  People who play by the rules—who dispose of their own litter carefully and take their household waste to council-run tips—are rightly appalled that gangs are doing this and, too often, getting away with it. I know that it is less of a surprise to the Minister, who has been working on these issues for some time. She will know that the House of Lords Environment and Climate Change Committee, led by my noble Friend Baroness Sheehan, has been critical of the Government’s response to its inquiry and recommendations of October 2025. I do not intend to cover those points extensively, but I want to highlight three that directly reflect the experience in my constituency.

  Secondly, it is clear that the Environment Agency is grossly under-resourced to tackle waste crime. When I first raised this case in the House with the Minister on 13 November, she said that the budget for waste crime enforcement had been increased by 50% this year. That took the budget to £15.6 million, yet as this case shows, the costs of clearance can be close to that full amount. At the same time, the Treasury received £486 million in revenue from landfill tax in 2004-05. Have the Government conducted an assessment of how much additional landfill tax revenue is generated for each pound spent on tackling waste crime? Has DEFRA pressed the Treasury to allocate a larger share of the revenue from landfill tax to the waste crime budget? Given the Government’s response to the House of Lords Environment and Climate Change Committee, can the Minister set out a clear timetable for the publication of the revised national metrics on waste crime and confirm whether interim reporting will be put in place while those indicators are developed?

• 14 Jul 2025: State of Climate and Nature

  The impact of climate change is being felt today in my constituency. At Pegtop farm, there is a race to bring in the harvest after such a dry, hot spring, and yields are expected to be less than half of what they would normally be. On 23 and 24 September last year, we had extensive surface flooding, which flooded many homes. What share of the flood defence budget will deal with surface flooding, rather than river flooding? How would the Secretary of State characterise the relevant responsibilities of national and local government, developers, water companies, insurers and householders?

  The Secretary of State mentioned that the Minister for Local Transport is taking responsibility for the net zero side, and I was delighted to welcome him to my constituency to see the work of Wrightbus, which is repurposing diesel buses with its new powertrains. Could she provide reassurance that buses repurposed as net zero buses will also be eligible for Ministry of Housing, Communities and Local Government funding for decarbonisation of the bus fleet in the future?

• 4 Feb 2025: UK-US Bilateral Relationship

  Donald Trump has also withdrawn the US from the Paris climate agreement while encouraging US oil companies to renew extensive drilling operations including in sensitive environmental settings. Recent reports from Copernicus show how rapidly the globe is heating. Climate emergencies from fires in California to extreme rainfall and flooding in Valencia and in the UK show that the impacts are no abstract future threat. This decision by the new Administration sets back hard-won international progress and undermines collective efforts to reduce carbon emissions and protect future generations.

  Take, too, the recent announcement of a stop to all USAID funding, alongside the briefing that the Administration wants to wind up USAID entirely. USAID is the world’s largest single aid donor. In 2023, it disbursed $72 billion of aid worldwide. In countries across the globe, UK Aid has worked alongside our US partners to support women and girls, the victims of conflict and those displaced by climate emergencies and natural disasters. The consequences of this unilateral action by the US Administration have been severe. From Ukraine to Syria to Sudan, cuts to US support have put lives at risk while throwing international partnerships into disarray. As my hon. Friend the Member for Winchester highlighted, USAID cuts threaten progress in eradicating illnesses such as polio once and for all.

• 17 Jan 2025: New Homes (Solar Generation) Bill

  The hon. Lady speaks of the Government’s ambition, and there is one simple thing they could do. In December 2023, after lobbying from developers, the previous Conservative Government shamefully issued a written ministerial statement to prohibit a councillor in West Oxfordshire district council in my constituency from insisting on higher environmental standards for a net zero development. Does the hon. Lady agree that if the Government simply revoked that written ministerial statement, local councils across the country would have more freedom to set higher environmental standards? Will she encourage the Minister to respond to that point?

• 11 Dec 2024: Nationally Significant Infrastructure Projects and Local Road Networks

  I note that the Government are proposing that for nationally significant infrastructure projects in energy, such as new pylons, there should be direct compensation for affected communities. Indeed, my hon. Friend the Member for Inverness, Skye and West Ross-shire (Mr MacDonald) recently led a debate on community benefit from renewable energy, which had strong participation from across the House. There is clear support for accepting that local communities should be compensated when asked to bear the brunt of the effects of national projects. Do the Government agree with the principle that there should be compensation for loss from these nationally significant planning decisions?

  We must bring people with us on this journey by sharing the benefits. As with other aspects of renewable energy policy, the current framework is incomplete and hands too much control to the landowners and developers, often at the cost of local communities. We urgently need an approach to renewables that has a strong presumption in favour of meaningful community engagement and sustained community benefit.

• 12 Sep 2024: New Housing: Environmental Standards

  I thank the hon. Lady for securing this debate and the Minister for being here to respond. I second the hon. Lady’s point about the standards set by local authorities. I represent part of West Oxfordshire district council, where the Salt Cross development was brought forth. It was challenged by the developers because the local authority sought to set forth a net zero standard. The developers were unsuccessful in their appeal, but in a very obliging step, the previous Government issued a written ministerial statement in December 2023 clarifying that no local authority could have the power to set net zero standards. Does the hon. Lady agree that it would be very helpful if the Minister confirmed that this Government intend to issue a new written ministerial statement to make it more possible, until such time as we have new standards, for local authorities to pursue net zero targets in their planning permissions?
