  Despite some of the issues and considerable challenges—they are considerable—that hon. Members have pointed out in their contributions, I want to cheer people up slightly with the statement that the Nature Minister, my hon. Friend the Member for Coventry East (Mary Creagh), made on the Floor of the House yesterday. She pointed out that before the Paris agreement, the world was on track for 4% of warming, but we have now got it down to 2.5. That is still way too high, but I use that example because I want to inject a little bit of confidence that if we can get our processes right—internationally as well as nationally—we can do something about this. Such issues are so complex and interrelated that it is easy for people to think that the problem is too great and we cannot possibly deal with it, and then be despairing about it, so I wanted to inject that little bit of optimism. We have made progress, and we have to make sure that we carry on making progress.

  The Government recognise that extreme heat fuelled by climate change is no longer a rare seasonal event to be managed with temporary emergency measures; it is a chronic, recurring, structural risk to our economy, public health and national security. Every hon. Member who has contributed today has recognised that point. Our response to extreme heat is built on a combination of tried and tested plans and capabilities that have been refined over time, and also longer-term programmes to meet the specific challenges of climate change.

  Evidence suggests that without action, the physical impacts of climate change could cost England’s economy between 1.1% and 3.3% of GDP by 2050, and at least 7.4% by the end of the century. We are taking action now in recognition that it is economically beneficial to invest early to reduce emissions. As Nicholas Stern said many years ago, the more money spent on investing to prevent, the cheaper it is to deal with the consequences.

  The Government have put clean energy and climate action at the heart of their agenda, which includes showing global leadership by setting a world-leading target to reduce emissions by at least 81% by 2035. Cutting emissions remains our first line of defence, but it is harder when the political consensus that existed about climate action has broken down globally and in this country. There are still people who claim that climate change does not exist and that we are spending a load of money for no particular reason, when we know that scientists are universally agreed that the increase in heat and changes in climate that we are talking about have been caused by human effects on our planet’s climate. The sooner that everybody recognises that globally, the easier it will be for the great ingenuity of the human race—when it is in a good mood—to deal with the consequences of what was done in the past with industrialisation.

  We are taking action as well as mitigation to prepare the UK for the impacts of climate change. Under the Climate Change Act 2008, we maintain a robust climate change risk assessment, and through the national adaptation programme, DEFRA co-ordinates a rigorous cross-Government response to ensure that our sectors remain resilient.

  The Government are strengthening long-term climate adaptation by setting stronger objectives based on common planning assumptions, informed by the guidance that we requested from the Climate Change Committee. Yesterday, in the statement given on the Floor of the House by my hon. The Department for Environment, Food and Rural Affairs is the leading Department on work on climate adaptation, not mitigation. It is important that lead Departments can focus on the issue at hand, and DEFRA is doing adaptation.

  The hon. Member for Honiton and Sidmouth raised farming schemes and grants. I understand the pressure that the uncertainty we are now facing in the world because of what is happening in the middle east applies to farmers, coming as it does after the impacts of climate change-related extreme weather in recent years, which have damaged harvests. This Government will work with farmers to deliver long-term solutions to the risks of extreme wet and dry weather, and to increase profitability, because when farmers can run profitable businesses, it is good for the whole economy and vital for our food security.

• 3 Feb 2026: Fish and Chip Sector

  More than 600 hospitality small and medium-sized enterprises across England will receive free energy usage and carbon reduction assessments, and advice and guidance to help them cut carbon, cut costs and support increased productivity and growth. That project is expected to save the businesses an average of £5,000 a year, and it is already identifying key behavioural changes that can have a significant impact on energy bills. I hope the fish and chip sector can be made aware of that and exploit it. Fish and chip shops, along with all small and medium-sized enterprises, can access advice on reducing their energy bills and the business benefits of decarbonisation through the UK Business Climate Hub and the business growth service.

  In that context, the ability to change and adapt is important, and fishing has a good record in doing that. Fishing businesses have to mitigate the impacts on stocks that are under pressure, adapt to changing distributions of fish because of climate change, respond to changing consumer demands, adopt new technologies and develop new skills. It is a task that this Government will continue to support the industry in navigating. We are supporting and encouraging the industry to organise and collaborate, to plan confidently and to invest for the long term. I will continue to work with industry experts—big and small—who know the sector best in order to build a thriving and sustainable fishing industry.

  I was astonished to see that the Conservatives had pledged to scrap the Climate Change Act 2008 in the face of opposition from one of their own former Prime Ministers, Baroness May, who called their plans a “catastrophic mistake”. This Government are committed to achieving clean power by 2030, while the Conservatives would leave us dangerously reliant on Putin’s oil. Labour’s ambitious clean power mission will create good jobs in rural areas, protect bill payers and ensure our energy security. Well-designed and well-managed solar farms have the potential to deliver a range of environmental benefits, with some solar farms delivering significantly more than the mandatory 10% increase in habitats required by biodiversity net gain.

  We know that the roll-out of solar generation does not pose a risk to food security. Planning guidance makes it clear that developers should utilise brownfield land wherever possible. Where agricultural land must be used, lower quality land should be preferred. We also encourage multifunctional land use and are encouraged to see plenty of farmers ignoring the hysteria of the Conservatives and combining sustainable energy generation with arable and livestock farmers—

  We also face challenges to the resilience of domestic food production systems from soil degradation, disease and climate change. Those are critical long-term risks, but we should be clear that the impacts are here today. We need only speak to a farmer whose fields were underwater last winter and then parched and drought-ridden this summer. They would say that that is not a theoretical risk, but a threat to food production today. That is a threat we can manage because we need to take climate change seriously and do something about it, as we do with more conventional threats.

  Boosting the resilience of our food system will prepare it better for supply chain shocks and disruption. Some of what we have to do is ensure resilience to climate change, which will make us more resilient in the way in which we produce food. Environmental changes therefore go hand in hand with protecting food production. If we do not make our landscapes more resilient and more sustainable environmentally, it is likely that the productivity of our land will decline and it will be harder as the climate changes for us to guarantee reasonable food production. Some of those things bolster each other and should not be set against one another, as the right hon. Member for Aldridge-Brownhills said in her opening remarks. They can produce a more effective and more resilient result if we do them effectively and properly.

  We already manage the resilience of domestic production through updated environmental land management schemes. The good news is that actions taken today to manage these immediate risks can also reduce the risk from climate change. There is a £7 billion farming budget focused on improving the resilience of our food systems. That maintains the Government’s commitment to farming, food security and nature’s recovery. It includes £5.9 billion for environmental farming schemes, £816 million for tree planting and £385 million for peatland restoration, all of which is vital for sustainability.

  Only 0.1% of land is used for solar, and half of the agricultural land used for generating solar power is still producing food. Solar farms are not a risk to food security. Instead, they play an important role in diversifying farm income and decarbonising our economy.

• 3 Nov 2025: Draft Environmental Protection (Wet Wipes Containing Plastic) (England) Regulations 2025

  This action is part of a wider commitment to encourage more sustainable behaviours around the consumption of single-use plastic. Ultimately, we want to encourage a shift towards reusable and/or plastic-free alternatives. In a 2023 public consultation, 95% of the respondents agreed or strongly agreed with the proposed ban on wet wipes containing plastic. The ban is part of the Government’s all-round approach to moving towards a circular economy for plastics—a future where we keep our resources in use for longer, waste is reduced to accelerate the path to net zero, and we see investment in critical infrastructure and green jobs, which will help our economy to prosper and nature to thrive. We intend to publish the first ever circular economic strategy for England in the coming months.

  Falling so far below our competitors will simply lock in the stagflation we are already experiencing. There can be no prospect of sustainable growth in living standards and real wages without a significant improvement in our economy’s performance. Labour has long argued for a move to make full expensing of business investment permanent. The Chancellor condemned that as “irrespon-sibility from Labour” in the King’s Speech debate just eight days ago, so we welcome his damascene conversion today, which ends the uncertainty of the three-year cut-off period and the problems it was creating. We need to increase economic growth, and, despite the blind faith of the Conservative party, tax cuts do not do that; investment in equipment and people does. Labour’s green prosperity plan will put shovels in the ground and cranes in the sky, propelling us to net zero and transforming our infrastructure in every region, truly preparing us for the future.

  We need a change of Government away from the chaos, the in-fighting, the clown show. We need a serious Labour Government with a plan to grow our economy and prepare properly for the future. We need planning reforms to be delivered, not talked about; we need Labour’s green prosperity plan to get us to net zero and create good jobs; and we need a new deal for working people to ensure that work pays. And by the way, we also need a general election—the sooner, the better.

  Again, there is largely agreement about the aims of clauses 25 and 26. We are on the cusp of a complete transformation in the way our economies have to work. Sometimes, I think we do not quite understand the extent of the transformation that will be needed and the speed at which it will have to be done, given that we are so behind in our attempts to reach net zero and avoid catastrophic climate change. It really is the last few hours, in terms of the biodiversity and climate stability of the Earth, for us to be able to do this.

  It is very important that, through these clauses, the Government have agreed to incorporate the legislative target of reaching net zero by 2050 into this part of financial services law. However, they have amended it by replacing what was there before—the “have regard to sustainable growth”—with the target. Is that the right way to go about it? By getting rid of that “have regard”, do we lose an opportunity to make progress, rather than just focusing on a future output? That is not a philosophical question; it is a practical one. Why have the Government decided to replace the “have regard”, rather than enhance it? Will the Minister reassure us that, in the context of having to retool the way we do almost everything in all our infrastructure, we could not have gone with both? Will there be the potential for people to think, “We’ll put everything off until closer to 2050,” because the “have regard” has been replaced with an end-date output target? Can the Minister justify why the Government thought that was the best approach?

  When regulation is being refocused on net zero, there will be those who wish to greenwash what they are doing—I will use that phrase; the Minister understands what it means—in order to continue to attract investment and piggyback on the good will of people who wish this change to happen when, in the case of those companies, it is not happening. I suspect there is a little bit of that going on at the moment. How does the Minister envisage enforcement mechanisms and proper regulation being put in place to ensure that greenwashing is not going on everywhere? Such greenwashing would move us away from meeting the target. Not only would it be to the detriment of consumer interests; it would squeeze out more genuine activities, firms and investment if it were allowed to be too prevalent.

Her reign has seen the transition from Empire to Commonwealth and from conflict to peace in Northern Ireland, but also from complacency to climate emergency, which demonstrates to us all that we have much to do and many problems to confront.

  The systems that control financial services have to deal with the practical and philosophical issues that arise, such as whether digital coins are ever stable, what central banks ought to be doing to deal with that, and whether the wild west of Bitcoin and the rest should be left as a gambling thing on the side. Those markets can be volatile—the wild west—but the capacity of software such as open registers and blockchain, and their potential for transparency and in-time and open trading of all sorts of things, could be harnessed for good purposes as well as for the more nefarious ones that feature on the darker edges of the net. On top of that, the demands of climate change will cause a systemic change in the way that things are valued, priced and assessed for value.

  The combined Budget and spending review comes at a pivotal time for the country. That is partially a result of grim circumstance, which is beyond the control of any Government, as we have heard today—the pandemic and the challenge of the transition to net zero—but it is also the result of the Government’s serious mistakes and self-inflicted wounds. The botched Brexit deal has caused chaos at the borders, soaring prices and shortages, and the Government’s deadly complacency about the virus has resulted in one of the biggest economic hits and one of the largest per capita death tolls in the developed world—failure piled upon failure.

  It is certainly the case, though, that “Channel 4 News” has refused to be cowed by the Government’s none-too-subtle attempts to intimidate it. Those manifested themselves most notoriously during the 2019 general election when—this may be the real reason that we are seeing what we are—the Prime Minister was replaced by a melting ice sculpture in the Channel 4 leaders’ debate on climate change, which he had characteristically shirked. Following that incident, an unnamed Tory source briefed that Channel 4 would be privatised as punishment for lampooning the prime ministerial no-show. A complaint was made to Ofcom, but it was subsequently thrown out.

  Catherine McGuinness: I feel I missed a couple of points there. It is true that part of the way we will retain our global leadership in standard setting is by bilateral dialogue and co-operation, regulator to regulator, with other countries. There is also the question of how we work with the multilateral organisations. We need to take a good look at how we engage, on our new footing, with the Basel committee—how we engage with other global standard setters. We have a good story to tell. I think next year gives us a very good opportunity, as we take up the presidency of the G7 and with COP26 coming up. I have already mentioned our potential leadership on green standards. We should really look at next year as part of this new chapter for financial services, and look at how we can make clear our place in standard setting, and in that conversation around global standards.

  Climate change and the commitment to reach net zero carbon by 2050 also pose a major challenge, and the effect of being unprepared has been tragically evident in the flooding experienced this winter. This Budget offered an opportunity to address the need to introduce transformative policies to get us on the path to net zero before it is too late, but I do not see an awful lot of detail. I welcome the increase in expenditure on flood defences, which would have been even better had it not been preceded by major cuts in expenditure on flood defences. I look forward to the Treasury’s net zero review, which needs to outline the path forward to net zero, but I am puzzled about agriculture being excluded from the announcement on red diesel. Agriculture is the major sector that uses red diesel, so that needs more detailed scrutiny.

  Instead, we got a Budget that made no mention of the greatest challenges facing us today. There was no mention whatsoever of climate change. There was no mention of rising poverty and inequality, or of public expenditure cuts stretching to the far horizon. Perhaps most surprisingly of all, there was no serious mention of Brexit. This was an occasion on which the Chancellor ought to have set out a bold reforming vision for the UK. But he did not. He left the grimmest news unspoken; perhaps he hoped that nobody would notice.

  Clauses 30 to 32, in part 7, deal with the UK Green Investment Bank. The bank has only just been established and the Government are now seeking to flog it off—or, as I think the Secretary of State said, “set it free”. In the light of the Paris climate conference, where Governments, investors and businesses across the world agreed to accelerate the transition to a low-carbon economy, it is absolutely extraordinary that he has allowed the Chancellor to sell off the bank, setting back efforts to build a greener low-carbon economy.

  Why are the Government blocking the modernisation of EU trade defence instruments, which would deal with unfair trade before, not after, the damage is done to our domestic producers? Although there was welcome progress on the UK’s state aid application on the renewables obligation and feed-in tariffs, can the Minister confirm that until approval for its second application is received, it leaves some companies in the steel and other sectors without access to much needed compensation and still exposed to some 70% of climate change policy costs? When will there be any progress on business rates, which penalise new investment to increase productivity? When, in short, are the Government finally going to turn their warm words into real and urgent action to save our steel industry?

  In this Parliament, we always have to remember the issue of tackling climate change, but we have to balance that with the cost that that puts on our energy-intensive industries. We have to ensure that we get the balance right.

  Rather than hiding behind the European Commission, why do the Government not take action first on energy-intensive industry payments and get retrospective approval later? That is what Germany did with its Renewable Energy Act 2012. It provided support to producers of renewable energy from January 2012. It did not submit the Act for prior state scrutiny. It let the Commission investigate and then state aid approval was received in November 2014, two years after it had first provided support. Why can our Government not look after the interests of UK steel in the same way? It is hard to avoid the conclusion that the Government have been so slow to act because they have an ideological aversion to any Government intervention. We have a Secretary of State who will not let the phrase “industrial strategy” cross his lips.

  Next week we have the autumn statement, which is yet again in December—I am beginning to wonder whether the Chancellor knows something about climate change that he is not letting on. In 2010 he promised two things: that he would balance the books by 2015, and that he would not do that on the backs of the poor. Four years later he has clearly broken both promises. His five-year plan to eliminate the deficit is now running four years late; wages have fallen year on year while food bank use soars. On this Government’s watch the majority of people in poverty in this country are in work, but all the Government can deliver is a £3 billion tax cut every year for the top 1% of earners. While the Chancellor makes complacent boasts about the slowest recovery for more than 100 years, is the truth that only Labour can end this low-wage economy and deliver a recovery for the many not the few?

  Each week, the gap between the Government’s rhetoric and reality just gets wider. During the flooding crisis in February the Prime Minister promised that money would be no object, but a report released by the Select Committee on Environment, Food and Rural Affairs on Tuesday shows that instead of increasing spending on flood defences, the Government have cut funding by more than 17% in real terms, and that only 5% of the relief money that the Prime Minister promised farmers has been paid. That failure is no surprise when we have an Environment Secretary who does not believe in climate change, a Prime Minister who is more interested in public relations than results, and a chief of staff at No. 10 who has been described by the Education Secretary’s erstwhile adviser as a

They have an Environment Secretary who does not believe in climate change and a Deputy Prime Minister who thinks that he has a right to be in Government for ever. I think this Government might be living in a parallel universe.

  In the last two weeks, three of the big six energy firms have announced price rises of around 10%. To stand up to this abuse of market power, Labour will freeze prices until 2017, but the Government’s energy policy is in chaos. In opposition, the Prime Minister hugged huskies and pretended to be green, and only last year he was boasting that his green levies were bigger than ours, but last week his Back-Bench climate change deniers were agitating to abolish them, reducing bills by hitting the poorest hardest and abandoning energy efficiency altogether, and yesterday, in a blind panic, the Prime Minister announced that he had given in to them. The Deputy Prime Minister looked like he had swallowed a wasp, and Lib Dem spinners dismissed it as a “panicky U-turn” which will not be allowed to “dictate Government policy.” So I think we now know what the new Tory policy is, but can the Deputy Leader of the House tell us what the Government’s policy is?

It is surely right for you to ask whether Chairs of Select Committees should have commercial interests in those sectors covered by their Committee— but it is not just MPs who can have an influence on Government.

  Ministers claim that the Government’s flagship energy efficiency programme, the green deal, will enable thousands of householders to take out a loan to make their homes more energy efficient. Having scrapped schemes introduced by the last Labour Government which helped to make thousands of homes more energy efficient, the Government have a new scheme, which has been months in preparation. Forty organisations are involved and 600 trained builders are on stand-by, ready to spring into action, but the Department of Energy and Climate Change admitted this week that just five households had benefited. The Federation of Master Builders had a simple explanation for this failing policy: it said that the Government had done too little, too late to promote the scheme. Given the recent freezing weather and the inevitable impact on people’s energy bills, could the Leader of the House arrange for an urgent statement from the Secretary of State for Energy and Climate Change on the latest Government shambles?

  The increasing frequency of serious weather affecting the UK underlines the importance of robust flood defences, yet spending on flood defences has been cut by a quarter, delaying much-needed schemes. Even the Government’s own advisory Committee on Climate Change warned in July that Ministers are not doing enough, and now hundreds of thousands of people risk being unable to obtain insurance because the Government have not reached an agreement with the industry. We welcome the statement earlier in the week from the Environment Secretary, but will the Leader of the House find time for an urgent debate on measures to protect people across the UK from flooding, especially in light of the Environment, Food and Rural Affairs Committee report published today?

  The Conservative Energy Minister said this week about onshore wind farms that “enough is enough”. Hours later, up popped his boss, the Liberal Democrat Secretary of State, to announce the opposite. For good measure, a “source” told the Guardian that the errant Energy Minister “has been very silly”. We clearly need an urgent statement from the Secretary of State for Energy and Climate Change so that we can find out precisely what this Government’s policy on onshore wind farms really is, because it did not become any clearer in today’s questions. We also need an assurance that his junior Minister will not contradict the policy the day after it is announced.

We know that the new Environment Secretary is a climate change sceptic, but the Chancellor clearly thinks the climate is warming because in his mind autumn now extends well into December. Given that this Government have decided that autumn now extends into December, can the Leader of the House assure us that the Prime Minister has no plans to cancel Christmas?

  Speaking of the Prime Minister, after his disastrous summer, it is hardly a surprise that we have had yet another Government relaunch. After the reshuffle, we have a new right-wing Justice Secretary, an Environment Secretary who is a climate change sceptic and an Equalities Minister who has voted against almost every piece of equality legislation. So now we know: at the end of the rose garden, turn right. Given her record, can the Leader of the House arrange for an urgent statement from the new Equalities Minister, so she can inform the House of her unique approach to her brief?

  There have been further worrying signs of escalating ministerial disregard for Parliament. Notable among them was the Secretary of State for Energy and Climate Change’s astonishing discourtesy to the House two weeks ago. His intention to come to the House to make an energy statement—laudable in itself—was somehow tweeted to the world 30 minutes before his Opposition shadow was told by an environment journalist at The Guardian . An hour later the statement’s contents were leaked to the same journalist and were up on the website hours before the Secretary of State was due to deliver the statement in this place. As far as I can tell, absolutely no action has been taken by the Government to reassure us that this will not happen again, and the Secretary of State has offered neither an explanation nor an apology to the House for this strange coincidence.

  The Rio plus 20 summit, the biggest meeting on the environment in 20 years, has been moved to avoid a clash with the diamond jubilee celebrations and to allow the attendance of all 54 Commonwealth leaders, but, despite the Prime Minister’s pre-election pledge to lead the “greenest Government ever”, we hear this week that he does not plan to attend. Does the Leader of the House agree that, by not attending, the Prime Minister is failing to show any leadership at all on climate change, despite his pre-election posturing and husky-hugging photo calls? Is it not now clear that the Government’s green credentials are being put in the bin quicker than the constituency correspondence of the Minister of State, Cabinet Office, the right hon. Member for West Dorset (Mr Letwin)?

  Speaking of potential, I notice that the Prime Minister yesterday hosted a reception of FTSE 100 companies, exhorting them to promote more women into their boardrooms. With only four women in the entire Cabinet, is this not a case of the Prime Minister telling people to “do as I say, not as I do”? Perhaps if the Prime Minister had more women in his Cabinet he would be spared further embarrassment from some of the men he has in it. And while we are talking about the Energy and Climate Change Secretary, given our debate later today on electronic devices and tweeting from the Chamber, will the Government provide him with urgent training on how best to keep his fingerprints off the increasingly frequent briefings against his Cabinet colleagues?
