  Yesterday, the Climate Change Committee laid out in stark terms the risks that we face as a country if we do not tackle the impact of climate change; one of those was drought. That is especially pertinent in Mid Sussex and across the south-east, which is extremely water scarce. South East Water is already warning about its ability to meet the demands of a growing population. Will the Leader of the House make time for a debate on how the Government intend to reconcile their housing targets with the region’s finite water resources?

  While we accept that climate change is affecting rainfall, and recognise that house building places additional pressure on supply, none of that excuses the simple truth: South East Water has failed to invest properly in its network, failed to maintain its pipes, and failed to plan to ensure resilience. We have also not seen a major new reservoir in England since 1991. In Mid Sussex, we are now seeing the consequences of that neglect. Ardingly reservoir is at 44% capacity—this time last year, it was full. We have had a hosepipe ban imposed since the summer, businesses have been restricted under a drought order and South East Water is now racing to design a 13-kilometre pipeline to move up to 30 million litres of water a day from Weir Wood reservoir, just to keep Haywards Heath and surrounding villages supplied next spring and summer. That is not resilience; they are chasing their tails. The pipeline proposal raises serious questions. Its route would cross private land, roads, railway lines and environmentally sensitive areas, including Ashdown Forest. Local people deserve clarity, they deserve transparency and they deserve independently verified information, not only on the feasibility of the pipeline, but on every contingency plan the company claims to be developing.

  I refer the House to my entry in the Register of Members’ Financial Interests, because I am a councillor on Mid Sussex district council. Some four years ago, I was sitting in training on a cross-party basis with Conservatives, Greens, Independents and Liberal Democrats, and we asked our planning officers, “Why can’t we mandate that all new builds have solar panels on the roof?” We were told that we were not allowed to, because it was not in the NPPF as it stood at that time. Does my hon. Friend agree that, in order to make the case for house building and tackle the housing emergency, we need to be able to convince the public that we are building high-quality houses that are fit for a climate crisis and that are energy efficient to reduce bills?

  There are also incredible groups working to tackle the climate crisis, which brings me to the subject of today’s debate. Fairer World Lindfield, Hurst Rethink, and Greener Hassocks and Ditchling are tireless advocates and campaigners for the idea of starting something to tackle the climate crisis rather than waiting for the Government to get on board. Greener Hassocks and Ditchling has put solar panels on the roof of Downlands community school in Hassocks. The Bolney wine estate has, in conjunction with the Brighton Energy Cooperative, put a solar array on the roofs of its winery, which now generates over 50% of the energy required to produce half a million bottles of wine.
