  We are pleased to see the Government finally adopt our Conservative party policy of abolishing the carbon price support on electricity generation, but their plan for the promised £300 savings is still nowhere to be found. While Labour transfers the cost of renewable subsidies on to taxpayers, the Conservative party has set out our cheap power plan to reduce the underlying cost of energy for households. That plan would abolish the renewables obligation altogether, accelerate the delivery of new nuclear power by cutting unnecessary planning barriers, remove VAT from domestic energy bills for three years and abolish the carbon tax. Together, those measures would reduce household bills by around £200—not simply move costs from one bill to another. Can the Minister outline what the Government’s plan for cheap power is, and if not, whether they are willing to accept ours as a solution? Finally, when, if ever, will households receive the £300 reduction in energy bills, as promised at the last general election?

  The argument is not about whether oil and gas will still be needed for years to come, because the Climate Change Committee and the Government themselves have already acknowledged that. Instead, it is a question of where our oil and gas come from. Believe it or not, a Government should support domestic production. A Government should be against deindustrialisation, especially at a time of rising political tension and subsequent volatility. Energy security and economic stability are two sides of the same coin.

  I take this opportunity to welcome my hon. Friend the Member for Aberdeen South (Douglas Lumsden) to his place. He emphatically won a by-election last week with almost 50% of the vote, which is a vindication of the fact that the public—particularly workers in places dependent on the oil and gas industry for employment—reject the pace and scale of the Government’s net zero agenda.

  It appears that the Government would rather ignore warnings that their refusal to replace the energy profits levy is putting 200,000 jobs at growing risk than delay their ideology for even a few years. They would even rather ignore the Scottish Affairs Committee’s warnings that clean energy jobs are not keeping pace with oil and gas job losses, rather than give up on this net zero legacy.

  Underpinning so many of the decisions taken by the Government is a fundamental lack of appreciation for how businesses take investment decisions. They are not incentivised to do so. Allow the market to operate by restricting regulation and financial pressure on it, and businesses will innovate. They will invest to extract resources that are viable because they can be sold on the international market. It is basic economics that the more product they have to meet demand, the more substantial the price reduction. Scarcity drives cost. The Labour party loves to argue that our North sea industry produces too little to have a significant impact on the global market, but less than 1% of global carbon emissions appears significant enough to dictate our national energy strategy. Why, then, is a 1.5% share of the global market considered too small to be worth pursuing? The answer is that it does not serve the “net zero by 2050 at any cost” narrative.

  Net zero is a socialist dream, because it epitomises centralised control, Government interference in daily life and redistribution. When an idea becomes immune to scrutiny, it is precisely then that scrutiny is most needed. That definitely applies in the case of Britain’s rush to net zero, because in our haste, we risk undermining our economy, our energy security and, ultimately, the resilience we will need to face the future. Caring for the environment is necessary, reducing pollution is noble, and innovation in energy is essential, but pursuing an inflexible target at any cost without regard for the consequences is madness.

  We have to consider the global context. The UK accounts for a relatively small share of global emissions. Even if we were to reach net zero tomorrow, the impact on global temperatures would be limited. Meanwhile, major economies that compete with us continue to rely heavily on fossil fuels as they balance growth, development and transition. That is why we have to get the balance right. True leadership from the Government lies not in symbolic gestures but in practical solutions that can be adopted globally. The pursuit of net zero, as currently framed, risks becoming an exercise in self-imposed constraint—one that weakens our economy, compromises our energy security, threatens jobs, reduces vital tax revenues and lowers living standards for all, while delivering limited benefit.

  This Government’s promise to cut energy bills by £300 is dead in the water, as bills are now £190 higher than when they took office. Now their big idea is to pull the wool over the eyes of the British public by moving some of the costs of net zero from people’s energy bill to their tax bill. Can the Secretary of State answer a very simple question: after the Government’s supposed bill cut takes place in April, will the average energy bill be higher or lower than when Labour came to power?

There is not just a widespread societal push towards net zero, but, with changes to agricultural property relief, a real risk that solar will become the new cash crop, at the expense of valuable food production, which is as essential as energy security.
