  I echo the comments made by the Chair of the Energy Security and Net Zero Committee. At risk of inviting criticism from the left and the right, I plead for some nuance in this debate. These are two materially different prospects, and of course one of them is able to feed directly into our domestic market. I urge Ministers to make sure that the decision is made based on evidence rather than just ideology.

  The Minister knows that I am a fierce champion for the new clean power jobs that we are getting on Teesside. We are seeing some of those opportunities scaling up now, but we cannot see mass unemployment in the offshore industry while those opportunities are still nascent. What assurance can the Minister give that every worker will have the opportunity for a genuinely just transition?

  The Teesside region already produces much of the UK’s hydrogen, in an economy built on the legacy of ICI, and it continues today with BOC’s Teesside hydrogen carbon capture, usage and storage project. We have the pipelines, the port and the skills, and now the prospect of a new £4 billion net zero Teesside CCUS project linked to the Endurance saline aquifer beneath the North sea. With projects across our industrial cluster, we are well equipped to deliver perhaps a quarter of the Government’s 2030 target.

  May I put just a couple of questions to the Minister? What those producers need now is confidence that enabling work for final investment decisions can begin, ideally before the Bill completes its full legislative journey. Of course, there is a precedent for that in the Energy Act 2023. What engagement will the Minister have with the Department for Energy Security and Net Zero on the carbon capture track project. I know that a number of the producers are keen to benefit from track 1 expansion, so producing those two things in train seems like a sensible thing to do, and I hope that there is cross-departmental engagement.

  I strongly welcome my right hon. Friend the Secretary of State’s commitment to delivering for Teesside and to delivering thousands of good green jobs in clean industries—delivery after years of delay. He mentioned Solent earlier, and he knows the risk that delay can pose to CCUS and to jobs. Does he therefore agree that it is absurd for the Conservative party to try to claim credit for this proposal after failing to deliver for 14 years, failing to commit any resources and leaving our industries in the lurch?
