  The Government are very keen to learn the lessons of what is happening as a result of climate change, because that will be at least as grave a problem going forward?maybe even worse. Gentleman seeks an Adjournment debate on these matters, so that he can hear from the relevant Minister what the Government plan to do to address what I know will be a serious concern for his constituents.

  As the hon. Gentleman says, climate change is already making heatwaves more frequent, longer lasting and more severe. We are absolutely committed to making sure that we are able to deal with our changing climate. We are transitioning to renewable energy, reducing greenhouse gas emissions to achieve net zero and adopting infrastructure for extreme weather. I note that there was a well-attended Westminster Hall debate this week on preparedness for extreme heat. When we return after the summer, there may be a strong case for either a statement or a debate to reflect on what has happened and what lessons we can learn.

  I certainly join the hon. Gentleman in paying tribute to West Yorkshire fire and rescue service. I fear its services will be called on more in future as climate change has further effect. I will take away and raise with Ministers the hon. Gentleman’s particular points, but let me be clear: we have invested around £100 million for the biggest upgrade of national resilience capabilities in nearly 20 years, to combat the escalating threat of wildfires. We have also made available around £2 billion for fire and rescue authorities in England. It is obviously of concern to the hon. Gentleman’s local communities, though; let us see what more we can do.

  My hon. Friend is right to raise that. We know that extreme weather events are getting more common and that these issues will not go away. We are working across Government to respond to severe heatwaves and mobilise support, particularly for the most vulnerable, who are of course at greatest risk of harm. As my hon. Friend will know, the Government are taking action to combat climate change, and I will make sure that the points she raises are shared with the relevant Minister.

  Nobody in this House campaigns harder on behalf of the industry than my hon. Friend, and I thank him for that. The Government have allocated more than £73 million in additional funding to deliver almost 500 zero emission buses across England. The mandate is a devolved matter, but we are working with the devolved Governments to ensure that meaningful engagement takes place ahead of the review. I will raise his concerns with the relevant Minister to see whether there is any further update that we can share with him.

  My hon. Friend is a veritable champion for his constituents and on the matter of the climate crisis; I commend him for that. We are committed to improving air quality, and to delivering benefits for public health, the environment and the economy through new air quality targets, which will cut exposure to harmful particles by nearly a third by 2030. Should my hon. Friend wish, he could seek an Adjournment debate on the subject, in which he could expand further on the points he made.

  The hon. Gentleman mentions food security and the climate crisis, and he will know that the effects of the current instability in the international situation have brought these issues into starker focus. I will give consideration to what he says, but the Prime Minister is absolutely focused on matters such as food security, because we understand that this is a particularly turbulent time. He is entirely focused on ensuring that we are resilient and emerge from the current situation not by getting back to some kind of normality, but by being in a much stronger position than we have when coming out of previous crises.

We are already bringing down energy bills by £120, and I am sure the Chancellor and the Secretary of State for Energy Security and Net Zero will keep the House updated. As this international crisis unfolds, we will need to take careful stock of what is happening, particularly to energy bills, and we will not only keep the House updated but, if further action is necessary, we will take it.

  We are committed to building a strong pipeline of future zero emission bus orders. The publication of the 10-year pipeline is a key milestone in this work and will boost British manufacturing. As a starter, I encourage my hon. Friend to raise his concerns at upcoming Transport questions on 26 March, but I will also raise with Ministers the prospect of updating the House in a statement, should that be necessary.

  I thank my hon. Friend for raising this question. The Government are wasting no time in our mission to make Britain a clean energy superpower and tackle the climate crisis, both for people living in his beautiful constituency, and for people living in other parts of the country. Great British Energy will ensure that British bill payers reap the benefits of clean, secure, home-grown energy. Our local power plan will support more than 1,000 local clean energy projects. That is about not just making sure that we have sustainable and safe energy, but supplying jobs.

  The shadow Leader of the House said that no one disputes the importance of green energy, but I think he is stretching the point a bit. It is not simply Members of Reform; there are still Members in his party who dispute the importance of green jobs. He talks about the benefit to the better off, but I remind him that every household will benefit from the £150 cut to energy bills, and it is not just households that will benefit. The other side of it is the thousands of green jobs, not least in my constituency and my region. Finally, I welcome his conversion, perhaps belatedly, to Keynesianism. It is perhaps another sign of his not quite fitting in with the mainstream of his party.

  The Church of England has committed to net zero carbon by 2030, and is actively supporting solar installations on churches and cathedrals to make the buildings more efficient to run, and to lower operating costs. Through its net zero carbon programme, the Church has allocated £30 million for the years 2023 to ’25, and a total of £190 million over nine years for energy efficiency and renewables projects.

  There is absolutely no difference between what the Government are committed to and have said publicly, and what we are saying in private. Of course, some issues require a great deal of diplomacy. The Prime Minister himself went to COP30 with the Secretary of State for Energy Security and Net Zero. When the Secretary of State returns, I would expect one of them to make a statement on COP30, so the hon. Lady will be able to put those points to them directly.

  That this House believes that the UN Framework Convention on Climate Change conference in Paris in 2015 is vital in ensuring that the target of keeping global temperature increases below two degrees is met; further believes that the UK Government should push for ambitious emissions targets for all countries, strengthened every five years on the basis of a scientific assessment of the progress towards the two degrees goal, a goal of net zero emissions in the second half of the century, transparent and universal rules for measuring and reporting emissions, climate change adaptation plans for all countries, and an equitable deal in which richer countries provide support to poorer nations in their efforts to combat climate change; and further notes the importance of making adequate plans for domestic mitigation and adaptation and ensuring communities are protected from the worst effects of climate change, including flooding.

  That this House notes the recent severe weather which has caused widespread and distressing flooding of homes, businesses and farmland; praises the work of communities, the Environment Agency, the Armed Forces, the emergency services and local councils in assisting those affected; calls on the insurance industry to ensure pay-outs are made as quickly as possible; recognises that continued support will be needed for the communities and businesses affected in the months ahead as homes and infrastructure are repaired; acknowledges the clear scientific evidence that climate change is contributing to the increased frequency of severe weather and the consequent risk of flooding; notes the advice from the Committee on Climate Change that current and planned levels of investment are insufficient to manage future flood risk given the increased threat from climate change; calls for further reports on the implementation of the recommendations contained in Sir Michael Pitt’s report into the 2007 floods to be made to Parliament; and supports cross-party talks on the impact of climate change and the funding and policy decisions necessary to mitigate the consequences of more frequent severe weather on communities and the economy.

  That this House believes that the energy market does not serve the public interest and is in need of urgent reform; notes with concern research by OFGEM showing that average household energy bills have risen, while energy companies’ profit margins have soared; recognises that, with a cold winter forecast and Government support cut, millions of families will struggle to heat their homes; believes that energy tariffs are confusing and unfair, meaning that 80 per cent. of people currently pay more for their energy than they need to, and that consumers who try to switch are often given inaccurate information; further believes that to tackle climate change, build a new low carbon economy and make the UK a world leader in green energy, which will bring new industry and jobs to the UK, people need to know that the energy market is fair; and calls on the Government to investigate mis-selling and ensure consumers are compensated, introduce a simple format to be applied across all tariffs, so that people can compare the full range of energy deals at a glance, increase transparency by requiring energy companies to publish their trading data, reform the energy market to break the dominance of the Big Six by requiring them to sell power into a pool, allowing new businesses to enter the market, increasing competition and driving down energy bills for families and businesses, and demand that energy companies use their profits to help reduce energy bills this winter.

  Most fishermen I know support the marine protection areas, but it is reasonable for them to ask why we are rushing to put those areas in place by 2012. They also recognise the pressure on our energy resources, and acknowledge that offshore wind farms will be an important part of renewable energy. Again, however, it is reasonable to ask what the effect will be of an offshore wind farm that runs from St Mary’s in the north of my constituency to Blyth. That seems to squeeze the fishermen out of areas that would otherwise be potential fishing grounds.

  One NorthEast has been a leading player in the New and Renewable Energy Centre in Blyth and along the north bank of the Tyne, in low-carbon vehicles at Nissan on Wearside, and in the Printable Electronics Technology Centre in County Durham. Every one of those developments had at their heart a level of operation between private investors and the public sector. There may be support for small businesses for local authorities to pick up, but I am concerned that without such strategic action, the big national decisions will go elsewhere. My fear is that that will be bad news for the north-east.
