  For many years we have expected farmers to steward our environment and at the same time deliver food at rock-bottom prices to make up for the failure of politics to secure an affordable cost of living across the rest of society. That has made agricultural profitability increasingly difficult. Now, with the crisis posed by climate change to our national food security, we must pull every available lever to reverse that trend. At the general election, the Labour manifesto committed to a target of half of all food purchased across the public sector being locally produced or certified to higher environmental standards. Will the Secretary of State provide an update on progress towards that target?

  It is time to put it plainly: if we fail to prevent man-made climate change from getting worse, we face an existential threat to the British way of life. As our weather becomes more extreme, we face the threat of repeated crop failures and the heat-related deaths of thousands of livestock. With our country built for a climate that no longer exists, the impact of storms and heatwaves on our roads, hospitals, schools and pylons will finish off the efforts of the previous Tory Administration to wreck most of our national infrastructure.

  I fully support the Government’s determination to keep our country on track for net zero and to play our part in tackling the climate emergency. Failing to act would put 1,000 years of history and the prosperity of every generation to come at risk. Nevertheless, delivering the seventh carbon budget will be possible only if we face head-on the problems in our society that so often stand in our way.

  With millions in our country already struggling for a decent standard of living, tackling climate change will be impossible if it becomes a threat to their jobs and livelihoods, and to their ability to pay rent, heat their home and put food on the table. The fight against climate change must also be a fight for full employment, decent wages, affordable homes and an end to fuel poverty.

  The Government’s impact assessment for this carbon budget is clear: there is a risk to delivery if efforts to deploy new technologies outpace the capacity of industry and households to respond. If it takes up-front spending to invest in net zero technologies such as solar panels and heat pumps to play our part and to benefit from long-term savings, the Government must ensure that everyone is able to do so, regardless of income.

  Similarly, for Ministers to secure public backing for the measures needed to deliver carbon budget 7, we must have a geographically fair approach that puts genuine decision-making power in the hands of local communities up and down the country. Once again, the impact assessment is clear that there is the potential for adverse ecological and landscape impacts from the delivery of net zero infrastructure. Rural communities such as those that I represent cannot just be told to lump it, and that is where I think the impact assessment is inadequate.

  It is not enough to say that there will be net benefits overall, so it is okay that places such as Stocking Pelham in north-east Hertfordshire are being inundated with speculative proposals for renewable energy schemes. Unless we address the clear disconnect between the development of new infrastructure, how it is done, who it benefits and who experiences the harms, public backlash will continue to delay and frustrate the essential progress that we urgently need. Will the Minister not only make more of the obvious win-win opportunities, such as rooftop solar on commercial buildings and over car parks, but invest more resources in local area energy planning so that rural communities are empowered to decide what technologies they host in their local landscape, where, and at what scale?

  If climate breakdown accelerates, many of the international supply chains that we have relied upon for essential goods and resources for far too long will cease to exist. We are sleepwalking towards a situation in which this country can no longer guarantee the basic needs of its people. At that point, no amount of AI slop or casino capitalism will be an alternative to actually making things. Before ecological collapse makes it too late, will Ministers use their industrial strategy to pivot our economy back to producing more of the essentials that we use in our daily lives?

  Q3. The war in Iran has exposed how dangerously reliant we are on imports for our food, fuel and medicine, but the reality is that climate breakdown will make the current instability look trivial. Will the Prime Minister use the upcoming King’s Speech to address this fact and redirect our economy towards food security, energy security and security in the supply of our medicines?

  The state of England’s woodland paints a clear picture of national decline. The elms are gone, the ash is dying and even the English oak is at risk from the existential threat of climate change. We have far less woodland cover than many of our European neighbours and what woodland we have is in poor condition: just 7% of it is in good health. Many of our oldest trees—living legends that have been part of our landscapes for generations and that can each be home to thousands of species—are still at risk. A lack of diversity in size and species, and a lack of open, sunlit glades for young trees to grow in, has left our ecosystems fragile and degraded. That does profound harm to the wildlife that our voters love. Iconic species such as hazel dormice and our beloved red squirrels are disappearing into the pages of the history books and the number of woodland birds has fallen by 37% over the past 50 years. It must be said that although the wealth generated from tearing down woodland for shipbuilding, agriculture and construction was tightly privatised by a small, wealthy few, the consequences of the nature crisis are and will be felt by all.

  Finally, while not all of Ebenezer Howard’s vision ultimately came to fruition—like all towns, Letchworth faces its own challenges today—the strength of community that Letchworth continues to foster, nearly 125 years after it was founded, should shape the policies that we pursue as we support the new towns to come. From Decarbonise Letchworth to the Wilbury community café and the Friends of Norton Common, the ordinary residents of Letchworth are a constant source of energy, passion and determination to tackle the challenges that we face as a society, from environmental collapse to loneliness and the cost of living. The Labour Government should foster and embrace these grassroots movements by combining new towns with a new drive to put power back in the hands of ordinary people.

  Returning to food security, it has been far too long since we have taken the issue seriously. We have grown complacent in the surety that, as a rich nation, we can import all we want and need. With the worsening climate emergency, however, it would now be entirely unwise to assume that we can continue to rely on those supply chains—when Valencia next floods, we will remember that to our cost—or to step back from trying to achieve net zero. The threat of flooding from climate change to so much of our best agricultural land is too great for that to make any sense, with 95% of grade 1 land in the east of England already at risk of flooding.

  We must urgently update our agricultural land classification. The system we use to determine potential farmland productivity is desperately out of date. It uses rainfall data from 1941 to 1970 and temperature measurements from 1961 to 1980. The impacts of climate change are already being severely felt on our farmland and intensive farming is degrading soils, with 5.3 million tonnes of organic carbon lost from our soils every year, so the likelihood is that the current agricultural land classification system substantially overestimates land productivity. We must update it.

  When we consider energy security, Government contracts for difference ensure a minimum price that gives suppliers the confidence to invest in the production needed to secure national policy objectives. Food security is no less essential than energy security, and farming practices that restore nature are as important as the transition to renewable energy. A Government serious about making genuine food security profitable to produce should establish new contracts for food security based on the contracts for difference mechanism in the energy sector, providing certainty through price floors for the key produce necessary to meet the nation’s nutritional needs. That is how we can achieve genuine food security.

  I make a brief declaration of interest: my former employer, CPRE, supports the Bill. Does my hon. Friend agree that the rate of climate change that she is describing in her constituency poses an existential threat to our most loved landscapes, our iconic wildlife species, the pattern of our seasons and some of our most valuable farmland, and that a rapid and just transition is therefore essential for rural communities so that we can hand over our countryside to future generations in some recognisable form?

  In North East Hertfordshire, the towns of Royston and Buntingford have seen rapid development in recent years, as have smaller villages such as Barkway, Puckeridge and Standon. In the near future, a new estate will be built on the edge of Letchworth Garden City and the town of Baldock is due to roughly double in size. At the same time, we face many challenging decisions locally to balance the need for renewable energy with the protection of our high-quality farmland, while also preserving and enhancing space for nature. It is therefore unsurprising that residents in North East Hertfordshire can see the common sense in making the best possible use of our finite land by putting the solar panels we need on rooftops.

  Our approach to delivering the renewable energy we undoubtedly and desperately need has been far too laissez-faire.

  Ensuring that solar panels are installed on the rooftops of new buildings specifically could deliver a generating capacity over six times greater than that of Sizewell C. Clearly, if we start applying a strategic approach beginning with the provisions in the Bill, we can host the vast majority of the solar panels we need on our rooftops. Other nations are already proving that this can be done, with similar regulatory measures currently in place in Germany, China and Japan. Better yet, enacting this legislation would not only accelerate our progress toward meeting our climate targets, reducing the industrialisation of our countryside and protecting rural communities; it also offers the most effective way to ensure that the net zero transition lowers electricity bills for consumers.

  Empowering households to generate the electricity that they use will help families to lower their bills far more rapidly than commercial schemes that feed into wholesale energy markets influenced by international commodity prices. This strikes me as a well-drafted Bill, and I congratulate the hon. Member for Cheltenham (Max Wilkinson) on its clarity and flexibility. The only thing that I might suggest is a widening of the provisions to cover commercial buildings as well, given the vast opportunities provided by warehousing space. It is estimated that we currently use only about 5% of warehouse rooftops for solar generation. Claims that the regulations would hinder innovation are clearly spurious, especially in view of the provisions for exemptions where other forms of renewable energy generation are installed.

  Thank you, Madam Deputy Speaker, for the opportunity to give my maiden speech in this important debate. The ongoing transition of our energy system is having a profound and, sadly, often harmful impact on many of the communities in my constituency, so I am very hopeful that the provisions in the Bill will begin at last to put the future of renewable energy in the service of those I represent. I warmly commend to my hon. Friends on the Front Bench the proposals, of which I am sure they will be aware, for Great British Energy to be given a duty to deliver nature recovery alongside its other objectives.
