  T2.   Does the Secretary of State accept that the only way we will both meet our net zero targets and keep energy bills down is by pressing ahead with a new generation of nuclear power stations? Will he therefore accelerate existing projects such as Hinkley Point and Sizewell C, and press ahead with small modular reactor and advanced modular reactor technology?

  I thank my right hon. Friend for his statement and strongly welcome the Government’s commitment to a new generation of nuclear power stations, which are going to play an essential part in delivering both energy security and net zero. Can he confirm that, while a new Chinese-designed reactor may no longer be in prospect, Bradwell-on-Sea in my constituency remains a designated site for new nuclear investment?

  Work has been done on this question, and I pay tribute to the New Lines Institute for Strategy and Policy and, in particular, Dr Azeem Ibrahim, who in conjunction with other international experts has been developing a plan for how we should go about seeking reparations from the Russian state. There are some legal precedents. Two have been identified, the first being the 1946 Paris agreement on reparation, which provided for the seizure of German public and private property in the aftermath of the second world war. As my hon. Friend the Member for Isle of Wight (Bob Seely) mentioned, a more recent precedent was the establishment of the Kuwait compensation fund under the UN compensation commission, which used the proceeds of the Iraqi oil industry to pay out compensation totalling something like $52 billion to 1.5 million claimants.

  Maximising the opportunities from innovative use of data will also depend on better flow of data between international partners. Independent of the EU, the UK will promote the free flow of personal data across borders, including through ambitious new trade deals; new data adequacy agreements with some of the fastest growing economies; and more innovative transfer mechanisms, while ensuring that this data will be properly protected, including through effective regulatory co-operation. We will also explore wider global opportunities on data, seeking to increase the availability of data and minimise burdens on organisations seeking to tackle some of the most pressing international questions of our time, including climate change and prevention of disease.
