  I welcome the ?14 million of funding released this month to create opportunities for young people in my constituency. The money will train them in jobs for construction in net zero sectors.   My hon. Friend will be very happy that my Edinburgh constituents ride on buses manufactured in his constituency every day, so much so that since 2018 Lothian Buses has purchased 180 buses from Alexander Dennis. In 2018, Lothian Buses and Alexander Dennis unveiled a brand new 100-seater double-decker bus. Even stepping on these buses today, they feel state of the art, with increased driver safety and passenger convenience. In 2021, Lothian Buses started testing four Enviro400EV double-decker buses, which were the result of an electric vehicle partnership between Alexander Dennis and BYD UK. This kind of partnership demonstrates the work and innovation already under way in manufacturing to decarbonise the transport that we use across our cities every day.

  Today’s Met Office report says that we need to put in place a highly localised network of rain gauges, as extreme rainfall can be very dangerous. In July 2021, Stockbridge in my constituency faced flooding after a torrential downpour one afternoon, following several days of soaring temperatures. A network of rain gauges will help to analyse the impact of climate change, and also help communities such as Stockbridge to prepare. Will my right hon. Friend outline the Government’s plans in that regard?

  Thirdly, we need to speed up the consent process, and I welcome the decisions taken by the Department for Energy Security and Net Zero in that regard. Stakeholders have expressed their dismay to me that, although Canada can secure consent and start construction within two years and France can do similar within three, the process can take up to a decade in the UK. I am concerned that if the timescales cannot improve, we will fritter away our competitive advantage not just with marine renewables but across a large number of established and innovative technologies. I appreciate that consenting is devolved to Scotland; the Minister knows that I have raised the unacceptably long process for consent decisions with the Energy Consents Unit and Marine Scotland, and I would welcome an update on the recent discussions he has had with Scottish Ministers on consenting.

The historic landmark reminds us of our rich heritage and the importance of preserving it for the future. This is evidenced through our proud industrial and political history, being where Rose’s lime juice was invented to prevent sailors from getting scurvy, and where Salvesen had a whaling business. In the present day, our port is reinventing itself for the next generation, with the green energy jobs of the future and with businesses such as Vestas and nearby Nova delivering wind and tidal energy.
