  Cornwall’s rail connectivity depends on a single line through Dawlish. Recent storm damage again highlights the fragility of that route, following the collapse of the sea wall in 2014. Climate change is accelerating faster than our adaptation, and resilience must be built into long-term infrastructure planning. Phase 6 of the Dawlish resilience work and the reopening of the Tavistock line remain shared aspirations for Cornwall and Devon. What comes next must be credible, long-term and capable of carrying the confidence of south-west communities. Existing Department for Transport investment should be leveraged alongside local and regional funding to improve resilience and open new routes.

  It is vital for our Government to turn this tide and make meaningful change, sort out the inherited mess, and make the most of our valuable national resources of fish and shellfish stocks. To that end, I wish to highlight six points. First, will the Government commission work on a fairer regime—one that moves away from a system where those able to buy and lease quota succeed, while smaller-scale fleets struggle? The regime needs to fund science, data collection, monitoring and enforcement, and to recognise the central role of our small boats in coastal communities. That would support a just transition by prioritising low-impact fishing, social value and the long-term stewardship of our seas, while aligning fishing activity with marine protected areas.

  As climate change opens new routes and access to resources, and as we are one of the Arctic’s closest neighbours, how are the Government working with allies to strengthen our collective security in the region in the face of climate change to ensure that the UK is able to protect our long-term interests alongside other partners from non-Arctic states?

  Meur ras, Madam Deputy Speaker. I align myself with the previous comments regarding the tragic loss of life in Cornwall and add my thanks to the local emergency services, utilities companies and local people who worked tirelessly over the weekend to make sure that arms have been put around the most vulnerable in our community. With its ageing population, South East Cornwall has many vulnerable residents who rely on consistent power and water supplies. The extended outages during Storm Goretti left families in unmanageable conditions, and such storms are only likely to increase if we do not tackle climate change. Will the Government work with utility companies to prioritise vulnerable households and ensure faster restoration times during severe weather events?

  Forests are the green lungs of our planet, and alongside our oceans they absorb vast amounts of the carbon dioxide emitted across the world every day, every month and every year. They hold 80% of the world’s land-based biodiversity and support the livelihoods of 1.6 billion people globally. I know that this Government are supportive of nature—and of the efforts to protect and restore our natural spaces—and forest dwellers and economic development. But we need greater clarity on when these regulations will be introduced and how they will meet our global commitments to halt and reverse deforestation.

  Brazil is home to a third of the world’s remaining primary tropical forests and will host COP30 in November. Reports of forests being felled to build roads for that climate summit in Belém are alarming, as is the extent to which human activities are impacting on the summit. Unless we can make progress at COP30 on enforcing supply chain rules and holding financial institutions accountable, our window of opportunity to end forest loss is at risk of closing. Will the Minister confirm that the Government, while supporting the Brazilian presidency, will take on that huge task and ensure that they push for the most ambitious outcomes on forest protection?

  I congratulate my hon. Friend on securing this vital debate. As she knows, the ongoing climate crisis is making more regions of the world uninhabitable, fuelling conflicts that disproportionately affect women and girls. In humanitarian conflicts, up to 70% of women and girls experience gender-based violence, and we must empower them by elevating their voices and leadership in times of crisis. Does my hon. Friend agree that robust systems must be in place to provide the vital support necessary for women and girls in these times of crisis?

  This Labour Government are rightly committed to tackling climate change and biodiversity loss. Damaging practices have taken a significant toll on the marine environment, and urgent action is needed to secure the sustainability of our fishing industry and restore the health of the sea. Offshore wind is essential to achieving home-grown clean energy, but developments must be carefully sited to minimise disruption to ecosystems, sensitive habitats and our historic fishing grounds.

  In my previous work, I have seen some of the big problems we face at home and abroad: the trap of extreme poverty that is so difficult to escape, the threat of instability and conflict, and the challenges posed by climate change. I have also seen the resolve and determination of people to overcome those same challenges, and I have been struck by how the hardest of situations sometimes bring out the very best of us. That spirit can be found in organisations such as the Royal National Lifeboat Institution, which I was so proud to work for, or at local events such as Liskeard Unlocked, which celebrated the town’s shared values of freedom, safety and solidarity with our twinned Ukrainian town of Kopychyntsi.

  Cornwall, and South East Cornwall in particular, has the potential to lead the way in the renewable energy revolution and in relation to our food security, offering significant opportunities. Does the hon. Member for Mid Buckinghamshire (Greg Smith) agree that it is essential to have a balanced approach that respects our farming and fishing communities, which play a vital role both locally and in national food security and in relation to the environment, on which they depend? We must seize this opportunity to address Cornwall’s economic challenges and ensure that we do not damage ecosystems, as they play such an important role. A partnership approach would enable these essential areas across the UK, and Cornwall in particular, to succeed.
