty living in countries supported by IDA. This is exacerbated by protracted crises, regional conflict and the effects of climate change. Addressing those challenges will become increasingly important for achieving our objectives on migration, growth, security and development.

  IDA also plays a leading role in supporting IDA countries to build resilience to climate change, with 45% of its financing going to tackling climate change, at least half of which will help countries to adapt to the changes brought about by climate change. IDA is also becoming simpler and faster for borrower countries, through simplifying its policy commitments and financing architecture. Since its creation, there has been strong support across the House for IDA and recognition of its central role in improving the lives of millions of the world’s poorest people.

  In these unpredictable times of global tension and turmoil, with democracy under threat, the stakes are high. When we stand up for our democratic values, we are not only doing what is right, we are safeguarding our own future, for we know that accountable governance is the foundation for a safer, greener, healthier and more prosperous world. Although public support for democracy remains strong, as has been mentioned, over the last 20 years, the world has, overall, become less democratic. Today, more than seven in 10 people around the world live in autocracies, and democracy is under pressure from climate change, conflict and irregular migration, among many other factors. Even long-established democracies like our own are affected. That is why in the UK we continue to work with partners at home and abroad to ensure that democratic principles remain strong.

  COP26 in Glasgow, as the Minister knows, is no ordinary summit. It is a huge opportunity to set the global agenda we need to tackle the climate emergency, but in my opinion the Government have so far not afforded it the attention and weight it requires. That has to change—urgently, I would argue—to make the summit the success the planet needs it to be. Cutting overseas aid has had a devastating effect on countries on the frontline of the climate emergency. That will undermine our role as hosts of COP26, as well as our international standing and moral authority around the world. What steps is the Scotland Office taking to ensure that, as hosts of COP26, we are leading by example and not turning our back on those who are living on the frontline of the climate emergency?

  Some 58.4% of the Amazon rainforest sits within Brazilian borders. I am glad that the Foreign Secretary is raising the issue of climate change, but it is not one of the greatest issues facing the world; it is the biggest issue facing the world. Coronavirus is bad, but the longer-term problems of climate change could consume various countries around the world through flooding or deforestation. With COP26 now moved to next year, will the Minister make far more robust representations—not just to the Brazilian Government, but to many South American Governments—about the prioritisation of stopping illegal logging and the process of deforestation?

  I am grateful to the Minister for her statement. I speak as someone whose mother grew up in Western Australia. I have family living in Victoria and in New South Wales, so I feel the pain of that country maybe as much as other Members of this House. The reality is that when friends speak, they also speak with some honesty. Prime Minister Morrison has ignored the climate issue for a number of years, as other Members have pointed out. The Commonwealth Heads of Government meeting is coming up later this year. I accept that it is not part of the Minister’s responsibility, but may I ask her to make representations to the relevant Minister, the Foreign Secretary and Prime Minister to prioritise climate change as part of that meeting? We must learn lessons. The situation in Australia should be a warning that the world is burning, and the Commonwealth must play a much more significant role in tackling the impact and realities of climate change.

  I thank the Minister for his answer. In Wales, the low-carbon and renewable energy economy employs nearly 10,000 people. However, as he has already said, this could be hugely expanded if there were more opportunities to explore and to export renewable energy, so what steps are the UK Government taking to boost the economy and export more to provide more jobs across Wales and the wider UK?

  I am sure that all Members, and indeed the Leader of the House himself, are keen to try to reduce plastic usage or to recycle plastic where we can. It is therefore extremely important to have labelling on what plastics can and cannot be recycled. However, research from Which? has shown that 42% of the supermarket packaging that it analysed was either labelled incorrectly or was not labelled at all. Could we have a debate on plastic labelling so that we can ensure that what can be recycled is recycled, reduce the overall use of plastic and help towards the climate change crisis that we are now facing?

  The climate change debate has moved on rapidly in recent months, and let us all agree on one thing: we are no longer here to debate whether this problem is happening. Look at what is happening to our planet: from the scorching hot week we had in February this year to the blistering hot summer last year, our climate is changing even in the UK before our very eyes, but while these ice-lolly weather patterns might be a gift to some of us in the western world with some capacity to adapt, the price we pay for them as a planet is catastrophic. We see what is happening to our climate in the UK and its effects, namely extreme weather, both hot and cold, of increasing frequency, but we must always remember that our country is predicted by climate scientists to be one of the least affected by global climate change.

  In 2019, when we think about and debate climate change action it is not enough simply to coo over David Attenborough and give ourselves a pat on the back for shining a light on what is happening to our world; as other Members have said, we must act and we must act now. This is the biggest issue humanity has ever faced, and it requires us to be bold and to do much more than just speak out. Indeed, Greta Thunberg put this better than I or any other Member could:

  I cannot speak out in this debate without putting on record how deeply disappointed I was when on her first day in office one of the Prime Minister’s first acts was to abolish the Department of Energy and Climate Change. What message did this send to the rest of the world? It sent the message that the UK was no longer a leader on climate change, but was instead resigned to being a follower. Let us not forget that under the last Labour Government we became the first country in the world to legislate legally binding carbon budgets, in the Climate Change Act 2008.

  I will conclude now, given the time limit. I want to leave hon. Members, and particularly the Government, with this point. What if the French fire service had known about last month’s fire at Notre Dame 10 years before it happened? What if we had known about any of the terrorist atrocities across the world 10 years before they happened? Just think what preventive action we would have taken if we had had that level of foresight and known about those catastrophes, and countless others, a decade ahead of them happening. With climate change we have that foresight and, crucially, the means to do something about it. The legs of the stool are there, as it were, but there is still one missing: us, and that is all it takes for this whole thing to fall over.

  Bridgend County Borough Council, which serves two thirds of my constituency, has commissioned a survey to ascertain whether water held in the former Caerau colliery, in the Llynfi valley, could provide a sufficient heat source for a project. If the survey results are positive, there are proposals for a geothermal energy project to generate energy for nearly 1,000 homes across the Llynfi valley. That could provide safe, reliable and cost-effective heat and build a green energy industry in the heart of the south Wales coalfields.

  Juggling the trilemma of meeting our climate change targets, improving our energy security and keeping tariffs down for consumers is a difficult task. I accept that, but I would like to stress that we need effective and radical action from the UK Government to address baseline power alongside our work to advance local renewable sources of energy. I agree with my hon. Friend the Member for Bishop Auckland that the Minister is not a paper-pusher; she is a proactive Minister. I would like to believe sincerely that she will do all she can to deliver energy security for the UK using mixed sources, including geothermal energy and the tidal lagoon. I still have faith that the Government will deliver that.

  Geothermal energy is a unique opportunity to build industry in communities where it is often missed most, by many people who still remember with great pride serving in collieries and who still face the cycle of unemployment two or three generations after the closure of those heavy industries. Of course, we should take caution and understand that that alone it is not the solution to all of our energy woes—but it is a hugely positive opportunity for our coalfield communities, and for building a future energy mix based on renewable energy. It is one we must give serious consideration to.
