  We have not yet added in the third element of this battle between food security and energy security: water security. I believe in climate change. I am more sceptical about carbon neutrality within a certain arbitrary timeline, but the fact is that evaporation is a massive issue as the world warms up. One of the stunning and much less vaunted benefits of floating solar is that it reduces evaporation by 70%. Australia is very expensively covering reservoirs in anti-evaporation covers, but those could be floating solar panels.

  National Grid is going to spend about £30 billion by the end of the decade building pylons, but only 2% of the steel used to build those pylons will be British; similarly, in the offshore wind projects, only 2% of the steel will be British. That is because of carbon taxes and energy costs. Does the Minister recognise that rather than promoting the opportunity of the great, green revolution that they were espousing earlier, the Government are actually killing British business with high energy costs?

  There is a second lesson that we can take from all of this. I heard the Secretary of State say that we were in a “sprint to decarbonise” our economy and I heard the Deputy Prime Minister say that, under the planning framework, nimbys were not going to stand in the way of development. Those two things concern me, because they could combine to allow further programmes and plans simply to ignore local concerns. If local concerns had been listened to at the time that the Spelthorne eco park was being built, it would not have been built and would not have become the failure that it is.

  We may disagree about what we heard earlier on today in the spring statement about whether the economy is growing, but we are certain that this Government will grasp ever more desperately at the will-o’-the-wisp of growth in the months and years to come. Does he agree that—unlike the hon. and learned Member for Folkestone and Hythe, who said he went to China with his eyes wide open—we might as a country end up turning a Nelsonian eye to human rights abuse, to the fact we are exporting our net zero to a highly carbonised economy and to the cyber-attacks we experience daily from China in order to chase after growth that is not coming?

  To finish on a lighter note, I hope that hon. Members now know a little bit more about Spelthorne. They are welcome to visit any time, whether to hear about the work of BP’s global technology centre as it seeks to decarbonise the world, or to see the largest film studios in Europe and the second biggest in the world after Hollywood. They might instead be interested in a flutter on the horses at Kempton Park—not that we on the Conservative side of the House are allowed to bet any more—or maybe just to potter along the Thames like “Three Men in a Boat”.
