  I will make three points in the debate today: why the High Arctic matters, what has changed in the recent past, and what NATO and the UK should do about it. The High Arctic matters because climate change is changing the geography. Receding ice is extending operating seasons, opening access and drawing in more strategic interest in shipping, minerals and energy. Those create opportunities for states bordering the Arctic, but they also create risks. More access means more traffic. More traffic means more accidents and more opportunities for coercion, especially in a region with vast distances and limited infrastructure.

  The High Arctic is becoming a sharper edge of competition. Climate change is opening access, Russia is militarising, undersea vulnerability is rising and NATO is adapting. The UK has a choice. We can treat this as a niche theatre and muddle through, or we can treat it as what it is: a direct test of our seriousness as a north Atlantic power. Deterrence is built on credibility, credibility is built on capability, and capability requires investment. That is why the defence investment plan and ship availability matter.

  Many of my constituents in Halesowen work in energy-intensive industries such as forges and heavy manufacturing. The Government are rightly supporting those industries to become more energy-efficient, but workers need new skills, as well as skills in the many new jobs in the renewable energy sector. As they make this transition, how is the Department supporting workers in the west midlands to get the right skills for these new industries?

• 22 May 2025: EU-UK Summit

  Manufacturing makes up 14% of jobs in my area. It is a massive employer, but in the last 30 years the Black Country has lost over 30,000 jobs in the sector. We were once the engine room of the British economy, but while promises piled up, investments passed us by. This deal, on top of the deals Labour has secured with the US and India, will get our economy turbocharged once again. It is about supporting British steel, protecting jobs, and our future as a manufacturing powerhouse. Labour has cut £25 million a year from tariffs, which will help our steel industry to compete on the world stage and will save steelmaking jobs. It is about bringing down energy costs because we know how critical that is for households and businesses alike. This deal dodges a £7 billion carbon tax, and Octopus Energy tells us that it will bring down household bills and provide relief to normal consumers.
