  Finally, I want to take a moment to thank all of those involved in the response to the wildfires this summer, including the firefighters, who showed immense bravery battling the flames. I saw the horrendous damage in Stourbridge at first hand, and the level of emotional turmoil was devastating. I will never forget meeting a woman on Quarry Park Road whose neighbour was widowed less than a year ago; she had lost her home and all her possessions too. During the fires we made emergency funding available, and this autumn the Prime Minister will chair a wildfire summit to discuss what more we can do to improve our resilience. The wildfires and extreme heat show the threat that we face from the climate crisis. We must treat this as an emergency in itself.

  To meet our net zero ambitions and drive growth, the Bill will speed up approvals for clean energy projects. Some projects currently face waits of over 10 years—another legacy of Tory failure. With a first ready, first connected system replacing the flawed first come, first served approach, and with £200 billion of investment unlocking growth through “Clean Power by 2030”, our reforms will protect households from the rollercoaster of foreign fossil fuel markets and usher in a new era of energy independence, in which despots like Putin can no longer have their boot on the nation’s throat.

  I know that the devolution journey may not always be comfortable for politicians in Whitehall, but it is not supposed to be. After all, we are undergoing a generational power shift from Whitehall to the town hall. We have already seen a huge amount of good will from Labour Secretaries of State who are willing to give up newly won powers for the sake of our towns and cities. The Secretaries of State for Energy Security and Net Zero, for Transport, for Work and Pensions for Science, Innovation and Technology have led the devolution charge, and now the Prime Minister and I ask Members to do the same.

  I thank the right hon. Member for his question. He knows that we launched a consultation on the national planning policy framework. We will protect agricultural land, we will ensure that we have renewable energy so we have energy security in this country, and we will get Britain building again.

  These reforms are key to realising our wider growth ambitions. Part of that comes from new homes themselves, releasing the untapped potential of our towns and cities, which for too long have been throttled by insufficient and unaffordable housing. It also flows from making it easier to build the infrastructure on which we rely, so we will make it easier to build laboratories, gigafactories, data centres and electricity grid connections. We must make it simpler and faster to build the clean energy sources needed to achieve zero-carbon energy generation by 2030. We have already ended the de facto ban on onshore wind, but we are also proposing that large onshore wind projects be brought back to the nationally significant infrastructure projects—NSIP—regime. We will change the threshold for solar development to reflect the developments in solar technology, and set a stronger expectation that authorities identify renewable energy sites.

  Turning to green energy, boosting the delivery of renewables will be critical to meeting the Government’s commitment to zero carbon electricity generation by 2030. That is why on this Government’s fourth day in office we ended the ban on onshore wind, with that position formally reflected in the update to the national planning policy framework published today. We must however go much further, which is why we are proposing to: boost the weight that planning policy gives to the benefits associated with renewables; bring larger scale onshore wind projects back into the nationally significant infrastructure projects regime; and change the threshold for solar development to reflect developments in solar technology.

  Onshore wind is the cheapest form of electricity going, but planning policy has effectively banned it for nearly a decade. We are starting it up again, and we will go further. As part of our plan for cheaper household bills and achieving net zero, we are taking the brakes off the planning system. In the first three months of this year, just a fifth of major applications were determined within the 13-week period. As for nationally significant infrastructure, the average time for consent is now more than four years, compared to two and a half years as recently as 2021.

  What has changed? Two weeks, two Ministers, two completely different policies later, and it is the same pattern over and over again: a Government behind the curve, with sticking-plaster solutions, forced to lurch into a U-turn at the last minute. We need a strong, clear- eyed and consistent approach—one that ensures that we can protect our national security and that puts us in a strong position to engage with states such as China where it is in our interest to do so, in areas such as climate change and trade.

  Absolutely. I listened to the Minister’s response to the hon. Member’s question earlier, and it showed a lack of ambition. Those of us concerned about environmental factors, as we all should be, are also concerned that the Minister is not putting the necessary gusto into the Bill to ensure that those issues, including meeting the net zero targets, are really factored in. I hear a lot of words, but when it comes to the legislation that will enable us to do that, I do not see the practice being delivered. The next generation will hold the Government to account for the disaster they will be given if we do not act now. We know what the science says and what needs to be done, but this Bill does not do enough to ensure that it happens.

  Mr Speaker, this statement is far too late. The impact of this heatwave was completely predictable, so why the delay in coming to this House? It has literally taken the country going up in flames for the Minister to turn his focus to this emergency. Climate change will cause more and more national emergencies like this, from heatwaves to fires, floods and pandemics, but as we have seen over the past week, the leadership contenders are doing their hardest to outbid each other on how they would cut action on climate change. They will leave us vulnerable to more freak natural disasters.

  What of the crises facing us now? On the cost of living crisis, the Government have no answers. On climate change, they have no answers. On backlog Britain, they have no answers. They are not just asleep at the wheel; they are steering us straight into the eye of the storm. It is no wonder that so many hon. Members have drawn the conclusion that Britain needs a fresh start. My hon. Friend the Member for Bradford West (Naz Shah) summed up this Government’s record on tackling Islamophobia.

• 3 Nov 2021: G20 and COP26 World Leaders Summit

  I thank the Prime Minister for advance sight of this statement, and for updating the House on the G20 summit in Rome. It cannot be overstated how crucial the next week and a half is. I am pleased that there has been some progress as the Prime Minister outlined, but the next 10 days need to move beyond prepacked announcements. This is an opportunity for Britain, alongside our friends and allies around the world, to deliver historic change. By taking action to reduce emissions right now in this decade, we can avoid the worst effects of climate change. That cannot just be a political ambition; it is a necessity for humanity.

  As the G20 ends and COP26 continues, I assure the Prime Minister that all Labour Members are desperate for it to be a success. We hope that our negotiations can bring people together and deliver urgent solutions to the biggest challenge our world has ever faced. However, there is some cause for concern. The G20 needed to be a springboard to COP26, and a real opportunity to show Britain’s diplomatic strength in bringing people together and applying pressure where it is needed. We need to convince the big polluters to meet the commitment to 1.5°, to find solutions to phase out fossil fuels, to ensure a just transition for workers, and to create a fairer and greener economy. However, the G20 did not achieve that, and the Prime Minister is failing in his efforts to convince world leaders that more must be done. He has welcomed commitments for the distant future, and I accept that, but he knows all too well that we need to halve carbon emissions now, and at least by the end of this decade, if we are to keep global temperatures down. It is time for urgent climate action now, not more climate delay.

  We all know how difficult it is to convince the world to curtail carbon emissions, but it is our responsibility to do so. It is the Prime Minister’s responsibility to influence world leaders and lead by example. As we try to convince other countries to phase out coal, the Government are refusing to make their mind up about coalmines within their borders. They could have followed the lead of the Welsh Labour Government and changed planning policy to ensure that no new coalmines were developed, but they did not. As we try to convince big emitters to do more on reducing emissions, unfortunately this Government are agreeing a trade deal with Australia that removes key climate pledges. They are undermining our messages by giving a free pass to our friends. When Britain must convince the wealthiest nations in the world to pledge more money to help developing countries cut their emissions and adapt to climate change, what have this Government done? They cut development aid that would have funded vital climate projects. How does the Prime Minister expect to convince others to do more, when he is setting such a poor example?

  This was the moment for our new economic and social settlement to tackle insecurity at work, to meet the climate crisis head-on, to rebuild our public services, to support our businesses and to share wealth and power fairly among our citizens and communities. The British people deserved a Queen’s Speech that met those challenges of the moment, but it has fallen short on every count. This granny knows that it is our grandchildren who will still be paying off the debt that has mounted up over this period. We owe it to them to offer them better-paid jobs, better real affordable homes and a better Government.

  I absolutely agree with my hon. Friend. Far be it from me to say that this House can sometimes be prehistoric when it comes to moving forward, but I do believe that young people challenge us, as we saw with the recent climate change strikes. We have to listen to young people, as they often show us that we can be a more tolerant, more equal, more loving and more respectful society.

• 11 Feb 2016: Solar Energy: VAT

  Following on from the question from the hon. Member for Cheltenham (Alex Chalk), the proposed hike in VAT would raise the typical cost of a 4 kW residential solar PV system by nearly £1,000, even though industry experts advise us to retain the lower tax rate for solar under the recent ECJ judgment. The Government are keeping the lower rate for heat pumps, biomass boilers and combined heat and power units. The same should surely apply to solar PV thermal; otherwise we will have the perverse situation in which electricity generated from fossil fuels is taxed at 5% VAT, while homeowners have to pay 20% VAT for their own renewable energy. Can the Minister not persuade the Chancellor to reverse this tax hike and, if she cannot, will she make commensurate increases?

• 15 Dec 2015: Climate Change and Flooding

  Does my hon. Friend agree that cuts to renewable energy threaten both our environment and the economy? In my constituency, Energy Gain UK is a successful local renewables business, which has grown from nothing in four years to having 10 staff and apprenticeships. The drastic cuts to feed-in tariffs mean it may be forced to close, which makes no sense either to the environment or to the economy.
