  I thank the Minister for the leadership she has shown on this issue, not just since taking up her role, but long before she came to this House—that is a powerful lesson at the heart of some of today’s debate. We have heard a lot from some Opposition Members about how inherently global this problem is, and that the UK decarbonising alone will not tackle climate change. They are obviously right—it is an inherently and intractably global problem that we cannot tackle alone—but they seem somehow to build from that to an argument that we will get other countries to go faster by going slower ourselves. The lesson that the Minister showed in a previous job by arguing for the Climate Change Act is that by showing global leadership, we can bring other countries along with us on this difficult journey. We brought in the Climate Change Act, and now 75% of the country’s GDP is covered by binding emissions targets. We know we need to go further, which is why the debate about how we meet those targets is so important—but it must be a debate about how we meet them.

  There has been a lot of loaded language about climate denialism, and I accept that Conservative Members are not denying the existence of climate change. However, by denying the real and existential consequences of not meeting the science-backed targets, they are engaging in a subtler, but no less pernicious form of denialism. That is betraying our constituents and their futures by failing to recognise the existential challenge of climate change, and by failing to engage with the real and important debate that we should all be having about how we meet those targets and the policy trade-offs needed.

  The right hon. Member is right to highlight that we need to do more to drive down the costs of energy and bring others with us on the journey of decarbonisation, but that is not the debate we are having today. We are having a debate about scientifically binding and informing climate targets that will have existential implications if we do not meet them. By not engaging with some of the deeper policy conversations about how we get there, the right hon. Member is letting us all down. There will absolutely be areas where we can go further, because we have already shown that we can. Whether that is by renewing some of the renewable energy auctions to get better value out of the outcomes for consumers, by evolving the way we are delinking gas from electricity markets to deliver better outcomes for consumers and the environment, or by reforming some of the planning costs that have been holding back the new nuclear and clean energy that we desperately need to get cracking with, we have already made progress.

  There will absolutely be areas where we need to go further, and many hon. Members have made good contributions to highlight some of them. That could be thinking about how we can do more to take policy costs off electricity to speed up the electrification journey, or how we can deregulate better some of the innovate start-up technologies that will make some outcomes possible in ways that we might not even be able to imagine today, or thinking carefully about how we manage the industrial costs and implications of the journey to net zero, to ensure that we are doing everything we can to protect the fantastic industrial heartlands that our country has relied on for far too long, and which we should be preserving long into the future. Those are big important questions, but that is not the discussion and argument that has so often been thrown back from the Opposition Benches today. That argument has denied the implications of failing to meet the target, and it is deeply disappointing, because it lets down our constituents and all our collective futures.

  Some of the broad themes of the topics that we are discussing today are very important. How do we drive down bills at a time when all our constituents will be worried about the cost of living? How do we provide energy security for our country at a time when the volatility of oil and gas around the world is driving real concerns—not just for our communities, but for some of the big businesses and industrial bases on which we have relied for generations? And, crucially, how do we ensure that when we go back to our constituencies and look not just the current generations but future generations in the eye, we know we have done everything we can to finally take the existential threat of climate change seriously, having done far too little over the last decade to ensure that we are on the right track when it comes to living up to our environmental commitments? It is against that backdrop that I am disappointed by our focus on such a distracting topic today.

  Not at all. I think that that is why the last Government’s shameful failure to invest in the transition—their failure, in fact, to do much to create a better offer for the 50% of North sea oil and gas workers who lost their jobs over the last decade—is so shocking. It is why we have to do better; it is why investing in the reshoring of manufacturing around green energy supply chains is so important; it is about thinking creatively about how we can be more activist as a state in shaping the job opportunities of the future; and, yes, it is about ensuring that support packages are in place at the right times. But if we are talking about a just transition for North sea oil and gas, I do not think the record of the hon. Gentleman’s Government is anything that we should be looking to learn from.

• 19 Mar 2026: Climate Change

  As always, my hon. Friend is making a powerful case about the breadth of issues that underline why it is so important that we act on climate change. It is often seen as a future issue, but my farmers are feeling the effects of volatile weather right now, just as some of my households felt the effects of rare flooding just last year. Does my hon. Friend agree that the land use framework published yesterday will be a really important document for ensuring we get adaptation and mitigation strategies right when it comes to protecting nature, as well as delivering the carbon reduction goals that are vital to ensuring we get our climate change action back on track?

  My hon. Friend is making a powerful argument. Doubters of the net zero agenda often suggest that, because it is an international problem, we should go slower. Does he find it utterly bizarre that some suggest we can get other countries to go faster by going slower and engaging less ourselves? Actually, we need to be leading the way in the best traditions of Britain.

• 14 Jul 2025: State of Climate and Nature

  I had the real pleasure of visiting York Road nursery school in my constituency this morning to celebrate its securing Eco-Schools green flag status—with distinction no less. As well as being a sobering reminder of my inability to hold the attention of four-year-olds for very long, it was a powerful reminder that future generations will bear the brunt of our failure to take this crisis seriously. The truth is that we do not have to look to the future to see the cost—my local farmers are beset by flooding, for example. We in Hitchin are already feeling the pain of the failure to take climate change and the nature crisis seriously and to tackle them head-on. What assurances can the Secretary of State give my constituents that we will not shy away from tackling climate change at source, and that we will invest in mitigation schemes to tackle the issues that we are already facing right across our towns and villages?

  Right across my constituency, there is plenty of support for this Government’s ambition to do far better when it comes to transitioning to clean, green renewable energy. However, there is also a lot of frustration when my constituents see new houses going up, because we are not making use of rooftops and making sure that homes have the highest energy efficiency standards. Can we have a statement from the Housing Minister about how we can make sure that we are far more ambitious than the last Government in the requirements on developers?

  I welcome the Secretary of State’s statement and the leadership that this Government showed at COP29, recognising that with the global transition under way, the economic benefits will accrue to those who lead and shape it, rather than shy away from it and remain all too passive in the face of the economic forces that it heralds. Can the Secretary of State set out how we will ensure that we capture those benefits domestically and show the necessary leadership to drive investment, growth and opportunity to every part of the UK, so that we have a coherent economic strategy that touches every part of our nation?

When it comes to insulating millions more homes across the country and reducing bills for millions of families, will we simply take a “wait and see” approach?

  This Government have shown in the last three months what can be achieved by rejecting the climate denialism that the last Government often seemed at risk of sliding into. However, this announcement is important because it underlines the opportunity we have to also reject climate delivery denialism—the idea that we can somehow make the transition to net zero work without making big, bold investments or by focusing only on narrow solutions that align with our ideological priorities. The International Energy Agency and the Climate Change Committee could not be clearer: CCUS is not just an economic opportunity for this country, but a scientific necessity if we are to meet our climate targets. Will the Secretary of State therefore leave no stone unturned and no opportunity off the table, doing everything we can not just to deliver on our targets, but to ensure that we make the most of the opportunity to reindustrialise parts of this country that have been neglected for far too long?

  A lot of levers will need to be pulled to make all that happen. We will make sure that we finally get a land use framework into effect, allowing us to promote sustainable regenerative farming, reach our climate goals and strengthen ecosystems. We will also take robust action to hold water companies to account, by introducing tough action to stop bonus payments for pollution and ensuring that bosses who continue to oversee law-breaking will face criminal action. The last 14 years have shown a sickening decline in the quality of our waterways right across the country, with not a single river in England rated as being in good health. How on earth can we expect natural life to thrive in such a toxic environment?

  If this Government are not up to that, it will fall to the next Government to act. I am proud to be part of a party that has a proud history of conservation. From setting up our natural parks to opening up our coastal paths and passing the world’s first legislation to tackle climate change, Labour has a lot to be proud of. Should we be asked by the British people at the next election, Labour stands ready to serve our countryside once again.

  I have some great green innovators in my constituency, but it has been heartbreaking speaking to them over the last few months about the impact that the Government’s supposed reset on net zero is having on their businesses. They include new fuel cell producers, green aviation leaders, companies providing key supply chain parts to the car industry and renewable energy companies. Their businesses may be different, but the story is the same. The lack of action from the Government is making it harder for them to get investment, harder for them to create jobs and harder for them to bring growth to Mid Bedfordshire. My constituents ultimately saw through the Government’s shallow positioning on this issue, hearteningly for me, but it is unfortunate that this issue continues to hang over their prospects. How can we show leadership on this issue at COP28 at a time when the Government cannot even get out of the way of people looking to bring growth to my constituents?

  I welcome the Minister’s statement and the White Paper. Having had just one or two months to speak to my constituents, I know that many of them felt a real sense of dismay about the lack of global action and national leadership on these issues. The welcome return to the focus on the development goals and recognition of the importance of co-ordinated action on the causes and consequences of climate change globally will go down very well with many of my constituents. Although I welcome the recognition of the challenges posed by the barriers to finance and the burden of debt mentioned in the White Paper and the Minister’s remarks, I fear that a lack of ambition in this area may undermine some of the goals set out today. Can the Minister commit to bringing forward in due course further legislative action to ensure that we tackle that burden appropriately, including on private finance, and so have the real ambition we need to see on this agenda?

  I thank the Minister for that answer. I am incredibly proud of the leading role that Cranfield University in my constituency is playing, not just in pioneering research around net zero but in commercialisation of that technology. Can the Minister outline what further support we can offer companies such as Cranfield Aerospace Solutions in my constituency, to make sure we capture that economic benefit locally in the future?
