What has changed since covid and the pause is that climate targets have got harder to meet, and the cost of doing so has become greater. Construction costs have gone through the roof. Heathrow has lost about £4.5 billion. It has also lost its chief executive and not yet recruited a new one. It is not in a good state.

Perhaps I should begin by following the example of my right hon. Friend the Member for Hayes and Harlington (John McDonnell) in declaring my association with a local government pension fund. I chaired the pension committee of my local authority for a number of years. I am pleased to say that since I stopped doing that it has become much more ethical. I can now tell the House that the pension fund now has the lowest percentage of its fund invested in fossil fuels of any local authority in the UK, with the aim of net zero by 2030. I take no credit at all, other than the fact that it is now chaired by my researcher.

We have to start taking sensible decisions. That is what the Mayor of London is doing. He has frozen tube fares, which were going up too quickly, for four years. He has introduced the hopper fare, which means that people changing from one bus to another do not have to pay extra. That has benefited 140 million journeys so far. He has introduced the night tube, which the previous Mayor failed to. He has reduced strike days by 65%, and he has, as my hon. Friend the Member for Harrow West indicated, done a lot for not just walking and cycling but increasing zero-emissions vehicles and, indeed, the whole green agenda in London. Last year, he also reduced operating costs for Transport for London by £150 million in a single year.
