  It is not just pylons. Over 400 wind turbines are planned to be built across my constituency and the neighbouring constituencies of Brecon, Radnor and Cwm Tawe and Ceredigion Preseli. The turbines are huge—up to 230 metres tall. The London Eye over the river is 202 metres high. The turbines are even taller than that and 400 of them are planned across the horizon in my constituency. Plaid Cymru supports green energy that delivers real benefits to our communities, but the transition must be shaped around people and place, not imposed at a scale that alienates those being asked to host it. Instead of concentrating development in vast projects that dominate our landscapes, a Plaid Cymru Government would prioritise community-centred solutions. We would refocus efforts on community energy and introduce retrofit standards to upgrade more homes more quickly.

  Green energy in Wales is a success story and our communities understand the need for it. Indeed, most people are passionately committed to playing their part in the transition. My concern is that the sheer scale of these proposed developments, combined with the bullish approach taken by some developers, risks undermining the good will and the positivity that has defined Wales’s green energy journey so far. This extractive economy needs to change and, again, we have a solution. Having a 10 km gap between each wind farm would significantly reduce the number and still generate more than enough electricity. That would safeguard some villages in my constituency, including Pencarreg, Cwmann, Ffarmers and Pumsaint, and up towards Mynydd Mallaen. Two huge wind farms are already licensed in the Celtic sea, and the Crown Estate is proposing another three, so we know that we will generate far more electricity than we need. I ask gently whether we need to spoil our more rural landscapes by placing turbines in areas in which people still live, still farm the land and still have vibrant Welsh-speaking communities. Do we need 400 turbines in one relatively small area?

  In my constituency, we have a number of infrastructure projects being planned to produce and transport energy. While Plaid Cymru agrees that green energy production is necessary, the transition has to be made with community consent. The undergrounding of cables is project-specific and time-specific, depending on thermal rate values and cable type. Does the hon. Member agree that communities need to have a much greater voice when it comes to the cumulative effect of these projects?

• 22 Oct 2025: Coal Tip Safety and New Extraction Licences

  The disaster brought about the Mines and Quarries (Tips) Act 1969, which came into force to improve coal tips’ stability and safety. However, it did not go far enough. Aberfan should have been a moment to address the dangerous legacy of all coal tips once and for all, but the job remains unfinished. Now, because of increasingly violent storms caused by climate change, we have experienced further coal tip slips. There was a major landslide above Tylorstown in Rhondda Fach in 2020, and then in November 2024, in Cwmtillery, a slip was caused by heavy rainfall from Storm Bert. That led to a slurry and debris slide that forced the evacuation of homes.

  COP30, as with past COPs, requires us to be more sustainable, and that includes food production, as the hon. Member said. In Caerfyrddin, we have a public farm producing vegetables for schools and residential homes, so public land is being used for public benefit. Why can all local authorities not follow suit, supported as we were by shared prosperity fund funding, and use public funds and public land for the public plate?

• 9 Jun 2025: Planning and Infrastructure Bill

  From the beginning, residents and farmers made one thing clear: we support green energy, but it does not have to come at the cost of our countryside. We have called persistently for cables to be placed underground so that we can embrace a sustainable future while preserving Wales’s natural beauty and agricultural land. Unfortunately, our voices have gone unheard. Surveyors have come on to the land without proper respect, disregarding the rights of landowners, and in some cases people have felt intimidated and pressured into signing away land that has been in their families for centuries.

  Farmers are also instrumental in providing answers to tackle the climate and nature crises. Adopting renewable energy through a mix of solar/wind and marine is a way for us to play our part in addressing these issues. However, in the transition to renewable energy we must also consider the needs of our communities and natural environment. Caerfyrddin’s natural beauty is priceless, but Green GEN’s plans threaten to scar our landscapes with a chain of pylons running through the Tywi and Teifi valleys. Undergrounding these cables—something that local groups have long demanded—would not only preserve the natural beauty of Caerfyrddin’s landscape, but protect our power supply from increasingly extreme weather events driven by the climate crisis. Power outages following Storms Darragh and Éowyn were caused by trees falling on overground electricity cables.

  We have a once-in-a-generation opportunity to build a green economy that works for everyone in Wales, not just big investors, so let us get it right. As St David said, “Gwnewch y pethau bychain,” which means “Do the little things.” But let us be clear: little things do not mean insignificant things. Thriving family farms, strong local businesses, green energy that works for our communities—these things might seem small in isolation, but put together, they shape our economy, culture and future.   Agriculture and farming play a very important part in Welsh society, not just economically but culturally and socially. Farming families are custodians of the landscape and language in Wales, with a high proportion of them living and working in the Welsh-speaking heartlands. Agriculture is devolved, but trade deals are not, and neither are taxation and food security. Agriculture is integral to the Welsh economy, employing around 58,000 people. As the climate crisis leads to more food insecurity, supporting our farmers will be key to our future food security.

  Land use is so important to this discussion. We all support green energy products. In fact, in Caerfyrddin many wind farms and energy park projects are already working their way through the planning system. Most people accept that if we want the lights kept on, this is the way forward. However, land is not infinite. Farmers like me—it is lovely to see a fellow farmer here—use it to produce food.

  Diolch yn fawr, Dirprwy Lefarydd—thank you very much, Madam Deputy Speaker. It is a pleasure to follow the hon. Member for Chesterfield (Mr Perkins), to hear so many maiden speeches here today—especially from our fellow Celts in Cornwall and, of course, the hon. Member for Clwyd East (Becky Gittins)—and to contribute to this important debate. The climate crisis and the need to decarbonise our energy generation are among the most pressing challenges of our time, and how we choose to respond will shape the future of all our communities, including those in Carmarthenshire I have the privilege to represent.

  Renewable energy now presents an historic opportunity for the Welsh economy, similar to the role that coal once played. However, I fear that history has little regard to our communities, and is in danger of repeating itself. Under this Government’s Great British Energy Bill, private companies will be encouraged to build wind farms and develop tidal energy, solar, hydropower and carbon capture projects under leasing agreements with the Crown Estate.

  I mentioned the lush valleys that I represent, the Teifi and Tywi. Under the current plans of Green GEN Cymru and Bute Energy, a 90 km long, 132 kV dual circuit overhead line is being proposed, which has been met with widespread local resistance. Local people are passionately in favour of decarbonisation, but we simply ask that the Welsh Government’s policy is implemented, which is that,

  I am all too aware of the shift among many of those in our younger generations away from agriculture, with many moving to cities to work. If we allow global corporations to treat Wales as a playground for their activities, without ensuring that local communities benefit economically, socially and ecologically, we only exacerbate the depopulation of our countryside. We have already seen large international corporations buying up farmland in Carmarthenshire to plant trees to offset their own carbon footprints, but without changing any of their commercial practices. That is not the path to a sustainable future for our communities, and it is not the path towards food security or the best use of land. We need legislation that ensures that local communities derive the greatest benefits from renewable energy investments.

  Thanks to Gwynfor and the foundation he laid, the people of Wales take their country seriously. We have our own lawmaking Parliament, and our two languages—Welsh and English—officially have full equal status in public life. There is much we can still do and much we can learn from other nations. Denmark has rooted its decarbonisation efforts in local ownership, which has accelerated its progress, because it has garnered widespread public support. In Denmark, there has been a legal requirement since 2009 for at least 20% of renewable energy projects to be offered to local ownership. The Institute of Welsh Affairs has recently suggested a similar threshold of around 15% as a minimum for Wales. That is the kind of forward thinking that we need.
