  I understand that the hon. Gentleman thought the summer, while being the hottest on record, was more of a millionaire?s paradise than the awful situation it was for many in our country. Does he not understand the science of climate change that he is encouraging us to continue to aggravate, or is he simply a flat-earther entirely?

  It is a pleasure to serve under your chairship, Sir Desmond. Like many Members, I have been inundated by constituents writing to me about this issue and explaining at great length their concerns about climate change and their fears for the future. The existential risk of ecosystem collapse and biodiversity loss at home and abroad is a common feature of those concerns.

  The report makes for very worrying reading. One constituent told me that the briefing went “far beyond” anything she had “feared for the future”, and that she was frightened by the real and imminent global risks that we face from climate change and biodiversity loss. Although the report is a worst-case scenario, about what could happen without action, the very suggestion that this is a possibility should worry us all.

  I welcome the Prime Minister to his place with his message of optimism, hope and change for water, climate change and procurement. On procurement, may I be presumptuous and give him a quick win? We can remove Palantir from the federated data platform in the NHS and replace it with a Greater Manchester model that works today and supplies more than Palantir does or ever can. That is an easy win.

  The biggest issue in my inbox is the cost of living and the cost of energy in particular. In the south-west, we are a net contributor to renewable energy, and we could do even more with tidal power investment. Yet our energy bills are higher than the national average. In my Newton Abbot constituency, we have higher fuel poverty than the average, and 23% of households in the district are in off-gas-grid areas.

  Speaking of previous politicians, I pay tribute to my predecessor, Anne Marie Morris, and her dedication to the constituency. Her maiden speech told of the waves gently breaking over the trains on the Dawlish seawall. The 2014 storm, however, showed us that the force of the sea and the increased storms due to climate change were both serious and urgent. Since then, Network Rail has constructed a new seawall, rebuilt the station and more. However, it was the catastrophic cliff collapse near Teignmouth that caused the longest interruption of rail services, cutting London off from the south-west peninsula. We are still waiting for funds to be confirmed for that work. Climate change is a real and present threat to us on the coast, and we cannot stop it with just flood defences and mitigations. We must do everything we can to reduce the use of fossil fuels and carbon dioxide emissions.
