  Although Indonesia has the largest economy in south-east Asia, it ranks only 17th in the world by GDP according to the International Monetary Fund. Despite that, Indonesia is consistently among the top 10 carbon dioxide-emitting nations; indeed, the FCDO has estimated that it is the fifth-highest carbon-emitting country. The Indonesian Government aspire to reach net zero by 2060. By 2030, they aim to reduce greenhouse gas emissions by 31.89% through national efforts and by 43.2% with international support. Those are significant ambitions, but the gap between aspiration and delivery is wide. Can the Minister set out what independent assessment the Government have made of whether Indonesia is currently on track to meet its 2030 targets, and what conditionality—if any—is attached to UK commitments?

  Finally, the scale of the investment being discussed today is substantial. British International Investment has committed £308 million in climate finance across south-east Asia until 2031, including a rooftop solar programme that aims to produce 600 MW of energy by 2028. The World Bank, which the UK contributes to, is providing $500 million to Indonesia’s electricity network transformation programme. What assessment have the UK Government made of value for money across the totality of UK investments in this relationship, and how are outcomes being measured and reported back to Parliament?

  In the context of the dash to net zero, rural economies can also be damaged by the infrastructure that is being put in. The Morgan and Morecambe wind farm cabling corridor and substations will cause damage to rural businesses over 20 miles along the cabling route, including disruption caused during the construction stage. What efforts is the Minister making to assess cases in which the infrastructure that is being put in place does more damage to rural economies than it benefits them?

  Q10.   Whether or not people agree with the Prime Minister’s net zero targets, he must agree that he will not achieve those targets without taking people with him. The cable corridor and substation for the Morgan and Morecambe offshore wind farm is one of the most objected to national energy infrastructure projects in the country. What is angering me and thousands of others is that there is a perfect alternative cabling route further up the coast that would bring local economic benefit, would be more cost-effective as a whole lifecycle project and could connect to existing national grid infrastructure, but no one is listening. Will the Prime Minister now listen, pause the planning inquiry for the existing application and ask the Department for Energy Security and Net Zero to consider and cost the alternative route to avoid untold devastation to our coastline and countryside?

  Whether one agrees with the Government’s net zero targets or not, they will not be able to achieve them without nuclear energy playing a significant role, which is why I was delighted that the Prime Minister and the Secretary of State chose to launch their nuclear strategy in my constituency—I can only assume that my invite was lost in the post. A key part of the nuclear fuel strategy is the nuclear fuel industry in this country. From the aggressive actions of Russia and other countries that have pushed western commercial providers out and dominated elements of the nuclear fuel enrichment and manufacturing market, we see that it is ever more important for our national security that we develop whole-of-lifecycle nuclear fuel production. When will the Government announce the concrete steps that they will take, as part of the strategy, to improve the whole-of-lifecycle manufacturing of nuclear power?

  Following its illegal invasion of Ukraine, we saw how Russia responded in the global tarrifs sanctions market: it tried to use its dominance in the nuclear fuel market to put pressure on Ukraine’s allies. We see the vulnerability in our energy supply chain when our enemies, and allies of those enemies, want to use it against us. Former head of MI6 Sir Richard Dearlove says that the Government’s target of decarbonising the grid hands power to Beijing. We have enough oil and gas in the UK not to have to rely on dictator states, so why do we not just get drilling and get our own oil and gas out of the ground? I suspect that, in their mad dash to decarbonise the grid, the Government will not do that, but have they undertaken a risk assessment of the strategic vulnerability of our national security in our increasing reliance on Chinese rare earth minerals and battery production?

  Planning on the green belt is a huge concern in my constituency of Fylde—housing is part of it, but there are also the Morgan and Morecambe wind farm proposals. Most residents back the new renewable energy being built off the Fylde coast, but there are concerns about the cabling and substation route, which appears to take the route of least resistance. It will see miles of farmland and countryside dug up, and substations built in inappropriate locations. We seem to be unable to get answers from the company on why that has been chosen as the preferred route, when other far more appropriate routes for cabling and substations exist. Will the Leader of the House assure me that the Government will work with us to get answers from the company and clarity about the other routes that could be used for the cabling, and to ensure that it works with me, local campaigners and the council to get the most appropriate route?
